New projects on the way,
city finances balanced

Corey Alston does not hide the fact that num-
bers have formulated the grand portion of his life.
Having worked in the financial world for much of
his career, his relatively recent hire by the city of
South Bay, as city manager, has already produced
some tangible results.
The following is a short summary of the city's
major projects and goals heading into 2011:
Having been on the job for approximately 18
months, Mr. Alston has zeroed in on the city's

city's operational costs through old-fashioned ne
i._, I ii ... and by inviting competitive bids. By do
ing so he has accomplished some notable goals,
including balancing the budget and even resolve
ing a yearly surplus in revenue. He and his team
have also caught up with financial audits going
back to three to four years.
Why so many issues in the first place? It's sim-
pie, he said: years of mismanagement. Though
he's careful about placing blame on anyone and
hopes that he isn't being critical of past adminis
trations, he is not shy about referring to areas that
were not addressed, historical understandings
that were simply ignored.

Cutting costs
Take the city's sanitation services for example.
The city's former hauling service, an outside con
tractor, had typically been paid somewhere in the
neighborhood of $40,000 monthly for services.

If country superstar Mel Tillis hadn't been the
hard-headed sort, he might have spent his life as
a baker.
Lonnie Melvin Tillis grew up in the small town
of Pahokee, Fla., on the banks of Lake Okeecho
bee. Tillis said he grew up in his father's bakery
shop, and he didn't care for the work. But his ca
reer came down to two things, or so his father
thought. "You ._. *n go to school or be a baker,"
he said.
"Daddy, I don't want to be a baker," Tillis re
sponded.
So, his father said that he was going to start
taking rent out of his son's pay ("but I was living


here free 15 minutes ago," Tillis wailed), and then
told him to go pick up the mail.
As Tillis walked to the post office, he saw an
Air Force recruiter "with a pretty uniform on." He
ended up at Lackland Air Force Base in Texas.
"After we'd been there several weeks," Tillis
recalled, "they called us all in and give us an ap
titude test."
"And I waited and I waited and I waited for my
orders to come in, and my buddies were going to
all these places ... and finally here come mine."
It told him to report across town -to the bak
ery.

So, in the early 1950s, Tillis baked, but he also
had a regular job on the radio singing country

two suspect's involvement.
Demps was murdered in plain sight on Janu
ary 23. He was reportedly walking along the side
of the road when two gunmen driving in a Toyota
Camry shot at him multiple times, killing him as
he tried to flee.
Deputies found him lying in a front yard on
Northwest 1 th Avenue.
The Palm Beach County Sheriff's Office is not
yet saying how the two suspects were linked to
the case. After his arrest, Dexter Dukes was de
nied bond during his court appearance on Friday.
Kareem Williams was booked in the JAC center
due to his young age.
The killing shocked the community of South
Bay, especially considering the victim's age.
Demps was 15 year old.
He would have turned 16 today.

Property Appraiser's Office
The Property Appraiser's Office presents
$1,000 scholarships each year to five college
bound students. Since 1993, the Property Ap
praiser's Office has awarded $99,000 in college
scholarships. The application can be downloaded
from the Property Appraiser's Web site: pbcgov.
com/PAPA. The deadline to submit the 2011 ap
plication is March 31.


To be eligible for the scholarship, a student
must be a resident of Palm Beach County, and
have a minimum 3.0 GPA. The college or junior
college they plan to attend must be accredited.
Funds are raised through volunteer employee
donations from participants in our office's Fri
day Casual Dress Day. An Employee Scholarship
Committee selects the five winners. For more in

Property Appraiser Gary R. Nikolits, CFA, re
minds new homeowners they may qualify for
Florida's Homestead Exemption property tax
saving benefit. Florida grants qualified residents
a standard $25,000 exemption off a property's as
sessed value. An additional exemption benefit up
to $50,000 from the standard $25,000 may also
apply.
If you purchased a home in 2010, the filing
deadline is Tuesday, Mar. 1. You can apply in
person at any of our five Service Centers in West
Palm Beach, Palm Beach Gardens, Delray Beach,
Royal Palm Beach or Belle Glade. To apply in per


son, the deadline is 5 p.m., Tuesday, March 1. You
can also go to our web site, pbcgov.com/PAPA,
and apply online. To apply online, the deadline is
11:59 p.m., Mar. 1.
To qualify, the property must be the owner's
primary residence as of Dec. 31 2010, and the
owner must be a permanent resident of Florida
and cannot hold any residency-based benefits in
other Florida counties or states.

Pioneer Park's Student Volunteer Corps
Fall 2010 saw the start up of a very powerful
and significant group of students on the campus
of Pioneer Park Elementary School, the Student
Volunteer Corps. Fourth and fifth grade students
partook in a rigorous application process to be
counted among the select membership of this
campus service organization.
During the fall, members will conduct the
televised morning announcements; organize
and facilitate the campus recycling program;
peer mentor emergent and struggling readers;
and offer support to the media center to re-shelve
books and to assist with checkout. The teachers
and administrators at Pioneer Park wish to ac
knowledge these amazing young students for
their commitment to our school.

Sugar Bear Safety Patrols are going to be

Pioneer Park Elementary Receives Box-
es of Joy
Pioneer Park Elementary School was once
again overwhelmed by the generosity of their
sister school, Panther Run Elementary. Vans and
pick-up trucks arrived, carrying students, Parent
Teacher Organization (PTO) members, and
volunteers bringing with them 45 Thanksgiving
Boxes.
These boxes were all decorated with the
Thanksgiving theme and filled with everything
needed to make a Thanksgiving Fest including
a gift card to Winn Dixie. Pioneer Park had pre
viously identified families that would be given
these boxes. As the families arrived Mr. Harmon,
Guidance Counselor, would present them with
the Thanksgiving box and the gift card. Principal,
Mr. Miller commented, "We are so thankful for
Panther Run's i._ .. . ,-i. These will help make
Thanksgiving a joyous one in many homes."

of the school by members of the Safety Patrol.


Pioneer Park had also asked for assistance from
Panther Run for a coat closet to provide coats for
our students. Panther Run brought numerous
coats for this purpose.

Should I Place Membership?

Our nation has a very large II.. ,iii..: popular
tion" people who are periodically transferred
about the country in their work. In our area we
have many "winter residents." Each time we re
locate or spend the winter in a location, we are
faced with taking up our Christian profession
in the new community. How are we to make it
known that we are Christians? How are we to let
the brethren in the community know that we are
ready to assist in the work to discharge the obliga
tions of a Christian. The easiest way is to "place
membership" in the church with which we intend
to work and worship. For "winter residents" they
may become "associate members" in the same
way. This is best done by going forward when the
invitation song is being sung during the worship
service and making our desire known. This way
everyone present sees us, so they know who we
are. They immediately know we are Christians,
and therefore we have much in common with
them. The elders know that we are under their
oversight, and can begin immediately to care for
us spiritually. If we are later absent from services,
those who notice will know that there is a reason
for it and look after us to see if they can help.
If you are timid, or there is some other rea
son for not going forward at the invitation, tell
the minister of one of the elders i ,. .1 ... iiI to
be identified with the congregation. You should
"place membership" where you intend to wor
ship because it is good for you and good for the
church. It will insure a proper association and will
make your life count more for the Lord.

The Mouse and the

Non-Believer

There is that TV commercial where a woman
tells a mouse that he is disgusting. The mouse re
plies "prove it!" The dialog ends but the commer
cial continues with a suggested way of remov
ing mice. There is something about the mouse
though. He has a point to make. Just what can
we "prove" or what do we need to "prove" and
how much proof does something take? I have
had numerous people over the years tell me, "I
know that, but I can't prove it." For them, they are
solidly convinced that so-and-so did something or
that someone is lying, or that someone may be
still alive when others' hopes have faded. Every
now and again we hear of an Elizabeth Smart
who turns up alive after years, or of a young
girl kidnapped at birth and senses something is
wrong then begins to search for her birth mother
and finds her. The mouse is disgusting but he
hides behind knowing one of the standards held
in society can't be met by his accuser. Her appeal
is to a different way of knowing; the common
disgust held by people who encounter vermin.
God and the devil's test subject, Job, proclaims in
the midst of all his trials, doubts, temptations, the
cynics who scorn him, and everything else that
can go wrong, "I know that my Redeemer lives,
and that in the end he will stand upon the earth
and ... yet shall I see God (Job 1925-26)." This is
not "I believe," or "I imagine," but "I know!" It is


something I've experienced too. There are people
I love, but I can't really prove it to them. There
are people who love me and I must accept it on
their say so and by their acts toward me. There
are many things I just have to take on faith, with
trust and know that they are so. Our instincts tell
us that the lady is right about the mouse in the
commercial; apparently the advertiser thinks so
too or he wouldn't be trying to sell us "mouse
removers" by suggesting that "proof" triumphs
over "knowing." This is precisely what is wrong
with the cynic, the disbeliever, the non-believer.
He (or she) wants "proof" and insists that it must
be on his terms. From the beginning, we read of
people saying "Show us a sign" (cf. Matthew 12,
Mark 8, Luke 11), and even where the "signs" ap
pear, there is still disbelief. I come to the conclu
sion that those who do not want to believe simply
do not want to consider any other way of looking
at things than their own. The world of the faithful
includes many ways of looking at things and the
outcome is different. Knowing in faith brings with
it hope; knowing in faith opens the possibility of a
deeper and more meaningful kind of love, know
ing in faith gives a much better reason for living.
The non-believer? Maybe he is more comfortable
commiserating with TV mice!

Singing Our Lifesong

Growing older. We make jokes and laugh
about it. We worry and groan about it. We can try
to resist it, but there's nothing we can do to stop
it. I experienced the reality of this last week when
I woke up and realized I had aged a year since the
day before. My friends were sensitive to my real


ity. I only had one candle on my birthday "pie."
I choose believing in their sensitivity rather than
the fact that the appropriate number of candles
would have cost more than the pie and might
have set off the sprinkler system! On the other
hand, I also received a walking cane with a horn,
magnifying glass, and a sign that stated "over the
hill crossing."
These days I've noticed that I'm starting to
relate more to some of the old age "gems" that
come my way: "When I was young, I made a lot
of faces in the mirror. Now that I am older, the
mirror is getting even." "You know you are get
ting older when you try to straighten out the wrin
kles in your socks only to find you aren't wear
ing any." "Look at it this way. All your life you've
been taught to respect your elders. Now you are
one!" "Don't despair; next to a Galapagos turtle,
you are still a child." So what do we do with our
., i,.i i,. ' Since we can't avoid them, we might
as well celebrate them. Birthdays are mile-stones
on our road of life, reminding us that we aren't
home yet, but we are getting closer. Let us wel
come them as melodies in our lifesong. We can't
control how long our lifesongs last, but we can
control how we sing them. Let us not sing them
as a dirge! Let us live for the moments we have
and sing our lifesong from our hearts and not
just from our lips, giving praise to our Lord who
promises His abiding presence in this cantata we
call life. I should add, "especially in the wrinkles
and crinkles, and the aches and quakes that come
with the aging process!"

may the words I say and the things I do make
my lifesong sing, bring a smile to You." (Casting

With the water level holding steady at 12.49
and the water temperature warming up in to the
mid-60s during the day time hours the bigger fe
male bass have been on the move to spawning
areas. My clients this past week caught eight bass
over seven pounds and I can't even begin to count
how many three to five-pound bass we caught.
The FLW Open tournament is this week on
Lake Okeechobee out of Clewiston and there
will be a good number of big fish weighed in for
sure.
I have caught bass from the Monkey Box to
Ritta Island and everywhere in between on both
wild shiners and artificial lures. The Gambler Ace
in junebug color has been the number one bait
for me this week, I have fished it Texas-rigged
with a small 1/16 ounce screw in bullet sinker and


in the real heavy cover, but the Key here was to
wait 'til afternoon when the water warmed up.
In both situations you need to use heavy
braided line, I like to use Diamond braided line
in 65-pound test. This line is round unlike most
braided line that is flat and will not pull down in
the spool on your reel.
Some of the other lures that I have used this
week include Spro Aruka Shad lipless crankbaits,
Omega swim jig in white color, and even a Zara
Super Spook one day.
I have been fishing a variety of areas and types
of 1' I-. i i; .. including reeds, peppergrass, and
eel grass beds. The bass seem to be staging out
in the scattered eel grass and then move in to the
thicker areas to spawn and some of these areas
take a push pole to get to but this is where the
bigger bass have been caught this week.
Some of the better areas have been the Mon


and clear water start to mix.
The crappie bite is still holding it's own in ar
eas like Uncle Joe's Cut, the rim canal, Bird Is
land, and Harney Pond canal. Be sure and stop
by Roland Martin's Marina and Resort for the FLW
weigh in this Thursday and Friday at 3 p.m. and
than at Wal-Mart Saturday and Sunday at 4 p.m.
I will be doing seminars on fishing Lake
Okeechobee at the Florida Sportsman Show Feb
ruary 5th and 6th at the Lee Civic Center in Fort

Move to benefit
Caloosahatchee Estuary

The U.S. Army Corps of Engineers, Jackson
ville District started water releases from Lake
Okeechobee to the Caloosahatchee Estuary on
Jan. 28, to help improve the condition of critical
tape grasses and protect freshwater organisms.
The lake stage was 12.5 feet (NGVD).
Thet I i-I. of this release is an average of
300 cubic feet per second (cfs) over the seven
day period to the Caloosahatchee Estuary, mea
sured at WP Franklin Lock and Dam (S-79). The
Corps anticipates the total pulse release effect
on the lake level to be about a sixth-of an-inch
off the lake.
The Corps discontinued water releases from
the lake to the Caloosahatchee Estuary Dec. 17
in preparation for forecasted dry conditions.
On Dec. 17 the lake stage was 12.64 feet
(NGVD).
Though the lake remains at approximately
the same level today, west coast estuarine scien
tists say minimum freshwater releases to the Ca
loosahatchee Estuary are critical to maintaining
the estuary's health, which has been declining.
Freshwater tape grass, which provides nursery
habitat for a multitude of organisms, is an indi
cator of healthy conditions in the upper estuary
of the Caloosahatchee.
"We expect this release to support the natu
ral system by helping to recharge the root-base
of the tape grasses. Establishing a salinity gradi
ent is vital to the health, productivity and func

tion of the estuary," said Lt.
Col. Michael Kinard, Deputy District Com-
mander, south Florida.
The South Florida Water Management Dis
trict (SFWMD) made their recommendation
to the Corps today, requesting the seven-day
release in accordance with their Adaptive Pro
tocols.
The Corps strives to maintain the lake be
tween 12.5 and 15.5 feet
(NGVD) while balancing all competing de
mands. Lake Okeechobee now stands at 12.50
feet (NGVD) and is in the 2008 Lake Okeecho
bee Regulation Schedule's Beneficial Use Sub
Band, which varies seasonally between eleva
tion 10.5 feet and 13 feet.
Within this sub-band, unless releases are
required for navigation purposes, the Corps
generally defers to the South Florida Water Man
agement District's recommendation for water
allocation to various users. Fish and wildlife
enhancement and/or water supply deliveries for
environmental needs may involve conducting
an environmental release from Lake Okeecho
bee through the SFWMD Adaptive Protocols or
other SFWMD authorities.
The Corps and partner agencies will continue
to closely monitor and assess system conditions.

Bernabe Sanchez Macia, 86
BELLE GLADE -Beloved husband, father, grandfather, brother and friend, Bernabe Sanchez Ma-
cia, 86, died peacefully at his home in Belle Glade on Jan. 27, 2011.
Bernabe, the eldest son of former Cuban Senator Bernabe Sanchez Culmell and Ana Maria Macia
Sanchez, was born in Havana, Cuba, on Nov. 9, 1924.
He was first in his class at the Storm King School in Cornwall-on-Hud-
son, New York, and graduated with a B.S. in Engineering from the Unit-
ed States Naval Academy in 1946. Bernabe's graduation from the Naval
Academy was accelerated due to WWII, where he served on active duty
in the Atlantic.
Upon graduation, Bernabe returned home, married and assumed re-
sponsibility for the family's three cattle ranches -- most notably El
Oriente -- and a Camaguey feed mill. El Oriente shared a border with
neighboring King Ranch, which later became an employer. His work
with Santa Gertrudis cattle was internationally recognized, as were his
innovations in cattle nutrition and artificial insemination.
Bernabe, his wife and five young sons fled Cuba following Castro's
communist takeover and nationaliza-
tion of the family properties. They then spent two years in Fort
Collins, Colorado.
Returning to his cattleman roots, Bernabe moved the family to Argentina to manage King Ranch's
cattle properties near Buenos Aires. After several years, he left to form a partnership with his father
and King Ranch in a cattle venture in Barranquilla, Colombia, before finally moving to Belle Glade
in 1970 to help manage King Ranch's Big B cattle operation near South Bay, Florida. He also
worked for DUDA, Atlantic Sugar and Siboney.
Bernabe was a licensed pilot and avid bone fisherman. He also served as an assistant troop leader
with Boy Scout Troop #622 and as an active member of the Belle Glade Coast Guard Auxilliary Flo-
tilla #55 and the Belle Glade Civitan Club.
Bernabe Sanchez Macia is survived by his beloved wife of over 62 years, Raquel Hevia Sanchez;
sons, Bernabe (Raquel) of Buenos Aires, Argentina, Gustavo (Silvia) of Santa Marta, Colombia, Pe-
dro (Ivette) of Puerto Cabello, Venezuela, Pablo (Maria) of Clewiston, Florida and Julio (Judy) of
Belle Glade; grandchildren, Gabriel, Laura and Cecilia (Buenos Aires, Argentina), Gustavo (Los An-
geles, CA), Santiago, Arturo and Victoria (Santa Marta, Colombia), Bernabe (Arcadia, FL) and Pe-
dro (Rosa Angel) (Puerto Cabello, Venezuela), Pablo (Allison) and Marco (Clewiston, FL), Kristina
Sanchez Garcia (Gil) (Wellington, FL), Matt(Ft. Lauderdale, FL) and Nick Sanchez (Los Angeles,
CA); and great-grandchildren, Gabriela and Anette (Puerto Cabello, Venezuela), Jay Brooks and
Grayson Brooks (Clewiston, FL); sister, Maria Luisa Sanchez Gaston (Melchor, deceased) (Pompa-

Hazardous Weather Awareness Week


Lightning Safety
In an effort to keep Florida residents safe
during severe weather outbreaks, the State of
Florida has proclaimed Jan. 31 -Feb. 4 as Severe
Weather Awareness Week.
Knowing how to plan and prepare for haz
ardous weather is key to keeping your family
safe. Whether you are in a home, school or busi
ness, everyone should have a plan in place for
severe weather.
The National Weather Service conducted an
annual statewide tornado drill at 10:10 a.m. on
Wednesday, Feb. 2. This drill was broadcasted
during a routine Weekly Test and during this
time, Floridians considered themselves under a
Tornado Warning. Participants practiced taking
shelter immediately in a safe and sturdy struck
ture until the conclusion of the drill.

also focus on other hazardous conditions that
affect our state along with tips to keep Florid
ians safe.

Miss Latina Pageant on Sat.

The 2011 Miss and Miss Teen Latina of the
Glades Pageant will be held this Saturday, Feb. 5,
at the John Boy Auditorium in Clewiston. A din
ner will be hosted at 5:30, with the pageant start
ing immediatley thereafter at 7:30 p.m.
The pageant is a preliminary for the Miss Flor
ida and Miss US Latina pageants. Milagros Navar
ro, pageant coordinator, is excited for the event.
"The pageant began in 2003 and has contain
ued to grow," said Ms. Navarro. "We've had con
testants from all over the Glades area in previous
years."
Helping this year is Silvia Flores, graphic de
signer/photographer for the Miss Latina organi
zation and one of the pageant's former queens.
She commented on her experience with pageant
shows and their positive effect on the young con
testants.
I. i.-. i.. I didn't have any goals or plans for
the future before I got into pageantry. After my
first pageant, I was driven, and it was a very posi
tive experience for me," said Silvia, who won af
ter being approached by Milagros at the age of
19. "It opened up me to helping other girls and
get them to do something different; to get them


motivated."

young to take part.
"When it comes to the
bikini portion, it helps to
build confidence," the pag
eant coordinator said. "I

would be more preferable if Viviana

Silvia weighs in, too.
"Before I started with pageants, I too, thought
negatively about them. I thought that people who
participated were perfect, distant," she said. "As I
got to work with them, I saw they are highly edu
cated, motivated and open hearted young wom-
en. They took me in as if they knew me already."

music on the Armed Forces Far East station, dur
ing the Korean War.
"I was in Okinawa two years," he said recently
from his home in Silver Springs, Fla. "I learned to
sing with a band and how to be a part of a band,
and that experience paid off."
In 1952, his first song writing attempt was
"Honky-Tonk Song." That song, and Tillis' "I'm
Tired," were big hits for singer Webb Pierce.
Tillis eventually moved -with a pregnant wife
and $29 in his pocket -to the one place he had to
be: Nashville.
The rest, as they say, is history.
"Some people have that damn knack, and I
guess I do, I have it," he said. "And it comes out
from time to time, and they say your speech
comes from one side of your brain and your cre
ativeness and your singing comes from the other
side of the brain, so I've been able to do that, and
I didn't know I could until I just started.
"I didn't know I could write a song until I
went to Nashville, but they convinced me they
needed songwriters, not a stuttering singer, and
next thing I know, I'm on the Johnny Carson
show."
Tillis thanks a longtime Tulsa businessman for
his status as a pop-culture icon with appearances
in movies and on TV shows.
"The Jim Halsey agency... had offices in Tulsa,
Nashville and Los Angeles," he said. "And the Los
Angeles one got me on all the TV shows, and I
mean all of 'em ... Johnny Carson, Dinah Shore,
'Hollywood Squares,' 13 movies, and it was all
the Halsey companies."


Tillis' feature films include "Every Which Way
But Loose" with Clint Eastwood, "WW & The
Dixie Dancekings," "Cannonball Run (I and II),"
"Smokey and the Bandit II" with Burt Reynolds,
and the lead role with longtime friend and Tulsan
Roy Clark, in "Uphill All the Way."
"Burt Reynolds is from over in Jupiter," Tillis
said. "He calls me Pahokee trash."
When asked if that's a joke, Tillis said, "Yeah!
Well, he put me in about five of his movies."

Plenty to be proud of
Of course, it is Tillis' decades-long career in
the music industry that is astounding.
He's recorded more than 60 albums and gar
nered at least 36 top 10 hits, nine of which went
to No. 1, including "I Ain't Never," "Coca Cola
Cowboy" and "Southern Rains."
He's written more than 1,000 songs, at least
600 of which have been recorded by major art
ists: Kenny Rogers' smash hit "Ruby, Don't Take
Your Love to Town," Bobby Bare's "Detroit City,"
"Heart Over Mind" recorded by Ray Price in 1961
and Tillis in 1970, and "Mental Revenge" recorded
by Waylon Jennings in 1967, Tillis in 1976, and
recently by Jamey Johnson.
Heard Ray Price sing "Burning Memories,"
Ricky Skaggs' "Honey (Open That Door)," or
George Strait's "Thoughts of a Fool"? All songs
written by Mel Tillis.
"I'm so proud," Tillis said. Whether he's sing
ing it or not, "a songwriter is always happy to
have his song out there."
Tillis has also released two successful gospel
albums, the first in 1993.
And in 2007, Tillis finally hit some milestones
most people probably already thought he'd
earned decades ago. He was named as a mem
ber of the Grand Ole Opry and inducted into the
Country Music Hall of Fame.


"I could've probably
been there sooner if
I'd behave myself," he
said.
One possible rea
son for the "delay" was
Tillis leaving Nashville
for Branson, and his
own theater with his
band.
"I've had the State
siders band for 42
years," he said. "Two
or three have died and
been replaced, but boy,
I'm so proud of them.
"I was there (in
Branson) 13 years, and
we were doing 3,000
shows a year."
But he still found
time -somehow -to
learn another art that
would become a pas
sion: painting.
"I just hired me a
teacher," he said. "My
teacher still comes to
Florida occasionally and
teaches me stuff as we go along.
"I had my first art sale here about five or six
months ago in Stuart, Fla. We sold those giclee,
not the originals. I sold four of those for $4,700
and thought 'Man, I gotta keep this up!' "

Keep on moving
Clearly, at 78, Tillis is not slowing down on
anything.
In 2010, he received the Cliffie Stone Pioneer
Award from the Academy of Country Music.


He still tries to perform at least 100 shows a
year across the country.
On March 12, Tillis is set to appear on the Mike
Huckabee Show with his daughter, award-win
ning singer/songwriter Pam Tillis. "I think we'll
perform 'Waiting on the Wind,' about a young girl

In what was a historic 2010 season for the
Glades Day Gators football team, the back-to
back Class 1B state champions officially wrapped
up i r . , with a special awards banquet on Jan.
27.
At Glades Day's auditorium, the packed crowd
witnessed the ceremony for its cheerleaders and
football players, highlighted by a 15-minute vid
eo montage that capped the season's best mo
ments.
All of Glades Day's cheerleaders and football
players, from the junior high, junior varsity and
varsity levels, were recognized by their coaches
for their contributions to the season's success,
which concluded with its seventh overall state
title in Dec. 2010.
In addition, a total of 10 individual football
awards were doled out to a variety of varsity foot
ball players, including the team's most valuable
player award that went to sophomore running
back Kelvin Taylor.

Taylor, who was recently named to Old Spice
High School Player of the Year, rushed for 2,436
yards and 34 touchdowns this past season. The
District 1B Player of the Year was also named the
team's Most Outstanding Offensive Back.
Glades Day junior starting quarterback Tanner
Redish, who overcame a collar bone injury for
much of the season to come back for the Class
1B state semifinal and championship games, won
the team's Gator Award.
Glades Day junior backup quarterback John
Barr, who subbed in for Redish in the Gators'
landmark Class 1B Regional Championship win
over Jupiter Christian, was selected as the team's
Unsung Hero.
Cory Garcia, who snared in the champion
ship-winning interception in the final seconds of
Glades Day's 42-35 Class 1B state title win over
Warner Christian on Dec. 10, 2010, was named
the team's Most Outstanding Linebacker.
Glades Day athletes Eaton Spence and Steven
'Stretch' Williams were named the team's Most
Outstanding Defensive Backs.
Meanwhile, Glades Day senior Joseph Lang
meyer was picked as the team's Special Teams
Player of the Year and fellow senior Javon Carri
gan was selected as the team's Most Outstanding
Defensive Lineman.


The team's Most Outstanding Offensive Line
men were seniors Zach Simmons and Tyler
LeCroy, while the Captain's Award went to Cody
Dolan.
"It was a historical year for us," Glades Day
head coach Pete Walker said. "Not a lot of teams
find themselves in the state championship game
year in and year out. We've been blessed and
honored to be in this position once again."
Walker took the time to talk about each player,
coach and team supporter and how they played
a significant role in how this past season turned
out.
"It was a great honor for me to recognize all
our kids and support staff," Walker said. "They re
ally deserve it."
Notes: Following the awards banquet, Glades
Day eight grade quarterback Giovanni Lugo was
presented by Walker with a $2,500 check from
CooperVision, who sponsored a competition en
titled "Gear Up for Grant."
Glades Day was one of just 10 high schools
in the country to receive a $2,500 grant from the
contact lens company.
All of Glades Day's football players are eligible
for free contact lenses, courtesy of CooperVision.
The free lenses are good for one year.

The Glades community came out recently, in
cluding the Mayor of Belle Glade, Steve Wilson,
and the Mayor of Pahokee, J.P Sasser, to provide
a Glades' Response to President Obama's 2011
State of the Union Address. President Obama
stressed that the country is "poised for progress"
with regards to creating jobs, and that initiatives
to support growth in small businesses can help
owners "turn a good idea into a profit."
The President also mentioned that doing so
requires that we, as a country, educate our young
people "earlier and longer..." and that while the
"future is ours to win...we can't get there stand
ing still." He emphasized i ,i ._i. i,;._: there would
require "re-building America to move people,
goods, and information, from high speed rail, to
high speed Internet." Measures to freeze domes
tic spending were also discussed, as well as ways
to "reign in discretionary spending." President
Obama affirmed new'levels of i-, - , I. .... I " with
regard to foreign affairs, indicating that troops will
begin coming home in July.
Mayor Steve Wilson responded that people
are attracted to an area by jobs and salaries; that
in order to improve our schools, teachers must
also be able to earn good salaries.
He also initiated a discussion about the real
ity that teachers often spend more time in the
classroom with. ,. i., ll than the typical parent
spends with their children, and that improving
education requires that parents somehow be
come more involved. In response to a student's
question about whether it's a good idea to move
toward a 'digital society,' Mayor J.P Sasser re
sponded that the whole social system is geared
toward the Internet, and that we will have to do
more to make sure no one is left behind.
The event was broadcast nationally and We
bcast simultaneously in the campus' new Tech
nical Education Center. Among those attending
were area educators, business leaders, as well as
Glades area leadership including Commission
ers Allie Biggs, Diane Walker, and City Manager
Derek Moore of Pahokee, as well as Commission
ers William Grear, Jr. and Mary Ross Wilkerson of
Belle Glade. Also in attendance was Dennis Lipp,
attending on behalf of Palm Beach County District
6. Among the students in attendance was Student
Government Senator, O.D. Oliver, II, who posed
questions of the Glades officials about how Presi
dent Obama's initiatives to essentially digitize the
country would impact today's college students.
The panelists agreed that in order for the
Glades to compete economically, we would have


to find new ways to collaborate to improve inter
net access, to bring jobs to the county, and to the
Glades area in particular. Other suggestions raised
by members of the audience addressed the need
to improve housing situations, and services to the
community.
Preceding the actual State of the Union Ad
dress, Provost Marcia Hardney, Ph.D., presented a
State of the Campus Address, with an overview of
the campus enrollment trend, which is up 17.7%
over this time last year, and the newest certificate
program slated to come to the Belle Glade cam
pus, Graphics Design Technology.

Te Department of Environmental Protection gives notice that a draft permit
has been prepared for the City of Clewiston, Mr. Kevin McCarthy, Utilities
Director, for operabon of a Class I Injection Well (IW-1) system. The project
is located at the WWTP located on Feed Lot Rd, Clewiston, Florida, 33440 in
the County of Hendry. (File No. 249635-003-UO/1I)
Te purpose of the facility is to dispose of, by deep well injection, non-haz-
ardous reverse osmosis concentrate wastewater from the City of Clewiston
WTP and non-hazardous domestic effluent from the City of Clewiston
WWTP via the existing injection well, (IW-1).
Under the proposed permit the maximum injection rate into the injection
well shall not exceed 7.93 million gallons per day, (MGD), or 5508 gallons
per minute, (GPM). The maximum injection pressure shall not exceed 105.5
PSI at the wellhead. Injection is into the Oldsmar Formation with the injec-
ton zone between 2749 and 3505 feet below land surface (BLS).
Te Department has permitting jurisdiction under Chapter 403 of the Florida
Status, and Chapters 62-4, 62-520, 62-528, 62-550, 62-600, 62-601 and
62-660 of the Florida Administrative Code. The project is not exempt from
permitting procedures. The Department has determined that an operation
permit is required for the proposed work.
Pursuant to Section 403.815, Florida Statutes (ES.) and Rule 62-110.106,
Florida Administrative Code (F.A.C.), you (the applicant) are required to
publish at your own expense the enclosed Notice of Intent to Issue Permit.
Te notice shall be published one time only within 30 days in the legal ad
section of a newspaper of general circulation in the area affected. For the
purpose of this rule, "publication in a newspaper of general circulation in
the area affected" means publication in a newspaper meeting the require
ments of Sections 50.011 and 50.031, F.S., in the county where the activity
is to take place. Where there is more than one newspaper of general circu-
lation in the county, the newspaper used must be one with significant circu-
lation in the area that may be affected by the permit. If you are uncertain

could suddenly be slightly cheaper, or more ex
pensive. One of the first orders of business for Mr.
Alston was putting the service out for competitive
bidding.
In doing so, a number of companies took a
stab at the job and the city hired a new contractor
that it now pays nearly half of the original figure
without sacrificing service and with a built-in cap
for costs.
A slightly more problematic issue was with
another big line item: insurance. In the past, the
city has paid 100 percent of its employees' health
benefits, but has asked employees to contribute,
especially when adding family members to the
plans.
It was difficult, but the staff has responded
well. It might be the understanding that the city
simply could not afford such a luxury.

Unloading debt
With the advent of the city's joining the Glades
Utility Authority, the city has -Ii. ., , rid of a major
debt tied to its former utility systems.
The GUA, the collective agency handling the
Glades cities' utility services, agreed to assume
South Bay's debt in the lower millions when the
city signed on to become a part of the group.
It was one of the manager's first functions, lit
erally, after being hired.


Looking ahead
Addressing issues internally was paramount
before the city manager set his sight on outside
projects in earnest.
He will be doing just that this year, and hopes
to come much closer to seeing the realization of
several projects which he believes will begin to
help the city transition to a stronger economic
base. It won't happen overnight, he promises,
but it can happen.
He hopes that work on the inland port will ad
vance this year.
Previously an ambitious plan to marry the
ports of South Florida, from Miami to Palm Beach,
the original governmental backers dropped from
the project, but Florida Crystals continues to press
forward with its own plans to site a transport
tion/commercial hub between South Bay and
Belle Glade.
If it is created that close to the city, then jobs
will come, said Mr. Alston, and with them the
chance for more revenue possibilities.
From city hall, commissioners and the man
agers have their eyes set on big projects, too,
including work on an expansive truck stop with
capacity to accommodate up to 100 trucks in a
spacious parking lot -an obvious move to cap
ture the flow of thousands of commercial ve
hicles driving through South Bay each day. The
plans are focused on a portion of land that South
Bay recently annexed just south of the city.
The plans for the site don't end there. Work on
attracting a large hotel chain is moving forward,
and the city has been in communications with
several promising candidates to build a hotel ad
jacent to the truck stop.

Road to Pahokee closed
State Road 715 at West Morgan Road is currently closed in each direction to
facilitate an emergency pipe repair. Motorists traveling northbound are being
detoured via SR 715/Hooker Highway, and motorists traveling southbound
are being detoured via SR 715/SR 441. At this time, the closure is expected
to last through mid February 2011, weather permitting. FDOT has assigned
a contractor to complete this work, and the replacement pipe is currently
being manufactured. Once construction of the new pipe is completed, work
will begin immediately on-site. Emergency rescue teams in the area are also
aware of the closure and related detours, and have altered their routes ac-
cordingly.

There is also the community center building.
Leveraging funding the local correctional institu
tion pledged to the city when it first moved in, of
ficials hope to site a revamped community center
in the city.
It is a project that has seen several revisions,
but the city will be moving forward in earnest to
acquire the additional funding, through a com
bination of private sources and the possibility of
bank debt.
Sometimes projects important enough to the
city must be built despite having to incur debt, he
said, but he is certain that the city's current finan
cial standing could easily support such a project.
