6. The withdrawal of water will cause the level of the surface
of water to be lowered below the minimum level established
by this Board.

7. The withdrawal of water will be conducive to salt water
encroachment.

8. The withdrawal will cause the water table to be lowered so
that the lake stages of vegetation will be adversely affected
on lands other than those owned, leased, or otherwise legally
controlled by the Applicant.

9. The withdrawal of water will cause movement of water from
the water table on lands other than those owned, leased, or
otherwise legally controlled by the Applicant, at a rate
exceeding the water crop.

10. The withdrawal of water by the Applicant will cause the
level of the potentiometric service under lands not owned,
leased or otherwise controlled by the Applicant to be lowered
three feet or more.

11. The withdrawal of water by the Applicant will cause the
level of the water table under lands not owned, leased or
otherwise controlled by the Applicant, to be lowered three
feet or more.

12. The withdrawal of water by the Applicant will cause the
level of the surface of water in any lake or other impound-
ment to be lowered one foot or more when said lake or
impoundment is not wholly owned, leased or otherwise con-
trolled by the Applicant.

13. The consumptive use of the water withdrawn will exceed the
water crop for lands owned, leased or otherwise controlled
by the Applicant.

RE: Application of City of St. Petersburg for Modification
of Regulation of Cosme-Odessa Wellfield located in
Northwest Hillsborough County

ATTN: Mr. D. S. McAteer, Chairman

Gentlemen:

Hillsborough County, Florida, files this its protest and ob-
jections to the application of the City of St. Petersburg
for modification of the regulation of the Cosme-Odessa Well-
field located in Northwest Hillsborough County, and as grounds
therefore, says:

1. The relief sought would violate the specific provisions,
general intent, and co-operative spirit of the 5-party
Agreement, entered into on the 14th day of November, 1973,
by and between this District, the City of St. Petersburg,
Hillsborough County, Pinellas County and Pasco County.

2. The intended use would not be a reasonable, beneficial use.

3. The intended use would not be consistent with the public
interest.

4. The intended use would interfere with the legal use of water
presently existing.

5. The withdrawal of water will cause the level of the poten-
tiometric surface to be lowered below the regulatory level
established by this Board.
