Keystone Park Civic Association is absolutely opposed to the
issuance of any new consumptive use permits to the City of St.
Petersburg for its Cosme-Odessa well field (or its Section 21
or South Pasco fields) which would have the effect of increasing
the permitted water use or harvest from such field (or fields)
beyond that now permitted.
We absolutely oppose any variances from the regulatory levels
which have been set by the Southwest Florida Water Management
District and we absolutely oppose increasing any variances to
the City of St. Petersburg or to any other commercial user. We
urge the .Board to abolish the use of permitted variances.
We further oppose the permitted practice by the Board which allows
commercial water users to "bank" their permitted uses which has
resulted in "banking" during times when water is plentiful and
using more water than would otherwise be permitted during times
when water is short. We ask the Board to abolish the practice of
"banking" by strengthening its regulations in this regard.
