Dear Colonel Wisdom:

Mr. Stafford's letter of June 24 leaves us in the position of the "chicken
and egg," i.e. what comes first. SB-1274, Chapter 76-243, realigning the
Water Management Districts, requires that the United States of America
approve the assumption of the contractual obligations by the receiving
District. Therefore, St. Johns will not have jurisdiction until your
approval. -----

Please initiate necessary steps to have sponsorship of the projects in
the Oklawaha River Basin transferred to the St. Johns Water Management
District, or advise us of the proper format of contract to be executed.
