RE: Applications For Consumptive Use Permits For NORTHWEST
HILLSBOROUGH REGIONAL WELL SYSTEM (Permit #206676), SECTION
21 WELLFIELD (Permit #200003), and COSME-ODESSA WELLFIELD,
(Permit #200004)


Dear Sir:

Enclosed are three separate petitions for formal hearings
relating to the above-referenced applications. These petitions
request that the Southwest Florida Water Management District
refer the applications for consumptive use permits for the above
wellfields to the Division of Administrative Hearings for the
appointment of a hearing officer to conduct a formal hearing on
those applications. These petitions are filed pursuant to Ch.
83-78, Laws of Florida which requires that a hearing officer be
appointed. Also enclosed is a Motion to Consolidate the three
petitions.

Please note that Section 120.57(1) (b) Florida Statutes,
requires that all requests for formal hearings shall be granted
or denied within 15 days of receipt.

Please contact me should any problem arise in the filing or
disposition of these documents.
