BY AMANDA RAMOS-GUY Special to e SunCaptain Mike Wallace introduced Lieutenant Ed Luty’s replacement to the Belle Glade City Commission this week. During the city’s regular meeting, the captain explained that Lt. Luty will be moving on to take on the position of Executive Of cer for the Glades. His replacement, Lieutenant Terrence Cardin, will be taking over as Belle Glade’s district commander beginning July 27. Lt. Cardin is no stranger to the area, and worked in the Glades for four years. According to the captain, Lt. Cardin ran the Street Team for several years. “I am honored to be working out here. I worked here as a deputy, a sergeant, and now as a lieutenant,” said Lt. Cardin. “I am familiar with the area and will do the best I can to represent the citizens of Belle Glade and the sheriff’s of ce.” Each commissioner welcomed Lt. Cardin to his new position and assured him that they are ready to work with him and help him in any way possible. They each stated that the relationship that has developed with PBSO is important to them and the safety of the community. Mayor Steve Wilson said he would like to see the meet and greet walk events through neighborhoods continue. Lomax Harrelle, the city’s manager, told Lt. Cardin to feel free to call him about any incident within the city no matter what time it was. He explained that it was important to keep him informed so he could keep the commission informed, which helps them to address any concerns citizens may have. The city clerk informed citizens that polling locations have changed. Those who voted at Belle Glade Elementary will now be going to the Belle Glade Library/Civic Center. The Elks Lodge polling location has changed to Gove Elementary. Voters should have received new voting identi cation cards in January; those who have not can contact the city clerk for more information on how to obtain new cards. Mayor Steve Wilson reports that the Palm Beach County Commission has recommended closing the crisis center located in Belle Glade. Mayor Wilson is asking all citizens and business owners of the Glades to reach out to the Palm Beach County of cials and voice their concern over the closure of the crisis center. Mayor Wilson explains that the crisis center is the only unit open within 42 miles that services Pahokee, Canal Point, South Bay, and Belle Glade. Should someone need to be Baker Acted, two of cers would need to make the trip to West Palm Beach. This would leave a shortage of deputies if any other incidents occurred. The commission will be holding a budget workshop on July 28 at 4:30 p.m. BY MELISSA BELTZ e SunBunches of red balloons bounced along the sides of long tables stacked with brochures, forms and applications on July 21 as community members trickled in throughout the day to participate in Sellew Belle Glade Excel Charter School’s outreach and ribbon cutting ceremony. Located at the far corner of shopping complex in Belle Glade, Excel Charter School is a private elementary school open to all kindergarten through fth grade students. It is not af liated with any religious institution and, according to Principal Dr. Beth Williams, offers students small class sizes an a one-on-one teaching approach. The school has a maximum class size of 18 students, assigns a Teaching Assistant to each classroom, staffs reading coaches and gives all students iPads, said Dr. Williams. The focus on technology, small class sizes and holistic approach to education is what sets Excel Charter School apart from many other schools, said Dr. Williams. Excel Charter School is approaching its second year and has already expanded upon the school building and grade levels taught. “Last year, we only accepted kindergarten through third grade. This year, we’re accepting kindergarten through fth grade,” said Dr. Williams. The reason? SUN SPOTS BY PAT DOBBINS Florida Department Of HealthHot temperatures and high humidity mean lots of sweating, and this can increase your chance of dehydration. To avoid becoming dehydrated, it is important to drink plenty of uids, especially water -even if you don't feel thirsty. Depending upon your physical activity and heat exposure during hot weather, it's a good idea to drink even more water. According to health experts, uid requirements vary from person to person. Please keep in mind that people with medical conditions, such as kidney disease, heart disease, or those who require a uid restricted diet or who have problems with uid retention, should consult a physician before increasing their uid consumption. Knowing the signs of dehydration and knowing what to do, is very important. Signs of dehydration can include excessive thirst, headache, weakness, feeling dizzy or light headed, nausea, muscle cramps, feeling overly tired or sluggish and feeling irritable. You may also experience decreased urine levels and/or urine that has a strong odor or is darker than normal. You may experience all, some or none of these signs, so the best way to avoid dehydration is to monitor your water or uid intake, modify your physical activity or reduce the length of activity according to weather conditions. Don't wait for the symptoms of dry mouth, ushed skin, headaches, lightheadedness or fatigue. You should prevent dehydration by drinking plenty of uids throughout the day. Help to avoid becoming dehydrated by staying out of the direct sun, wearing light-colored and loose tting clothing, limiting physical activity and using fans whenever possible. If you suspect you are becoming dehydrated, get to a cool or shady area and sip cool water or uids. If your condition does not improve, seek medical attention immediately, Another heat-related illness is heat exhaustion. Heat exhaustion can develop after exposure to high temperatures and inadequate or unbalanced replacement of uids. The elderly, people with high blood pressure or people who work or exercise in a hot environment are more prone to heat exhaustion. The warning signs of heat exhaustion vary, but may include heavy sweating, paleness, muscle cramps, dilated pupils, tiredness or weakness, feeling dizzy or lightheaded, headache, nausea or vomiting, fainting, skin that feels cool and moist, pulse rate that is fast and weak and breathing that is fast and shallow. If heat exhaustion is untreated, it may progress to heat stroke. Seek medical attention immediately if your symptoms last longer than one hour, if symptoms become more severe or if you have heart problems or high blood pressure. Try to cool down by drinking cool, nonalcoholic beverages, resting in an air-conditioned environment, taking a cool shower, bath or sponge bath and wearing lightweight clothing. SAMUEL S. THOMAS, PH. D.+ Saint Martin’s ChurchThere’s that television ad that tells people that words can hurt. It’s about a cowboy and his girl, and she reaches out to him. He looks down from his horse and says, “I’m a loner, and loners have to be alone.” He rides off, not getting too far before being thrown off of his horse. I thought that “maybe his horse is a loner too, and the horse wants to be left alone!” In fact, there is something about being alone that goes against the grain with many people. Penal systems recognize that, somehow, it’s worse to be locked up in “solitary con nement.” Parents isolate children: “Go to your room.” It used to be punishment (before cell-phones, instant messaging, Tweet, Twitter, e-mail, Skype, and the rest of it). Maybe today, “Turn it off” will come to mean what once, “Go to your room” meant. There’ll be no computer, cell phone and staring at the screen. According to an account I heard, Albert Einstein was supposed to be met by an acquaintance who was late, leaving Einstein standing on the corner by himself alone for an unexpected interval. When the acquaintance nally arrived and apologized, Einstein replied “It’s alright, I was working.” He seemed to understand the concept of “redeeming the time” and putting idle moments to good use. He apparently wasn’t bothered by being alone. I remember some of the “idle moments” and forced times of inactivity and how I put them to good use. For many of us, and especially those living in communities such as one nds in the Glades, out-of-town trips are often (1) necessary and (2) long. What to do? Loneliness is maybe our inability to ll up time and leaves us with some anxiety about it all when we nd ourselves in a kind of “vacuum.” Instead, I’ve noted that when I’m busy, whether alone or with others, time ies by and there is no problem or anxiety. Jesus begins His ministry away from others; with 40 days in the wilderness and turns out to be confronted by the devil (Matthew 4:1-11). He ends it by leaving His disciples and going off with only a few others (Matthew 26:37; 26:42, 26:44; Mark 14:32ff; Luke 22:41) and perhaps being totally by Himself. Time is spent praying and preparing, being busy. He is by Himself but He is not alone. It is in the “redeeming the time” by being busy and doing what needs to be done that loneliness can be welcomed as a chance to accomplish, make headway, think things through, be about the business that needs to be done. It was early in my life that I learned never to say, “I’m bored!” Whenever my mother heard such a remark, she could instantly generate a list of things for me to do, and the majority were not things I would have chosen! There were rooms to clean up, things to put away, errands to run, items to be picked up, lots of things to keep me occupied. The lesson was that I was responsible for my own activities and that would take care of any idle moments or “boredom.” I didn’t always need others around but moments alone meant seeking something that would keep me occupied and interested on my own. Loneliness was time to be redeemed; time to put to use doing something worthwhile. Idle time was a gift to be used wisely. Hobbies and evening classes, knowing that moments waiting could be lled by reading or writing, doing something for someone who needed an errand or something repaired, praying and meditating; lots and lots of things to do to redeem the time and never be alone. I’ve often wondered about our current craze of instant contact on cell phones and other portable devices. Usually the conversation seems to be about ... nothing, really! Maybe it’s time once more that we learn to stand our own company and make better use of time, redeem it. Silence and being alone are not really an enemy; idleness, yes, loneliness, is a matter of choice. If you would like to contact Rev. GOVERNORS PRESS OFFICEGovernor Rick Scott and First Lady Ann Scott, joined by Florida National Guard Leader Major General Emmett Titshaw, Florida Department of Veterans Affairs Inspector General Tim Ferguson, and Larry Militello, Florida Department of Veterans Affairs Home Administrator for the Pembroke Pines State Veterans Nursing Home awarded 187 Florida veterans with the Governor’s Veterans Service Award for their service to Florida and the nation. Governor Scott said, “The Governor’s Veterans Service Award is just one way that Floridians across the state express our deepest gratitude to the brave veterans who have sacri ced for our freedoms. We will keep working to recognize and support the veterans in the Sunshine State.” First Lady Ann Scott said, “As First Lady, I have had the opportunity to visit military bases across the state of Florida. I am proud that Rick and our state’s leaders have championed programs that help these active duty service members, veterans and their families.” Tim Ferguson, Inspector General for the Florida Department of Veterans’ Affairs, said, “Today with the help of our community partners, we honored and personally thanked over one hundred local veterans and guardsmen. I could not think of a more tting tribute to our veterans as we approach Independence Day.” The ceremony was held at the 254th Transportation Corps Battalion in West Palm Beach. During the ceremony, Governor Scott highlighted the service of Florida veterans James Albano and Jerrod Klein.James AlbanoJames Albano is a 23-year Army veteran who served seven years on active duty. After his discharge, James enlisted into the Florida Army National Guard. James was called to serve in support of Operation Noble Eagle and deployed twice to Afghanistan in support of Operation Enduring Freedom where he earned the Bronze Star Medal, the Army Commendation Medal, and the Combat Action Badge. James is currently employed by the town of Jupiter as a Police Of cer and is a member of their SWAT team. He was awarded the Department’s Bravery Citation and was recognized with two Lifesaving Awards as well as the Police Chief’s Award of Excellence.Jerrod KleinJerrod Klein entered the Unites States Army in March 1967 and served with A Company 2nd Battalion 8th Calvary 1st Division until August 1968. He was awarded the Silver Star, the Air Medal, and the Combat Infantryman’s Badge for his service in Vietnam. Jerrod graduated from the University of New York and earned his Master’s Degree from the Long Island University C.W. Post College. Jessie was born on December 06, 1928, in Alamo, Georgia to Jessie L. and Evie Harville Humphrey. He proudly served his country in the United States Navy from 19481952. He met and married the love of his life, Joyce Peacock. Jessie was a self-employed insurance agent for many years. Jessie leaves behind his loving wife, Joyce, two daughters; Diana Thompson and Lou Ann Rawls, and one son; Larry Humphrey, along with four grandchildren and four great grandchildren, two sisters; Eleanor Weathers and Edwina Sanders. Many other family members also survive. Life celebrating services were held Wednesday, July 23, 2014 at 11:00 a.m. in Canal Point Baptist Church where Dr. Bill Taylor of ciated. Serving the communities south of Lake Okeechobee July 24, 2014 8 BY LISA SCHNIRRING CIDRAP NewsThe number of new chikungunya infections in the Caribbean region grew at a brisk pace last week, with most of the activity centered in the Dominican Republic and neighboring Haiti, as travel to those destinations continues to be linked to a number of imported cases in other countries. The outbreak total climbed to 306,837 suspected and con rmed cases, an increase of 42,393 from the previous week, according to a Jul 3 update from the Pan American Health Organization (PAHO). Nearly 30,000 of the new infections were reported in the Dominican Republic, while about 12,000 of them were reported in Haiti. The two countries make up the island of Hispaniola. The European Centre for Disease Prevention and Control (ECDC) said today in its weekly communicable disease threat update that most of the affected areas continue to report more cases, but the situation is especially severe on Hispaniola. New cases in Central America In Central America, health of cials in El Salvador reported 212 more suspected or con rmed cases, boosting its total so far to 1,520, according to PAHO. Elsewhere, El Salvador remains under a national emergency with thousands of suspected cases, PAHO said. It added that the outbreak is still expanding, having reached Central and South America. Over the past several weeks, three South American countries have reported local chikungunya cases: Guyana, Suriname, and French Guiana. So far it's unclear if a con rmed case in Costa Rica is local or imported, and health of cials in Venezuela aren't sure if all 12 chikungunya cases detected there are imported, the ECDC said. Guatemala is investigating a possible case, the agency added. According to PAHO's update, the number of deaths in the outbreak held steady at 21. Travel-linked cases rise steadily Two US territories were among the areas reporting new locally acquired cases. Puerto Rico reported 89 more suspected or con rmed chikungunya cases, lifting its total to 228. The US Virgin Islands reported 3 more con rmed cases, edging its total to 7. Countries in the PAHO region reported 51 more imported chikungunya infections, raising the total so far to 162. Most of the cases were from areas that have already reported the disease in travelers. The exception is the Cayman Islands, which reported its rst travel-linked illness. Most of the imported cases continue to be reported from the United States, which has 114 chikungunya infections. Meanwhile, the ECDC said several other countries have recently reported chikungunya infections in people with a travel history to the outbreak areas. For example, it said that Greece on Jul 3 reported a case in a patient who was hospitalized in Athens after returning from a trip to the Dominican Republic. The Green Heron is one of the few tool-using birds who will throw things into the water to attract sh. It is a bird species of least concern found throughout Florida in most freshwater and some saltwater habitats and in Florida's urban areas. Many winter south of the United States, but will nest between March and July throughout Florida. This small stocky dark heron has long yellowish legs and a long, dark, pointed bill. Its long neck is often kept pulled in tight to its body. This wading bird is shorter than most herons. Adults have a glossy, greenish-black cap, a greenish back and wings that are grey-black grading into green or blue. Their chestnut neck has a white line down the front. Juveniles are duller, with the head sides, neck and underparts streaked brown and white. Alarm calls are an explosive "skwow." Other calls include a series of "kukkuk-kuk-kuk" notes. Their diet consists of insects, spiders, snails, crustaceans, frogs and sh. They are often seen foraging from branches above water or standing motionless at water's edge waiting for sh to approach. They will nest in colonies with other herons and ibises, singly or in colonies with a few other pairs. Their nest is a basket of sticks that is placed in a small tree or shrub usually above water. Both parents take turns incubating two to six eggs which hatch in about 20 days. FLORIDA RECYCLING PARTNERSHIPRecycle Florida launched a new awards program to recognize excellence in the industry. The Recycle Florida presented Environmental Sustainability Awards (R.F.T.E.S.) at the annual conference held in Daytona Beach Shores, Florida. The Florida Recycling Partnership won the inaugural award for Non-Pro t/Public Recycling Program for their work in promoting recycling. Keyna Cory, Executive Director, accepted the award on behalf of the Partnership members. The Florida Recycling Partnership (FRP) was reactivated last October. It is a coalition of businesses and associations dedicated to improving Florida's recycling rates. Members of the partnership are proactively implementing initiatives in their organizations and companies to reduce the waste they produce, and increase recycled materials. Additionally their members are working to create greater recycling opportunities for consumers. They believe in the motto reduce, reuse and recycle. The mission of FRP is to educate policy makers at the state and local level as well as the general public on the bene ts of recycling. The education program will focus speci cally on recycling and will be done through newsletters, social media, special events and at conferences. Their rst event was Florida Recycles Day at the Capitol and included the Florida Department of Environmental Protection's Secretary, Herschel Vinyard, presenting the DEP Recycling Recognition Award to Florida State University for reaching a recycling rate of 48 percent. In January members of their Board of Directors gave a presentation to the House Agriculture and Natural Resources Subcommittee about recycling efforts. The Partnership has created and distributed three newsletters and a video highlighting what different companies are doing to increase recycling rates. The video was submitted to Recycle Florida Today as part of the application for the R.F.T.E.S. Award. "When you bring together some of the top100 Florida companies and associations, you can make the statement that recycling is important... and people listen," said Cory. "We will continue our outreach initiatives to encourage businesses to maximize existing recycling programs." Medical Treatment Form should be completed, if needed.  Evidence of Immunization Florida Certi cate of Immunization (Form DH 680), permanent medical exemption (if immunization is contraindicated for one or all), religious exemption (Form 681), a temporary exemption (Form DH 680 Part B) or a medical exemption (Form DH680, Part C).  School Records (if any) Latest report card and/or transcript needed for proper grade placement. All students must register! First day of school for students: August 18. Dress Code for 2014-2015 Belle Glade Elementary will enforce a mandatory dress code for the 2014/2015 school year. Including the change in gas prices in Florida during the past week, prices yesterday were 13.0 cents per gallon lower than the same day one year ago and are 11.8 cents per gallon lower than a month ago. The national average has decreased 10.7 cents per gallon during the last month and stands 10.4 cents per gallon lower than this day one year ago. “As expected, motorists continue to see average gasoline prices falling across much of the United States,” said GasBuddy.com Senior Petroleum Analyst Patrick DeHaan. “While the chorus is loud, some states in the Great Lakes did see a price jump last week, and as crazy as it sounds, it was due to retail prices falling faster than wholesale prices, likely spurred on by intense competition as prices dropped. As of July 21, 180 students were enrolled in Belle Glade Excel and 70 spots were still available. The outreach and ribbon cutting ceremony was held to promote the school's building improvements, which include fresh coats of colorful paint in each classroom, but also to bring services to the community in one place. Community members could give blood, get tested for HIV, sign up for GED courses, register to vote and get information from Bridges of Belle Glade and Family Central Services. "We tried to bring everything here for the families," said Dr. Williams, who said the school's holistic and family oriented approach is much-need in the community. Belle Glade Excel Charter School follows the School District of Palm Beach's calendar, so students start back to school on Aug. 18. WILLIAMS FLORIDA DEPARTMENT OF HEALTHThe Florida Department of Health in Hendry and Glades Counties urges residents and visitors with certain health conditions to avoid eating raw oysters and exposing open wounds to seawater and estuarine water, which may harbor bacteria called Vibrio vulni cus. Vibrio vulni cus occurs naturally in warm coastal waters, particularly during the summer months, and has the potential to cause serious illness. Thoroughly cooking oysters, either by frying, stewing, or roasting can help to eliminate harmful bacteria and viruses in the meat. Consuming raw oysters that have undergone a post-harvest treatment process to eliminate the bacteria can also reduce the risk of illness. If you have wounds, cuts or scratches and wade in estuarine areas or seawater where the bacteria might be present, you can become ill. Symptoms of Vibrio vulni cus in wound infections typically include swelling, pain and redness at the wound site. Other symptoms of Vibrio vulni cus infection include: nausea, vomiting, abdominal pain, diarrhea, fever, chills, and the formation of blistering skin lesions. Individuals experiencing these symptoms should contact their healthcare provider immediately for diagnosis and treatment. Individuals with liver disease, including Hepatitis C and cirrhosis, are most at risk for developing serious illness from Vibrio vulni cus obtained from eating raw oysters. Others who should avoid consuming raw shell sh are those with hemochromatosis (iron overload), diabetes, cancer, stomach disorders or any illness or treatment that weakens the immune system. A total of 41 cases of Vibrio vulni cus were reported during 2013 and there have been six cases reported so far this year (four cases due to the infection of an open wound and two cases from consuming raw shell sh). Awareness of Potential Bacteria in Coastal Waters BY PAT DOBBINS Florida Department Of HealthMillions of lightning ashes happen each year and lightning can claim one or two victims at a time. Lightning strikes usually do not cause mass destruction of property, so it may not be considered a "high-risk" to some people. However, lightning has killed approximately 100 people in the last few years. According to the National Weather Service Storm Data, over the last 30 years (1981 to 2010) the U.S. has averaged 53 reported lightning fatalities per year. Only about 10 percent of people who are struck by lightning are killed, leaving 90 percent with various degrees of disability. Lightning can strike as far as 10 miles from the area where it's raining. That's about the same distance that you can hear thunder. So if you can hear the thunder, that means you are within striking distance. Most lightning deaths or injuries happen in the summer, so take the time to educate your family on lightning safety: "when lightning roars go indoors!" There are some indoor dangers to remember, as well. Stay off of corded phones and computers during lightning. If a person is struck by lightning, call 911 and get medical care immediately. Heart irregularities, cardiac arrest, nerve damage and burns are common when someone gets struck by lightning. However, with proper treatment, including CPR if necessary, most victims survive a lightning strike. You are in no danger helping a lightning victim. The charge will not affect you. Lightning is primarily an injury to the nervous system, often with brain injury and nerve injury. Serious burns seldom occur. People who do not suffer cardiac arrest at the time of the incident may experience lesser symptoms, which often clear over a few days, such as muscle soreness, headache, nausea, stomach upset and other post-concussion types of symptoms, mild confusion, memory slowness or mental clouding, dizziness, and balance problems. Please stay safe this summer and remember: "When Lightning Roars, Go Indoors!"
