As you know, a public hearing was held on December 20, 1978 to receive public comment
on the adoption of the State Water Use Plan (SWUP). Former Secretary Landers con-
tinued that hearing to January 30, 1979, intending to hear additional comment before
adopting the plan. With the change in gubernatorial administrations and Secretary
Landers' move to the Department of Natural Resources, the January 30 continuation
was postponed.

Due to substantial public concern toward the plan, and new directives from Governor
Graham, it is now appropriate that the current SWUP hearing be cancelled, and the pre-
sent draft plan be withdrawn until revisions and implementation alternatives can be
studied further. Attached is a copy of a departmental public notice regarding our
cancellation of the SWUP hearing continuation, as will appear in the March 23, 1979
issue of the Florida Administrative Weekly.

Close communication and coordinated review by the water management districts, regulated
industries, locally elected officials, environmental groups and all other interested
parties will obviously be extremely important. Please consider this memorandum an
open invitation to share with me any ideas or concerns you may have at this time as
well as throughout the plan review period.

Any new public hearings on the adoption of the SWUP will be noticed ninety days in
advance in the Florida Administrative Weekly, regional newspapers throughout the state
and through the SWUP mailing list. Moreover, copies of any plan proposed for adoption
will be available 90 days before such hearings) to insure maximum public input.
Thank you for your continuing interest in the SWUP and the management of Florida's
water resources.
