Man arrested as fake cop


A 26-year-old Wildwood man
was arrested for impersonating an
officer last week, according to the
Sumter County Sheriff's Office.
On Sunday, Dec. 6, John R. Dis-
ilvio reportedly approached a
housekeeper at the Hampton Inn
and Suites in The Villages, dis-
played a badge and claimed to be
a United States marshal, accord-
ing to a report from the sheriff's
office filed by Deputy Jeremy
Williams.
According to the report, the
housekeeper was cleaning one of
the rooms when Disilvio entered
asking about the mattresses. He
returned about 15 minutes later.


That's when he re-
portedly displayed a
blue and gold badge,
claiming he was an
officer and telling
her that he and his
partner were in
town to apprehend
a fugitive.
He then report-
edly advised that his
wife was staying in
the hotel, that it was
her birthday and that John R.
he wanted to surprise
her, offering to pay Weese $50 if
she would let him into the room.
The housekeeper contacted the


shift manager at the
hotel, who then ad-
vised Disilvio to
leave.
Disilvio report-
edly displayed the
badge on his belt
line, which the shift
manager described
was gold and blue
with'gold lettering.

Disilvio and his wife are es-
tranged and it was at the hotel that
Williams was able to contact her.


According to the report, she in-
dicated that she was not afraid of
Disilvio, but uninterested in the
conversation/argument that would
ensue. She also noted that she did-
n't understand why he would do
such a "foolish thing with a fake
badge he had acquired as a gag
gift."
Williams indicated that he did
some background checking on
Disilvio and learned that he has
an extensive traffic citation his-
tory and some past arrests, but
none were violent in nature.

The County Commission
last week decided not to
pursue a federal grant that,
if received, would have en-
abled Sumter County Fire
Rescue to staff "high vol-
ume" fire stations on a 24-
hour basis, seven days per
week
Currently, outside of The
Villages, fire stations are
staffed for 12 hours, al-
though shift commanders
remain on duty in rotating
shifts 24 hours a day.
The SAFER grant is
processed through FEMA
and the. county could use
SAFER funding to initiate
24/7 staffing at "high vol-
ume" stations like the ones
in Bushnell and Wildwood.
Fire stations in the
northeastern corner of the
county, specifically, those
operated by The Villages
Public Safety Department
(VPSD), already provide
round-the-clock services,
and at least one paramedic
is available for each ambu-
lance and fire engine in
their fleet.
However, VPSD's five
stations and operations, al-
though partially funded by
a county amenities tax, are
largely financed through

cue Chief Gulbrandsen,
there is an apparent need
for 24/7 Fire Rescue cover-
age in the county's busiest
districts outside of The Vil-
lages. He estimates it
would require 18 firefight-
ers three shifts at six per-
sonnel per shift to
accomplish the task
"We feel that it is pru-
dent to apply for 12 of these
(funded firefighter posi-
tions) through the SAFER
program at this time," said
Gulbrandsen.
Gulbrandsen added that
the County Commission
could scale back the re--
quest later if necessary.

Gulbrandsen for the job he

mission Chairman Doug
Gilpin torched the SAFER
grant application on the
grounds that the county
outside of The Villages is
too rural and there is in-
sufficient growth and no
guarantees, given the state
of the economy, that signif-
icant growth is imminent.
"We won't apply for the
grant at this time," said
Bradley Arnold, county ad-
ministrator, after several
commissioners expressed
disapproval for having to
fund 24-hour staffing of fire
stations when FEMA grant
money is no longer avail-
able.
The SAFER grant would
fully fund the new fire-
fighter positions for two
years; however, the county
would be required to fund
the new positions after that
time.

said Eddie Simmons,
proudly holding up a hand-
ful of colorfully wrapped
treats.
The boy grinned, stuffed
the candy into a pocket, and
waved at the approaching
Galaxy of Learning float,
his face beaming with an-
ticipation.
The WinterFest parade
theme was "A Wildwood
Christmas by Dr. Seuss,"
and the Grinch was part of
the Galaxy troupe walking
alongside the float
A short while after the
parade ended, the Winter
Fest festival at the Wild-
wood Community Center
got under way, featuring
carnival rides, live enter-
tainment, festival food and
more.
More than 190 children
had their picture taken with
Santa, and there was a 15-
minute fireworks show.
Folks enjoyed bratwurst
sandwiches, funnel cakes
and hot dogs, among other
festival treats.

Sumter Electric Cooperative (SECO)
presented Sumter County Public Schools
with a capital credits check in the amount
of $2,158 this month. SECO traditionally
shares its excess margins with its cus.-
tomers each year around this time. The


check represents Sumter Public Schools'
share of capital credits distributed to all
eligible SECO customers. Sharing of ex-
cess margins through capital credits is a
program unique to not-for-profit electric
cooperatives.

To some, doing their


job isn't enough

O n the way to work last Satur-
day, I glanced at some scrib-
bling on a notepad lying on the
seat beside me.
"Wreaths Across America - Larry
Florida National Cemetery-go and Clifton
observe, get comments, take photos,

That's really all I intended to do -
my job.
That morning I hadc to stop for gas;.
then some guy cut me off in traffic, after which I noticed the words
"gas cap" blinking bright orange in the instrument panel of my
aging jeep which meant it was likely sitting atop the gas pump ... Get
the idea?
As I parked, a man was leaning against a nearby pickup truck
talking to a small group of Boy Scouts. I knuckled an eye and
glanced at the group while gathering my camera and a few docu-
ments from the console.
The young men were in uniform. I knew several Boy Scout troops
were going to help lay the wreaths that were sponsored by individ-
uals from all over the country on gravesites to honor U.S. veterans.
"We just came out to help set up some chairs and handle the
wreaths," said their scoutmaster. "They want to help out," he said,
looking at the boys.
It was not lost on me that some of these young men could be the
recipients of such a wreath in the next ten years.
The notion chipped away at my emotional guard after realizing
the scoutmaster leaning against the truck was Bradley Arnold,
Afghanistan war veteran and Sumter County administrator.
Along a cemetery road en route to the ceremony were approxi-
mately 200 Harley Davidson motorcycles parked side-by-side. They
belong to bike clubs and individuals that traveled from all over
Florida to honor our veterans, I was told.
Bikers, boy scouts, civilians and veterans along with major spon-
sors like Saddle Creek Transportation Co. of Lakeland, and Worch-
ester Wreath Company of Harrington, Maine, take part in the
manufacture, distribution and laying of wreaths and organize
Wreaths Across America events all over the country. All is done to
honor U.S. veterans for their service to country during the holiday
season.
The concept is simple; lay wreaths on veteran's graves in their
honor and conduct formal ceremonies to show solidarity and ap-
preciation for them.
As a Vietnam veteran, memories of the guys that I served with in
1971 flooded my mind, even though their faces and voices are no
longer clear.

They are among thousands involved in making Wreaths Across
America a success.
Today, his uniform is denim, but Sarge once wore a military uni-
form, and he has not forgotten.
"This started four years ago with about 43 people. Look around,
man ... this is just one stop. We're all over the country now," said
Sarge.
I peered out from the ceremony pavilion. There were hundreds
of people and beyond them a seemingly endless row of motorcy-
cles, and beyond that, thousands of gravesites with bright red
wreaths glistening under a sun that peepedfrom behind the clouds.
There was a formation of men and women in camouflage uni-
forms. They were young, handsome and pretty -- white, black, His-
panic and more. I asked Sarge who they were.
"That's the 2nd Battalion of the 116th Field Artillery Unit. They
deploy to Afghanistan on Jan. 8," said Sarge.
I couldn't help notice their faces as they listened to Jack Sellers,
master of ceremonies and member of U.S. Military Vets M/C -
North Florida State Chapter, order the "setting of the table," a sym-
bolic ritual designed to acknowledge a place at the table (ceremony)
for U.S. soldiers missing in action.
A young private on the left flank of the 2nd battalion stood at at-
tention and briskly saluted, but I'm sure that I saw the trace of a
tear under her eye.
It occurred to me that these young.men and women have real
lives and families - all uprooted to do what is deemed necessary to
keep our nation safe.
"Veterans are here because of a profound respect for their mili-
tary brothers and sisters," said Sellers, the volume of his deep voice
rising. "But civilians came here today out of pure love, out of love,"
said Sellers, his voice cracking.
He stared at the podium briefly to compose his thoughts.

available in outdoor recreation
and how to participate through
adaptation and create the out-
door opportunities needed to
get them back outdoors.
Second, I want to thank the
many people who helped make
this hunt a huge success de-
spite all the rain that tried un-
successfully to dampen our
spirits. Our.hunt was hosted by
The Southwest Florida Water
Management District,
(SWFWMD) on their Lake
Panasoffkee Outlet Tract and
though the rain kept most of
the bucks hunkered down,
everyone saw game and is'ex-
cited about next years hunt.
SWFWMD has a long history of
helping the disabled enjoy the
outdoors and this falls right in
line with their "Get Outside"
campaign to help all people
enjoy the great outdoors.
Thanks to the rain and the af-
fect it had on deer movement,
most everyone went home with
' empty coolers but no one went
home with an empty stomach
thanks to Terry Yoder's dona-
tion of a 200-pound hog and a
multiple meal donation by
Nathan and Patricia Creech of
The Speckled Butterbean
Restaurant in Webster. All of
the meals were cooked and
served at what had to be the
,fanciest "deer camp" ever.
Tommy Gough and Woody and
Anna Hill hosted the campsite
at the beautiful property they
enjoy near the dam on the
Withlacoochee River. The out-
door kitchen that is rivaled by
none stayed busy for three days
as we cooked and served meals
ranging from rib eye steaks and
slow cooked pork to fried cat-
fish on the last night of the
event.
Several businesses, includ-
ing Cason and Gaskins TV Inc.
(Wildwood), Family Jewelry &
Pawn (Bushnell), and Strong-


side Arms Inc (Bushnell) pro-
vided items that aided in the
event Many individuals
pitched in to help with the
cooking and other logistics in-
volved with helping 10 disabled
hunters get to and from their
hunting blinds as well as han-
dling the cooking and serving.
This was a monumental task as
I am sure you can imagine and
for fear of leaving anyone out,
due to my failing memory,
rather than trying to name
everyone I will just say from
the bottom of my heart, I thank
you and please know how valu-
able you are to me and the mis-
sion we share.
As a final note and slight
change in tempo I want to
share from my heart how frus-
trating it is to me when I see
someone with a disability let-
ting pride keep them from al-
lowing someone to help them
enjoy an outdoor activity they
once loved before they became
disabled. It frustrates me be-
cause I see people doing the
same thing I did. I stole bless-
ings from people who just
wanted to help me and I did it
because of my stupid pride.
Once I realized that I was steal-
ing blessings from other people
I came around and I hope that
if this pertains to you, that you
will come around also.

Targeting small
business
Everyone keeps saying its
small business that creates
jobs. The reality is that small
business employs more people
than big business. They say it is
the entrepreneur starting new
business is how we grow jobs.
To some degree that is true but
not because they went to the
bank with their idea, any idea
and got a loan or received a tax
credit to start their business
and employ people. As the say-
ing goes, "The secret to success
in business is to find the need
and fill it!" Need is one thing,
the ability to purchase is an-
other. You can create the better
mouse trap but if consumers
don't have the discretionary in-
come to purchase that mouse
trap, there is no demand; no
demand means no need to pro-
duce, no need to produce
means, no need to hire, no
need to hire means no jobs!
Small businesses do not cre-
ate jobs! Consumers create
jobs! Give the consumer the
ability to consume, don't give
businesses loans or tax credits
to produce products they are
going to store in a warehouse
because consumers do not
have the ability to purchase.
Stop the spending, eliminate
programs that are not constitu-
tionally authorized and cut
taxes! Trust me the jobs will
come back with a vengeance!

governing experience than the

This president has been
mostly fiction. Obama has not

County may allow RV lot sales

The county has proposed
an ordinance that would
allow recreational vehicle
(RV) park owners and de-
velopers to sell individual
lots throughout the county.
Currently, some cities
within the county allow for
the sale of individual RV
lots, however, outside of
city's limits RV lots must
belong to a unified entity,
or ownerss.
"They will be governed
by a homeowner associa-
tion just like any other sub-
division," said County
Planning Manager Brad
Cornelius, speaking of in-
dividual RV lot owners.
The County Commission


is scheduled to discuss the
issue at a public hearing at
5 p.m., Tuesday, Dec. 29, at
the Bushnell Government
Offices, 910 N. Main Street,
suite 142.
The public hearing is the
next step in amending ex-
isting land development
code and codes of ordi-
nances to allow permanent
platting and sale of indi-
vidual RV lots within
recreational vehicle parks.
The move will allow the
county to levy and collect
taxes directly from prop-
erty owners instead of
going through park owners
and other unified entities.
According to county doc-
uments available at its Web
site, dated Dec. 8, the tim-
ing of this land use amend-


ment is related to a sepa-
rate application for land
use changes to allow
Southern Villas RV Resort
to move forward with a
proposed 400-lot RV park
to be developed along
County Road 673 (Veterans
Highway) between U.S. 301
and County Road 674.
Meanwhile, the Florida
Department of Community
Affairs has expressed con-
cerns of urban sprawl re-
garding the development.
Some local residents
have protested the South-
ern Villas RV park devel-
opment in writing to the
County Commission, citing
increased traffic and envi-
ronmental concerns. The
documents are available
on the county's Web site.


Sumter County Chamber of Commerce held a ribbon cutting ceremony to celebrate the
expansion of County Road 470 and Sumter County Animal Control on Tuesday, Nov. 24.
Several county commissioners participated. Commission Chairman Doug Gilpin ex-
plained how Sumter County's tax dollars were used for the expansion of both projects
while maintaining the county budget. Sumter County residents are encouraged to visit
the new facility and consider providing a good home to one of the shelters dogs or

Give the gift of support


Karen Cloud is a
teacher in Sumter
County. Last Christ-
mas, she didn't know what
gift to give to her teenage
niece, Danielle Davis.
Knowing that Danielle is
an animal lover, Cloud de-
cided to make a donation
to the Humane
Society/SPCA of Sumter
County in her niece's
honor.
Danelle was so excited to
receive a letter from the
Humane Society/SPCA ac-
knowledging the donation
made in her honor to help
the animals, according to
her dad. He told Cloud that
Danelle showed the letter
to all of her friends.
Danelle has had animals
her whole life. Bella, the
cat, is her only companion
now, since the recent pass-
ing of her dog Fresca. So, to
honor Danelle and in
memory of Fresca, her
aunt has once again made
a donation to the Humane
Society/SPCA of Sumter

County.
"Teenagers are difficult
to buy a gift for," Cloud
says. "If you have a teen
who loves animals, making
a donation in their honor is
a special gift that they can
appreciate. I want to en-
courage the idea of giving,
which is the greatest gift of
all."
Cloud's niece was so
happy with last year's "spe-
cial gift" that Cloud plans
to continue and make the
donation a tradition. "I en-
courage everyone who has
a pet, to make a donation to
the Humahe Society/SPCA
of Sumter County in your
pet's honor. Or if you have
an animal lover in your
family, donate in their
honor."
Karen Cloud encourages
us with words of wisdom;
"Let's teach our children
that Christmas is about giv-
ing."
The Humane
Society/SPCA of Sumter
County is a non-profit or-
ganization that works to
stop animal cruelty, gives
medical care to the sick
and injured, and rescues
hundreds of animals. The

When a basketball team
takes a 29-5 lead over an-
other team in the first
quarter, it becomes obvi-
ous that there's no drama
left in the game.
Wildwood High's girls
basketball team (10-1
overall and 7-0 in district
play) took that lead Mon-
day, Dec. 14 against the
Crystal River girls. Most of
the second half was
played with a running
clock and Wildwood won
65-17 at the Pirates gym.

The Wildwood coach
felt some frustration
coaching her girls in this
contest.
"They get kind of lack-
adaisical," said coach
Lindsey. "I tell them you
have to use everything as
a learning experience


whether we are beating
somebody that bad or we
are getting beaten that
bad. You can never not
play with intensity. It gets
so nerve-wracking some-
times.
"I think we started offi
that way (with a letdown).2
We played them before. I-
had to get on them. We
tried to put in a new de-
fense, a zone defense. It
was disastrous. We are so
used to being in a man-to-
man.
"We don't really have
size inside. We are teach-
ing them to lean into the
defense and going up ag-
gressive and grabbing the
ball."

the biggest circus acts
to children. The elephant
rides were a heavy fa-
vorite for kids of all
ages.


The popular art of face
painting is nothing to
clown around about and
required waiting in line,
but the kids did not
seem to mind.

Christmas party included
pony rides, giant inflatable
slides of several shapes
and sizes, clowns and lots
more.
If the sounds of laughter
and squeals of delight em-
anating from hundreds of
children weren't pleasant
enough sounds, the South
Sumter High School Band,
dressed in full regalia,
played colorful tunes of
Yuletide spirit - and if
one listened closely be-
tween tunes, perhaps the
most famous laughter be-
tween Florida and the
North Pole could be heard
emanating from the nearby
portico.
Perhaps the finest mo-


ment for some of the chil-
dren in attendance was
when Santa Claus and Mrs.
Claus motioned to them to
come over and sit with
them a moment.
After sharing top-secret
gift wishes with Santa and
Mrs. Claus, each child was
given an age-appropriate
present, right there on the
spot
Probably the only thing
about the Laura Vickers
Christmas Party more
heartwarming than hun-
dreds of children being as-
sured of at least one great
Christmas Party and a gift
this year, is the knowledge
that so many volunteers get
together each year to make
it happen.
Six years ago, Thomas E.
Langley Medical Center
employee Laura Vickers
was involved in the med-


ical center's Healthy Start
program.
Understanding the chal-
lenges many families in the
community faced during
the holidays, Vickers ral-
lied her coworkers to
throw a Christmas Party,
and the original party was
a success.
A drunk driver killed
Vickers shortly after the
holidays, and the medical
center planned a Christ-
mas party the next year in
her honor. Since then, the
Laura Vickers Christmas
Party has become a tradi-
tion.
Recent years have seen a
significant increase in at-
tendance with more than
1,000 children sitting with
Santa and Mrs. Claus and
receiving a gift. All chil-
dren in the community are
invited to the event.
