Re: 1972 Legislature Appropriations

Dear Dale:

Attached please find xerox copy of a portion of Senate Bill
1154 as passed by the Legislature. You will note that Item
710 contains an appropriation to the Water Resources Development
Account of $7,304,200.00. This amount includes $3,859,200.00
for Southwest Florida Water Management District and $3,445,000.00
for Central & Southern Flood Control District.

The Letter of Intent from the staff of each legislative committee
to the Department of Administration will include a copy of
the revised priority list which we submitted dated February 23,
1972 together with a detail project list attached.

You will note that the total of these two lists is $200.00
less than the amount allocated to Southwest Florida Water
Management District. This resulted from our rounding off
in setting up the priority list. Initially the Senate Committee
approved the following amounts:

17% matching money $1,064,200.00
Deficit remaining 350,000.00
Lower Hillsborough purchases 445,000.00

Total $1,859,200.00

You will recall that at the last minute Lou de la Parte
added an additional $2,000,000.00 for a total of $3,859,200.00
and we then revised our priority list accordingly.

You will note in the footnote to this item that it is the
intent of the Legislature that DOT take care of the necessary
highway bridges from primary road funds.

Please also note that none of these funds may be used for re-
payment to Districts that may have advanced funds for
construction matching prior to June 30, 1972.

I am also attaching copies of material I prepared and distributed
to select mem-ers of the Appropriation Committee prior to their
final action.

I plan to stay in close touch with the new legislative leader-
ship in an effort to avoid repetition of the agony we had to
go through this year.

Please keep me advised of any developments along these lines.
Please also prepare two files for use in connection with the
budget for next year. One file should include copies of each
resolution sent to the Department of Natural Resources requesting
WRDA funds during the fiscal year 1971-72. The second file
should be for 1972-73. I think it would also be helpful if
we could prepare progress maps or charts showing progress made
in land acquisition and in construction during current and
past years.

Explanation of posture of WRDA funds in Appropriations Bill
As it affects SOUTHWEST FLORIDA WATER MANAGEMENT DISTRICT

Funds for purchase of lands and for matching construction costs;-
Item 710 of the House bill, as amended, provides as follows:

"The total for the two amounts is $7,304,200 which is the same
as the lump sum amount included in the Senate bill for Water
Resources Development Account. The Senate amount is based on
the same allocation between districts as is stated in the

Footnote (A) of the Senate bill states that "monies appropri-
ated herein are for acquisition of water storage lands and
matching funds for construction of works in the major water
...menagement districts.".. .

IN RE: SOUTHWEST FLORIDA WATER MANAGEMENT DISTRICT APPROPRIATION



A. Item 710 of the current House Appropriations Bill (HB 4298)

provides:

Lump sum from General Revenue Funds to

Water Resources Development Account ............. $3,442,100

Of this, only $1,944,000 is allocated to SWFWMD.
The subcommittee has deleted 4 items from the
detailed construction project list (3 relate to
Tampa ByPass Canal.) This is 17% matching money.
The subcommittee has also reduced the amount of
money to be used to purchase additional water
storage lands in Lower Hillsborough Reservoir
and has not included any money to be used to
purchase water storage lands in other areas
despite a request to include money for additio-
nal lands in Green Swamp, Cypress Creek (Florida
Downs) and Anclote River (Starkey lands).

The Senate Appropriations Bill provides $7,304,200
of which $3,859,200 is allocated to SWFWMD.


B. Item 710d of the current House Appropriations Bill (HB 4298)

provides:

From Primary Road Trust Funds to Water

Resources Development Account for Highway

Bridges ....... ........ ... .......... $ 640,000

This entire amount is for bridges in Central
and Southern Florida Flood Control District
and does not include anything for SWFiWMD even
though there is pressing need to start the Inter-
state 4 bridge complex at the Tampa ByPass Canal
as well as the bridges at Highway 301 and at
Harney Road. The engineering for the I-4 complex
was paid for several years ago and plans have
been completed for quite sometime. These simply
need to be "dusted off" and updated. DOT has
indicated to SWFWMD that it could be ready to
go in 30 days. The total cost is expected to
exceed $2.5 million spread over 2 or 3 fiscal
years.

SWFWMD has requested the following for the
current year:

Phase I of I-4 bridge complex $1,450,000
U.S. 301 bridge Tampa By Pass Canal 350,000
Harney Road Bridge Tampa By Pass Canal 150,000
$1,950,000

The Senate Appropriations Bill contains no
specific amount for this purpose but a
Footnote states that it is the legislative
^ intent that the D.O.T. plan and construct
[necessary bridges from primary road funds.
