Dear Dr. Griffiths:

Enclosed per your request today is a copy of the minutes of the
December 1, 1976 Governing.Board meeting.

As you will note on page five the discussion and motion adopting Reso-
lution No. 668 (a copy enclosed) in no way provided that the Peace River
Basin Board would not levy taxes in the Ridge area during FY 77-78. In
fact, the very nature of our basins results in all property owners
within a basin contributing at a uniform rate to undertake projects
throughout the basin.

As I mentioned to you this morning, the Peace Basin Board at its August
budget meeting approved a request by Highlands County to take over
operation and maintenance of the Upper Josephine-Jackson Creek Watershed
Project as soon as access to the structures and other details can be
worked out. Also, approximately $40,000 was budgeted for a photogrammetry
project in the Lake Jackson area. In addition, at its August 3 meeting,
the Governing Board approved implementation of the District's Rules and
Regulations in the new areas of the District. This work also requires
adequate funding.

Dr. Griffiths, to my knowledge there was never any discussion or intent
that basin taxes not be levied in the Ridge area this fiscal year. I
hope this letter and the enclosures adequately clarify the Boards'
actions.

If you have any other questions, let us know; otherwise, we look forward
to seeing you at the January meeting.
