Dear Dr. Griffiths:

Thank you for your letter of August 10, 1977 regarding the establishment
of a "Ridge District."

At this point I'm a little confused. During the 1976 legislative session,
the District remained neutral when Florida Citrus Mutual expressed
opposition to the Ridge area becoming a part of the South Florida Water
Management District. At that time, it was indicated to us that residents
preferred to become a part of Southwest and it was verbally acknowledged
that if the Ridge area were transferred to Southwest it would become a
part of the Peace River Basin.

Subsequently, the Ridge area was placed within Southwest by the Legislature
pursuant to Florida Citrus Mutual's desires and again this was not
opposed by Southwest because the Peace River Basin was already a functioning
unit/and including the relatively small Ridge area would not be problematic.

Since that time Flarida Citrus Mutual expressed a desire for the area to
be given separate basin statusfand we have indicated to you that, although
another basin would create a significant additional administrative
burden, a public hearing is to be held in order for the Governing Board
to hear your proposal and to give the matter appropriate consideration.

Now we are being asked if we would like to participate in meetings to
discuss a proposal to amend the boundaries of Southwest which are set
forth in Chapter 373, F. S., in order to establish the Ridge area as a
new and separate water management district. I'm sure you can appreciate
my confusion. Please clarify Florida Citrus Mutual's position and
ultimate goal.
