Re: Little Manatee River

Dear Mr. Gardner:

The opportunity to discuss your plans for the Little Manatee River was certainly appreciated.
I sincerely hope that Florida Power & Light can work out a "cap" to the amount of water
that they remove from the Little Manatee River. As we discussed, it is my personal
opinion that this should be in the form of a guarantee that no more than a certain percentage
of the flow of the river would be removed at any given time. I hope that your engineers,
together with Mr. Twachtmann and his staff, can reach an agreement on whatever form this
"cap" takes.

The Impact Statement and Water Supply Study have been received and I shall review
them carefully. The expressed concern of the Alafia River Basin Board at their last meeting
was for the rights of the downstream property holders within the district. Your willingness
to share this concern with us and investigate the possibility of a "cap" is appreciated. As
soon as you have some numbers to discuss, I ask that you call Mr. Dale Twachtmann, our
Executive Director in Brooksville.
