New appointee may be named as soon as March 7BY JOSE JESUS ZARAGOZA e SunIn the whirlwind that has consumed the city of South Bay and its governmental operations – an investigation led by the State Attorney’s Ofce, which led to charges being led against not only its city manager but three of its ve commissioners – the city is now determining its next step. Chief among those is bringing someone on board to lead the city into the next few dif cult months. At its Feb. 19 regular city meeting, the rst held since meetings were suspended in December with the governor’s removal of the three commissioners accused of violating the Sunshine Law, commissioners laid out a course of action for the selection of an interim city manager. The former city manager, Corey Alston, is caught in a legal battle that has charged him with accepting a vacation payout in excess of $25,000 and polling commissioners via phone outside of a public meeting to get their approval for the money – a direct violation of the Sunshine Law, which requires all governmental action to be ATTORNEY’S PLEA COMPELS COMMISSION TO VOTE ON GUA AGREEMENT, COUNTY REJECTS ADDENDUMBY JOSE JESUS ZARAGOZA e SunIn what should have been a simple agreement by Glades cities to allow the county to absorb its failed water utility system, the city of South Bay has continually rebuffed the county’s pleas for the deal. South Bay has come under re for being the only hold-out in the deal, with Palm Beach County and the cities of Belle Glade and Pahokee having signed off on it long ago. Mounting political pressure seemed to be aimed at the small community, which remained noncommittal as it explored its own options for providing water and wastewater to its residents. On Tuesday, Feb. 19, it seemed the city’s own counsel, Thomas Montgomery, had also had enough. “Eventually, we need to move forward,” South Bay’s attorney told the three commissioners present. “I hate to use this term, but we beat this dog to death. Make a decision.” Just moments before, commissioners seemed to be weighing whether or not to shoot down an agreement that would put the county in charge of the water and wastewater services to all Glades residents. These services have run into major nancial problems under the GUA (Glades Utility Authority), which struggled to provide the services to the three Glades cities. Eventually, the reality of the situation became apparent: the GUA was unable to continue operating in the face of challenging operational costs and a limited revenue source. Without a marked increase in utility rates to customers who were already paying among the highest rates in the state for services, GUA faced signi cant budget shortfalls. Priming the PumpBY PASTOR JOHN HICKS First United Methodist ChurchThere’s an old story from the days of the Great Depression about an outof-work and down on his luck drifter who got lost in the desert. There was no rain, and everything around him was parched and dry. He began to fear that he would soon die, when he suddenly came upon an old pump, holding the promise of drinking water, life, and renewal. Attached to the pump was an old baking powder can. He opened the can and found a folded note inside, protected from the harsh desert environment. The note said, “This pump works good as of June 1932. I put a new washer into it and it ought to last ve years. But the washer dries up and the pump has got to be primed. Under the white rock I buried a bottle of water. There’s enough water in it to prime the pump, but not if ya drink some rst. Pour out about one fourth and let ‘er soak to wet the leather washer. Then pour in the rest medium fast and pump like crazy. You all will git water. The well has never run dry. Have faith. When ya get yerself all watered up, ll the bottle back up and and put ‘er back like you found it for the next feller.” (signed) Desert Pete P.S. “Don’t go drinking up the water rst. Prime the pump with it and you’ll get all you can hold.” How is it possible to move from what we are to what we might become? Faith. Faith is the answer. Faith is like Desert Pete’s pump that needs to be primed before it brings forth the life giving water. Sometimes we’ve got to pump real hard to get the water owing. That’s faith, and faith isn’t always easy. In a world that wants black and white answers, meals in a minute, instant grati cation, and reward without labor, faith is hard work. Faith says take up a cross. Faith says trust God not gold. Faith says the well-worn path is not usually the best path. Faith says there’s no such thing as impossible. Faith says someone who doesn’t look anything like you is still your brother, your sister, and God’s child. It’s hard work priming the pump with faith, but the result is water that ows and ows and glori es God. In John 4:4, we read about Jesus and the woman at the well and some of the blessings of “Living Water.” What Jesus did for the woman at the well, He can do for us! Some of us need to hear that today. Some of us need to hear that God can x what’s broken, heal what’s wounded, resuscitate what has died or dried up. We need to hear it and believe it and begin pumping like crazy. We need renewed faith, but we also need to do something with the faith we already have. Think back to that story about Desert Pete. Think of that note he left. Think of the water he buried. Think of how he made it possible for water to ow in the desert. We need to do the same. Many of us have tasted the water and been blessed with its refreshing and life-bringing properties. We’ve experienced the joy and hope it brings. But it doesn’t just belong to us. The water is for all who thirst, and we need to share it so that those who come behind us can prime their pumps as well. We would like to thank parents and the community for their understanding of the cancellation of the evenings planned events. On Monday, our fourth graders journeyed to Glades Central Community High School to view a movie inspiring them for this week’s FCAT Writes. We would like to thank Glades Central’s staff and students for welcoming our fourth graders and including them in this special event geared to motivate writers. On Tuesday, our fourth graders began their FCAT Writes testing. Thank you to the parents who got our fourth graders to school on time, rested, with everything they needed to tackle the writing test with con dence. On testing days a positive remark, pep talk, remembering eye glasses, or that extra special goodbye hug can go a very long way to boost our students self esteem. Crossroads AcademyTeacher Spotlight Paula Vinsky, a beloved teacher at Crossroads Academy, was tragically killed on Feb. 13. Teachers, students and staff were very saddened by the accident. FACT Writes A dinner was held on Wednesday, Feb. 20, at 5 p.m. in the cafeteria for parents of the student who will be taking the FCAT Writes which will be given on Tuesday, Feb. 26. The dinner was a success, with good food and good encouragement. Pep-Rally A motivational pep-rally was held for the 8th and 10th grades who will be taking the FCAT writes. The principal, teachers and staff spoke words of encouragement to motivate student to get a good night sleep, eat a good breakfast and focus on the test. Scholastic Reading Inventory There were 32 students who had great gains on the S.R.I. They were all given a test to measure their score and received a treat for their success. The previous labor contract was scheduled to expire at midnight on Feb. 22. Currently 546 of the company’s 1,600 full time employees are members of the International Association of Machinists and Aerospace Workers, Lake Local Lodge number 57. “We are pleased to have successfully concluded negotiations on a mutually bene cial contract with the IAMAW and U.S. Sugar’s union workers,” said Judy Sanchez, senior director of corporate communications and public affairs. “The new contract, which included a $1,000 rati cation bonus for all bargaining unit employees, should help assure the harmonious, economic and pro table operation of our business while protecting the jobs, wages and bene ts of our workers,” Sanchez said. The new three-year contract, which is effective immediately, was approved by IAMAW members on Feb. 22. Terms of the contract included healthcare, life insurance and retirement bene ts, a two percent wage increase in 2013, 2014 and 2015 and a six percent annual bonus payment, both industry standards. Taranza McKelvin, a South Bay resident, has since been appointed to serve on the city commission, giving the commission a quorum and enabling it to carry on with regular meetings. Commissioners did not advertise for the interim position, and will be selecting an individual out of a pool of less than 10 applications collected by commission members themselves. They hope to help draw attention to rare diseases and the unique challenges faced by the nearly 30 million Americans affected by them. “Rare disease patients worldwide face many similar challenges, but because their conditions are so rare, they often feel alone and isolated,” said Peter L. Saltonstall, President and CEO of the National Organization for Rare Disorders. In the United States, a disease is considered rare if it affects fewer than 200,000 people. Because of the rarity of their conditions, patients may often be challenged to nd information, support, and knowledgeable doctors. Furthermore, it often takes ve years or longer to receive an accurate diagnosis of a rare disease. According to the National Institutes of Health, there are about 7,000 identi ed rare diseases, 80 percent of which are genetic. One such rare disease is Cryopyrin-Associated Periodic Syndromes (CAPS) – a serious, lifelong autoin ammatory disease affecting about one in one million people in the United States. Because there are so few CAPS patients, online resources play an important role in uniting the community. CAPSConnectsUs.com, a new educational Web site from Novartis Pharmaceuticals Corporation, enables CAPS patients in the United States to connect online to share their stories, encouragement, and advice about managing daily challenges. Dave Crawford of Dallas knows rsthand the importance of sharing his story with others. He was diagnosed with CAPS in 2010 after suffering from the painful, mysterious symptoms since childhood. He shared his story with his hometown newspaper last year and was contacted by a local man who had read about his experience. He explained that he and several family members had been experiencing the same symptoms that Crawford had described their whole lives, and following a referral to Crawford’s physician, the man was also diagnosed with CAPS. “I take every opportunity to speak out about CAPS, and it’s a great feeling to know that my story helped others to get a correct diagnosis,” said Crawford. For more than 50 years, Dave Crawford experienced daily red bumpy rashes, fevers, conjunctivitis, headaches, joint swelling, and muscle aches. The symptoms often occurred after exposure to cold or damp air, but also ared spontaneously. His mother, grandmother, and great-grandmother had also lived with the same painful symptoms. “CAPS is treatable, but often misdiagnosed or undiagnosed because few physicians are familiar with it, and its symptoms can resemble more common conditions,” said Dr. Barbara Baxter, an allergist in Dallas. “Rare disease patients are often undiagnosed for years, and accurately diagnosing a patient who has been struggling to get answers is one of the most rewarding experiences for a doctor.” Awareness is Key to Diagnosing Rare Diseases

The entire staff and student body lined the perimeter of the bus loop as they cheered on the fourth grade Eagles during the FCAT Writes Parade on Friday, Feb. 22. Each Homeroom and department created and displayed motivational posters to inspire our Super Fourth Grade Writers as they marched and chanted around the bus loop. It was all hands on deck from Pre-K to 5th grade as well as the front of ce, custodial and cafeteria staff who worked collaboratively to make the FCAT Writes Parade one to remember. The event was held with all the bells, whistles and drums! Mr. Geffrard, Music Teacher, organized the fourth grade drummers to lead the procession of Fourth Grade teachers and students. The RTI report, "Enterprise Assessment for the Reduction of Nutrient Pollution in South Florida Waters," which was wholly funded by the Everglades Foundation, has been widely used in the Foundation's recent lobbying and public relations efforts. The expert review released today calls into question the data used in the claims the Everglades Foundation is making as it attempts to in uence Florida's policymakers. "While sugar farmers are working in a spirit of collaboration and cooperation with their State restoration partners, it is counterproductive to have false or misleading statements made that threaten to derail what experts agree have been successful Everglades restoration efforts," said Brian Hughes, a spokesman for Florida's sugar farmers. In a summary of the RTI review, Galen Miller, P.E. of Burns & McDonnell, said of the study: "It identi es 22 caveats and uncertainties' every one of which directly and substantively impacts their assumptions, analysis and conclusions." Miller was a lead architect of the Everglades Construction Project and is a highly regarded expert on the design and performance of the restoration system and nutrient removal. Dr. Doug Durbin of Cardno ENTRIX, the lead author of the review, identi es a substantial number of aws in the 35-page review of RTI's report. One error Durbin cited is the RTI conclusion that the annual cost of nutrient removal from various sectors, including wastewater treatment facilities and urban stormwater BMPs, is $866 million. "Their total attributes costs that have little -and sometimes nothing at all -to do with nutrient removal. For example, the RTI study assigns 100 percent of the cost ($515 million) of operating waste water treatment facilities to nutrient removal, when public safety not nutrient removal is the purpose of that sector." "Examples like these, and others in this review, put a cloud of doubt over all the information that is coming from the Everglades Foundation and its supporters. While the RTI assessment of nutrient removal from other sectors is awed, what we do know is our facts don't lie: Everglades restoration is working and sugar farmers have been part of the solution," concluded Hughes. Miller put the Everglades Construction Project's design and results into plain terms: examining the last two years, the collaboration of sugar farmers' best management practices (BMPs) working in tandem with stormwater treatment areas (STAs) has resulted in a 93 percent reduction in phosphorus entering the water conservation areas than before the project was put in place. Mr. Isbitski, a social studies teacher from Glades Central came to assist students with a history lesson on the 13 battles that were fought, the generals that fought in those battles, and why each battle took place. He also spoke about the Continental Congress, The Declaration of Independence, and the Virginia New Jersey Plan, and how each played a part in the American Revolution. The students enjoyed his explanation of the revolution and were able to answer questions at the academic games. Paula Vinsky was a huge lover of life fan, and she made sure everyone around her knew it. The Crossroads Academy Exceptional Student Education teacher, died on Feb. 13, after being killed by a hit and run driver. Paula had a very serious side when it came to the education of her beloved Crossroads Academy students. She made her classes fun and often encourages her students to be the best at all that they attempted to accomplished. She was a good person and an outstanding educator, for over 27 years. The Crossroads Academy family will always remember her enthusiasm when it came to teaching and caring about the Glades area community, colleagues and students. As a mentor and role model she touched the lives of many students. She was always there to listen to her students and guide them through middle and high school. She was the calming force, who lead with a gentle grace; a caring person who always had an optimistic outlook on life. Knowing that Paula is resting peacefully with God will allow the Crossroads Academy family time to nd peace as they grieve her loss, A memorial service will be held on Thursday at Crossroads Academy School, from 3 to 4 p.m. A tree will be planted on the school campus in Paula's honor. He said, "It's not about me but about them [Pahokee residents] and being a voice to address the issues affecting the welfare, safety, and nancial security of our community." Even though they are not running, Vice Mayor Keith Babb and Commissioner Felisia Hill plan to attend the town hall. In the commission meeting, Commissioner Hill implored residents to research each candidate and learn where they stand on issues effecting Pahokee. "There are many people who would have you to believe certain things that are going on in the city but do your research; nd out for yourselves before you vote," Commissioner Hill said. Mayor J.P. Sasser is also planning to attend. "I encourage citizens who want to hear the truth to attend the meeting," the mayor said. "This is an opportunity for citizens who want to know the truth to ask the candidates questions to their faces." Commissioner Allie Biggs who is up for reelection appreciated the effort by the organizers to hold the town hall meeting. "The meeting is necessary. With twelve people running for of ce, you need to know what's in everyone's heart and to know their true stance on Pahokee's issues," she said. The county has since offered to take over the utility. "Essentially what you have is 25,000 to 30,000 customers in this area that are being serviced and one way to spread out the cost is to throw them in with the other 200,000 that are being served by the county." Mr. Montgomery explained to commissioners. "The future of South Bay and the growth of South Bay, in my opinion, are improved by the fact that you have a wastewater and water system that you can count on and you don't have to worry, at least for the next few years, an escalating cost that the customers will have to pay." The attorney also explained that South Bay's problems extended as much to its wastewater system as to its water system, with the city having been cited previously by the EPA for issues with its wastewater utility. Last week, more than six months after the agreement was rst proposed to the city, commissioners seemed ready to delay the vote yet again to give the city's newest commissioner, Taranza McKelvin, an opportunity to absorb the terms of the proposed agreement. Mr. McKelvin had served for two weeks before being asked to offer his vote for or against the agreement. "As of this time I still need more time to do my homework, to get more details, to hear from my residents," said Commissioner McKelvin. "I feel I would be doing my people an injustice by voting on this matter right now." When the attorney offered his advice to move forward, the commission took a vote, approving the item by a 2-1 majority, with Commissioners Esther Berry and Joe Kyles voting for, and McKelvin voting against. Since the vote, the city has been informed by the county that it will not be accepting the agreement, as it includes addendums that the city of South Bay included as conditions for approval addendums that were not included in the original contract already approved by the remaining cities and county. Among them were: -An item that the $25 million the county has pledged to invest in the utility system in the next ve years be separate from any grant funding Palm Beach County might obtain toward the goal. -An item carving out a 40-year term for the contract, with an option to continue renewing at that point in 10-year increments. -An item that the city of South Bay would not compete with the county's utility system for 25 years, meaning that the city reserved the option to provide its own services down the road. The item has been brought back to the city for consideration free of these addendums. The county will not proceed with the addendums included. VOTEContinued  1 SUBMITTED PHOTOCar in Canal Incident in Belle GladeStation 72, 34 and PBSO responded for a car in a canal off of Muck City road on Feb. 11. The rst arriving PBSO deputy jumped into the murky canal and successfully recovered the driver of the vehicle and pulled the driver to the canal bank. Station 72 personnel arrived on scene and sent their driver into the canal in dive level I gear for an additional search. E34 arrived and supported station 72 by deploying a diver in level II gear for a complete search of the vehicle, followed by a parallel search along the canal from the point of entry to the vehicle. Decontamination was provided by E72 for all of the personnel that made entry into the water. PBSO provided gator patrol while divers searched the scene.

BY MARGARET ENGLAND Hendry-Glades AudubonSixty-two checklists have been submitted online at www.BirdCount.org for the Feb. 15 through 18 Great Backyard Bird Count (GBBC) for Glades, Hendry, and Okeechobee County. Over 138 species with over 188,000 individual birds were reported for these three inland counties. The deadline for entering additional tallies is March 1st. One common resident bird observed during the GBBC was the American Crow. These birds breed throughout most of Florida. The American Crow is a large, intelligent bird with long black legs and a heavy black straight bill. It has broad rounded wings with wingtip feathers that spread like ngers. Its short tail is rounded or squared off at the end. These birds have more than 20 calls, with the most common being a harsh "caw." Immature American Crows give a higher-pitched nasal call similar to the call of a Fish Crow. One of the American Crow call's is the loud "mobbing alert" when they work together to harass or drive off predators. The oldest known wild American Crow lived to be 16 years old and one captive Crow lived to be 59 years old. These clever birds sometimes make and use tools. They will shape a piece of wood and stick it in a hole in a fence post in search of food or break of pieces of pine cone to drop on tree climbers near a nest. They are often found in or around wooded areas in rural and urban areas. These birds will eat almost anything and are often seen feeding on the ground. Their diet can include insects, small animals, seeds, fruit, garbage, carrion, and chicks that they rob from nests. The breeding pair will build a nest of mediumsized twigs, usually in the crotch near the trunk of a tree, or on a horizontal branch normally in the top one third or quarter of a tree. The average clutch of four eggs is laid between mid-February to mid-April. The male and female will both help incubate the eggs for 18 days with the young edging at 28 to 35 days of age. On Wednesday March 13th Selena and Mark Kiser will present at the Port LaBelle Inn at 7:30 p.m. Paddy Cunningham's presentation at the Port LaBelle Inn on Thursday March 14, at 7:30 p.m. will be "Busy Mom's Guide to a Big Year or Lifers with Less."
