RE: Minutes of 7-16-79 meeting with Florida Power & Light as reported
by Dod Harmond, Florida Power & Light Site Superintendent
Midway down Page one of Dod's account of this meeting is the following
'After much discussion it was established that Florida Power & Light
Company was not diverting in excess C0f the legal limits."
This conclusion is strictly that of Dod Hamond as is the choice of words.
I neither expressed nor agreed to any such statement. In truth, the Permit
Agreement is too vague to afford such a conclusion (see ry memo of 7-18-79).
Actually, according to the report forns as well as the account rendered at
this meeting of their operation, it appears that there have been withdrawals,
of very short duration, which were in excess of the allowable withdrawal.
The fact that these averagess" were of very short duration is a mitigating
factor which led me to the conclusion that we should modify the reporting
format in order to get a more accurate picture of what their diversion
After we have had a chance to use the new format for a few months we will be
in a better position to evaluate the necessity of further action.
