The Keystone Park Civic Association continues to be absolutely opposed to
the issuance of any new consumptive use permits to the City of St. Petersburg
for Its Section 21 Well Field, and Its Come-Odessa Well Field, which would
have the effect of increasing the permitted water use or harvest from such
fields beyond that now permitted.
We absolutely oppose any variances from the regulatory levels which have
been set by the Southwest Florida Water Management District and we absol-
utely oppose increasing any variances to the City of St. Petersburg or
to any other commercial user* We urge the Board to abolish the use of

believe there should be a steady reduction of the Water removed from these

I own Section 15 and 16 North of Section 21. My property has several
lakes and approximately 175 acres of Grove. Since the existing well-fields in Section 21
have been in operation, the water-table has dropped drastically, causing me loss in profits
due to yield decreasing caused by lack of moisture, due to a lower water-table.
Also, my lake property is decreasing in value because the lakes are drying
up. I think the results of the present amount of consumption are very drastic to the area.
The proposed increase, in my opinion, would be completely disastrous.

This is in response to the St Petersburg application for

Although I am only a private home owner on Lake Calm and I
can understand St Petersburgsproblem concerning waterI must submit
this letter against their request for more pumping,
A couple of years ago when there was no limit to the piuping as
established today, Lake Calm Trent down to the lowest it had ever been
in many years. I know that we also had less rain but, I can recall
in 1968 we had a dry year and the lake went down,but not as low as
it did several years ago. I do not agree Twith the findings that pumping
does not lower the the level I believe it does.
I must say that my reasons are personal and maybe selfish, but after
investing approx LS,000 dollars for my house and property on this Lake
which is a lot of money for me. I kncir it seems a drop in the bucket
to a large City like St Petersburg but for an individual like nmself
iB is all I have. I saved and worked to purchase a home on this Lake
and do want to continue to reside here,
I know engineers make statements and back them up with alot of
figures and scientific findingsbut I can tell you as well, as a person
who has actually lived on this Lake for 4O years that it has gone down
more during the last several years while pumping has been conducted.
I strongly recommend that St Petersburg not be permitted to
increase pumping in this area. I believe we have more than fair and to
double the current pumping will lead to this shallow Lake to dry
up to such a size that it will be of no use.

There is no Miss Ruth E. Hornsby and the address was in-
correct, so finally your letter of January 29, 1970,
finally reached me. My correct name is -rs. Ruth E. Hornsby
and correct address is Route 2, Box 1190, Odessa, Fla., 33556.
I have lived in the same house since August 1944. However
the post office has rerouted addresses in this area and that
is the reason for the present change in my address.
I can only make the same emphatic statement that was made
before. My answer is "no$"
Because of the noresent pumoning my lake grows lower by the
day. Real estate agents have termed it a "fishing" lake in-
stead of a swimming, skiing lake, consequently my property
is lessened in value. Furthermore, my daughter and I have
lost two deep wells because of the increased puming by St.
Petersburg vater Works. At present I am connected to my
daughter's well who is my neighbor to the east, .Consequently
I can never agree to increased pumping by said company.
Thank you for allowing me to express my honest opinion which
is and will continue to be "no" to any request made by St.
Petersburg Water Works.
