dated October 28, 1976
Dear Mr. Osborne:
Thank you for your letter of November 2 regarding the resolution by the
Florida Citrus Mutual Board of Directors.
Since the authority, in most cases, to designate new basins or revise
the boundaries of existing ones lies with the Governing Board, your re-
quest to designate the "Ridge" area a separate basin should be made to
For your information the District Board will be considering at its meeting
on December 1 resolutions to include this Ridge area as part of the Peace
River Basin and designating the Manasota Basin as a basin of Southwest.
Since your letter has a direct bearing on this matter, we've taken the
liberty to distribute copies of it and the Resolution to the Board for its
Prior to your letter, no arguments have been advanced in support of designa-
ting the Ridge area as a separate basin. Also, during the last legislative
session when arguments were made against the area becoming a part of the
Flood Control District, there was never any understanding the area would be
made a separate basin if it were to become part of Southwest. In fact, it
was acknowledged that the area would become part of the Peace River Basin.

Certainly before any decision is made, a great deal of consideration
should also be given to the additional administrative costs related
to supporting another basin unit and whether those costs would outweigh
the benefits that may accrue from giving this area separate basin

I AM ATTACHING A COPY OF A RESOLUTION PASSED BY MUTUAL1S BOARD OF DIRECTORS
AT ITS MEETING ON OCTOBER 28TH. MUTUAL HAS CAREFULLY CONSIDERED THE
REQUEST FROM A GROUP OF GROWERS ON THE RIDGE TO THE EFFECT THAT WHAT WAS
ONCE CALLED NO MAN S LAND AND WAS IN NEITHER CENTRAL AND SOUTH FLORIDA OR
SOUTHWEST FLORIDA WATER MANAGEMENT DISTRICT WOULD, AS IT ENTERS THE
SOUTHWEST FLORIDA WATER MANAGEMENT DISTRICT ON JANUARY 1, 1977, BE DE-
CLARED TO BE A BASIN OF SOUTHWEST WITH A SEPARATE DISTRICT BOARD AS PER THE
AUTHORITY WHICH SOUTHWEST HAS FOR CREATING BASIN BOARDS WITHIN THE DISTRICT.
I AM ATTACHING A COPY OF A MAP WHICH SHOWS THE BOUNDARY LINE THAT MUTUAL
WOULD PREFER AS THE DELINEATION BETWEEN THE PEACE RIVER BASIN AND THE RIDGE
BASIN. THIS LINE DIFFERS SLIGHTLY FROM THAT CURRENTLY IN EFFECT. AT SOME
TIME WITHIN THE NEXT FEW WEEKS WE WILL FORWARD TO YOU THE LEGAL DESCRIPTION
DEFINING THIS BOUNDARY AND SHOW THE DIFFERENCE BETWEEN THE PROPOSED BOUNDARY
AND THAT CURRENTLY FORMING THE EAST LINE OF THE PEACE RIVER BASIN.
I WOULD APPRECIATE DIRECTION FROM YOU AS TO HOW THIS REQUEST SHOULD BE HANDLED.
Do WE HAVE TO REQUEST A PUBLIC HEARING ON THE MATTER OR IS THIS HANDLED BY YOUR
DISTRICT S BOARD? MUTUAL WILL BE PREPARED TO PRESENT EVIDENCE SUPPORTING THE
POSITION TAKEN BY THESE CITRUS GROWERS AND WE ANTICIPATE SUPPORT FROM THE
MUNICIPALITIES LOCATED WITHIN THE PROPOSED BASIN.
DR. JIM GRIFFITHS WILL BE HANDLING THE DETAILS OF THESE ACTIVITIES FOR MUTUAL.

AS THE RIDGE WATER MANAGEMENT AREA INTO THE SOUTHWEST FLORIDA WATER
MANAGEMENT DISTRICT IN THE 1976 SESSION, AND
WHEREAS, THIS AREA IS LARGELY COMPOSED OF CITRUS GROVES, AND
WHEREAS, THIS AREA IS CONTIGUOUS WITH THE PEACE RIVER BASIN, AND
WHEREAS, THE PROBLEMS OF THE PEACE RIVER BASIN AND THE RIDGE
DISTRICT ARE SUBSTANTIALLY DIFFERENT;
BE IT HEREBY RESOLVED BY THE BOARD OF DIRECTORS OF FLORIDA
CITRUS MUTUAL AT ITS MELTING ON OCTOBER 28, 1976, THAT THE SOUTHWEST FLORIDA
WATER MANAGEMENT DISTRICT BE REQUESTED TO CREATE A SUBDISTRICT COMPRISING
THE RIDGE AREA WITH THE SPECIFIC BOUNDARIES AS NOTED ON THE MAP ATTACHED HERETO
WITH THIS SUBDISTRICT TO HAVE THE SAME AUTHORITY AND FUNCTIONS AS OTHER SUB-
DISTRICTS WITHIN THE SOUTHWEST FLORIDA WATER MANAGEMENT DiSTRFCT, AND MUTUAL
STAFF BE INSTRUCTED TO APPROACH SOUTHWEST WATER MANAGEMENT DISTRICT IN ORDER
TO IMPLEMENT THIS RESOLUTION AND THAT OTHER CITRUS ORGANIZATIONS BE ASKED TO JOIN
WITH MUTUAL IN THIS REQUEST.
