SOURCE DOCUMENT ADVISORY

Digital images were created from printed source
documents that, in many cases, were photocopies of
original materials held elsewhere. The quality of
these copies was often poor. Digital images reflect
the poor quality of the source documents.

Where possible images have been manipulated to
make them as readable as possible. In many cases
such manipulation was not possible. Where
available, the originals photocopied for publication
have been digitized and have been added,
separately, to this collection.

Searchable text generated from the digital images,
subsequently, is also poor. The researcher is
advised not to rely solely upon text-search in this
collection.

Informal History of Camp Blanding
(named for General Albert H. Blanding, former CG of the 31stDiv & CNGB)
In 1939 the old National Guard training site on the St. Johns River just south of Jacksonville
and known as Camp Johnston and Camp Foster, was acquired for use of the US Naval Air Station.
In turn, the State Armory Board acquired the new site on Kingsley Lake in Clay County.
Permanent administration buildings and mess halls were erected for the use of the state troops.
However the site was never used by the NG for summer training, since most of the FNG was
mobilized in October 1940. And, while most of the units were sent to Camp Blanding with the
rest of the old 31st Inf Div, they were assigned to another area of the camp.
In the early days of planning for WWII, the US govt leased Camp Blanding from the Florida
Military Dept as a two-division camp and infantry replacement training center. From that
beginning it developed to a point where it was one of the really vital training properties of
that war. Following the close of the war, the property was declared surplus and went thru
a process of stripping and dismantling on a wholesale basis. Equipment, supplies, buildings
and other assets were moved out in a tremendous volume over a period of many months, until
all that remained were the orgiinal NG buildings and some of the elements of such vital
services as sewer, power, water supply and streets.
The state's orgiinal 31,000 acres were returned, and this tract, with the remaining
buildings, have been put to constant use since. TI 1952 the federal government spent about
$3,000,000 re-establishing such facilities as electric, sewage, water and rail lines, to
put the camp on a "stand-by" basis for a national emergency.
The existing property has been used by the Florida Military Department for extensive
training, firing ranges; it maintains its overhaul shops there for motorized equipment and
such military items as artillery, signal and other technical equipment. It is also a concen-
tration site and equipment supply point.
(cont?

On 1i July 1954 President Eisenhower signed a special bill which the Florida delegation
had maneuvered thru Congress, transferring 40,000 acres of Bradford County woodlands to
the Florida Military department. This transfer was the culmination of a three-year campaign
in which the Military Department, headed by MajorCen Mark W Lance, had the cooperation of
interested civilian and military leaders on both the state and federal level. It gives to
the Florida Military Dept a total of 71,000 acres for unlimited use by the Florida National
Guard as a training area. Clear title of the vast tract goes to the Military Department,
but the federal government reserves the right to reclaim the property in case of an emergency*
Furthermore, there is a stipulation as to income from the property, parts of which are
heavily timbered. Revenue from timber leases, mineral deposits and other sources is, under
the terms of the agreement, to be returned to the land for improvement purposes, with a
50-50 state-federal split of any excess left over from this application.
The Florida State Prison has grazing rights for its cattle herds on the land, in return
for maintaining fences on the reservation, and a long range reforestation program, begun in
1952, is to be continued, with a quarter of a million pine seedlings having been planted this
year(1955). Thez is extensive mining on the lands already owned by Florida. Some of the
camp's recreational facilities are in use, an Officer's Club, Enlisted Mens Club. Other group
activities are held there from time to time by arrangement with the Military Department.
The transfer of the property to the state marked the passage from federal ownership of the
only major Army installation remaining in Florida.

Early unnits in Jacksonville

Prior to 1884 the military organizations of the State were-detached, but in Feb
of that year they were brought together in a battalion formation under the name 1st -
Fla Battalion....
June 8 1887 --the Legislature passed a law creating the Fla State Troops,' dividing
them into three battalions. The Jacksonville cos were assigned to the lstBn: Co "A"
Jacksonville Light Infantry; Co "B" Metropolitan light Inf; Co "F" Wilsons Battery. -
The term of enlistment was three years. The first encampment of FST was at Camp Pablo'
SPablo.Beach, 23-30 Aug 1887....... .. .
In 1891 another military law was passed increasing the military companies of the
State to twenty, divided into'five battalions. Under this law all-other military
organizations of the State were required to disband. The First Bn as thus created,
comprised Co "A" Jacksonville Light Infantry; Co C Met Lt Inf; Co F WBons Btry &
S two cos of St. Aug troops.
SIn August 1899, soon after-the Spanish-Am War the FST were reorganized with two
regiments of Inf and a battalion of Artillery. The Jacksonville Inf cos were assigned
: to the Fimt Battalion, First-Regt, as Co A, Jax Lt Inf & Co~C Jax'Rifles; two St. Aug
...... ...cos completed the Bn.. Wilsons Btry became Co A, Ban of Arty, Co "B" being at Pensacola
The desig of Jax Rifles was soon afterward changed to Co F, that being its official
desig in the S-A war, and'it wished to retain it.........
...... The desig of Fla State Troops was changed to NG of Fla 7 June 1909..
The national Defense Act of 3 June 1916 required military cos to recruit to a strength
----- of 65 men. An earnest effort was-made'by the five-local cos to-tmmeet these requirements
.but without success, and in order to save some of .them, it was decided to merge the ..
over -

persornel'of the Dixie Guards (Co B) and the Jax Blues (Co E) with older companies.
By this method the Jax Lt Inf (CO a), the Jax Rifles '(Eo F) &-i platoon of the
Grays (Co D) were preserved. The other platoon of Co "D" was formed from Co "G" of
St. Aug. These with Co H were retained as the lstSepBn. All other cos of the old-!
1st Regt were disbanded as of 29 Nov 1916.
Ten days after war was declared with Germany the lstSepBn was mobilized at State
Camp at Black Point, where it became the nucleus for the formation of the Fla Regt
that.went to Camp Wheeler, & was there broken up and its men assigned to other commands
.of the World War......
After the W= the NG of Fla was reformed, but more on the order of a Federal NG,
supported largely by the Fed Govt. Several local companies have grown out of this
reorganization.

: ... COMPANY F,_ 124TH IF .____ .._........ Jacksonville, _Duval County_
Metropolitan Light Infantry was org on 7 June 1887 at Jacksonville being the first military
,org allowed to form in this section after the Civil War.- bout 193 the unit's name was
Changed to Metropolitan Light Inf, Co C, IstBn Fla State Troops. The unit was commanded by
Capt L.H. Mattair and had as its officers Lt. James Y. Wilson & Lt. John W. Kennedy. In 1895
the design of Jacksonville Rifes was given to the unit and it retained this name until after
the Span-Am 'ar. During this period the Company was commanded by Captain William Le Fils &
Lt. James Y. Wilson. After its entrance into Federal serv for the Span-Am War its desig was
changed on 20 May 1898 to Co F, 1st Fla Inf. The Company was returned to State service 27 Jan
1899 & rendered valuable assistance in many ways during the disastrous Jax fire, in 1901....
During the period between the Spanish Amer War & WWI, Co F remained active. On numurous-
occasions it was ordered into act State duty in aid of civil authorities thruout various
:; sections fo the State & in some instances rendered aid in relief during disaster. Many
prominent citizens of Jacksonville were connected with this unit during this period & from
the officer & enl pers of the unit has come many outstanding officers & citizens of Fla.
Some who served as commissioned officers during this period: Capt Wm Le Fils; W.A. Jones;
Lt. Fred G. Yerkes; Lt Bm D Vinzant,Jr.; Ca t Geo J. Garcia; Lt Chs A. Peterson; Lt Geo
Elliott; Lt Ernest Metcalf; Lt. B. F. Stone; Lt. A.E. Lavene; Lt Samuel B. Kitchen. During
theperiod between Span-Am War & WiI the unit was commanded the greater part of the time by
Capt. Geo. J. Garcia, who took command 25 June 1907 & carried the unit into Fed Serv on
S13 Apr 1917, when it was assigned duty guarding bridges, public utilities, etc. in Florida
until the general call of NG organizations for WI on 5 Aug 1917. Immediately the regt.
was broken up and the pers was used to make up various units of the 31st Div at Camp Wheeler -
-_Georgia. Men & officers of .Co F were sent primarily to units of the 31st Div & were fwded .
with the Div to France in July 1918. In the spring of 1919 the troops returned to US & were : :
mustered out at Camp Wheeler. ..... .

22 Sept 1920 the unit was reorg in Jacksonville as a sep unit but soon after was desig Co F,)
154th Inf & desig as successor to the pre-war Co F, 1st Fla Inf. Its reorg was accomplished ,
by the same Capt,, Geo. J. Garcia. In 1923 Capt Garcia was trans to the State Staff & Capt
Bunker took command of the unit. Early in 1924 Capt Bunker resigned & Capt Albert E. Barrs
was asnd to command the unit. Capt Barrs commanded the unit until 5 Oct 1937 when he was
promoted to Maj & 1st Lt Frank M. Whidden was promoted fm 1st Lt. to Capt & Asnd C.O. Cappiir
Whidden had previously served as an EM with the unit & was appointed as 1st Lt. & asnd to the
unit on 29 Jan 1923, & carried it into Fed Serv for WWII. With other units of the 124thInf
Co F was mustered into Fed serv on 25 Nov 1940 & moved to Camp Blanding to train with the FNG.
During period between WWI & WWII the following officers served with the unit: Lt Wilfred R.
Wolff; Lt Russell C. Foland; Lt. Wm J. Thomas;. Lt Sheldon C. Parker; Lt. Conrad Mangels,Jr.;
Lt. Geo W. Sears; Lt. Ned A. Patton; Lt James H. Jackson. Serving with unit at time of order
into act serve were Capt. Whidden, Lt. Sears & Lt. Jackson.
Thhruought the years Co F furnished from its enl pers many officers to other organizations of
the FNG, located in Jacksonville. When it entered Fed serv for WWII it sent the greater
portion of its men to OCS & these men later became officers to be forwarded to other units
thruought the country. The term Jacksonville Rifles given the unit in the early days was
carried in the unit for many year afterwards & was well deserved, inasmuch as this company
furnished fifle teams that won in State & National competitions for maiy years. The Talia-
ferro Trophy, a cup given for the rifle team of the unit winning by the highest score each
year in the FNG was won 12 times by Co F between the period 1903 when the'cup was first given
& 1940 when the unit entered Fed Serv. The firing record & proficiency of the unit was duch
that it led the other units of the inf in the FNG many years during its training. It also
furnished numbers of its members to fire on the rifle team representing the State of Fla in
the National matches at Camp Perry, Ohio.... The long list of outstanding men who have been
Members & the record of achievements would be a source of pride.
