Without comment from the public, the County Commission last week approved the first reading of the tentative county budget for the upcoming 2012-14 fiscal year. Their unanimous approval came during a special session held Monday, Sept. 9, in Bushnell County Commission chambers. The second, and final, public hearing on the proposed budget is set for 6 p.m. Monday, Sept. 23, in the Colony Cottage Regional Recreation Center, 510 Colony Blvd., Parlor Room, The Villages. County Administrator Bradley Arnold provided the board with an overview of the proposed $172-million budget that includes a tentative millage rate of 6.22, below the tentative rolled-back rate. The 6.22 millage rate is .09 percent lower than the rolled-back rate. Nine years is a pretty good run for not having to increase taxes, said Commission Chairman Doug Gilpin. One item helping to keep the tax rate low was a budget provision to increase the amount that county employees pay for their health plan premiums from $40 to $50 a month. The budget also includes a 1.7 percent cost-of-living adjustment for county employees. The tentative budget provides for the continuation of capital construction projects and increases in service levels, according to Arnold. The sheriffs office received the lions share of new employees with a total of 18 new positions approved for the department. The only other positions approved were 1.5 positions approved for the tax collector. Units arrived to find a tractor trailer on its side and its load scattered throughout the area blocking all but one north bound lane and one sound bound lanes. As firefighters surveyed the scene for injuries they found the driver of the vehicle was found dead and extensive extrication was needed to recover the body. Times employee honored During the recent Extension Professional Association of Florida Conference, Sumter County Times Staff Writer Brenda Locklear was honored as Florida Extension Association of Family and Consumer Sciences Friend of Extension at the Friends of Extension and Retirees Luncheon. Martha Maddox, Family and Consumer Science agent in Sumter County, nominated Locklear for FEAFCS Friend of Extension and presented her with the award during the luncheon. The Extension Professional Associations of Florida is a coalition of the Florida Association of County Agricultural Agents, the Florida Extension Association of Family and Consumer Sciences, the Florida Association of 4-H Agents, Epsilon Sigma Phi Alpha Delta Chapter, and the Florida Association of Natural Resources Extension Professionals. Man dies in I-75 crash Traffic was tied up for hours last weekend as emergency workers and clean-up crews cleared an accident site on Interstate 75 in northern Sumter County that claimed the life of a Hernando Beach man. James Patrick Clark, 70, died Saturday, Sept. 14, when the Benton Global semi-tractor trailer truck, of Jacksonville, he was driving overturned on Interstate 75, according to a Florida Highway Patrol preliminary report. The accident happened at 5 a.m., near the 334 milepost, just south of the Marion County line, according to the report. Clark was traveling southbound when the trailer began to rotate counterclockwise which resulted in the entire vehicle overturning onto its right side, according to the report. Once the vehicle was sideways, it traveled in a southeast direction into the center median where it struck the guardrail. Arnold received substantial praise from commissioners for compiling an efficient budget. Each year, the budget process has become more clear and more professional, Gilpin said of Arnolds management style. Commissioner Garry Breeden said the county budget process has certainly improved since he first started working for the county in the early 1970s. When I came to work with (the road and bridge department) by midsummer they had expended their whole budget and lay off half their workforce, he said. Its the cost of providing staff to help with homework and staff to help teach youngsters, The center ensures that children arent left home alone when theyre too young to fend for themselves or home alone when theyre old enough to get into trouble. And its the center thrift shop that provides about onequarter of the funds they need to operate. The center offers fun things for them to do, including clubs like the Master Gardeners garden club, a Boy Scout troop and coming soon, a train club. The center has arts and crafts and computer labs that prepare the children for state testing. And theres a basketball program and an indoor recreation room for fun. In the summer, there are even a collection of field trips for life experiences and unusual fun. Its great that the members of the organization care enough to provide for these kids. And its great that the parents care enough to want their children getting after-school care, rather than being home by themselves to either face danger or get into mischief. Right now the center could use your donations and even your shopping dollars their donations have been low and sales have been down, according to center coordinator Della Boushley. Im a great supporter of thrift stores, both non-profit and profit, but that particular thrift shop isnt really a business making money, its a fundraiser, supporting a youth center. If this thrift shop doesnt make it, its a threat to dozens of children who are currently safe and warm and supervised. For someone who might not really be swayed by concern for children, theres always you, yourself, to think about since were all here together, everything we do impacts everyone else. How children grow up and who they become as adults will impact your life (will they be good citizens, will they be bad citizens?), as surely as the thief who steals from the big store impacts the price of the goods you buy and the cost of insurance you pay. The members of this organization may be retired, but they still work to impact the education and educators of our county for the good of our children. Their experience and talents are channeled through fifteen committees who deal with such matters as legislation, benefits, and scholarships. After the call to order by President Laura Schuyler and the pledge to the American flag, the members and guests were greeted by Marilyn Barnes. The devotional was presented by Jackie Peterson, our chaplin and Horton Barnes, treasurer, presented his report. Carolyn Stephens, the District 4 director of the Florida Retired Educators of which SCREA is a part, announced that on Sept. 27 a training session for all present and potential officers would be in Ocala at the Hilton. This training would help us to maximize our service in all areas. The old business portion of the meeting was highlighted by the report of Ed Tomberlin who worked tirelessly to obtain recognition of Ann Fields, a former school nurse who served many years ago and reformed the health programs for our children in Sumter County. A ceremony in early summer saw the naming of a portion of C. R. 48 as the Ann Fields Memorial Highway and several plaques recognizing her efforts displayed in our Health Department. Change a Life Over Lunch was the topic presented by the speaker, Helen Laroche. This concept, applied under the auspices of the Take Stock in Children foundation, is simple mentoring students in need of guidance and encouragement to reach their full potential. Most interesting were the statistics displaying the success of this program. Each year, the circus comes to town to Bushnell town. And each year they hold three shows in the community, with tigers and elephants and ponies. This year, there were Dobermans, jugglers and aerialists too! The Loomis Brothers Circus brings in a collection of acts, including the mainstay of the circus tigers in a cage and elephants in the big ring. They also bring in something new, like Dobermans dancing and its all part of a fundraiser for the Sumter County Youth Center. Held under the facilitys open-air outdoor gym, this years circus was was probably the best year that weve had out of the seven, said youth center director Della Boushley. We pre-sold more tickets than ever before and we had more attendees than ever before, she said, noting that their success may be due to holding the circus a little earlier in the year than normal, when theres less to compete with. She said they also chose not to have a Friday night presentation, so they werent competing with the home football games. But they did have three shows one Saturday afternoon, one Saturday evening and one Sunday afternoon. Boushley said they began partnering with the circus several years ago when Tina Andes served on the board. The circus winters here and Franzens stepson, Brian, has the animals. She went to them and asked them and weve been doing it ever since, she said. The circus brought in just under $3,000 for the center this year and while its a great fundraiser, the annual budget for both centers (in Wildwood and Bushnell) is roughly $300,000. That funding also allows for about 80 percent of the parents to receive a partial scholarship and a handful of children to receive a complete scholarship. Boushley notes the center offers the children a safe place to be. It keeps them safe from others who might harm them and keeps them from time home alone unsupervised. Staff on site provides homework assistance, computer lab and can help take stress off. She said by the time the kids get home with their parents, their homework is already done and they have more time with the family. Were hoping that were improving the quality of life, here and at home, she said. As for the circus, its a win-win, she said. All the kids get in free. The kids get a good show and it benefits the youth center. Upcoming fundraisers include a booth at Bushnells Fall Festival where they sell pulled pork and chicken and rice dinners and raffle tickets. Items up for raffle this year will include a Weber gas grill and a Florida Gator bench chest with an autographed football, she said. Tickets will go on sale at the festival at $5 each and the drawing will be held just before Christmas. The fundraiser that supplies the majority of their funding is the thrift store supplying about one-fourth of the years needs. Boushley put out a request for donations, noting that donations and sales are down for the store. She said theyre competing with other thrift stores for donations and some are for profit stores. They also caught someone on camera this weekend. They took everything that was out front, she said. Boushley said they will begin to serious monitor the store again because of thefts. Last year, they began to prosecute people who were taking donations from the store. She said theyre also competing with donation boxes that have been set up in various locations. According to Boushley, theyve discovered that the items donated in some of of those boxes are being shipped to another country and do not benefit the local community.PAGEA8SUMTERCOUNTY(FL) TIMES, THURSDAY, SEPTEMBER19, 2013 LIVE! Food Truck Night, a free movie and local history on the agendaOn Friday, Sept. 20, the Wildwood Area Historical Association will host the monthly Wildwood Food Truck Night on the grounds of the Baker House. Food vendors will be on site from 6 p.m. to 9 p.m. Adding to the fun, the organization is hosting a free movie for the public. The movie, a popular and current family-friendly film, will begin rolling at 7:45 p.m. Due to licensing regulations, the movie can be presented, but the name cannot be advertised publicly, prior to the event. Those attending are urged to bring blankets or folding chairs to sit on and be prepared to have a great time, said coordinator Gidget Gibson. The association will also be reopening for tours on Saturday, September 21. The tour times are between 10 a.m. and 4 p.m. and the ticket donation for that event is $5 per person. Theyre working hard to raise funds over the next month. They have an opportunity to have $13,000 work of window work done, absolutely free in November, if they can gather the $2,000 needed to level the foundation before the work begins. The hope is to raise half that money by Oct. 1 and then work toward the other portion in the weeks following. Theyve hosted car washes, skeet shooting, puntpass-kicks, helmet drops at local stores and other things to raise money for the non-profit league, according to Lusi Dunn, wife of league president Amp Dunn. For parents, the sign-up fee assist in uniform jerseys, pants, weigh-in attire, socks, mouthpieces and chinstraps, reconditioning of helmets and shoulder pads, league fees due to Pop Warner, per child costs to the City of Bushnell for park use, league insurance and operating costs. For children in the cheer or dance program, registration fees assist in paying for uniform tops and skirts, bloomers, bags, shoes, accessories (bows, etc.) league fees to Pop Warner and per child costs to the City of Bushnell for park use, league insurance and operating costs. League fees, paid to the Pop Warner organization, are $2,450 annually that works out to $450 per football team and $50 per cheer squad. It costs our league $10 per child to practice at the City of Bushnell Sports Complex and that is paid to the City of Bushnell. This year we had to pay $1,720, she said. That includes a $10 application fee, a $300 use fee and another $300 deposit for use of the concession stand. League insurance costs this season were $2,029. The operating costs include paying for things like equipment certification or new equipment. Helmets cost $115 each, shoulder pads $120 and pants with pads at about $40 a pair. Chin straps are $15 each. These stay with the league so the league is in charge of finding sponsors to donate and holding fundraisers to come up with the funds to recertify this equipment. We also have tackling dummies, water coolers, water bottles, mats for cheer, pom-poms and footballs that wear over the years and have to be replaced, Mrs. Dunn said. And this year, they had another entire team added to the league, so that meant more brand new equipment. Even when they dont have to buy new, they do have recertify each piece, every two years. As for the uniforms, the children get to keep those at the end of the season. They have to buy the paint to paint the field for at least four home games and have to pay for storage on the uniforms and equipment, which costs about $600 annually. Other incidentals include renting a post office box. Because they do not have a computer and printer, board members are currently funding the cost of fliers, registration forms and other printed materials from their own pockets, Dunn said. Our fees have always been $150 to register until this season. The board managed to get it down to $120 Even at $150, our league has always been the cheapest registration fees in the South East Pop Warner Region and we hope to keep it that way, she said. Our President, Anthony "Amp" Dunn notes Pop Warners importance, because "this is where it all starts, self-motivation. Whether it is football or cheer, we are teaching kids the proper techniques and preparing them for the next level. They are learning how to work as a team, to be responsible and good sportsmanship. All these are skills they can use for the rest of their lives, on and off the field." Football commissioner, William "Bill" Durham Jr. lists Pop Warner as important because "it's a fun way to teach kids life lessons like hard work, teamwork, problem solving, working with others, dealing with situations under pressure and discipline." Its a really, really good league, Mrs. Dunn said, noting that players from other areas want to and sometimes do, transfer in. The league hosts children from around the county and sometimes out-of-county. Some because their parents work in the area, while for others, its because they like they way we coach and they like the way our board runs things, she said. Their latest fundraiser was a beauty pageant, crowning a royal Wolfpack court. They held the pageant on Saturday, Aug. 24. From toddler to teen, the girls crowned were: Baby Miss Wolfpack Bella Morris, Teen Miss Wolfpack Trinity Koch, Little Miss Wolfpack Lexi Pinion and Miss Wolfpack Kelly Myles. Theyre also planning a free photo contest in the future, so watch for upcoming details to help fund the league. BRENDALOCKLEAR Staff Writer South Sumter beats up on East Ridge 56-14 South Sumter High head football coach Inman Sherman may be discovering that his team is better than expected. For instance, his Raiders beat up East Ridge 56-14 Friday in Clermont. That meant that they ripped their opponents early and often and were able to send in the subs and enjoy a running clock. No coach is going to complain about that. They all did pretty well, said Sherman. We got off to a really great start. It was 35-0 after first quarter. It was a good start for us. Were happy with them. Friday night will give us an indication. Playing Zephyrhills will give us a good measuring device. South Sumter and Zephyrhills are both now 2-0 for the season and will have a Class 5A-District 6 game Friday in Bushnell. Zephyrhills beat Trinity Mitchell 17-9 Friday night. South Sumter had two players the coach was really happy with. The Offensive Player of the Week was J.T. Taylor. He scored two touchdowns running and graded 88 percent. He averaged 22 yards per carry. He is a sophomore running back. The Defensive Player of the Week was Devin Papenheim. He had three tackles, two for a loss and an interception. If we set the pace of play, things go our way, the coach said. I thought Wesley Moir kicked well. He had his best game. He made all his extra points. He put his kickoffs exactly where he wanted them to be. Great teamwork. It was a team effort. Thats the thing we are liking about this team. That will help us. Dunnellon wasnt so hospitable, as the Tigers sprinted out to a 14-0 firstquarter lead before reeling off a second-half onslaught that quickly dashed Wildwoods hopes for a victory in a 34-0 loss. Thus far this season, the Wildcats (0-3) have been outscored 100-0. Dunnellon (2-1) used its vaunted rushing attack to strike quickly in the first quarter, jumping out to a 14-0 lead with more than four minutes left in the opening period as Tiger backs Josh Williams and Devin Bubba Sims scored on a 55-yard run and a 30-yard, respectively. Thats when the Wildcats offense took over, but couldnt take charge. Wildwood strung together an 18-play drive and chewed up more than nine minutes of the clock, but the Wildcats punchless offense couldnt covert a fourth-and-9 at the Tigers 25-yard line. The teams would trade possession the remainder of the way, as Dunnellon entered half time with a 14-0 cushion which is all it would need against a Wildwood yet to score this season. Wildwood didnt fare much better in the second half, as the Tigers offense established a rhythm, scoring on their first three second-half possessions to break open a close game and turn it into a blowout. Williams and Sims both found the end zone again, from 9 yards and 15 yards out, while Kane Parks scored his fourth touchdown of the season for Dunnellon, pushing its advantage to 34-0. Williams and Sims paced the Tiger rushing attack. Williams, a freshman, rushed for a careerhigh 131 yards and two touchdowns on eight carries, while Sims had 123 yards and two scores on 15 touches. Despite the modest first-half offensive success, the Wildcats finished with 79 yards rushing and 82 yards of total offense. PAGEA18SUMTERCOUNTY(FL) TIMES, THURSDAY, SEPTEMBER19, 2013 We recently returned from a trip to the upper peninsular of Michigan. We packed up our RV and took 4 of our dogs on a five week vacation. Hanna Banana, Daisy, and Moon Pie are veteran RVing pups. This was Gabriels first trip. I must admit that I had no idea of the awesome scenery we would be seeing. Pictured here is Moon Pie at one of my favorite sites; Sleeping Bear Sand Dunes National Lakeshore in Michigan. Before our trip, I had checked the internet to read about the area. I can tell you, pictures do the Sleeping Bear Sand Dunes no justice. They are awesome! The dunes are perched along the shores of beautiful Lake Michigan overlooking its crysal clear waters of rich shades of blue. Ronnie and I, along with our dogs watched many people make their way down a 300-plus-foot dune to the Lake. At the bottom of the sand dune, they looked as small as ants. Others who had already reached the bottom had to climb back up on all fours, because the dune is too steep to stand and climb up. What may have taken 15 to 20 minutes to reach the lake shore, took several hours to climb back up to the top of dune. Hanna Banana and I could not leave Sleeping Bear Dunes without doing a climb of our own. We found a 100-150 foot high sand dune in the park that we just had to conquer. Hanna Banana is my little Jack Russel Terrier mix, and a true adventurer. Once I put on her halter and leashed her up, she was in hiking mode. She kept climbing and climbing, stopping only when I needed a minute break. It was invigorating when we reached the top. We celebrated with a water break and treats. Traveling through many states, we stayed at numerous RV parks. I particularily like the ones that have secure doggie parks. There I can let the dogs off leash and they can be free to roam in a safe area, scouting out the local scents of the area. Many RV parks have nature trails to wander, and I enjoyed taking the dogs on leashed walks through peaceful wooded areas or to scenic waterfalls. Traveling with four dogs can be challenging, but with planning and a flexible schedule, I find it a joy to share new experiences with my furry family members. Packing up the pooches CRITTER CHATTER PET OF THE WEEK Kramer is a two-year-old male Chihuahua/ Dachshund mix. Kramer gets along well with other dogs and doesnt bother cats. Weighing in at seven pounds, he isnt a big guy but he has a big heart. Neutered, current on his vaccines and microchipped, Kramer is ready for his new home.
