In what’s now the Blur’s fourth offseason of operation, a mostly new cast of aspiring college football players are looking to gain national exposure through their play at a variety of camps and tournaments. Palm Beach County’s top 7-on-7 team, run by brothers Luke and Mark Stampini, will be culminating its 10week offseason initiative this weekend (March 24-25) at the IMG Academies 7-on-7 tournament in Bradenton. They have large variety of calls that can be heard over long distances. They are commonly recognized by their loud gull-like “jay, jay, jay” alarm call which increases in speed if the bird becomes agitated. Blue Jays also make clear whistling notes and gurgling sounds. They frequently mimic hawks including Red-shouldered Hawks. One of their other calls sounds like an old squeaky handoperated water pump. Their rarely recognized “whisper song” is a soft quiet vocalization made up of clicks, chucks, whirrs, whines, and elements of other calls. This singing may last two minutes or more. Blue Jays are a large, crested songbird with a broad, rounded tail. They are smaller than crows and larger than robins. Their crest may be fully raised when they are excited or aggressive. The crest bristles up like a brush when they are frightened and is attened to the head when they are resting or among other Blue Jays. The oldest banded Blue Jay lived to be 17 years and 6 months old. These birds are lavender-blue to mid-blue w ith white or light gray under parts and white face. They have a black border behind the crest and U-shaped black collar around their neck. Males and females are similar in size and plumage. Their bills, legs, and eyes are black. Blue Jays prefer eating acorns, seeds, and nuts. At feeders, they often select sun ower seeds rst before eating other seeds. They also eat insects, bird eggs, nestlings, and small animal prey such as toads or rodents. Blue Jays are found in a wide variety of habitats and will build a bulky nest 10 to 40 feet above the ground in a tree. This nest is made from twigs, pine needles, Spanish moss, paper, and debris. The female will lay four to ve greenish, blue, or buffy eggs spotted with brown which she incubates for 17 to 21 days. Both parents feed the young until they edge at approximately three weeks of age. Blue jays will be one of over 135 bird species that photographers and birders look forward to seeing during their trips to area birding hotspots in Hendry and Glades County during the March 27 31 Big “O” Birding Festival. This festival will also offer workshops and programs at the Port LaBelle Inn as well as live Birds of Prey demonstrations, a silent auction, photo contest, and displays by local photographers. Attorney claims proposed changes in rules fall short of meeting Florida StatuteBY ERIC KOPPSouth Florida Water Management District (SFWMD) governing board members were presented a resolution Thursday, March 15, that claimed to bring their land leasing program into line with state statutes but, according to an attorney, it falls short of that mark. SFWMD Assistant Executive Director Robert M. Brown presented the resolution at the district’s March 15 meeting in West Palm Beach. He said the proposed resolution will make the district’s lease program “more transparent to the public.” But, does it? According to attorney Chester Brewer, the answer is no. As he addressed the board Thursday afternoon, Mr. Brewer alluded to a statement in the resolution that calls for the district to accept competitive bids for their property when an existing lease expires. The resolution then goes on to say: “... unless the governing board approves a waiver of competition.” In short, that means if the board wants a lease holder to remain a tenant, the board can waive the competitive process and the lease could be extended. “The statute demands competitive bidding with notice. The statute does not provide any exemption for the mandate that requires competitive bidding,” said Mr. Brewer. “That language must be taken out if you’re trying to comply with the statute.” Mr. Brewer was at the meeting to represent Glades County ranchers and property owners Mark Hunter and Patricia Pearce. “That just gives you the right to not follow the statute,” Mr. Pearce told the board. The district has come under re recently for renewing leases without putting them out for bid. Florida state statute 373.093 says the district can lease their land as long as it is consistent with the land’s intended use and “for the best price and terms obtainable, to be determined by the board.” Some 20 leases were renewed by the board in 2011. Among those were area leases held by Alisa Sherman, Elsie Lanier, James and Beatrice Prescott, Otis P. Clemons and the Old River Cattle Company. The lease held by Mrs. Sherman is on property in Highlands County and, according to records, it was advertised in area newspapers prior to it being signed on December, 13, 2011. However, no ads can be found regarding the other four leases. The proposal discussed Thursday would have no real effect on these existing leases. In response to that question, SFWMD general counsel Carolyn Ansay replied with an e-mail that said: “If the resolution is adopted, it will not unilaterally alter the legal rights or obligations contained within any existing lease agreement. Any existing lease agreement can only be altered or terminated pursuant to the terms contained within the document.” The resolution goes on to state that, in accordance with 373.093, the district will publish their intention to lease in a newspaper in the county where the land is located and other places as the board determines, which complies with the statute. Also, the proposed resolution would allow the district to give an existing tenant a right of rst refusal on the lease if the tenant: 1. has been in substantial compliance with the existing lease; and, 2. submits a responsive and responsible bid. “What is substantial compliance? That’s like being a little bit pregnant,” offered Mr. Brewer, in a phone interview Friday. The resolution goes on to state that before an existing tenant can exercise the right of rst refusal, they must agree to “... pay rent at 10 percent over the highest bid from another responsive and responsible bidder.” Governing board member Glenn J. Waldman questioned that part of the proposal. “They (existing lease holders) will have to overbid — it may be too much money,” he said. “Maybe we ought to think again about the right of rst refusal. This may cause someone to overpay.” While he didn’t necessarily agree that an existing lease holder should have to pay an added 10 percent, Mr. Pearce asked the board to leave the right of rst refusal in the resolution. “If I sell my property to the district and I get a 10-year lease but I don’t get the bid, then I have to leave. The right of rst refusal has to be in there,” he said. When his allotted three minutes were about to expire, Mr. Pearce looked over the top of his glasses and asked: “Is the district going to correct those leases that were done completely wrong?” No one answered. Along those lines, Palm Beach County Commissioners are expected to approve a land use amendment with regard to the proposed 13,000 w ind farm to be located eight miles east of Belle Glade. The move would bring the project one step closer to reality, possibly giving the Glades area a quick shot in the arm with the creation of 250 to 300 temporary construction jobs. Company representative Robin Saiz is looking forward to Wind Capital’s investment in the Glades. He hopes that the project will be a winw in for all involved, and insists that there are more pros than cons surrounding the effort to product renewable energy in Florida. With his company being the rst one to take on the challenge of constructing a wind farm in this state, there were a number of issues that w ere identi ed before the decision to pursue was determined; not the least of which was the potential of hurricanes to wreak costly and destructive damage to the turbines. “It is a concern in Florida and it was one of the rst concerns we addressed,” said Mr. Saiz, who said that a thorough evaluation of the proposal w as conducted. Wind Capital approached the turbine manufacturers and received guarantee that a warranty would cover the machines up to a speci c sustained mile per hour number – Saiz said he could not disclose what that number is. He points to wind farms in other areas surv iving category four and ve hurricanes with only minor damage to the wind turbines; the costliest damage coming in the form of the theft of the computers that run the turbines. Another concern: the noise that is generated by the turbines. Other communities around the country located near wind turbines have complained about the loud noise created by the machines. Within a certain distance, the sound is a rhythmic, steady, almost droning noise that some have found unappealing, but Saiz points to the fact that the turbines will be located at least eight miles outside of Belle Glade to assure residents that the noise will not become an issue. “From 100 meters away, the noise is less than 50 decibels,” less than the noise found in a typical restaurant environment, said Saiz. “Noise is not an issue.” The last of the concerns, that the birding population might be adversely affected, is being addressed through a careful study of the migratory patterns of birds in the Everglades Agricultural A rea. The data, several years of it, will help the company mitigate adversely affecting the avian population. What about the pros? That might be too many to list: the project, at $350 million, has the potential to give back $30 million to $40 million in tax revenue to Palm Beach County; it will provide for 250 to 300 construction jobs while the turbines are being built; and it will create 15 to 20 permanent jobs for the operation and maintenance of the units. Locating the wind farm in Florida, where no other company has sought to take a chance, and more speci cally in the Glades was the result of a study that found some of the most active spots for wind locally. While the company hopes to run the turbines y ear-round, the slower summer period for wind may put a dent in those plans, and it may be that w ind activity is insuf cient to continue powering the plants all year. Though not comparing to the more favorable w ind activity found in other states, the fact that most of the land in question is already in operation as agriculture, that the owners of those elds were open to working with Wind Capital, and the fact that Florida utility companies said they were open to renewable energy in Florida comprised the various ingredients that convinced the company to take the plunge. Farm operators have leased 13,000 acres to Wind Capital, but Saiz explains that the actual footprint from the diameter of the turbines at their bases combined will only amount to about 25 acres of land – all remaining land will stay in agricultural operation. Saiz said there are no subsidies or other taxpayer help being provided to the project through any local, state or federal means – wind farms receive tax credits from the federal government for production of the energy, not for the construction of the turbines themselves. The company, which has at least six more farms in other areas, feels good about its new investment. It also is hoping to partner with Palm Beach State College, which has a wind technology program, to allow students to do their hands-on learning at their turbines. So the company is hopeful that the commission will approve its land use amendment today and further the project. While it still will not be ready to go, other considerations remain at the state level, the projected construction start date is in late 2013. Construction should last at least six to eight months, the company reports. After that point, the landscape of the area will change, even aesthetically. The turbines, large and looming over the horizon, will stretch from the starting point outside of Belle Glade, stretching all the way to 20-Mile Bend, where the white turbines will end. Drivers on State Road 80 will certainly see this on their drive to the coast – a unique landmark of energy production. The weekend practices, which began on Jan. 15, actually ended this past Sunday (March 19) at Boca Raton’s Sand Pine Park, with a series of scrimmages with the Delray Beach-based Palm Beach County Phenoms 7-on-7 team. Class of 2013 defensive back Will Likely (Glades Central) and Class of 2014 wide receiver Ronquavion Tarver (Glades Central) are among those who have been standing out on the Blur roster. Luke Stampini offered his analysis on Likely, w ho earned the state’s Gatorade Player of the Y ear honors for his sensational junior season. “Everyone knows he’s on the shorter side, but everyone also knows what he’s capable of doing on the football eld,” Luke Stampini said of the 5’8” triple-threat, who has garnered multiple college football offers at this juncture. “He can hurt y ou on either side of the ball. He just needs to keep that desire to prove people wrong and keep grinding. As long as he has that chip on his shoulder and doesn’t get complacent, he will be just ne, no matter how tall he is.” Luke Stampini had an equal amount of praise for Tarver’s development as a wideout over the course of this offseason. “He’s has a lot of natural talent,” Luke Stampini said of Tarver. “It’s just a matter of him continuing to develop as a receiver and polish up all of his routes. He’s great at jump balls being 6’3”, but there’s more to being a wide receiver than that. I’m excited to see where he’ll be at 12 months from now.” Both Glades Central standouts showed off their athletic skills at a 7-on-7 competition last month, where the Blur appeared at the National Underclassmen 7-on-7 Tournament at Chaminade High School in Hollywood. $1.3 Million in Federal Funds Assists Construction of Commercial/Retail Center in Belle GladeThe Board of County Commissioners, through the Department of Economic Sustainability (DES) has approved $1.3 million in federal funding from the U.S. Department of Housing and Urban Development Section 108 Loan Program and the Brown elds Economic Development Initiative Program for Muslet Brothers, Inc. The company has assembled three properties along West Avenue A in Belle Glade where they are currently constructing a 10,000-square-foot building that will house retail uses along with new leasable space. The funds are being applied toward construction costs and working capital. Located in the Avenue A Revitalization Project Area, this project marks the rst new construction along the corridor and represents a considerable investment with a total capital cost of nearly $2.2 million. The company plans to create 38 full-time jobs within ve years. An economic sustainability analysis performed by DES estimates that this project will have an impact of $4.59 million over a ve-year period. During the dissection students found and identi ed internal and external body parts including the ns, mantle, pen, eye, arms, suction cups, tentacles, gills, heart, ink sac, beak, brain, and siphon. Students contrasted males from female squids, found how much ink was in the sac, and examined the teeth on the "sucker rings." They also compared the squid beaks to nd similarities w ith the beaks of birds. Resource Depot Ms. Connie Christman from the Resource Depot visited second grade classrooms on Friday, March 16. Ms. Christman has been visiting classes teaching students to Reduce, Reuse, and Recycle! Her visits are funded through the Palm Beach Cultural Council's Full STEAM Ahead program. Ms. Christman's lessons use plenty of visuals and hands-on activities with catchy go-green themed sing-a-longs. On Friday Ms. Christman guided the students in planting grass seed in recycled plastic canisters. The students planted their grass seed in soil and will get to take it home over the break. Another planting in sponges will be on display at Downtown at the Gardens for the upcoming event: "Downtown in Bloom" on March 31 and April 1. Resource Depot is a Community Partnership business that takes donations of surplus items. Businesses and individuals donate clean, safe and reusable items such as wall paper samples, material, or even foam punch outs. The items are then made available to teachers and nonpro ts. The theme of the Fair this year was "100 Years of the South Florida Fair". Schools were given a large "100" to decorate; the Art Club covered the number with faux cow fur and gave it a large birthday hat and sunglasses with the ferris-wheel in the re ection. Toddler Division — 1 to 5 years old Division I — 6 to 8 years Division II — 9 to 12 years Division III — 13 to 15 years The Black Gold Bake-Off Contest, involving corn recipes or sweets, will be held again at the Jubilee. Homemade dishes containing corn and/ or sugar may be entered. Participants will choose the category they wish to enter. Judges will determine the best of each category. There is no entry fee. Entry forms can be obtained from the Belle Glade Chamber, local churches, or Everglades Farm Equipment. Dishes must be submitted at the Jubilee by 12 p.m. on Saturday, April 21, for judging. All winners will be announced at the festival at 1 p.m. Cash prizes will be awarded. The beauty of the Glades and its people will be showcased during the 14th Annual Jubilee Photography Contest. The contest drew many entries last year. Again this year, photographs must have been taken during the past 12 months in counties surrounding Lake Okeechobee. Photography categories are: Landscape/Still Life, Character, and Nature. Contestants may submit two entries in each category. Participants in the Jubilee 5K Walk/Run are really special! They get up early, stretch, and get ready for a beautiful run. Registration for the Jubilee 5K Walk/Run begins at 7 a.m. on the dike at Torry Island, and the race starts at 7:45 a.m. on Saturday, April 21. This year’s walk/run will be for age groups including 14 and under, 15-19, 20-24, 25-29, 30-34, 35-39, 40-44, 45-49, 50-54, 5559 and 60 and up. All participants will receive a free t-shirt. First, second, and third place winners in each age group for both walkers and runners, male and female, will be awarded medals. Medals will be awarded to overall walk and run winners. Participating in the Black Gold Walk/Run has some real perks. Snacks are waiting for you when you arrive. At the end of the course, you’ll nd refreshments. So put on your running/walking shoes, and head on out to the Marina and join in the fun! Treasure Hunt This year’s jubilee will include a new activity; a treasure hunt. Participants will have the opportunity to win $100 for this event. The “Treasure Hunt” will take place at the festival from 3 to 4 p.m. rst Come to the Welcome Tent before 3 p.m. to get started. The rst person to nd the treasures win the prize! The Main Street Jubilee Parade is back! The event will begin with line-up at NW Avenue H, at 9 a.m. on Saturday, April 21. Parade Chair Cheryl Stein says the Jubilee Committee is excited to see this important part of the Jubilee offered again after several years without a parade. The Belle Glade Elks Lodge is helping with this event. Businesses, individual groups and school bands are encouraged to participate to help make this a great parade! Members of the Black Gold Committee and their families cannot participate. Entertainment will begin on the local stage at 11:30 a.m. and continue throughout the day for your enjoyment.
