Historically, the Sumter County Fair Association has been responsible for operations associated with the Sumter County Fairgrounds. But thats about to change. While the county owns the fair property north of Webster, the fair association has managed the fair facilities, off County Road 471, for decades. Over the years the agreement with the county has evolved to overseeing operations within the West Central Florida Agricultural Education Center along with other buildings associated with the county fair. The fair board has been responsible of renting out the fairground throughout the year for a variety of events along with managing its upkeep. But when October rolls around and the contract comes to an end between the Sumter County Fair Association and the county, the relationship will substantially change. Currently, County Administrator Bradley Arnold and Fair Association representatives are working on a new agreement that would relieve the fair board of its responsibility of managing the county property and instead place that responsibility back with the county. The agreement in no way dissolves the relationship between the county and the fair board, but it does change it. The Fair Association would still retain use of the fair facilities immediately before, during and immediately after the annual county fair in March and the board would still maintain office space within the agricultural center where it is currently housed. But with the exception of the county fair, the county will take over the operations and management of the fairground facilities during all other times. That was the message that Arnold took to a recent County Commission workshop meeting concerning a conceptual agreement between the Thursday, September 5, 2013Volume 127 Number 36Established in 1881 50 Cents E-mail us: news@sctnews.comFor more news, videos, photos Visit us: sumtercountytimes.comTIMES INSIDE: QUICK CLICKSUMTER COUNTY New Sumter firefighters Policies change at fairgrounds BOBREICHMAN Editor See FAIR, Page 2 Sumter County Fair Association will only oversee operations associated with the annual county fair Police arrested a suspect last Thursday in connect with the Aug. 20 shooting death of a Wildwood convenience store owner. Quentell Jermaine Williams, 23, Wildwood, was arrested following a joint investigation by the Wildwood Police Department and the Sumter County Sheriffs Office. Williams was arrested without incident. He was arrested for firstdegree homicide, attempted armed robbery with a firearm and shooting into an occupied vehicle. Williams was placed in the Sumter County Detention Center without bond. The shooting happened about 10 p.m. on Aug. 20 in the parking lot of Kamals Mini Mart, 327 Kilgore St., according to police reports. The driver of the car reportedly lost control of the vehicle and collided with the truck at the MurphyUSA station near Walmart in Bushnell. DANGEROUS SITUATION ENDS OK It could have been a situation that ended with disastrous results. Instead, it turned out to be one of those best case scenarios where no one is hurt or injured, according to Leland Greek, Sumter County fire chief. It happened about 7:30 a.m. last Thursday, Aug. 29, when a lone female motorist lost control of the car she was driving and crashed into a fuel tanker truck at the MurphyUSA gasoline station, on County Road 48, in front of the Walmart Supercenter, according to Greek. The tanker was in the process of offloading fuel at the station. The woman was able to get out of the vehicle without injury, Greek said. But the collision left Sumter County Fire & EMS responders with the dangerous situation of trying to find a way to safely get the vehicle dislodged from the tanker truck. We were very fortunate, Greek said. It was determined that while the vehicle did come in contact with the piping beneath the fuel truck, no significant damage or fuel leakage had occurred, he said. There was impact to the piping but just barely, Greek said. There were some small scratches on the piping but that was it. As a safety precaution, fire crews deployed a charged foam hose-line while the vehicle was being separated from the tanker by a local towing company, which occurred without incident. Law enforcement is investigating the cause of the collision. county and the board. Arnold said he had already met with the fair board and presented them with a variety of different options to consider concerning the boards expiring agreement with the county, which ends Sept. 30. Those options included everything from maintaining an agreement as it currently stands to revamping the agreement and purchasing property owned by the fair board that is adjacent to the countys property for $127,690. The options were meant as tools for the fair board to consider and contemplate, Arnold told commissioners. At the end of the meeting, the fair board unanimously decided to go along with the option that limits their operations only to the fair. Arnold also said operations inside the agricultural center currently used by the countys extension services would not be impacted or changed. Because a new agreement has to be forged before the new fiscal year starts, on Oct. 1, Arnold told commissioners that he expects to present a revised lease agreement to the County Commission at its Sept. 10 meeting. County Commission Chairman Doug Gilpin also attended the meeting with the fair board and said he was pleased with their cooperation. This arrangement relieves them of the financial burden and allows them to put money back into the fair, Gilpin said. It takes a good partnership and moves it forward into the next generation and ensures that well have an excellent fair for many years to come. Two Convenient Locations To Serve Our Patients In Sumter County Most Major Insurance Accepted Local group helps rescue dogs after raid Sumter DART (Disaster Animal Response Team) recently assisted in seizing 367 dogs in Alabama, Mississippi and Georgia in what is believed to be the secondlargest dog fighting raid in U.S. history. DART became involved at the request of The ASPCA (The American Society for the Prevention of Cruelty to Animals), and in conjunction with The Humane Society of the United States and the United States Attorneys Office and the Federal Bureau of Investigation. After a three-year investigation initiated by the Auburn Police, 13 search warrants were executed Friday morning, Aug. 23, throughout Alabama, Mississippi, Georgia and Texas. Ten suspects were arrested and indicted on felony dog fighting charges. Federal and local officials also seized firearms and drugs, as well as more than $500,000 in cash from dog fighting gambling activities that took place over the course of the investigation. Remains of dead animals were also discovered on some properties where dogs were housed and allegedly fought. If convicted, defendants could face up to five years in prison, as well as fines and restitution. Sumter DART responders helped The ASPCA and The HSUS manage the removal and transport of the dogs to temporary emergency shelters in undisclosed locations. Responders are also providing veterinary care and behavior enrichment to the dogs, which are estimated to range in age from just several days to 10-12 years. The ASPCA and The HSUS also assisted authorities with collecting forensic evidence to be submitted for prosecution. Conditions of the dogs varied, but one ASPCA veterinarian commented on the large number of the dogs that appeared emaciated. In one yard, 114 dogs, the majority tethered to heavy chains, sat in 90-degree heat, scratching at fleas, with no fresh water or food visible anywhere on the property. Some appeared to have no access to water at all, and many exhibited wounds, scars and other conditions consistent with dog fighting. Makeshift, filthy dog housesmany improvised from plastic and metal barrels and others made of chipboard with rotting wood floors and rusted metal roofingprovided the only shelter in the sweltering heat and humidity. Some dogs pulled at chains and cables that were tethered to cinder blocks and car tires. A female dog did her best to tend to six puppies, just weeks old, with no food or water, in a pen littered with trash and feces. While we are saddened that the torture of innocent animals exists in our country, we are glad to have been able to lend a helping hand to the ASPCA by providing transportation and logistics for these abused and neglected dogs and puppies in Alabama, said Jenn Miler-Most, executive director of Sumter DART. It is our vision that the practice of dog fighting will be eradicated. Dog fighting is a felony in all 50 states and the District of Columbia. Additional illegal activities are often connected with dog fighting, such as drug and weapons violations. Earlier this year, the Animal Fighting Spectator Prohibition Act was reintroduced in the U.S. Congress, which would make it a federal offense to attend an organized animal fight and impose additional penalties for bringing a minor to a fight. About Sumter DART Sumter DART (Disaster Animal Response Team) is a 501(c)(3) not-for-profit corporation, with the specific mission of providing animal transport and logistics in the case of emergencies, cruelty cases and disasters. For more information, please visit www.sumterdart.org. At approximately 1 p.m. on Saturday, Aug. 31, Sumter County Fire and EMS was called to a semi versus passenger car with one patient entrapped. The incident occurred near the Pilot Gas Station on State Road 44 next to I-75. Upon arrival, crews found one semi-truck with a car wedged under the right side, with the driver of the car still inside. Fire crews used spreaders, cutters, rams, saws, specialized auto cribbing, normal wood cribbing, wedges, and ropes to free the patient from the vehicle. The patient was removed from the vehicle after crews removed the cars roof and secured it using specialized rope techniques. According to Sumter County Fire and EMS Lieutenant Justin Thalgott, the patient was transported to Ocala Regional Hospital with traumatic injuries. PAGEA4SUMTERCOUNTY(FL) TIMES, THURSDAY, SEPTEMBER5, 2013 Remember libraries September is Library Card Sign-up Month, a time when the American Library Association (ALA) and libraries across the country remind parents and caregivers that a library card is the smartest card you can own. When it comes to achieving academic success, a library card provides students with access to a world of both print and electronic resources. Students can access free databases from internet accessible computers, tablets or smartphones; twenty-four hours a day, seven days a week. Students have access to resources such as World Book Online and the Testing and Education Reference Center. The library also offers free programs and activities that provide an added value to the educational experience. Its easy to see why eighty-four percent of Americans agree that the public library is important to education. Todays students learn differently than their predecessors, with studies indicating that students learn most effectively when they are allowed to follow their personal interests. Libraries and librarians are on the frontlines of engaging these students, making a library card an essential tool for inspiring a passion for learning. This September, open the door to a world of possibilities for the student in your life, and sign up for a library card today at any Sumter County Library. What can I do to get rid of this pest?Answer:That bird dropping is actually a Giant Swallowtail caterpillar. Looking like a bird dropping is part of its camouflage and protection from predators. The caterpillar will leave the tree when it is ready to pupate and turn into a beautiful butterfly with a 6-7 wingspan. If this is a mature citrus tree, the caterpillars do not usually harm the tree. If it is a very small tree, then it could get defoliated. Since this is an edible landscaping plant, we recommend that you just leave the caterpillars alone instead of spraying and reap the rewards of having beautiful butterflies.Question:The bark on the base of my palm tree is breaking and all the roots are showing. Should I cut this area off or cover it with dirt? Is this going to hurt my palm?Answer:These are adventitious roots, sometimes called the normal abnormality. There is nothing wrong. You should not cut anything off or cover this area with dirt. This is a natural occurrence and not a problem.Question:I am new to the area and I want to make sure that I dont use any invasive plants. How can I find out what is invasive here?Answer:Thank you so much for asking this important question! Here is a link http://www.fleppc.org/list/list.htm for a list of invasive plants in Florida. Many Category I Invasives, including Mexican petunias, are sold in local garden centers and nurseries. Dubbed the A-POP-calypse, we at least in the world of pop music are in the middle of a battle royale between the Katy Cats and the Little Monsters, the fans (or stans as theyre called) of singers Katy Perry and Lady Gaga. A stan is an obsessively devoted fan of a celebrity, taken from an Eminem song about a fictional character, Stan Mitchell, whose celebrity worship drives him to kill. It seems that both Perry and Gaga released songs at the same time, which fueled their stans to take to social media and trash talk in an effort, not just to propel their cherished pop diva to the coveted No. 1 spot, but to destroy the other. These stans/fans are vicious! I heard that some Little Monsters are wishing AIDS on Katy Cats or anyone else who dares to diss their diva. The N SYNC/Backstreet Boys fan feuds of the s pale in comparison. And now that its football season, New York Jets fans are getting ready to unleash their vitriol against New England Patriots fans. It seems like we cant simply be for something; we also have to be viciously against whoever or whatever is the versus or other of the object of our fandom. To be a Jets fan or a Gaga fan isnt enough. We must be a Patriots or Katy Perry hater. Likewise, you cant be just a conservative (or liberal) simple because you agree with that point of view; you have to consider the other side your enemy. During the 2008 election, some of the loudest shouters said to oppose Barack Obama meant you were racist. Similarly, those who say theyre for traditional marriage get labeled as gay haters. Everybody is throwing rocks at everybody else and people are getting hurt. This is nothing new. From our earliest times, long before Internet and social media wars, people hurled rocks at each other. Swift, brutal justice. Dont like someone or something? Pick up a rock and throw it. It went on for centuries until Jesus came and messed things up. In one of my favorite gospel stories, a woman is caught in adultery. Never mind that it takes two and theres no mention of the man shes with, shes yanked out of her house naked and dragged to the temple courts where Jesus is teaching. In a ploy to trick Jesus, the religious leaders demand, The Law of Moses commands we stone such women. What do you say? I love what Jesus does next: He writes on the ground with his finger. In the TV series, The Bible, Jesus picks up a rock as if to throw it. Tension builds. Will he or wont he? Instead, he says, Go ahead and stone her let the one who is without sin throw the first one. Since none are sin-free, they all put down their rocks and walks away. Once theyre gone Jesus says to the woman, Where are your haters? Has no one condemned you? Filled with relief and awe she replies, No one condemns me, Sir. Then Jesus tells her the best news of the gospel: Neither do I condemn you. Go in peace and leave your life of sin behind (John 8:1-11, my paraphrase). Every one of them dropped his rock. The problem with throwing rocks is that rocks dont hit sin; they hit people, writes Nicole Johnson writes in her book, Drop Your Rock. She adds, Were too sophisticated today to be flinging hunks of granite, but the words we throw in judgment and outrage are as hard and cold as any stone and the release we feel when we let them go can be just as exhilarating. It feels good to throw rocks, to hurt people who hurt us or even those who are simply different from us. However, Jesus calls us to put our rocks down, because rock throwing doesnt change hearts. Only love does that love that leads to repentance, repentance that leads to forgiveness, forgiveness that leads to reconciliation, reconciliation that leads to freedom and freedom that enables us to put down our own rocks and leave them down. Only that will bring about change the change that may one day stop the all hate.Nancy Kennedy is the author of Move Over, Victoria I Know the Real Secret, Girl on a Swing, and her latest book, Lipstick Grace. Nancy Kennedy Special to theTimesGrace notes Drop your rock Outsourcing and privatizationEverything from bus services to library services, from ambulance services to county attorney services theyre all either privatized or outsourced. From a business standpoint, the savings can be tremendous for the county. It removes all the administrative details associated with directly hiring employees and providing services. There are no retirement pensions to worry about, no employees benefits to worry about and no training costs to contend with. When it comes to be bottom line, financially speaking, outsourcing and privatizing save money in many cases, a lot of money. Thats why the concept is so attractive. Quoted from The Sumter Times, August 2013. The county is saving money but are the citizens of that county realizing the savings? Have the taxes consequently been reduced considerably? Has the administrator been released into the private sector to find a job in the private sector along with the outsourcing and privatizing? Have the commissioners lowered their benefits and pay scales considerably? If Sumter County is saving money, I should realize the savings by having my taxes lowered considerably so that I can have the money available to pay for those outsourced and privatized services and items. Until I realize the savings monetarily, I will not joyfully jump up and down to celebrate the actions of outsourcing and privatizing by Sumter County self-serving geniuses. Most football coaches would not see their team win 49-0 and then comment that their team was slow. But then, most coaches are not like Inman Sherman. The veteran South Sumter High head football coach team coached his team to a 49-0 victory over Wildwood High Friday night. His team played well overall and Sherman was not really complaining. Raider running back Anderson Faulk scored a pair of running touchdowns on scampers of five and 35 yards. Wide receiver Ladovick Gibson caught a touchdown pass of 45 yards from Levi Sapp and defensive back Xavier Story intercepted two passes and returned one for 95 yards. The offense ran for 264 yards on 25 carries and the defense kept Wildwood out of the end zone. Sherman couldnt complain about that. I thought we were a little nervous, Sherman said. I thought we were more nervous than we were against Dunnellon. I wasnt happy with the pace of play. I thought Wildwood outhustled us at times. I thought we were lazy. We looked lazy. We executed the things I knew we could execute. We looked tired at places. I thought everybody did well. I thought Paul Brown, the fullback was the most aggressive one on the field. I thought Levi (Sapp) was decent. We have plenty to work on. If there was any consolation for Wildwood, it was that they shouldnt face a better team this season than the team they saw Friday. The Wildwood head football coach knew his team faced a powerhouse Friday night. South Sumter is a heck of a football team, said new coach Jimbo Hale. They are where we want to be. They are well-coached. Our guys took it to them, Hale said. The biggest thing is we have players who fought to the end. We are going to build on them. I am pleased with the effort. We can do this. The guys were hurting and I was glad to see that because it showed that they care. We are going to build on that. We have some leaders that are stepping up. We are going to pound that rock. It will shatter. I look for the attitude. I think we can do somethings in 1A. We are just going to get better. South Sumter will host Crystal River Friday night at 7:30 p.m. Wildwood will host Keystone Heights this Friday. Six new firefighters for Sumter On Friday evening, Aug. 30, six new Sumter County Fire & EMS Division employees received their badges, signifying their readiness to begin serving the citizens of Sumter County. The event, which was celebrated with their new coworkers, family and friends, marked the completion of their fourweek orientation training program, and the beginning of their new career. The six new employees fill three vacant positions left open through attrition, and three new positions which were created through the reduction in the number of part-time positions. The three additional positions will be used to backfill openings created due to sick and vacation leave, allowing the Division to reduce overtime costs. Three of the six new firefighters were already part-time employees with the division; however, all six had to compete against 150 applicants who were contending for the positions. All applicants were required to possess the minimum training requirement of Florida State Firefighter II and Emergency Medical Technician (EMT) certification. However, once on board, the new recruits were put through four more weeks of rigorous department specific orientation and training, to ensure they are street ready for Sumter County. During ceremony Deputy Chief Frank Ennist shared with the audience his experiences with the new recruits as he led their orientation training. The humorous anecdotes mixed with the detailed training activities revealed that the group had not only embraced their new environment, but each other as new teammates. The highlight of the evening occurred as each recruit received their new badge from Fire Chief Leland Greek and then invited a family member or special friend to come forward and pin the badge on their uniform. The members of Sumter County Fire and EMS welcome Firefighter/EMT Anthony DiVeta, Jeremy Feil, Evan Icardi, Zachery Mahaney, Brecon Murtie, and Ryan Wile to their team. The ceremony was in the community center at the Blueberry Hill RV Resort, located at 6233 Lowery Street In Bushnell. The use of the facility was donated by the parks manager, Skip Anderson. Critter chatter Sumter DART assists in rescue of 360+ dogs The Sumter DART (Disaster Animal Response Team) recently assisted the ASPCA (American Society for the Prevention of Cruelty to Animals) and HSUS (Humane Society of the United States) in a multi state wide dog fighting bust. More than 360 dogs were rescued from dog fighting properties in Alabama, Mississippi, Georgia, and Texas. Sumter DARTs assistance was requested because of the specialized transporting equipment the team has that is needed to transport these dogs safely. Many dogs were scarred and suffered from wounds consistant with dog fighting. Many were emaciated, and chained out in the weather with no food or water. Many were puppies, destined to literally have to fight for their lives. But a new day, and a new beginning is in the future for these dogs. The ASPCA is providing shelter and veterinarian care for each and every dog rescued. It is a massive undertaking to care for and provide these dogs with the professional care and treatment needed to help them transition to a normal life where they can be adopted. The work is far from over, with months of rehabilitation ahead. Dog fighting is a barbaric and inhumane blood sport forced on dogs by sadistic and vicious people. The dogs are pitted against each other to fight to the death while these cruel and heartless spectators place bets on who the winner will be. The survivers of the fights are maimed and scarred, only to have to fight again and again, until they too will eventually lose their lives. Weaker and smaller dogs are used as bait dogs, attacked repeatedly by dogs in training to fight. Although dog fighting is against the law, it contiues in underground fighting arenas, back alleys, and filthy basements around the country. So many animals suffer, and so many animals lose their lives. But thank goodness to humane organizations who are able to rescue and rehabilitate these dogs. The resiliance and forgiving nature of these dogs who have been subjected to immense cruelty is nothing short of miraculous. Sumter DARTs specialized equipment that transports these dogs to safety is routinely maintained to the highest safety standards. It is imperative that the team is always ready to respond to rescues and disasters. Sumter DART is here, always ready to help animals anywhere. Please help Sumter DART continue to provide help to animals in need. Support your local rescue team by sending a tax deductable donation to Sumter DART, 720 E.
