Meetings of the Water Management Task Force are scheduled for
December 18 and 19 (a tentative meetings agenda is attached). The meet-
ings will be held in the Training Center of the Northwest Florida Water
Management District's new facilities located on U. S. Highway 90
approximately 10 miles west of Tallahassee (see attached map).

By holding meetings on two successive days, the Task Force should be
able to complete most of its work and preclude the need for additional
meetings. Following the meetings, drafts of the Task Force report can be
refined and hopefully completed through written and telephone correspondence
by the December 31 requested completion dates.

A major topic for Task Force attention is refinement of last year's
Task Force Report recommendations regarding state funding of Water Manage-
ment Districts and possibly other portions of last year's report.
Additionally, in talking with various members of the Task Force three new
subjects for discussion have been suggested. Suggested new subjects
include (1) relationship and roles of WMD's and RPC's; (2) delegation of
regulatory authority by DER to WMD's; and (3) performance audits. If you
wish to propose additional discussion topics for the meetings, please try
and inform me of these items prior to the 18th, so that I can include them
on the list.

We feel that this year's Task Force effort will be very important
and most timely in providing guidance in water management to Governor-elect
Graham as well as the Legislature.
