Chuck Littlejohn telephoned me today to request the following:

1. Our interpretation of the proposed amendment to Section 14
of Article 7 of the State Constitution relating to bonds
for water facilities. Specifically, Littlejohn asks if
we think the addition of the words "and other water facilities
authorized by general law" in sub (a) of Section 14 means
already existing water facilities which are authorized
by general law or whether it means water facilities authorized
by general law passed subsequent to the adoption of the
constitutional amendment. He asks this question because of
pressure from Charles Lee of the Audubon Society. I told
Chuck I would get back to him on this. Chuck made no
mention of paying for this opinion.

2. Chuck wants to meet with you for at least two hour some-
times soon to discuss the propose state water policy.
He would like me to attend this meeting, as welT-. He said
that while the proposal is far from being finalized, he
needs your expertise and your input. I told Chuck that
you will be in Tallahassee October 22, 1980 through
October 24, 1980 and that there is a possibility of such
a meeting being arranged during that time, depending upon
your schedule and your wishes. I will telephone you Tuesday,
October 21, 1980 and attempt to finalize this matter.

DER is being awfully nice lately; first the DER attorney handling
the Groundwater Task Force telephones me with inside information
about plans to end the Task Force (see previous memo) and now
Chuck shows such admiration and respect toward the man he wrote
so interestingly about several years ago. Am I being overly
