Dear Dennis:

The proposed change to Chapter 373, indicated to you in my letter of
Novber 25, was put before the Governiember 25, was put before the 10 and
unanimously approved. You'll recall our proposal involved approximately
17 sections of land that if transferred, as currently required by 373,
would cause a levee which is to be built in conjunction with our Green
Swamp Flood Detention Area to then lie partially within the St. Johns
District.

It is my understanding that the St. Johns' Governing Board agreed to
this but also approved another proposal of some significance. Under-
standably, I'm interested to know the details of your Board's proposal.

Apart from the above matter I might also mention certain flooding prob-
lems that have been occurring in the Lake Lowry area since the late
sixties. Lake Lowry lies in that part of Polk County now scheduled for
transfer to St. Johns. Rather than going into a lot of detail here
I've selected several memos and letters from the file that will provide
you the background you should have at this point.
