If youre a store owner in Sumter County selling the drug commonly called K-2, chances are good that youre going to be arrested. Thats the message that Sheriff Bill Farmer is putting out following one arrest and as popularity of the controlled substance, considered a synthetic marijuana, grows. These types of investigations shall continue throughout the county and anyone operating a convenience store in the county, they should do the right thing and take this poison off of their shelves, the sheriff said recently following the arrest of a Lake Panasoffkee convenience store A massive manhunt ended in arrest Sunday when the suspect was finally discovered by a law enforcement bloodhound while the man hide in woods behind a Nobleton convenience store. Numerous Sumter law enforcement officers spent several days attempting to apprehend Lance Douglas Windisch, 43, after he reportedly took photos or videos on Sept. 12 of a woman in the Bushnell Walmart, on County Road 48 W, by putting his camera phone underneath her skirt, according to sheriffs Lt. Bobby Caruthers. When he was confronted by the woman, Windisch reportedly put his hands on the 65-year-old shoppers buttock and said something like, You know you like it, Caruthers said. Following the incident, law enforcement officers began searching for Windisch, Caruthers said. Ironically, they found him on Sept. 17, while deputies were passing out flyers about him at the Walmart store, Caruthers said. A person in the parking lot identified Windisch and told a deputy that he was currently in the parking lot, Caruthers said. When the deputy contacted Windisch, he fled in his vehicle and after a brief pursuit, abandoned his vehicle and the Roadway Inn and fled on foot. During the pursuit, Windisch reThursday, September 26, 2013Volume 127 Number 39Established in 1881 50 Cents E-mail us: news@sctnews.comFor more news, videos, photos Visit us: sumtercountytimes.comTIMES INSIDE: QUICK CLICKSUMTER COUNTY Pet of the Week Massive manhunt ends in arrest BOBREICHMAN Editor See HUNT, Page 3 File photoA parade down Main Street in Bushnell will launch this years annual Fall Festival, set for Saturday, Oct. 19. Its fall, and that has historical significance in the City of Bushnell. Every third Saturday in October, the city celebrates its birth as a municipality with an annual Fall Festival in the center of town. So, come Saturday, Oct. 19, folks gather from all around the county to take part in the annual celebration. It all starts this year with a parade down Main Street at 10 a.m. After the parade, folks saunter over to E. McCollum Avenue, (down the side of the historic Sumter County Courthouse) where the festival kicks off with an Opening Ceremony at 11:15 a.m. in the Main Tent. This year marks the Citys 28th annual celebration. In the past, the festival featured a different theme each year, but this year theyre simply going with a fall harvest look, and are requesting that all parade entries and vendors decorate with that in mind. The festival will once again feature a wide variety of local arts and craft vendors, fundraisers and exhibits, rides and activities for the children, fantastic food, fun and fellowship, and lots of entertainment under the Main Tent, where local singers and dancers will perform throughout the day. This year will feature another Bushnells Got Talent Karaoke Contest, beginning at 12:30 p.m. Sign-ups for the Karaoke Contest will be at the booth next to the Main Tent (Look for the Rain Barrel Raffle tent). Cash prizes will be awarded to first-, secondand thirdplace winners. You certainly wont want to miss the famous Greased Pig Contest at 2:30 p.m. at the end of E. McCollum Ave. Kids from 3 to 18 years old compete within their age groups to catch one of the slippery little squealers for their very own! Its always tons of laughs (and mud) galore! Entry fees for the Greased Pig Contest are $3 each for kids from 3 to 14 years of age and $5 for teens from 15 to 18 years. Different colored wristbands are issued for each age group when you register at the Greased Pig tent at the end of E. McCollum Ave. on the day of the festival. For those of you who dont want to wait in the long lines that day, wristbands will be available for advance purchase at City Hall during the next several weeks. Just make sure you dont lose it before the day of the festival! Another popular competition featured during the festival is a free log-sawing competition sponsored by the Sumter County Forestry Division, where you can test your skills to see who can getr done the quickest! And forthe more laid back festival goers, theres always a horseshoe competition out under the trees in the field just past the Kiddy Land bounce houses. Both competitions begin at noon and run throughout the afternoon. Daniele Clubb, 22, of North Cricket Drive, Citrus Springs, was arrested on an active Sumter County warrant for felony obscenity charges that included eight counts of knowingly transmitting information harmful to a minor in Florida, one count of using the Internet to seduce, lure or solicit a minor to commit a crime, and unlawful use of a two-way device. According to the Sumter County Sheriffs office, Clubb was targeted by the Internet Crimes Against Children (ICAC) unit when they discovered he was attempting to communicate with minors on the Internet. A Sumter County Sheriffs Detective posed as a 14-year-old child during the investigation. Clubb sent pornographic messages to the detective on eight occasions during the month of August. After detectives submitted the evidence to the State Attorneys office, a warrant was issued. The Citrus County Sheriffs office arrested Clubb at 3:03 p.m. Sept. 20. If convicted, Clubb could face up to 15 years in prison for the second degree felony of using the Internet to lure, seduce or solicit a minor to commit a crime. Under the state guidelines for a third-degree felony, the charges for knowingly transmitting information harmful to a minor carry a maximum sentence of five years for each offense, as does the unlawful use of a two-way device. portedly placed his vehicle in reverse and rammed the front of a deputys marked patrol car. A manhunt that evening was unsuccessful as deputies, correctional officers from Sumter Correctional Institution and aviation units from Sumter and Citrus counties searched for Windisch. Three days later, in Sept. 20, deputies again attempted to apprehend Windisch when they responded to the 8000 block of C.R. 648, in Nobleton, in reference to Windisch being at the residence armed with a handgun. As deputies arrived, several family members ran out of the house and advised that Windisch had forced his way into his mothers residence and was armed. Deputies set up a perimeter around the residence at which time the Sumter County Sheriffs Office Negotiations Team and SWAT Team were called out to the scene. The Negotiation Team made contact with the mother of the suspect by phone at which time she advised the suspect was no longer in the residence and that her mother and her were the only ones there. Once the suspects mother and grandmother were secured outside the residence, the SWAT team made entry but Windisch was not inside. Officers however, finally caught up with Windisch on Sunday, Sept. 22, after he was reportedly seen at the Nobleton Circle K convenience store on County Road 476. Within minutes of the notification, more than a dozen officers swarmed to the location, Caruthers said. The South Sumter football game had just ended and many of them were in the area. K-9 units and air units were also called out to the scene for the assistance. After approximately a two-hour search of the area, Windisch was discovered and apprehended with the assistance of the Sumter Correctional Institute Blood Hound Team in a wooded area about 50 yards behind the convenient store, under heavy brush and tree logs. Windisch was transported to the Sumter County Detention Center where he was charged with two counts of aggravated assault, fleeing and eluding police, resisting officers, driving while license suspended, possession of a weapon by a felon, carrying a concealed weapon, possession of drugs, battery and sex offense on a person 65 years old or older. Detectives with the sheriffs Office Special Investigations Squad arrested the convenience store owner last week for the sale of a controlled substance in violation of Floridas Synthetic Drug Law. Detectives arrested Baha S. Botros, 54, of Ocala. Botros is the owner of Spirit Truck Stop convenience store, at 293 E. County Road 470, in Lake Panasoffkee. He was arrested following a substantial number of citizen complaints regarding the sale of K-2 at the store, according to sheriffs Capt. Kevin Hofecker. Botros sold the drug, also known as Spice, to an undercover agent on Aug. 8, Hofecker said. The substance purchased was packaged as the product Scooby Snax. The substance was sent to the Florida Department of Law Enforcement Lab for testing and identification. The FDLE Lab report identified the substance as UR-144 which was recently added to the State of Floridas list of controlled substances. The addition of UR-144 was approved and signed by the governor on April 24 after House Bill 619 was passed in the House. Botros was arrested and charged with one count of possession of a controlled substance with intent to sell and one count of sale of a controlled substance. His bond was set at $40,000. The synthetic marijuana began to emerge in the early 2000s. Studies suggest that it may trigger psychotic disorders. The state statute gave a grace period for store owners to turn in these illegal substances, said sheriffs Lt. Bobby Caruthers. They have been given ample time to get it off the shelves, so now, when we discover it or get called about it, were going to take action. This was Sumters first arrested connected to the illegal substance. Random thoughts, yada yada, freedom and grace Some weeks Im short on columnlength thoughts but still have some mini ideas that I want to work through on paper. Heres whats on my mind this week: n Recently, I had a hissy fit of astronomical proportion. I wish I could tell you what caused it, but it involves another person (of whom Im not related so you can scratch my husband or kids from the list of possible offenders). The circumstances dont matter anyway, because the bottom line is this: Because of something someone else did, albeit innocently, I looked stupid or so I thought. Most likely no one noticed, or if they did they didnt care, or maybe they already thought I was stupid and what happened was just a typical day in the life of me. As I raged and breathed fire regarding the situation, I was slightly horrified at my extreme reaction, although not at all surprised since Ive been at that same place many times before. If you asked me to list the things that anger me most, and if I gave you the real, honest, true-truthful answer, Id have to say its when something happens that makes me look incompetent or stupid or less than my exalted opinion of myself. Id ask God where that comes from but I already know. Its the love of my own reputation and ego and the need for approval and recognition and fanfare and adoration from the masses. Its loving myself too much. When I see that in print, it looks terrible, and it is. I dont know how to be any different, so Ive asked God to show me. Ill let you know how it goes. At my church Im a communion server, in particular a Saturday night, left-side-of-the-sanctuary, grape juice person. Except, two communion times ago, the communion schedule person put someone else in my grape juice spot and asked if I would be a row dismisser. One other time she asked me to do that and I said no. However, I didnt tell her that I declined because I thought serving grape juice was a better job than dismissing people from the rows of pews, and that if I couldnt serve grape juice then I didnt want to do anything. So there. (And yes, I know how immature and petty that is.) The next time she asked me to be a row dismisser, I said yes. But then the last time we had communion I waited too long to reply to the email request for servers and missed out on all the jobs bread server, wine server, grape juice server, even row dismisser! All that was left for me to do was participate. However, in doing so I got a fresh perspective. When Im serving grape juice or serving wine, I tell person after person, This is the blood of Christ, shed for you. Thats my very favorite part. But this last time someone said it to me, and he used my name: Nancy, this is the blood of Jesus, shed for you. Taking my time, I dipped my bread into the cup of wine and savored its tartness, tasting, really tasting, its meaning. As I did, I silently sang, The blood of Jesus washes me...oh, the blood, it is my victory. Ive been singing that a lot lately since then. (Thanks, God. I needed that.) In a Seinfeld episode, George Costanzas girlfriend fast-forwards conversations by saying, Yada, yada, yada. She says, I went into a store...yada, yada, yada do you like my scarf? Later, George learns that the yada, yada, yada is a vital detail shes stolen the scarf! That illustrates so well how we all yada yada over our sin. One of the best parts about belonging to Jesus is the freedom to stop all the yada yada and be honest about ourselves, first to ourselves and then to each other. Make this your common practice: Confess your sins to each other and pray for each other so that you can live together whole and healed (James 5:16, The Message). I love that, dont you? I love belonging to a church with people who feel secure enough and free enough to confess their sins to one another. After all, if the Son has set you free, you are truly and forever free, forgiven, cleansed, made right and made righteous (John 8:36 my paraphrase). I found this on Pinterest: Dear God, I remember how my life used to be before I met You. Thank You for finding me! Thats how I feel, too.Nancy Kennedy is the author of Move Over, Victoria I Know the Real Secret, Girl on a Swing, and her latest book, Lipstick Grace. SUMTERCOUNTY(FL) TIMES, THURSDAY, SEPTEMBER26, 2013, PAGEA5 If youre looking at your familys fall schedule, theres one event youll need to skip this year the annual Halloween in the Park in Lake Panasoffkee. For the past 29 years its been a great community event, providing an evening out for children and their parents to attend, but due to construction, its been cancelled for 2013, according to Friends of the Library, president and event coordinator Penny Rosenburg. The organization hosts the event each year, giving families an inexpensive evening out filled with games, prizes, food, fun and costume contests. Rosenburg stressed that they will go back to Halloween in the Park as usual next year but explained there were too many challenges in relocating the event, advertising the change and planning to accommodate those changes this year. Even the organizations storage sheds are located in area that would be difficult to get to, through the construction. Its one of my favorite things to do, Rosenburg said of the event. Aside from hosting the annual family fall night, the friends organization holds book sales and raises money for college scholarships each year. The scholarships are given to two qualifiying Lake Panasoffkee seniors through the Sumter County School Board endowment fund. Friends also provides funding to Lake Panasoffkee Elementary School and has always provided funding for some of the childrens programming at the community library. With the outsourcing of the Lake Panasoffkee Community Library, the shape of the organization may change. Rosenburg said they plan to continue serving as an organization, but they will see how things shape out in the future, as to what that service will be. Halloween in the Park will be back. Halloween in the Park cancelled The monthly Alpha Delta Kappa meeting of Delta Gamma met at Coyote Rojo on Monday, Aug. 26, at 5:30 p.m. Those in attendance were Kay Wall, Joyce White, Dottie Harris, Betty Caruthers, Viki Ferrell, Nancy Rogers, Sherri Hampton, Jackie Peterson, Betty Weaver, Susan Vergnani, Sue Miller, and Carolyn Stephens. Carolyn Stephens began the meeting with a thought for the day. President Betty Weaver announced the agenda for the meeting. Dottie Harris brought the 2013-2014 budget for approval while Viki Ferrell reported on the latest correspondence. The chapter discussed several types of projects for the year. One of these will be our yard sale on Nov. 2 in Bushnell. Another project will be a School Supply Cake which will be auctioned off at the Founders Day meeting in October. The Fall State Leadership Seminar for membership and committees was held on Saturday, Sept. 8, at the College Road Baptist Church in Ocala. Four chaper members attended. October is Founders Month for Alpha Delta Kappa. On Oct. 12, the district chapters will meet at Coyote Rojo. The chairman for Alpha Delta Kappa month encouraged the members to do special activities for the Sumter County schools during this month. Member Nancy Rogers was the auctioneer for fun items and books that were collected over the summer. The collected money will go to scholarships for local students in the spring. The meeting adjourned at 7:15 p.m. Alpha Delta Kappa begins new school year Penny Rosenburg (left) and Denise Atherton, are shown leading some of the fun at a previous years Lake Panasoffkees annual Halloween in the Park. The event will not be held this year, due to construction. BRENDALOCKLEAR Staff Writer 0926-SCT NOTICE OF COMPREHENSIVE PLAN CHANGE The City of Bushnell proposes to adopt the following ordinance. Raiders defense down Bulldogs 38-15 That South Sumter High defense had head coach Inman Sherman beaming Friday night at Raiders Field. South Sumter struck back at 6:59. Cody Henderson caught a 46-yard pass from Levi Sapp. South Sumters Wes Moir kicked a 27-yard field goal with five minutes left in the first quarter South Sumter scored on Tafario McKrachons three-yard run with 1:54 left in the first quarter. Sapp hit Kelly Chase for a 14yard TD pass just 47 seconds before halftime. Raider running back Anderson Faulk ran 22 yards for a score with 10:32 left in the third period. Faulk scored his second touchdown on a one-yard plunge with 9:09 left in the game. The Bulldogs scored with 30 seconds left in the game. Ty Tanner threw a six yard pass to Devon Brockington. PAGEA8SUMTERCOUNTY(FL) TIMES, THURSDAY, SEPTEMBER26, 2013 ASK THE MASTER GARDENER Question:Id like to attract more butterflies to my garden. How can I do that?Answer:ButterflyScaping incorporates host and nectar plants that will attract & encourage butterflies to breed & complete their life cycles in your landscape. Adult butterflies lay eggs on the host and developing caterpillars feed on the host plant. Nectar plants provide a food source for adult butterflies. Plant the right plants, be patient and dont spray pesticides. Learn that a leaf half-eaten is a beautiful sign of impending butterflies! For more information check out this UF publication http://edis.ifas.ufl.edu/uw057 for lists of plants and butterflies.Question:My rose bush branches have some hard, brown knobs growing on them. What is this & will it affect my roses? Answer:It appears that your rose has rose crown gall which is caused by the bacterium Agrobacterium tumefaciens. The bacterium enters the plant through wounds made during grafting, planting, pruning or insect feeding. Its likely your plant came from a nursery with this disease which tends to develop and worsen months to years after it is planted. The galls develop at the crown or on stems and can grow to be 6 inches in diameter. UFs recommendation is to remove diseased plants and destroy them. Avoid planting another rose bush or any other plant prone to crown gall in the same place; this bacterium can remain in the soil for 5-7 years.Question:One of my palm tree fronds is growing in a funny shape that looks crinkled & stunted. Whats causing this? Answer:This accordion-fold malformation is a classic sign of acute boron deficiency and affects development of the palms newer leaves. Boron is a necessary micro-nutrient. The University of Florida recommends a fertilizer formula of 8N-2P-12K-+4Mg with a slow release combination of macro and micro nutrients to treat nutrient deficiencies, including boron. The UF recommendation for this formulation is 1.5# per 100 s.f. of canopy per application. We are happy to announce our laboratory rescued Squirrel monkeys have new babies. Squirrel monkeys are amoung the smallest South American primate species. They rarely are seen in zoos in large family groups such as ours at the teaching zoo. The little males start getting bratty at this age and would be kicked out of the group in the wild to fend for themselves. Our squirrels are parent raised which makes them valuable breeders for other zoos. It takes a (monkey) family to raise a good monkey. Thebaby monkeys join the Teaching Zoos peregrine falcon, laughing hyenas, rare nene geese, royal Bengal tigers, colobus monkey, the largest family of Patas monkeys in captivity, and a plethora of rare species at TheFlorida International Teaching Zoo School. Dr. Mark Wilson, DVM Teaching Zoo founder stated, Our zoo management students need to care for a wide variety of species. Our small zoo can concentrate on unique and endangered animals giving the students invaluable experience. For them to see the birth and development of an infant monkey being reared naturally in a normal family setting is priceless. And to contribute in helping new respected zoo facilities in preserving the worlds few remaining monkeys is cool ,too. PAGEA20SUMTERCOUNTY(FL) TIMES, THURSDAY, SEPTEMBER26, 2013 AVID (Advancement Via Individual Determination) students from South Sumter high and middle schools are shown here, on Raider Field. The students celebrated AVID Week with a variety of events from hosting Cornell Notes Contests, College Spirit Day to a window and door contest. Students and teachers collaborated on events, activities and learning strategies. They wrapped the week with AVID night at the Raiders game against Crystal River on Friday, Sept. 6. AVID is a college readiness system for elementary through higher education that is designed to increase schoolwide learning and performance. Wildwood Middle High School Coach Mark Streit painted himself as the blue spirit Avid Man during AVID Spirit Day at the school. Streit is one of the AVID teachers on campus. The electronic sign outside South Sumter High School announced AVID week. In the near future, the call of All Aboard for travelers on Amtrak may also be a call for their canine and feline companions to join them. As bickering continues in Congress, we citizens wonder if they can ever agree on anything! But one thing both Democrats and Republicans can apparently find common ground on is their love for the family pet. In the House of Representatives, a bill has been introduced into legislation by Rep. Steve Cohen (DTenn.) and Rep. Jeff Denham (R-Calif.) to require Amtrak to allow passengers to travel on certain trains with their pets. The Pets On Trains Act of 2013 (HR-2066) would allow companion dogs and cats accompanied by their humans on Amtrak, which is a government subsidized railway. The bi-partisan cosponsors are avid dog lovers who believe families should be able to bring pets who are part of the family with them when traveling. Pets on trains are a common sight in many European countries. The Europeans welcome well behaved pets on trains, buses, boats, in stores, and even in restaurants. In 1990, the Americans with Disabilities Act (ADA) opened the door for disabled Americans with service animals to be allowed access to all public places and transportation. If it passes into legislation, the Pets On Trains Act will allow the common beloved family pet to travel on the rails too. Today, many American cities, towns, and businesses have already made accommodations to welcome the family pet. Because millions of Americans are including the family pet in their daily activities and vacations, business have learned that being a pet friendly establishment is a financially sound decision. As I travel around this country, I am pleasantly surprised to find so many pet friendly places. For example, we have been on sightseeing boat tours in Maine, Delaware, and Michigan that allowed family canines and felines onboard to enjoy the sights with their human families. They are not put in cargo anymore, but allowed on the decks with the other passengers. Just about every RV Park allows pets, with many that have created doggie parks for the convenience and enjoyment of both human and canine travelers. In many quaint American towns, local businesses allow well behaved pets to enter their shops, and local restaurants have pet friendly patios allowing families to dine with their dogs. So I say, Lets all get on board and support the Pets On Trains Act of 2013. It is time the whole family enjoy the fun of traveling the rails.
