Dear Buddy:

As you are aware, the Coastal Rivers Basin optioned not to purchase
a tract of land from Jay B. Starkey, Jr., et ux, as part of the
Save Our Rivers program. The parcel is located within the Coastal
Rivers Basin and was offered to the Pinellas-Anclote River Basin
for acquisition when the former basin elected not to acquire it.

Since the Pinellas-Anclote Basin has agreed to acquire it with the
condition that the parcel be incorporated into their basin juris-
diction, the enclosed Resolution has been prepared to accomplish
that request. It will be necessary to present this Resolution and
initiate a rule amendment for a public hearing at the December 1,
1982, Board Meeting to accomplish the alignment in time for it to
be changed on the tax rolls of the Property Appraisers in Pinellas
and Pasco Counties.

Please review the enclosed Resolution and advise whether you have
any suggested changes to it. Lee will be preparing the necessary
rule change and publishing it in November for the public hearing
on December 1, 1982. --
