cellent suggestion when he recommend
that the attorney general be omitted
from the membership of the state par-
don board and that hereafter when ap-
plications come before the board he
represent the state and look after its
interest As now managed the state
has no representative in applications
for pardon, the petitioner being able to
present ll reasons why the pardon
should issue and there being nobody to
speak for theotber side of the case
For years the lavish granting of par-
dons has been a scandal in Florida, and
it would be wise for measures to be
taken which would result inlenullify-
ing of the actions of the courts and less

waste of energy and money expended1
in securing convictions.
The recommendation of the governor
required an amwdWnat of the constitu-
tion before it can be carried into effect,
thus again discovering the fact that the
state constitution is lokded down with
statutory legislation to the injury of
the people. It is always a wdakus of
members of constitutional conventions
to over estimate their wisdom and to
cumber the constitution they make with
mactments that should have been left,
to the wisdom of the legislatures to fol-
low. So far a the history ofthe world
sheds tight, the combined wisdom of
any generation is not embraced in any
single body. While men may be ad-
