The Board of Governors of the Southwest Florida Water Management District
(Regulatory) met in the District Headquarters building in Brooksville on
April 5, 1972 at 9:40 a.m. The following persons were present:

Chairman McAteer called the meeting to order. The Minutes of the Meeting
of March 8, 1972 were considered by the Board. A motion was made by Mr.
Beville, seconded by Mr. Van der Veer, that the Minutes be approved as
published. Motion carried.
Mr. Smith then gave a status report to the Board on the construction pro-
gress of St. Petersburg's Pasco Well Field. The southern section of the
main has now progressed to a point approximately 7,500 feet north of Van
Dyke Road. Road crossings at the Lutz-Lake Fern Road and Van Dyke Road
are to begin in approximately two weeks. The collection main and connec-
tion to the southern section of the main are now also underway. Pipe
delivery was delayed ten days, but has now arrived and the contractor will
begin to string out the pipe at the end of this week. Bids will be re-
ceived by the City on April 10, 1972 for the contract covering the installa-
tion of pumping facilities. This contract is considered to be the major
delay in the well field's readiness. The electrical and control facets of
construction will be placed under contract shortly after the pump contract
Mr. Varn reported to the Board on the recent driller violations and pro-
secutions and recommended procedures to be used in dealing with violations
in the future. Mr. Twachtmann stated that if some guidelines for admin-
istrative procedure such as those outlined could be adopted by the Board,
it would streamline the handling of these matters and assist the staff
as well. After a full discussion, and some appropriate changes as suggest-
ed by the Board Members and Mr. Gibbons, the following administrative
procedures were adopted after motion by Col. Negri with second by Mr. Van
der Veer. If these procedures do not prove effective, then additional
procedures will be presented to the Board for its consideration at a later

1. Unmarked or improperly marked equipment; not having a permit
prominently displayed on the well site; and failure to provide
completion and log reports.
