RE: State Legislative Appropriation

Dear Don:

You will recall at the meeting in Jacksonville on January 15,
Charlie Sanders advised us that the Governor was holding the
line on all expenditures.

I have since had conversations with numerous people in Tallahassee
relating to this and I hope we will be able to obtain an appro-
priation of a substantial increase to be used in accelerating our
acquisition of the Green Swamp Flood Detention Area.

Joe Kyle and Hubert Helton have accepted an invitation to visit
the District on February 12 and 13. Elton Revel has tentatively
accepted.

Joe Kyle is the staff director for the House Appropriation's
Committee and serves as a trouble shooter and legislative
appropriation analysis for Marshall Harris. Hubert Helton is
staff analysis for the Senate Ways and Means Committee and
handles all matters relating to natural resources. Elton Revel
handles budgetarial matters relating to natural resources in the
Department of Administration under the Governor's office.

These three men play a very important part in getting favorable
treatment for our appropriation request. They are all very
knowledgeable about government spending and are very familiar
with the Department of Natural Resources and the various water
management districts.

I told them we would meet them at the airport on Tuesday
morning, show them a portion of the District by car and then take
an inspection similar to the one we showed Senator Childers last

year. I hope you accompany us on this trip although I realize
this is the day before the Board meeting.

They will then be attending the Board meeting on Wednesday and
afterwards, I would hope we could get them together with the
Chairman, you, Clint Schultz and me for a more detailed discussion
about our appropriation needs for this next year. I will be
in touch with you by phone to formulate a more definite itinerary.
