PART I AWARD CRITERIA, ADMINISTRATIVE GUIDELINES AND OPERATIONS


Prologue

There are individual units of today's Florida Army National Guard which have been
issued campaign, battle and war service streamers under federal authorization. These
honors are, and will continue to be carried by those units on their national Army flag. The
honors program presented below is supplemental to the federal system, basically devised
to compensate for the failure of the national system to reflect the realities of the National
Guard experience.


Introduction

Following several years of fruitless effort to obtain the legitimate campaign, battle and
war service honors for units of the FNG from the appropriate agency of the DOD, it was
recommended by the National Guard Bureau that we establish our own criteria for award
and issue the honors under state sanction, the streamers to be carried on the state flag
of each unit. A preliminary list of our heritage campaign and battle honors was submitted
several years ago. This memo amends the list and identifies which honors can be
accorded each unit of today's FNG according to the new, National Guard-oriented,
guidelines and award criteria.


Selection Criteria

The federal awards system is entirely based on individual unit existence and continuity.
While this may be appropriate for the Regular forces, it fails completely to reflect the reality
of National Guard organization and experience. Because of the special circumstances
associated with the National Guard, it is felt the only valid and fair criteria to use for the
award of honors must be based on geographic location, not unit designation or longevity
of individual unit establishment.









Forthe Florida National Guard, heritage campaign, battle and war service honors
and their streamers are to be sanctioned by the state and officially awarded in the
name of the communities/counties which have provided the personnel for Florida's
volunteer militia, state troop and National Guard units based in their area, not the
individual units themselves.

With certain exceptions and qualifications noted below, ALL units of the FNG in each
identified community/county will be awarded ALL the state-sanctioned heritage honors
earned by any volunteer militia, state troop or National Guard units which originated in that
particular community/county.


Variables

...County boundaries have changed many times since 1821. In that year, there were
two counties. By 1840, there were twenty and in 1860, thirty seven. Today there are sixty
seven counties. In awarding honors, a community/county earns the credit under the
county in which it existed at the time of the specific campaign, battle or war. For example,
Panama City, now a part of Bay county, earns the honors for Washington county during
the Civil War and for Bay county since. All of its honors are now credited to Bay County.
During the Indian Wars, Hillsborough County contained all or part of five counties. A similar
situation existed in many parts of the state.


...Population settlement patterns in Florida have changed substantially since 1821. As
will be noted in the county lists, some areas were unsettled and/or unorganized until the
late nineteenth and early twentieth centuries. Any residents from those unorganized areas
who served in the earlier conflicts did so with other communities/counties. Honors can be
awarded only to those communities/counties which are known to have contributed
identifiable units of volunteer militia for campaign/war service. This accounts for some
current communities/counties having few, or no, early honors.

...On several occasions, the FNG has been called to federal duty but with several
units being disbanded immediately prior to official federal establishment and their person-
nel assigned to other units. The home cities/counties of the units thus disbanded do not
receive the honors for that occasion.

...There are counties with no FNG units at present but which have earned honors for
past service. This information will be provided in a separate memo at a later date for
reference should FNG units be established in those counties in the future.


Special Note

National and State Honors appropriate to the Florida Air National Guard and Naval
Militia will be treated in a subsequent report









Administrative Operations


1. Each unit of the current FNG will carry on its state flag the heritage campaign, battle
and war service streamers earned by the county in which it is located. Should the unit be
transferred to another county, it leaves behind its state flag and accepts another one with
the streamers awarded to its new home county. (If a unit is simply disbanded, the process
outlined below also applies).

A. The state flag to be left behind can be:

...Transfered to another unit in the same county or to a new unit moving into its place
in that community/county

...Formally transferred for safe keeping and display to the appropriate county govern-
ment or to the State Headquarters, FNG to be re-issued at a later date should a unit be
re-established in that community/county


Notes: Specific Campaigns, Battles and Wars


Seminole Indian Wars

...Existing records are too fragmentary and incomplete to assign honors for specific
battles during the two Seminole Indian Wars. It is known all of Florida's volunteer militia
units were called to service, most more than once. Thus a single Indian War honor is
awarded each community/county known to have provided volunteer militia units for service
during those wars. (This is also consistent with federal policy which assigns dates to the
streamer for these wars).


Civil War

...Although most Florida units that served in that war can be identified by specific
county, some cannot. Many records are missing or otherwise unavailable. This is of
primary importance in assigning honors for the battles that took place in Florida itself.
Honors for those battles and campaigns has been assigned according to presently existing
records and more will be added when additional records become available.

...Many communities/counties provided more than one unit for war service and often
these units served with different armies or in different parts of Florida, hence the large
number of honors earned by some counties










Spanish American War

...The records are clear and the communities/counties of those units not accepted for
duty receive no honors.


Mexican Border

...Most of the record is clear but several support units of the 2nd Florida were regionally
based and in these instances, no specific city or county can receive credit for the honor


World War I

...There were substantial changes made in the organization of the FNG on the eve of
the war. Many units were disbanded or amalgamated with other units. While most or all
the men associated with the disbanded units were eventually taken into federal service,
their units were not and their respective original communities/counties receive no honors.


World War II, Korea, Vietnam, Desert Shield/Desert Storm


...The records are clear and available.


Pre-1821

...St. Johns, Duval and Leon counties all have honors for the Spanish and British
colonial periods of Florida's history. These honors are presented as a separate list and
included in a special addendum below.


Modifications of Federal Policy

...There are several recommended modifications of federal policy on honors streamers
presented in Part II


State Honors

...There are several recommendations for the inclusion of State Service streamers,
also presented in Part II below

Notes

a The authorized federal streamer carries all three Seminole Wars on a single
streamer. This is not appropriate to recognize Florida service. Also, the dates on the
federal streamer for the Third Seminole War appear as either 1855-1858 or 1856-1858.
Actually, Florida volunteer militia units were called to state service and had armed skirmishes
with the Indians beginning in 1852, hence the date on our streamer.


b The federal criteria for Spanish War service does not recognize the service of any
units not deployed to a war zone. While this reflects the status of Regular units, it does not
adequately reflect the experience of the State Troop and National Guard units mobilized.
The latter went from civilian state status to federal service and this service should be
acknowledged and noted by the award of the Spanish War streamer with the "War Service"
inscription.


c As in "b" above, the federal criteria do not honor or note National Guard federal
service during the Korean, Vietnam or Southwest Asian wars unless the mobilized units








were deployed to the war zones. Again, while this reflects the status of Regular Army units,
it does not reflect the experience of Guardsmen mobilized into national service from civilian
and state status. However, the Guardsmen thus mobilized did and still do receive the
National Defense Service Medal. We recommend the usual policy be "modified" to include
a National Defense Service streamer with appropriate inscription.


STATE SERVICE HONORS


It is recommended at least three state streamers be created and issued. (Color and
design directly copied from the appropriate state or federal ribbon)


State Active Duty

...Each inscribed with a small star device for each occasion since 1900 the commu
nity/county has provided FNG troops for state active duty

Meritorious Unit Citation

...Awarded to the FNG unit (community/county) receiving the Governor's Trophy each
year


Overseas Deployment Ribbon

...While this is a federal award, it is important to the National Guard experience and
those FNG units (communities/counties) which have deployed and trained outside
the continental United States should receive this mark of recognition
