Dear Dr. Griffiths:

Thank you for your letter of August 10, 1977 regarding the establishment
of a "Ridge District."

At this point I'm a little confused. During the 1976 legislative session,
the District remained neutral when Florida Citrus Mutual expressed
opposition to the Ridge area becoming a part of the South Florida Water
Management District. At that time, it was indicated to us that residents
preferred to become a part of Southwest and it was verbally acknowledged
that if the Ridge area were transferred to Southwest it would become a
part of the Peace River Basin.

Subsequently, the Ridge area was placed within Southwest by the Legislature
pursuant to Florida Citrus Mutual's desires and neither supported nor
opposed by Southwest. The Peace River Basin was already a functioning
unit and including the relatively small Ridge area would not be problematic.

Since that time Florida Citrus Mutual expressed a desire for the area to
be given separate basin status and we have indicated to you that, although
another basin would create a significant additional administrative
burden, a public hearing is to be held in order for the Governing Board
to hear your proposal and to give the matter appropriate consideration.

Now we are being asked if we would like to participate in meetings to
discuss a proposal to amend the boundaries of Southwest, set forth
in Chapter 373, F. S., in order to establish the Ridge area as a
new and separate water management district. I'm sure you can appreciate
my confusion. Please clarify Florida Citrus Mutual's position and
ultimate goal.

At the present time we are not.in favor of any proposals to the legisla-
ture that would amend the existing boundaries of the Southwest Florida
Water Management District. I believe this has been verbally indicated
to you on previous occasions. We would appreciate being kept advised
of any related discussions.

Dear Don:

Thank you for your letter of July 29th in answer to my
letter to Chairman McAteer concerning the Ridge area.

I fully appreciate the many problems that you are currently
faced with and I understand the reasons for delay.

Within the next 30 days I plan to have put together a
series of maps which will serve as the basis for our
rationale for a Ridge district and will also serve as a
basis for requesting a change in the Southwest Water
Management District boundaries to include the south end
of the Ridge and some areas on the east side. This is a
separate matter which will have to be addressed with South

I was at South Florida's offices about three weeks ago and
discussed the boundary changes with them. They seemed to
believe that they would like to have someone from Southwest
sit in on meetings in the future. I would like this letter
to serve as notice to you that in the event additional
meetings are scheduled, I will attempt to let you know so
that if you desire to have someone present, the proper
arrangements can be made. If you do not feel that it is
appropriate for someone to attend, I would appreciate having
that information grom you.
