The day before he turns 62, Ruano ends his 31 years as city manager on Wednesday, July 31. In honor of Ruanos retirement, the city is hosting an open house in City Council Chambers from 10 a.m. until noon that day. The public is welcomed and encouraged to attend the Wednesday event. Ruano announced several months ago that he would be retiring at the end of July. Since his announcement, the City Council set out to find a replace. They didnt have to look very far. Replacing Ruano is Bruce Hickle, the city utilities director. With 10 years experience as the utilities director, Hickle will change offices, job titles and focus, as he moves into the position. For Ruano, he becomes one of a handful of Florida city managers to retain their position for more than three decades. Theres a very small club of them that stay over 30 years, Ken Small, representative of the Florida League of Cities, said in response to Ruanos retirement. With the league representing 407 cities throughout the state, Small says maybe four or five city managers have retained their positions as long as Ruano. Im definitely going to miss the people that I work with. I enjoy coming to work everyday, Ruano said in a recent interview. After being 31 years at the helm of a city like Bushnell, theres a lot Im proud of, he said, pointing out the effort and success of the community. That includes the construction and operation of the citys second water plant, located on Seminole, and the development of the 37-acre Kenny Dixon Sports Complex, along State Road 48. As far as replacing Ruano, Hickle said he wants to create a vision of what Bushnell will look like in the future. We have some pressing issues, he said, listing aging infrastructure especially older roads. Hickle has worked in various positions in a nuclear power plant, including plant manager. He has a masters degree in engineering and lists his experience in maintenance, outage, quality assurance, labor relations, cost control, communications, program development and change management. Hickle has a home in Lake Panasoffkee and in Crystal River, but notes that his main place of residence is at the lake. BOBREICHMAN Editor Health dept. announces local plan The Florida Department of Health in Sumter County has completed the 2013 Community Health Assessment and Community Health Improvement Plan for Sumter County and some of Sumters biggest health issues are tobacco, alcohol and drug use. I am very pleased to present the Community Health Assessment and Community Health Improvement Plan and thank all our community partners that contributed to their development, said Dr. Sanford Zelnick, Health Department director for the Florida Department of Health in Sumter County. The department completed a comprehensive, county-wide Health Assessment using a nationally recognized approach, called Mobilizing for Action through Planning and Partnerships. This data was then used by the departments Steering Committee to develop the improvement plan. Following analysis of the community feedback and statistical health data that was collected for the assessment, an overarching list of community health issues were developed where they could have the greatest impact. PAGEA4SUMTERCOUNTY(FL) TIMES, THURSDAY, JULY25, 2013 Taking a new road in city of Bushnell Bushnell takes a turn down a new road beginning Aug. 1. That is when the city brings on a new city manager to guide city operations. Bruce Hickle, the new city manager for Bushnell, was plucked out of the position of director of the citys water department and planted in the new role. Hickle takes that position next week with the retirement of long-time City Manager Vince Ruano. With 31 years under his belt, Ruano has worked as the citys manager longer than most municipal leaders ever have. There is no doubt that a change in management styles is about to happen with Ruanos departure and the change in leadership will be reflected in the city itself. Hickle says he has his sights on long-range planning for the city. But other changes will also happen as Hickle becomes more comfortable with his new position. One thing is already certain, the City Council has confidence in Hickles ability. They voted him in to the position with a 5-to-0 vote. Their vote sends a message that Hickle has strong support behind him, and thats a good thing for a new city manager. Hickle was a strong contender for the position from the very beginning. City leaders liked the fact that he already had a strong background with the city. That was reflected in the limited amount of advertising that was done before Hickle was hired. We wish both Ruano and Hickle the best of luck. Our hope is that Hickle will be as pleasurable to work with as Ruano has been during his long stint with the city. Ruano will be missed and hopefully leaves city administration in good hands with Hickle. Disturbing news!I have become aware of some very distressing request by our Sheriff, for what I heard is 15 news deputy positions. Sumter County needs 15 more deputies like Lake Panasoffkee needs a hazardous chemical waste dump! When is the madness going to end? If you have driven anywhere in Sumter County lately you know there is no shortage of deputies in this county. You cannot drive from Bushnell to Lake Panasoffkee any time without seeing 2 to 5 patrol vehicles and sometimes almost as many plain vehicles on the road or parked running radar. I am not completely ignorant of the duties of the sheriffs dept., or at least what the established duties were, and traffic cops was not one of them When I was a deputy, the Sheriff told us he did not want us messing with traffic, he wanted us out patrolling the county and looking for suspicious activities that could be potentially drug related, burglary, robbery or any other of a number of serious and possibly dangerous crimes. We were told to leave traffic to the highway patrol. So, why is so much emphasis placed on radar packing patrol cars in Sumter? Well, I may be wrong but I have a feeling that they are fishing for people with warrants and rather than doing a little good investigations its much easier to just look for anything you can find to profile a potential bad hombre! I have been stopped 7 times in the last year for mostly nonsense violations, (tag light, tail light, safety chain, and once because I was sitting off the road using my cell phone). I will say however that most of the time the officers were very respectful and courteous, except for one that stopped me because my seatbelt was under my arm instead of across my chest. I am sorry but that doesnt cause me to want to respect the law, and it should be the goal of every Sheriff to have his deputies to be respected rather than feared. No, we dont need anymore deputies in this county we have about 30 per cent more than we need now. To many of them dont realize they are supposed to be public servants not KGB agents. They feel that they are not doing their jobs if theyre not making arrest, and that mentality could not be farther from the truth. We need Peace Officers, not Draconian Enforcers! Whats happened? I think politics have gotten in the way of good logic and common sense. We are trying to employ a policy of urban mentality in a rural environment and its time the people to stand up and draw a line in the sand, and say, enough No more! At a time when everyone in the country is having to sacrifice why should the counties budget have to increase just to pacify the few? Its now longer about serving the public, its about power and money, after all thats what politics are! That s my opinion. Steve Davis Lake Panasoffkee Memorial weekend flag placement One of the most hallowed of military traditions is to have an American flag placed upon each veterans gravesite at all national cemeteries every Memorial Day. On Sunday May 25, 2014 we plan on placing over 120,000 American flags at the Florida National Cemetery. This will be the first time that this display of respect, gratitude and remembrance has been given to those heros at rest there. Florida National currently is 1 of the 3 national cemeteries in Florida ( out of 6 in Florida) and 1 of only 10 national cemeteries in the country (out of 126) that do not have individual flags placed for Memorial Day to honor those veterans at rest with the proper gratitude and remembrance they have earned. This will be our 3rd National Cemetery where we have organized this placement. Our 2nd Annual in Dallas occurred this year on Sunday May 26, 2013 where over 1,400 volunteers placed over 31,000 flags. Also for 2013 we had our inaugural flag placement at the Houston National Cemetery where over 2,800 volunteers placed over 67,000 flags. Once we perform this service we continue it each year. We are hoping with the right support early enough that we will be able to perform this service at the other two national cemeteries in Florida that also do not honor our veterans with individual flags; these being South Florida National in Lake Worth and Sarasota National in Sarasota. If you chose to begin receiving Social Security benefits before age 65, then you will automatically receive your Medicare ID Card about three months before your 65th birthday. If you have waited for full retirement age to apply for Social Security benefits, then you will need to contact the Social Security Administration and apply for a Medicare ID Card about three months before your 65th birthday. You can easily complete this process by phone or online at www.socialsecurity.gov. Its a good idea to take a look at this website. You might be surprised what you can accomplish from the comfort of your home or office. When your Medicare ID Card arrives, it will state Part A (Hospital Coverage) and Part B (Medical Coverage), with an Effective Date for each type of insurance coverage. If you already have alternate medical coverage through your or your spouses employer, then you may not need Part B (Medical Coverage) at this time. If this is the case, you can simply return the entire Medicare ID Card to the Social Security Administration and request a new Medicare ID Card with just Part A (Hospital Coverage). Be sure to double-check with your Social Security benefits administrator to make sure that you do not have to take Part B when you turn 65. In 2013, Part B coverage has a monthly premium cost of $104.90. That premium amount can change, and even increase, because it is based upon your income. You are eligible to enroll three months before and up to three months after your birth month. Please note that there is a penalty for not enrolling once you are eligible. There are so many variables and exceptions to the rules and regulations of Medicare, that it will greatly benefit you to contact a SHINE counselor once you receive your Medicare ID Card (Florida Elder Helpline at 1800-963-5337). Medicare Part D (Prescription Coverage) also has a penalty if you do not enroll during the same time frame required for Part B, even if you are not currently taking any prescriptions. However, if you already have creditable drug insurance coverage, you may wait until you or your spouse stop working, at which time you then have 63 days to choose and enroll in a drug plan without a penalty. If you ever move out of the insurance coverage area of a Medicare Advantage Plan or Part D drug plan, you also have a special enrollment period. Call the Florida Elder Helpline at 1-800-963-5337 if you have questions regarding Medicare, are experiencing problems with your insurance coverage or to schedule a SHINE presentation for your group so you will be well equipped for Medicares Open Enrollment Period (October 15 until December 7). If a young student is driven to school by parents, an identification tag with the same information is requested plus an explanation about how the child will return home in the afternoon. School begins at 7:55, and students are tardy if they arrive after 8:00 when instruction begins. Breakfast is served from 7:30 7:50. The school day ends at 2:30. Children driven to and from school must be delivered and picked-up at the pickup area on the south side of the school. This area is open from 7:307:50 a.m. and 2:30 2:50 p.m. Breakfast costs 75 cents, and lunch costs $2. Reduced breakfast is 30 cents and reduced lunch is 40 cents. All new students must pay full price until approved as free or reduced for this school year. Breakfast will be served starting the first day of school. Deputy Sheriff Ayala responded to a burglary in progress call. After allegedly attacking the homeowner with a baseball bat, the suspects had fled the scene. Deputy Sheriff Ayala located the suspect vehicle and attempted to initiate a traffic stop. A vehicle pursuit ensued. Deputy Sheriff Ayala was the lead unit in the pursuit, calling out the information needed for other responding units. They arrived at the scene of the suspects vehicle crash within moments, leading to the apprehension of both suspects. I was sure a pillow got under the blanket, but when I pulled the covers back, two sneaky little critters looked back at me. I had just finished feeding the dogs, and sent them out in the backyard. So how did Moon Pie and Gabriel sneak past me and crawl back into bed and under the blanket without me knowing? Silly doggies I laughed as I snapped a picture of them. Even though they looked so cute there, I chased them out so I could make the bed. It is surprising (or maybe not) to know how many family pets share the bed with their humans. Not only do they share the bed, but many of them have taken to stretching out and taking up all the room, leaving their poor humans hugging a small section of the side of the bed. I cant tell you how many times I hear people telling me they did not get a good night sleep because they did not want to disturb their dog or cat, which left them little room in the bed. Some people sleep with multiply pets in bed, which simply means they are left with no other choice but to go out and buy a king size bed. One couple I know has invested in a California king, because along with their kids sometimes climbing in bed with them, their big pit bull dog and two cats are sharing their bed. Now that is One Big Happy Family! As the status of family pets has changed to furry family member in many households, more and more people are sharing their beds with their dogs and cats. So, as far as my doggies are concerned, they have had to make a few concessions for their upgraded status. First, more frequent baths! Second, current on all flea medications, as well as subjecting themselves to a daily flea combing session by me. They are not always willing to cooperate, but they will eventually give in to my terms if they want to sleep in the same bed with me. Yes, all of my dogs have their own doggie beds, but some prefer to sleep with Ronnie and me. They are loving and loyal, and they make us laugh. How can we say no to our furry little kids! Families can find school supplies, clothing or jackets and all types of information at the event. This year, the church provided book bags for more than 360 children as more than 1,000 people attended the luau. Kristi Farr of Salon Unique in Lake Panasoffkee, donated her time, effort and talents to give 44 free haircuts to local children. Farr spent the day at her chair, as the line for childrens haircuts remained constant. Children took home school supplies and cool weather jackets, there was a hot dog lunch, popcorn, sno cones and more. The 2013 Sumter County Queens Court members Miss Sumter County Courtney Terry, Miss Teen Sumter County Delaney Hooten, Miss Sumter County Courtney Terry, Junior Miss Sumter County Jaclyn Paul and seated Miss Sumter County Princess Natalie Yates were on hand to help serve the community too. The First Baptist Church set up several booths, providing information, goodies, face painting and more. Lake Panasoffkee Elementary School students and parents were able to meet their new principal that day too. Bridget Veal, who is taking on the administrative position at the school, is also a member of the church and actually served up the sno cones on Saturday. Vendors set up in the church fellowship hall, offering information on what services were available. The agencies slated to set up were SECO, Langley Medical Services, First Baptist Church of Lake Panasoffkee, Sumter Christian School, Celebrate Recovery, Kids Central, Webster United Methodist Church, Boy Scouts of America, Haven, Dade Battlefield, Early Learning, the forestry service, the Refuge and the Sumter County Sheriffs Office, the Department of Children and Families, Dade Battlefield Society, Head Start, Florida Freshwater Fish and Wildlife Conservation Commission, Kiwanis, Care 4 Kids, Oddfellows/Rebekahs and Walmart Vision. Representatives answered questions and provided information, while the sheriffs office provided bicycle helmets to local children. The youth at the church hosted their own event as parents and guardians visited vendors. The youth took groups of children for a Bible experience that included a reproduction of the stormy night on the lake when Jesus calmed the waters and stilled the wind. The music corner was also a popular spot this year, as the children sampled what it was like to play a trombone, blow a tune through a recorder and tap on the drums. A collection of musical instruments was set up in the hall corner, to give children a hands-on musical experience. While the Lake Panasoffkee United Methodist Church serves as the main sponsor, contributions are made by the community as well. For example, gift card and hot dog donations were made, as well as the use of the inflatables equipment. Sumter Correctional Institution also makes a hefty contribution to the annual luau, with boot camp inmates helping set up and take down.
