A wreck on Memorial Day left one man dead after his vehicle overturned on State Road 80, the Palm Beach County Sheriff’s Of ce reported. The accident also left two other people seriously injured. The accident happened shortly after 4 p.m. as the vehicle, a 1998 Honda coupe driven by 21-year-old Omar Cancino-Magana, of Okeechobee, was headed east on the highway. Information released by the sheriff’s of ce explains that the vehicle was traveling at a high rate of speed as the driver tried passing other vehicles. That is when the vehicle veered off the roadway, traveling into the grassy median, and the driver lost control of the car. The Walking Classroom was created by the Walking Classroom Institute, a nonpro t organization that endeavors to improve the health and education of students by producing literary podcasts that allow students to learn while they walk. The 12 four-year-old students were part of a special pre-kindergarten program, set up by Palm Beach County’s Migrant Education Program, for children of migrant workers in the Glades area. After a long school year lled with frustrations, elations and plenty of learning, the 12 students of Ms. Kanysha Smith’s class showed off what they learned in a songand dancelled presentation of the English language. “I said a boom chicka boom!” the students sang out to their family and friends in the Pahokee High auditorium at the beginning of the ceremony. Nearly nine months ago, almost all of the 13 students -one of whom was unable to attend graduation -were solely Spanish speakers. They entered the Early Learning Academy not knowing a hint of English, but after months of persistence and commitment in the classroom, every student can speak well and understand English uently, according to their teacher Ms. Smith. “About 80 percent of the kids didn’t speak English. 3 Serving the communities south of Lake Okeechobee May 29, 2014 Annexation is de ned as "the adding of real property to the boundaries of an incorporated municipality, such addition making such real property in every way a part of the municipality." Annexations must be within municipality's reserve area, if one is established; not create an enclave; be contiguous to the city limits; and be reasonably compact. There are two main ways in which unincorporated property can be annexed into a municipality: "voluntary" and "referendum" annexations. Voluntary annexation occurs through the following: A property owner or owners (not renters) submits a petition to annex into a municipality. The municipality adopts an Urban Services Report (USR). The report states to what extent services to existing residents would need to be reduced within the next ve years because of the annexation; to what extent taxes would need to be adjusted within ve years to provide services to area to be annexed; and to what extent the area to be annexed would be developed for urban purposes. The report is led with the county and the property owner. The property owner has 20 days after receipt of the USR to withdraw the petition for annexation. The municipality advertises with a map in a local newspaper. The municipality adopts the annexation ordinance (two readings). The annexation becomes effective when adopted. Annexation by referendum occurs as follows: The municipality proposes the area to be annexed and prepares an Urban Services Report. The report is adopted by ordinance and led with the county. The municipality adopts an annexation ordinance and sets an election date. A regular or special election can be held, not sooner than 90 days or later than 180 days from adoption of the annexation ordinance. The annexation is advertised in a local newspaper. Registered voters of the proposed area have the opportunity to vote on the proposed annexation. A simple majority (50 percent plus one vote) prevails. If passed, the annexation takes effect on the date speci ed (within one year of the referendum). If failed or tied, the municipality shall not propose annexation in same exact area for two years. Annexation increases a city's size and population, raising its level of political in uence, its prestige and its ability to attract desirable commercial development. It may also increase its ability to attract grant assistance. State Revenue Sharing funds are allocated on the basis of population to counties and cities. The formula for distribution to cities relies more heavily on population. That means more funding from the state actually comes to the community. Opportunities for savings or cost-avoidance are available through reduced duplication of services and economies of scale. Annexation is one way municipalities are able to expand their borders to ensure economic, social and cultural diversity. Annexation would bring greater representation to the proposed area(s) and hopefully enhanced services. Those wishing to be annexed into the city limits must be aware that they will have increased taxes and fees associated with annexation. However, annexation can be a contentious issue because of its potential effect on property owners and residents. In addition, annexation is seen as a nancial threat to those counties that provide municipal-like services to residents and businesses in unincorporated areas. Some in the unincorporated land near Pahokee have complained about not being able to vote in city elections as they are not within the city limits. These individuals vote for county elected of cials. Some in this group seem to blame the elected city commission for not wanting to annex them into the municipality. The annexation question needs to be put to the property/land owner from which the residents are renting. It is not feasible to want to be annexed into the city for services, but not favor higher taxes. For annexation to occur the residents of said location must make sure the majority is in favor and proceeds to convince the property owner so the process can move along. D.+ Saint Martins ChurchI spent time looking up my family genealogy by looking through archives and records from where my ancestors lived. I also spoke with people who hailed from those regions and got some insights into why things were done the way they were and how those things turned out. Some of my ancestors came from large farming families. After a few generations, the farms could only be subdivided so many times among the children and so the farms were left to the child who looked like he might be the best farmer. The others, well they wound up in the “new world!” Apparently, I’m here because some of my ancestors didn’t look like they would make good farmers! In my studies of family history, I learn who I am and what forces have shaped my life. In envisioning those people who were my ancestors, I came to understand myself a lot better. Our Scriptures include a great deal of genealogical information. Matthew takes time to begin his gospel with the genealogy of “Jesus Christ, the son of David, the Son of Abraham (Matthew 1:116). Mark thinks it’s important to know about Isaiah’s prediction and John’s forerunning of Jesus’ ministry (Mark 1:1-8). Luke gives the genealogy of Jesus (3:21-37) and John goes all the way back to the rst moments of creation to tell about the coming of “the word made esh” (John 1:114). In other words, knowing how we got here lets us know who we are. This Memorial Day weekend was more than just a holiday; it had to do with who we are as a people. By honoring those who went before us, and who sacri ced their lives, or parts of it, we learn more about ourselves. I had the privilege of sitting with the B-17 and B-24 yers who came through Clewiston last weekend and who fought in World War II, talking about their missions, their fears, their reactions, the events that shaped them and realizing that this was one of the most creative, most inventive, most uni ed times in our history. One of them said that was probably the greatest time in the history of the world; no doubt it was in many ways. I re ected on what I knew about my own family; their participation in this great event and their contributions to the nation. I can only stand back with the greatest of respect as I think about those persons and those moments who have made me who I am and who have been with me in my formation. This Memorial Day, I hoped to re ect once more -not only in thanksgiving for what has gone by, but in the part of those persons in making me who I am. In the same way that the great patriarchs of the Bible have shaped me, so too have those in our national past who have been responsible for providing us with a witness of courage, a testimony of belief in our values, a dedication to our society and what makes us a nation. As I see the imprints of others who have gone before in my life, I realize Memorial Day is more than remembering; it is a recollection once more of who we are as a people and who we are destined to be. That to me is far more than simply being thankful; it is an awareness of what those who have laid down their lives have imprinted on us all. Those who were inspired to write the Holy Scriptures got it right. The genealogies, the origins were to mark those who follow; and thanks be to God for their imprints left on us. We have much to be thankful for as a people, as a nation: the creativity, the genius, the inventiveness, the richness, the sacri ce of those who gave their lives in the formation of this nation, who did so so that we might be the people God intended us to be. May we be more than appreciative; may our self-understanding carry us forward as we recall their greatest of gifts to us. If you would like to contact Rev. Obituaries 5 Serving the communities south of Lake Okeechobee May 29, 2014 FLORIDA DEPARTMENT OF HEALTHThe Florida Department of Health advises residents and visitors to be aware of chikungunya fever, a viral mosquito-borne disease that has made its way to the Caribbean countries from Africa, Asia and islands in the Indian Ocean and Western Paci c. Travelers to these countries could carry the virus back to the United States and infect local mosquito populations. “With a large number of people traveling to and from the Caribbean in Florida, we have been monitoring for possible imported cases,” said Dr. Carina Blackmore, state public health veterinarian and deputy state epidemiologist. “We encourage all Floridians to practice the drain and cover method to minimize mosquito exposure.” Mosquitoes can transmit different viruses, including chikungunya, West Nile and Eastern equine encephalomyelitis. Chikungunya, like dengue, can be transmitted from an infected human to an Aedes mosquito, which in turn can bite another human and pass along the disease. Aedes mosquitoes are day biters which can lay eggs in very small water containers. Early detection of the symptoms and preventing mosquitoes from biting will help prevent the disease from spreading in the United States. During times of increased mosquito activity, local mosquito control districts will treat accordingly to ensure the safety of communities. The Florida Department of Health has received three reports of imported cases of chikungunya fever to Florida from travelers who recently traveled to the Caribbean. One case is a 30-year-old woman in Miami-Dade County, the second case is a 29-year-old woman from Broward County, and the third case is a 44-year-old woman in Hillsborough County. Symptoms of chikungunya usually begin three to seven days after being bitten by an infected mosquito and can include fever and severe joint pains, often in hands and feet. Other symptoms can include headache, muscle pain, joint swelling or rash. Chikungunya fever does not often result in death, but some individuals may experience persistent joint pain. There is currently no vaccine or medication to prevent chikungunya fever. If you feel that you may have contracted chikungunya, see your health care provider. People at increased risk for severe disease include newborns exposed during delivery, older adults (over 65 years) and people with medical conditions, such as high blood pressure, diabetes or heart disease. A person infected with chikungunya should stay indoors as much as possible until symptoms subside to prevent further transmission. To minimize exposure to mosquitoes, practice the drain and cover method. Drain water from garbage cans, house gutters, pool covers, coolers, toys, ower pots or any other containers where sprinkler or rain water has collected, and discard any items that may collect water. Clean bird baths and pet water bowls twice a week. If you must be outside when mosquitoes are active, cover up. Wear shoes, socks, long pants and long sleeves. You may also apply mosquito repellent to bare skin and clothing. Always use repellents according to the label. Repellents with DEET, picaridin, oil of lemon eucalyptus and IR3535 are effective. Use mosquito netting to protect children younger than two months. This compares with the national average that has increased 1 cent per gallon in the last week to $3.63/g, according to gasoline price website GasBuddy.com. Including the change in gas prices in Florida during the past week, prices yesterday were 15.0 cents per gallon higher than the same day one year ago and are 11.8 cents per gallon lower than a month ago. The national average has decreased 2.0 cents per gallon during the last month and stands 2.1 cents per gallon lower than this day one year ago. “The start to the summer driving season came with little fanfare,” said GasBuddy.com Senior Petroleum Analyst Patrick DeHaan. “The national average has remained virtually unchanged for four days straight, and prices over Memorial Day weekend nationally ended up slightly under 2013’s levels. Between now and mid-June we should see additional relief at the pump, and by the end of June, the national average could decline another 10 cents per gallon from where it currently stands. We’re hopeful that hurricane season will make little impact, as several key organizations have said their forecasts call for fewer than average storms, which would certainly help motorists avoid seeing late summer price spikes,” DeHaan said. At its annual convention in May, the Florida Library Association (FLA) named Palm Beach County Library System (PBCLS) the Florida Library of the Year. PBCLS was recognized for the wide array of programs and classes offered at its 17 locations and through its outreach services which include:  102 programs in conjunction with the statewide initiative, Viva Florida 500, which commemorated Ponce de Leon’s arrival in the Americas;  Hosting best-selling authors like Tim Dorsey and Mary Jane Clark during the Writers LIVE! series;  Hispanic Heritage Month festivities kicked off with a Food Truck Fiesta and mariachi music;  Training of pre-school teachers who taught 400,000 preschoolers last year PBCLS enrolled 10,000 Palm Beach County residents in the Summer Reading Program and taught 1,700 computer classes. In South America, this bird occurs wildly east of the Andes and west of the Equator. It is named for its limping-like ight, characterized by its dangling legs and jerky wing beats. A group of limpkins is known as a "hobbling" of Limpkins. The Limpkin is a large, dark brown bird, whose feathers on the head, neck, wings and much of the back and underparts are marked with white, making its body look streaked; its head and neck are light gray. The Limpkin has long, dark-gray legs and a long neck. It has a long, heavy down-curved, yellowish bill with a dark tip. The closed bill has a gap just before the tip that makes it work like tweezers, which the limpkin uses to extract snails out of their shells. Limpkin, locally known as the "wailing bird" or crying bird," are easier to hear than to see. Their most common call is a loud, wild wail or scream which is most often heard at night, dawn or dusk. It has been used for jungle sound effects in Tarzan lms and for the hippogriff in the lm "Harry Potter and the Prisoner of Azkaban." Other calls include wooden clicking, clucks or a piercing "bihk, bihk." Limpkin can often be seen sitting on snags or foraging near the water's edge. They are being reported in wetland areas, ditches and ponds in inland Florida. They almost exclusively eat apple snails, but will eat other aquatic snails and bivalves that they nd by sight or touch. Other less important prey include insects, frogs, lizards, crustaceans and worms. In southern Florida, most nesting occurs from early February through May in central and northern Florida from late February through June. They often raise two broods of young during the breeding season. Nests may be built on the ground, on dense oating vegetation, in bushes or at any height in trees. A clutch will have three to eight eggs which can be gray-white to deep olive. Both parents incubate the eggs during the day, but only the female remains with the eggs at night. The young, who hatch at about 27 days, are covered with down and are capable of walking, running and swimming. Both parents feed the chicks who leave their parents at about 16 weeks.InformationReports of breeding birds in inland Florida are needed for the Breeding Bird Atlas II surveys. This survey is conducted every 25 years and ends in 2016. Please send or phone your reports or photos of breeding birds, including Limpkins, to Margaret England. The location of the birds, date of observation and what activity was observed is needed. Classes will include shing pole basics, casting tips, freshwater sh identi cation and sh habits. All shing supplies are provided. Participants are asked to bring sunscreen, a water bottle and wear closed-toed shoes (or water shoes) that can get muddy. The fee is $10 per youth per class. Ms. Smith's two right-hand women, Ms. Bernita Willingham and Mrs. Anabelle Garcia kept order on stage, replaced graduation caps that were slung off in a t of dancing and sang along with the students on the day of graduation. Before graduation, these two ladies were Ms. Smith's rocks in the classroom. Mrs. Garcia served as translator for the students whenever they didn't understand something -a task she spent more time doing in the beginning of the year in the all-English classroom -and Ms. Willingham was always there to assist in the music-, pictureand speaking-based exercises that dominated the curriculum. Using DLM Early Childhood Curriculum for English Language Learners, Ms. Smith taught her students how to speak, read and write in English. "The curriculum is based on the Common Core Standards," said Ms. Smith. "There's a lot of music, pictures, oral language exercises, speaking and writing. The students know their opposites, their colors and they can even do some simple math." To say that Ms. Smith was proud of her students would be an understatement. Catching her breath and brushing away a few tears, Ms. Smith bid farewell to her graduates, her rst class of future successes of the Early Learning Academy. "It has been a tremendous year," began Ms. Smith. "I'm going to miss you, but it is now time for you to go on to Kindergarten. It is time for you to soar with greatness." Gove Elementary School was the only school in the Glades to participate in the Walking Classroom this year, and as the school year comes to a close, students and teachers alike are giving positive reviews of the new education experience. "We were very excited about this," said Ellen Smith, school wellness coordinator at Gove. "The stories are creatively done and age appropriate. They are good for younger students." Both fourth and fth grade students at Gove participated in the Walking Classroom and used the WalkKits as support in various units. Fourth grade, for example, used the WalkKits for a special unit during Black History Month and both grades learned how to check their heart rate. Smith said teachers used the WalkKits mostly during transition times, when students walked from one classroom to another, such as on their way to lunch or to specials like art, music and physical education. Smith also used the WalkKits during her physical education classes regularly. "The kits have different stories that are about 15 minutes each and they already have materials for them. Teachers can look at the outline and say, Hey, this might help me cover my history component today,'" said Smith. "Students ll out prequestions and then when they come back they have a test already made out for that particular story. That's what's made it so user-friendly." Smith said teachers especially like the WalkKits because students listen quietly and intently to educational stories on their way to another classroom, instead of shuf ing along pulling at each other's hair and getting into trouble. South Florida’s water levels are at seasonally normal levels heading into the 2014 wet season that is forecasted to produce near to slightly below-average precipitation, the South Florida Water Management District (SFWMD) and the National Weather Service reported at a joint brie ng earlier this month. “A combination of timely rainfall and proactive water management during the dry season allowed current water levels to be at a bene cial level for 7.9 million residents and the environment,” said Susan Sylvester, SFWMD chief of the Water Control Operations Bureau. “Nevertheless, we continually evaluate conditions because Florida has unexpected weather extremes that can quickly change water conditions across large areas.” Released on May 20, the National Weather Service’s 2014 wet season forecast calls for:  A late start to the rainy season (median start is May 20 on the southeast coast and May 27 in the interior and west coast.)  Near to slightly below-average precipitation, with June potentially being the wettest month relative to normal  Above-normal temperatures -one to two degrees Fahrenheit -more noticeable in the overnight/early morning  El Nio to develop during the summer, which typically places South Florida in a transition zone between Caribbean dryness and slightly more precipitation across the southeast U.S. — this was a factor in developing the near to slightly below-average wet season forecast Current Conditions South Florida has seen 15.30 inches of rain to date this dry season, which is 94 percent of average, or a de cit of 1.05 inches. Well-timed rainfall events in key locations during this time period stabilized regional water supplies during the driest portions of the dry season. In recent weeks, dry days have helped to position water levels at their regulation schedules for adequate water supply while making room in storage areas, such as the water conservation areas and lakes for summer rains as South Florida enters the hurricane season on June 1. The regulation schedules are federally authorized operating plans designed to set water levels, based on a host of factors, to help balance competing demands on a resource, such as a lake or reservoir. One of the goals is to achieve the lowest desirable water levels going into the hurricane/wet season. The hurricane season of cially ends on Nov. 30. Lake Okeechobee stood at 12.79 feet NGVD on May 20, which is 0.45 feet below its historic average for this time of year. The U.S. Army Corps of Engineers, which is responsible for managing the lake’s levels, has been making regulatory releases to the Caloosahatchee River to help meet the lake’s established regulation schedule. It is too early to predict how the wet season will impact lake management during the coming months. During the past 16 years, the dry period of November through April produced above-average rainfall twice and near normal rainfall ve times, with the rest being below average. South Florida Wet Season Facts  On average, South Florida’s wet season begins around May 20 and ends around October 13, lasting for about 21 weeks.  Typically, about two-thirds of annual rains fall during the wet season, or approximately 35 inches out of 52 inches.  Since 1932, virtually all wet seasons have produced two to four feet of rainfall.  June is usually South Florida’s wettest month.  The wet season has three general phases: Memorial Day weekend through July 4 weekend, which are typically the wettest six weeks of the year; early July through mid-August, which are hotter and often drier; and late August through October, which are characterized by highly variable rainfall mainly due to tropical activity and cold fronts. Wet Season Preparation SFWMD maintenance and infrastructure upgrades are critical to the optimal operation of the regional ood control system of nearly 2,100 miles of canals and 2,000 miles of levees and berms. During the past six years, the District has invested $276 million in essential maintenance work, including: Hardening pump stations Overhauling gated spillways Replacing project culverts Dredging canals Stabilizing canal banks Enhancing treatment wetlands The District also conducted its annual “Hurricane Freddy” exercise on May 22 as part of the agency’s emergency operations readiness for hurricane season. The legacy of Bud Jones, a veteran Clewiston English teacher and theatre devotee, is again being honored by his family, John and Betty Jones, of LaBelle. FCT is honored to be chosen to facilitate this project, designed to celebrate and showcase theatrical arts in southwest Florida. The competition welcomes full-length, previously unpublished plays, written by authors with a southwest Florida connection. A fee of $25 must accompany the manuscript, which may be submitted electronically or by mail and received prior to Aug. 1. The blinded scripts will then be reviewed by a panel of judges, including community members from education, library, publishing and theatrical backgrounds. Cash awards for authors of rst, second and third place winners are $500, $200 and $100, respectively. He acted, directed and was involved in all facets of drama while at Eastern Kentucky University. Upon his arrival to Clewiston, he worked with the students at Clewiston High School on several spring performances. He also worked with students and rst responders in Clewiston during disaster training exercises called, “disaster drills,” and assisted with the stage lighting design when the John B. Boy auditorium was built. Bud’s last production was with the Actors Community Theatre of Clewiston in 1989, when he directed “Annie Get Your Gun,” as well as acting the roll of Buffalo Bill Cody in the play. Bud passed away in 1994 and is buried in Clewiston. He left behind his love of the theatre with his family, most importantly his brother, John Jones. John and his wife Betty wished to honor Bud’s memory by creating this competition in his name.
