Dear Mr. Feaster:

The Geological Survey is pleased to honor your request of December 5
and authorize Mr. John Moore, our Subdistrict Chief, Water Resources
Division, Tampa, to give testimony on an evaluation of the Cypress
Creek Well Field at the January Governing Board meeting.

Mr. Moore will be authorized to testify within his official capacity
and knowledge concerning the hydrologic aspects of projects he has
evaluated, using data from the files of the Geological Survey if
needed.

He may not act as a consultant or expert witness on behalf of any
of the parties, but must observe the strictest impartiality with
respect to the material presented.

He will be in a duty and pay status. The gross amount of any witness
fees or travel expenses paid him are to be by check or money order,
payable to the U. S. Geological Survey, Branch of Financial Management,
Mail Stop 270, Reston, Virginia 22092.
