Re: Territorial Transfers in Accordance with the Water Resources
Act of 1972

Dear Dr. Vernon:

There is a typographical error on page one, second paragraph, of Mr.
Feaster's letter to you dated May 17, 1974. The date mentioned in the
first line of that paragraph should be July 1, 1975 instead of July 1,
1974. It's an obvious error but it's one we thought should be noted and
corrected.

Re: Report to the 1974 Legislative Session, Transfer of Territory
Between the Districts

Dear Dr. Vernon:

In reply to your memorandum of April 18, 1974, we are very concerned that
your proposed report will recommend delaying for another year important
decisions that should be made this year.

It is obvious to us at this time that the July 1, 1974 deadline for the
inter-district transfers will not allow ample time to resolve the funding
and other problems which now exist and we believe the transfers should
not take place until these problems are resolved. From the comments made
at meetings with the St. Johns and Suwannee Water Management Districts in
Jacksonville and Ocala earlier this year, we believe the Governing Boards
of both these Districts are in general agreement with us. These are
critical problems. The decision to allow the necessary time to resolve
them needs to be made now in order to avoid the panic that will undoubtedly
take place if the decision is left until the last minute. We have enclosed
for your information copies of a resolution adopted by the Oklawaha Basin
and District Governing Boards which expresses the Boards' concern in this
regard.

It is also significant that neither the District nor the Oklawaha Basin
Board has any philosophical objections to the eventual transfer of our
Oklawaha Basin to the St. Johns River Water Management District. They are
very concerned, however, that the transfer date should be made dependent
upon the resolution of the problems involved and that the inflexible date
of July 1, 1975 should be so amended. In addition to the funding and staff-
ing problem, for example, the District's boundaries after the transfer will
fragment one of the proposed levees to be built in conjunction with the
Green Swamp Flood Detention. Having part of the levee in one District and
the remainder in another would create obvious operational problems which
could easily be prevented and which should be considered immediately.

Our Waccasassa River Basin Board has also expressed its desire to remain a
part of this District and not transfer to the Suwannee District. This has
been endorsed by the Southwest District Governing Board and copies of the
related resolutions are attached. It is our understanding from the joint
meeting in Jacksonville that Mr. Camp, Chairman of the Suwannee Water
Management District, was in general agreement with the Basin Board's de-
sires. We, therefore, request that any proposals to change the statute
include such amendments that will allow the Waccasassa Basin to remain
within the Southwest District.
