PHOTO / JENNY WOODS BY JOSE JESUS ZARAGOZA e SunSome time back, and in response to a rise in violent crimes in Belle Glade, the governing leaders of the city discussed the implementation of a city-wide curfew. With recent violent crimes arresting the attention of locals, the leaders are hoping to follow through with the curfew once and for all. In an effort to curb the crime that had gripped the city back then -much like recent shootings have -the curfew’s goal was to keep all youth 17 or younger inside their homes at night, not dwelling in the dark streets of downtown Belle Glade where much of the activity had taken place. According to the mayor, the plan was placed on the backburner and was eventually forgotten, until now. In a newly reinvigorated effort, a new Belle Glade City Commission is aggressively pursuing the implementation of the curfew. But questions about the legality of implementing such a far-reaching measure may threaten whether or not the commission will be able to enact the measure. “This is not the answer that will stop crime, but it’s one of the elements that we think will help,” Mayor Steve Wilson told The Sun on Tuesday. With recent shootings targeting or being carried out by younger people, the curfew can be an effective pro-active measure to cut down on shootings locally. “We think it’s a positive move,” he said. According to the mayor, the city will be addressing other problem areas for the youth. The plan is to look at expanding recreational opportunities for the youth, as well as targeting blighted sights through code enforcement, and exploring ways of attracting more jobs to the city. But the curfew remains at the forefront for commissioners. If the city has its way, one of the effects the curfew will be on the city’s bottom line. The Children’s Defense Fund National Conference was held from July 22-July 25 in Cincinnati Ohio and was hosted by Mariam Wright Adelman a Civil Rights Activist and President of CDF. The conference featured cutting edge plenary sessions, and dozens of compelling workshops that focus on the latest research and best practices, community building models, and community and youth empowerment strategies that bene t children and prioritize their future. It gathered over 3,000 leading researchers, educators, policymakers, practitioners, faith leaders and over 1,500 Young Adult Leader Trainees (YALT). Community leaders, child mentors/ advocates, early childhood educators from the Harlem Community and the executive director of Child Care of SW FL who manages six child care centers in Hendry and Lee county, traveled to Ohio to attend the conference. The trip was funded through a grant by Southwest Florida Community Foundation. One of the missions for the group, Harlem Community Task Force, is to create a lasting positive change. “When 16.4 million children are poor, 8.3 million children don’t have health care and a majority of children cannot read or compute at grade level in the 4th, 8th and 12th grades – we have a growing national crisis that demands an urgent response,” said task force representatives. Among the guest speakers for the conference was renowned author and poet Maya Angelou. “I came to Cincinnati Ohio to say something and I’m not leaving until I say it” said Angelou. She left a message after her speech for the audience: “Always remember, you are a rainbow in someone’s cloud.” Another memorable guest was Jeffery Canada, Author, President & CEO of the Harlem Children’s Zone in New York and Chair of CDF’s Board of Directors. Mr. Canada is passionate regarding the “Be Careful What You Cut” campaign sponsored by CDF which notes that “cutting education investments now would later increase a child’s chances of going to prison by up to 39 percent, and paying for that prison will cost all of us nearly three times more a year than it would have cost to provide him with a quality early learning experience.” As one university graduate YALT attendee commented “I’m in the middle of a transition as we speak,” he said, looking around at all the other people in line. This black crow-like member of the cuckoo family apparently came from the Caribbean to south Florida without assistance from humans. By the mid 20th century its population in Florida had reached more than 1,000 individuals, but by the 1990’s only 24 individuals were being reported during Christmas Bird Counts. A few individuals are occasionally spotted in south Florida and the Keys. During the rst Breeding Bird Atlas 25 years ago they were con rmed breeding south and west of Lake Okeechobee including the Clewiston area. During the summer months individual birds are still occasionally reported in these areas. Severe freezes are believed to have contributed to the reduction of the Florida population. Reports of sightings will help determine the status of this easily identi able bird in inland Florida. Adults have black slender bodies, shaggy plumage, and a graduated long tail. They have a short thick rounded beak with a high ridge on some individuals. Immature Smooth-billed Ani look like the adult, but their plumage is duller and they have a shallower bill. Smooth-billed Anis has a weak and wobbly ight, but run well. The Smooth-billed Ani’s call is a loud whiney, ascending “que-lick” or “ah-nee” that announces its presence in an area. These gregarious birds will live in noisy groups of one to ve breeding pairs and up to seventeen individuals. They defend their territory with one member of their group sitting on a high perch watching for danger while the rest forage for food. Smooth-billed Ani will forage on the ground and in trees and shrubs for insects, lizards, frogs, seeds, and some fruit. The also eat insects stirred up by grazing cattle and power mowers. They prefer living in open grasslands with brush or scrub, elds, pastures undeveloped lots, marshes and canals According to “Florida’s Breeding Bird Atlas”, “breeding can occur from March through October and may be associated with the availability of food “. Small groups of one to ve breeding pairs will build a communal nest and share breeding duties. They build a bulky nest of twigs lined with leaves in the fork of tangled brush, palms or other trees. Each female lays 2 to 7 greenish-blue eggs in a layer separated by leaves. Clutches of up to 36 eggs are incubated by both sexes for 14 days with the young edging in 7 to 10 days. The ightless young will climb in and around the nest area 5 days after hatching. Juvenile Smooth-billed Anis from rst broods will help feed the second brood. SCHOOL BRIEFS Increasing ood protection is a shared goal among South Florida communitiesAs the height of the hurricane season approaches, the South Florida Water Management District (SFWMD) hosted a workshop on South Florida's regional water management system and the resources available to help mitigate ooding. Attendees included about 45 local government, utility and emergency management representatives as well as webcast viewers on the District's website. "Flood control is a shared responsibility between the District, counties, cities, local drainage districts and residents in South Florida," said SFWMD Executive Director Melissa Meeker, who spoke at the workshop. "Offering this program was a way to bring community leaders throughout our region together so that we can strengthen relationships and work jointly to improve ood control for our residents." Flood control is a core mission at the District. To sustain the regional system's capability for handling storms and wet season rainfall, the District has a robust program of structural maintenance and upgrades. During the past ve years, the District has invested approximately $240 million in essential maintenance work. Local projects that improve drainage systems help ensure that the larger District system functions as designed. The District often partners with local governments on projects to help bolster ood control capabilities. During the workshop, state agency representatives shared information on state loan and federal grant programs available to municipalities for ood mitigation. Representatives from the District, the Florida Division of Emergency Management and the Florida Department of Environmental Protection explained their roles in assisting with South Florida's ood mitigation efforts. Living in South Florida includes the inherent risk of ooding, especially during the summer months. The rainy season, which started in May, typically lasts until mid-October and accounts for more than 2/3 of annual rainfall. The District recognizes June as Flood Awareness Month, and this workshop is part of the District's continued effort to raise awareness about ood control during the rainy season. BY MARK KINGIt has been a hot summer here in south Florida as it has been over a lot of the U.S. but the shing here on Lake Okeechobee remains steady. Most of the bass are offshore chasing bait and the shing action can be awesome in the morning, but as the sun gets up high in the sky it pushes the bait down and the bass are much harder to nd. Our water level has remained around 12 feet above sea level all summer long, which is a good thing to not have to worry about a drought. I have been shing mostly arti cial lures but have shed the wild shiners a little the past few weeks. There is a lot of gar in the areas that we sh the shiners and you end up with the gar eating more of the shiners than the bass. For arti cial lures, I have been mostly throwing lipless crankbaits like the Spro Aruku Shad in both the 5/8 and one ounce size, gold and chrome are my color choices. After the bite slows down a little in the morning, I will start shing a Carolina rig and a shakey head rig. On my Carolina rig I like to use a Gambler Ace and on my shakey head jig a Gambler Sweebo worm works great in junebug color for both. I am still catching a few and I mean very few bass in the grass on jigs, but if you do catch one they are usually a good sized bass. Still using a or 1 ounce jig with a Gambler Mega Daddy for a trailer. As for areas that I have been shing it has been out on the main lake from off the Clewiston channel, the reef both inside and outside, Uncle Joe's Cut out at the lake end, and also the rim canal has been holding some bass. You will need a good GPS with maps to nd the good areas of the reef but the Clewiston channel and other areas I mentioned are pretty easy to nd. The water level is at a good safe level to run carefully but don't run too close to the grass yet as we need another foot of water to make this safe to run. As the kids head back to school and fall is just around the corner, the shing on Lake Okeechobee will start to get better with every passing day, the bass will get ready to start heading back into the grass where we all love to catch them. Now is the time to start booking those winter trips here on the lake as this winter promises to be even better than last year and it was crazy catching big bass here last season. Be sure to drink lots of water out on the lake this time of year and keep plenty of sunscreen on all exposed skin. BY TOM NORDLIE UFFor humans, gender is one of the de ning characteristics of life, but for papayas, it's more like a work in progress. This tropical fruit crop reproduces sexually, meaning there are male and female papaya trees. But there's also a third type with the reproductive capacity of both genders. This type is called a hermaphrodite and, unlike male or female plants, it can self-pollinate. Now, a study involving current University of Florida researcher Jianping Wang helps explain how the plant's sex chromosomes evolved over time to produce the three genders. Wang was lead author of the paper and performed the work while a postdoctoral fellow with the University of Illinois at Urbana-Champaign. The ndings, published last week by Proceedings of the National Academy of Sciences, shed light on evolutionary processes. The data might also have practical value for papaya growers, who say they get bigger yields and better fruit from hermaphroditic plants. "In the future, if we understand the process of sex determination clearly, not only can we evaluate young plants before they're in the ground, and select plants with the gender we want, but also we can identify the sex determination genes and manipulate a pure inbred papaya plant for papaya growers," said Wang, an agronomy assistant professor with UF's Institute of Food and Agricultural Sciences. That approach could be used for other crops that reproduce sexually, she said. For example, asparagus growers prefer to raise male plants. In the study, Wang and colleagues led an eight-institution team that analyzed genes from sex chromosomes, long strings of DNA sequences that code for anatomical traits we know as gender. The researchers worked with a group of genes in a sex-determination region of the chromosome that controls development of owers with both male and female characteristics in hermaphrodites, and also a corresponding region from female sex chromosomes. First, they mapped the DNA sequences from both regions of the sex chromosomes, then compared the sequences. Comparisons revealed that the female sex chromosome region had a shorter DNA sequence about 3.5 million DNA base pairs, compared with 8.1 million base pairs for the hermaphroditic plant. Many of those extra DNA sequences appear to distinguish the hermaphrodite from the female plant. This nding supports a hypothesis about the evolution of sex chromosomes: Genders only develop after DNA sequences become altered and a species established two distinct but similar genomes. Later, it's believed, these fundamental genetic differences become more pronounced and give rise to distinctive sex types. Since arriving at UF in 2010, Wang has been sequencing genes in bioenergy crops such as energycane, searching for genes that in uence the potential value of the plants as feedstocks. However, the mood was very different Friday morning, August 17th, at the Jamison Hall of the Community United Methodist Church in Belle Glade. Local teachers responded to the invitation of breakfast in honor of their appreciation; the event was co-sponsored by the Belle Glade Chamber and Leadership Glades. The crowd was noisy with chatter of summer adventures, laughter over stories, and excitement to see each other. The boxes of prizes and goody bags may have also added to their excitement. Teachers erupted in cheers and applause that sounded like their favorite team scored a touchdown when the announcement was made that the Howard E. Hill Foundation once again donated funds, making it possible for their students to attend shows at the Dolly Hand Cultural Arts Center. Rose Chastine, Boys Town Family Consultant from Belle Glade Elementary, said she felt “today was a great booster for the school year; it’s great to be appreciated.” Patricia Harvey, Boys Town Family Consultant for Pioneer Park, also shared Ms. Chastine’s sentiment, saying she saw a “family atmosphere with teachers happy to be back to work and making this year even better than last year.” In his address to the teachers, Mayor Steve Wilson noticed and commented on the teachers’ excitement to return to school after their summer breaks. He also acknowledged their important role in the lives of each student that crosses their paths. “The road of success is always under construction and teachers must ful ll many roles in a child’s life—teacher, parent, and community leader—to help them become successful,” he said. Also recognized and celebrated was the retirement of one teacher, Shirley Harris of Pioneer Park Elementary. Ms. Harris beamed with pride as she talked about her students. She said she was “blessed with 35 years of teaching children.” Her message to her students: “I wish them all the luck in the world as they travel their journeys though life.” As a token of their appreciation for her service, school board of cials gave their prizes to Ms. Harris when their names were chosen for door prizes; this proved to be her lucky day as she left with her arms over owing with gifts. Many local businesses were eager to help appreciate teachers of the Glades. Gifts and prizes ranged from coffee mugs to much needed grocery gift cards and gift certi cates for lunch. “We are grateful to all the local businesses that gave items for the goody bags as well as door prizes. The teachers are so appreciative of this,” said Brenda Bunting, executive director of the Belle Glade Chamber of Commerce. This compares with the national average that has increased 2.1 cents per gallon in the last week to $3.70/g. Including the change in gas prices in Florida during the past week, prices yesterday were 10.1 cents per gallon higher than the same day one year ago and are 27.3 cents per gallon higher than a month ago. User-friendly online kits intended to help educators Florida’s elementary school teachers have free resources available to support the state’s transition to Common Core State Standards (CCSS) in 2013-14. Following the successful CCSS Summer Institutes for educators, the Department has released the CCSS Professional Development Toolkits for English Language Arts for grades K-5. The helpful toolkits are available online and may be used by teachers as they explore the new curriculum and create their English Language Arts lesson plans around the new standards. “I am excited that our teachers have great tools at their ngertips to ensure that Florida’s transition to Common Core State Standards continues smoothly,” said Deputy K-12 Chancellor Mary Jane Tappen. “It is incredibly important that our educators are prepared to help students master the rigorous new material in years to come and high-quality professional development will continue to be a priority as we move forward with Common Core State Standards. Lt. Ed Luty, who oversees PBSO’s District 13 Belle Glade area, said that the measure would require “a tremendous amount of deputies.” Lt. Luty explained that the previous push for a curfew fell short because the crime statistics for youth did not meet the constitutional requirements for a curfew. This year, he reports that the crime statistics are actually 28 percent lower than last year’s. Still, the city remains steadfast in its position and has directed its legal staff to review the crime statistics, as well as any other elements of the measure, and seek to nd ways to move beyond any potential obstacles. Once the city completes its review, PBSO’s own legal team will weigh in. Until then, the city has not identi ed what the speci c age levels or times will be speci ed in the curfew. In previous discussions with the Palm Beach County Sheriff’s Of ce, the city of Belle Glade speci ed that anyone under the age of 18 would be subject to the curfew. The curfew would be 10 p.m. on Mondays through Thursdays and would extend to midnight on the weekend. As with any curfew, certain exceptions would be made for individuals traveling to and from work, or under the direct supervision of adults. What stands to be seen is what sanctions the city will be imposing on those found not following the curfew. If nothing else, deputies patrolling the area will have a lot more shuttling to do. According to Lt. Luty, outside of emergency curfews for hurricanes and the like, the Palm Beach County Sheriff’s Of ce has never had to respond to a curfew, much less a permanent one. “We’ve never been through this before, rounding the juveniles up, taking them home and reporting it,” he said. First arriving crews were met by smoky conditions coming from the second oor. A kitchen re in one of the upstairs apartments was found and the re was quickly knocked down before it could spread. The crew from Rescue 72 rescued the family cat from the apartment, unharmed. One person was treated for smoke inhalation and transported to a local hospital.
