Dear Don:

I was disappointed to learn this morning that the
SWFWMD staff had denied our request to consider our
consumptive use permit applications at a public hearing
at the October Board meeting.

In my letters of submittal I indicated that we
would prefer the consideration of the consumptive use
permits for our existing three wellfields to be handled
as perhaps one hearing item. It would seem appropriate
that consideration of the three wells could be scheduled
for the November Board meeting since we submitted the
same materials that we did last February when such sub-
mittals were approved for a March hearing.

In regards to the Cypress Creek application, I do
not consider it necessary to prolong this hearing beyond
the November meeting either. Your staff has worked
diligently with the members of the Cypress Creek Management
Board in developing a pumping test program. A consumptive
use permit can be issued designed for the specific goal of
accomplishing the pumping tests as outlined and approved
by the Cypress Creek Management Board.

I would appreciate your assistance in scheduling
these hearings for the November meeting. We are pr.e-
paring a briefing for the Board at the hearing. The
