Stolen items were thrown as they were chasedBY JUAN LOPEZ jlopez@newszap.comClewiston Police Department responded to a report of a vehicular robbery in progress in the early morning of July 25 to nd that the homeowners had chased off the robbers. That robbery was one of several that a group of teenagers made along West Crescent Dr. They had purposefully moved up along the area, trying several car doors to see if they were unlocked, police reported. They also rooted through two boats and took items from them as well. Ofc. Malley arrived at the scene and spoke to Chase Richardson. Richardson had been waiting outside for a ride to work when he heard a sound come from his father's truck: the sound of a car door being opened. When he looked, he saw someone in the truck's cab. He challenged the person, who was later identi ed as 18-year-old John Loper, and saw three other wouldbe-robbers close by. He chased after them off the property and, with the help of a friend, was able to catch one of the suspects near the Hawaiian Shave Ice. Meanwhile, Ofc. Jones had arrived and along with Sgt. Scruggs were patrolling the area for the suspects. Jones found a back pack at the rear of the library that contained O W P .V. People from all walks of life hear this: whether it's the doctor who might defend the rise in healthcare in his industry, or the grocery store owners who would attempt to explain a similar spike in food costs. But the comment may be at the top of a list of most frequently heard criticisms if, that is, you're talking to someone in law enforcement. Crime rates have gone up in most places. Even the type and nature of crimes have evolved so much that a typical crime today would have been the most scandalous event of a small town in the 1950s. Tropical Storm Emily is the fth named storm of the season and the rst to directly threaten Florida. Forecasters have placed Florida within the projected path of Emily but what is not known is will it make landfall? There is still a margin of error in play that can place Emily on course with Florida or bump her in the direction of the northern Bahama Islands. Emily is expected to be a storm that will have gusty wind hail and torrential downpours. The storm is expected to either hit or pass by South Florida on Saturday morning. Emily will hit the entire island on Hispaniola on Thursday morning. It is expected to be a strong tropical storm with winds over 60 m.p.h. The National Hurricane Center is predicting that after Emily has made it over the mountainous terrain of Hispaniola, it will weaken and not be able to increase in size and strength. It could either be a strong tropical storm or a weak Category 1 hurricane. Emily is expected to be in the Bahamas by Friday. At that time, forecasters will have a better idea of the direction Emily will take. Regardless, Emily will affect local weather even if it passes by. In response to the possibility of landfall, South Florida Water Management District is ready to take steps to reduce ooding as much as possible. They do caution that, in the event of extreme rainfall, ooding will happen and residents need to be prepared. COMMUNITY NEWS AND INFORMATION In today’s Clewiston News I read an article that was published regarding a Clewiston Teen arrested for allegedly stealing a car. This crime did not take place in Hendry County, but in Okeechobee County and yet it was published in our local newspaper. After following up with the Clewiston News team, I was made aware that The Okeechobee News had written this story and sent it to our news team. After further research on this matter, and according the information published in the newspaper, the facts in this case are not correct. This teen was arrested on July 18, 2011 for grand theft auto in Okeechobee County. However, he was released a few hours later to his mother and The state of Florida had not yet led of cial charges against the teen. I was very disappointed by the fact that The Clewiston News did not research this information themselves before printing such article. I am also disheartened because there are people who have a negative history, including teenagers, do become better people and relocate to distance themselves from the negative they once had in their lives. It is understandable that these people do live with their mistakes that they had once made and will occasionally have to answer to them or explain them, but who hasn’t done anything they are ashamed of at some point in their lives? Should we remind these people every day and constantly judge them for their past? No. Our government places people into a witness protection program daily due to their past. Should we send information to the places they are trying to start fresh so that their neighbors are aware of their past as well? Therefore, I am taking this matter upon myself to request that this article be published in The Clewiston News so that the community is aware of the improper information that was published about this teenager boy who has made mistakes, who is correcting his life, and who is choosing to become a better person. BY BOB WATTENDORF FWCWhen humans and sh were evolving together, catching and consuming sh was a matter of survival. Later, catches offered something to barter or sell. Now, most people sh recreationally. Regardless of the purpose behind shing, big catches stroke the angler's ego. Today, recreational shing has an annual $7.5 billion economic impact in Florida. Habitat conservation and regulations help sustain these sheries, but with greater demand it is increasingly important to protect and recycle the largest trophy sh by also promoting voluntary catch-andrelease. Florida's "Big Catch" angler recognition program helps stroke the ego of successful anglers by allowing them to show off their prowess. The Big Catch program provides a framable, full-color certi cate and window sticker for anglers who catch any of 33 species of listed freshwater shes that exceed a minimum length or weight. If people catch ve qualifying sh of the same species, they are recognized as a Specialist. If they report ve qualifying sh of different species, they become a Master Angler, and if they take and report qualifying sh representing 10 different species, they are an Elite Angler. Young people can enter sh that are approximately 25 percent smaller than adult qualifying sizes. Big Catch also encourages anglers to sh for a variety of species and to travel to locate them, while promoting appropriate catch and release. A new set of "TrophyCatch" marks and awards are in the works for trophy bass anglers. The TrophyCatch angler recognition program will be the hallmark of the long-term Florida Black Bass Management Plan, which the Florida Fish and Wildlife Conservation Commission (FWC) approved in June. The FWC intends to ensure that Florida is the undisputed bass shing capital of the world. TrophyCatch will be a full- edged initiative to document largemouth bass caught, and preferably released, throughout Florida that are heavier than 8 pounds. Incremental rewards and recognition will be provided to anglers reporting bass in the 8-10, 10-12, 12-13 and greater than 13-pound categories. The anticipated rollout for TrophyCatch is October 2012. "This program, driven by private dollars, can substantially enhance Florida bass shing by addressing ecological issues and encouraging recycling of trophy bass, but it will also have a great social and economic impact," said Tom Champeau, director of the FWC's Division of Freshwater Fisheries Management. Biologists are developing speci c handling guidelines to ensure anglers do the best possible job of effectively releasing these sh while providing the FWC with valuable research and marketing information. FWC representatives will certify bass over 13 pounds caught from October through April (beginning in 2012) for entry into the Florida Trophy Bass Hall of Fame. Sponsors, corporate partners and the media will provide incentives to encourage reporting and releasing all such catches. Fisheries biologists will use TrophyCatch reports to identify Florida's best bass sheries to determine which management practices (e.g., habitat and aquatic plant management, regulations, stocking) are most effective in creating trophy sheries. Visit Florida and the FWC will work with the media to use this information to establish Florida as a prime trophy bass shing destination. Incorporating social media and online mapping resources will make this information widely available to the public and create a buzz as anglers report new trophies and post photos. Such recognition will increase both resident and nonresident angler participation and enjoyment, tackle and license sales, tourism and help create the next generation that cares about our natural resources and outdoor recreational heritage. In Florida, more recreational shing days are spent on fresh water (24.4 million days by 1.4 million anglers) than on salt water. Largemouth bass are the most sought-after species not only in Florida but also in the nation. Bass anglers alone generate $1.25 billion for our economy, supporting thousands of jobs. Consequently, promoting and safeguarding Florida's trophy bass sheries is good for everyone. Tim O'Neil, an FWC marketing expert and liaison to the Wildlife Foundation of Florida a public-support organization af liated with the FWC said that the FWC and the Foundation want to work with the sport shing industry. "TrophyCatch is in its infancy but will grow quickly. We want to work with the best and brightest in the corporate world to make this a win-win-win for the environment, anglers and industry." Mark y our calendars for the Florida Fall North American Migration Count (NAMC) to be held Saturday September 17. You are invited to join a team or survey the birds from your home for 15 minutes or more on the count day. The NAMC in Florida is sponsored by the Florida Ornithological Society, and is supported by local Audubon Societies, local bird clubs, and other interested organizations. The mission of the North American Migration Count (NAMC) is to: Obtain a “snapshot” of the progress and “shape” of fall migration. Obtain information on the abundance and distribution of each species. Initiate more participation among birders w ithin a state and between states. Create challenges and goals among birders w hile collecting useful information. Aid in organization and centralization of date. Have fun. During the September 2010 NAMC, 110 bird species and 15,700 individual birds were reported by 52 participants in Hendry and Glades Counties. For information about the NAMC contact Margaret England. One of the species observed in inland Florida was Killdeer. Killdeer are a medium sized slender and lanky plover with a long pointed tail and long wings. Adults have a brown back and wings, a white belly and a white breast with two black bands. Their rump is an orange-buff. The face and cap are brown with a white forehead. They have an orange-red eye ring. They have many calls which range from sharp “dee” to a nervous babbling thrill. They frequently use a “broken wing act” to distract predators from their nest which is a shallow scrape, usually in bare sand or gravel camouaged with stones and blades of grass. When the predator is far from the precious nest the killdeer suddenly “heals” and ies away. Both parents share responsibility for the eggs which usually hatch at 24-28 days. The chicks, which have almost the identical markings as the adults, are able to see and forage soon after hatching. They usually edge at 25 days. Although Killdeer are considered shorebirds, they often live far from water. They can be seen and heard in elds, lawns, sandbars and mudats. safe as it was when I was growing up,” Chief Gutshall said this week in his of ce in Clewiston. “You won’t nd Mayberry anymore.” But that doesn’t mean that Clewiston isn’t a safe place to raise a family, he insists. In reality, it might be one of the best places in South Florida to do so. According to the latest gures from the Florida Department of Law Enforcement, Clewiston may be the safest city around the lake, if the Clewiston Police Department stats have anything to say about it. The chief is in his ninth year at the department as chief, having come on board at a dif cult time. “The area really hadn’t had a chief up to that point,” he said. “We had a fairly poor image in the community as a whole because there was no guidance. Everyone was going their own way and there was not a lot of production.” Since then Clewiston’s clearance rates are among the highest locally, besting those of the Hendry County Sheriff’s Of ce, and the Okeechobee Sheriff’s Of ce, while its overall crime index continues dropping at an impressive rate. In 2008, the area’s crime index – the collective data on all crimes, from small thefts to murders – w as .548. That number improved to .417 in 2009, and fell again to .351 in 2010. Compared to the same time last year, current stats note another 15 percent drop for 2011. But the chief is quick to say that the improvement hasn’t resulted as a matter of his assuming the chief role, but instead came as the department added more and more of cers who expressed a full commitment to the job. “The key is hiring people who are smarter than me,” the chief said, almost half-jokingly. He points to key employees like Kristine Petersen, the sole remaining of cer on the force from 2002, whom he calls “one of the sharper ofcers I’ve ever worked with.” Seeing that she had been underutilized, the chief oversaw her promotion from part-time police of cer to full-time assistant chief of police. There are others, of course, such as Justin Spence. The sergeant was named a national police of cer of the year a few years ago thanks to his work at the department, the chief said. It all adds up to a number that the chief is even prouder of: the department’s clearance rate. At 30.7, the department’s clearance rate is nearly 10 points higher than that of HCSO. It’s not the highest clearance rate of any city in the state, but it is an admirable gure compared to Okeechobee Sheriff’s Of ce (16.3 percent), PBSO’s Belle Glade Division (17.4 percent), and PBSO’s South Bay Division (18.8 percent). The Okeechobee Police Department fares better, clearing 24.7 percent of cases, but still below that of Clewiston’s. Part of that successful rate of clearance might be attributed to the detective team of Julius “Hightower” Taylor and Curtis Clay. The duo proves a potent force in solving crimes. “They are two distinct personalities. Julius is a big teddy bear. He friends anyone he talks to,” said Chief Gutshall. “Curtis, he can be intimidating. He’s very data-driven. He has a plan and he follows it.” If a case is proving tricky, “the other will give it a shot,” the chief said. He insists that it is that very variety in employees that makes for a successful department. “You can’t hire a bunch of robots who look and think like you,” said the chief, adding that it hasn’t been a seamless transition along the way. “We’ve lost people, red people, and had a couple of people put in jail along the way.” Indeed, the department has had its share of scandals, including the arrest of one of cer for allegedly selling drugs within 1,000 feet of a school while on duty. An undercover FDLE investigation led to an arrest. Another was arrested on charges of aggravated child abuse. But the chief seems to have dealt with those odd cases and kept a well-run unit of 20 sworn ofcers, two less than the department had in 2002. He hopes to improve the clearance rate further, but admits it may be dif cult. “And 30 percent does sound very low, but think about your two pink amingoes that were stolen from your yard in the middle of the night. Parents need to make sure their children have received the proper immunizations as required by law. The Hendry and Glades County Health Departments can provide school vaccinations (free of charge) for children from infants through the age of 18. The new change in the vaccination schedule requires a fourth dose of the polio vaccine within a shorter time period. This means a child should have an additional polio vaccination six months after their rst dose or after they turn four years old. Studies from the Centers for Disease Control and Prevention (CDC) shows the vaccine works better when given on this schedule. Students must have proof of immunization on a Department of Health form (DOH 680 form). This form has been referred to as a “blue card” because it used to be printed on blue paper, however, the DOH 680 form can be in any color. By now, most residents have noticed a bright, blue light beneath certain traf c lights in town. Some thought that the traf c camera system, that has been proposed and slated for deployment in the coming months, had been installed and was already in use. City of cials were and still are elding phone calls from residents since these blue lights have come into service. These lights are present at every U.S. 27 intersection in town, save for Francisco and Berner. The question remains: what are these lights for? Clewiston Police Chief Don Gutshall said that the blue lights are an effective law enforcement tool. But he was surprised that the normal white light was replaced with the blue by the Florida Department of Transportation. "It is an aid to us and also to the motorist," he said. "It will make the motorist more aware and careful when they are coming up on a traf c light." Blue lights help police of cers determine from any angle when the lights cycle to red. There are times where an of cer may not be in direct line of sight with a traf c light. The little blue lights are easily visible and will help determine if a traf c citation is needed and will help justify that citation in court. As to the lights' installment at several lights within the city limits, Public Works Director Sean Schef er commented that the lights were installed in accordance with a project with FDOT. "Several lights in town have them and this is going to be an aid to city police," he said. "The reason why the lights were made that stark blue is that you can see them from miles away and the light won't get lost among other city lights." As to the possibility of the indicator system being linked with the traf c camera system, both Schef er and Gutshall commented that the two systems serve different purposes and will not be linked. Laughter brings blessings to our lives, but God can also use our laughter to bring blessings to others, pointing people to His blessings and power. Psalm 126:2 speaks of the laughter and songs of joy that lled the air as God’s people returned to their homeland after years in exile. And as the nations around them witnessed the joy of God’s people, they proclaimed, “The LORD has done great things for them.” God has done great things for us as well, and that’s reason enough for us to claim the joy of our Lord and the gift of laughter in our lives! Laughter comes in all styles and shapes: from the true belly laugh, to mere chuckles, to giggles and cackles, to nervous laughter, to the polite social laugh, to an occasional snort. And, I might add, even a silent smile or quiet groan at a good pun (or even a bad one!). “A cheerful heart is good medicine, but a crushed spirit dries up the bones.” (Proverbs 17:22) Laughter is the greatest cure of all. Moments of deep laughter are divine in the sense that they cleanse our mood and set our mind on a positive track. SAM S. THOMAS, PH. D.+ Saint Martins ChurchThe Old Testament is full of guides to living. Those ages had some practical advice for all of the ages afterward. Their wisdom is impressive. Case in point; working with family members. An account in Genesis (Chapter 29, verses 15ff) tells about Jacob and Laban. They are “kinsmen”. Laban will hire Jacob but doesn’t expect him to work for nothing! That’s unusual in many situations. Observation #1 -We sometimes expect “family” to do what others might be paid to do. Such relationships can get abusive; good will and kindness can be something where relatives take advantage. Laban asks Jacob “What will your wages be?” and Jacob, who has fallen in love with one of Laban’s daughters, Rachel, asks for her hand in return for seven years of labor. However, at the end of seven years, Laban switches daughters on Jacob, giving him the older daughter, Leah, instead of his beloved Rachel. In spite of the treachery (families can be treacherous in dealing with one another) Jacob agrees to a second-year term; the deal was “Seven years for the one I love” and Jacob worked another seven years, then got the woman that he loved. Observation #2keep your word and be honest in your dealings even if those around you try to take advantage of you. One rule of thumb that I found helpful in families is expecting from my (or others) family (families) the same considerations that I might expect from a stranger on the street. Someone who is supposed to love me, or whom I am supposed to love should not use “family” as an excuse to be abusive or exploitative. I don’t take abuse from a stranger; being family doesn’t somehow give a person the right to be violent, deceitful, treacherous, to go back on their word, or to ignore common decency. I am required to act likewise even when family is involved. Children come home from school only to nd a dif cult job market; relatives have lost their jobs and have no rent money, someone needs a temporary loan to tide them over due to an unexpected expense; there are so many times we want to help, should help and are blessed for it. There are also times when help goes beyond limits and subtly encourages inactivity, resting in a “comfortable rut”, takes away motivations to be responsible, and a loving relationship becomes one of the user and the used. The balance is a delicate one, the calls are subjective, feelings are involved. Loving a neighbor as oneself means that there must some love of oneself too! You will nd that which you are looking for. 3. If you are old, treat the youth with the consideration you desired as a young person. If you are a young person treat the old with the respect you will want when you grow old. 4. When you are tempted to criticize the elders, minister, deacons or other Christians, pray earnestly for them rst. This may not change them, but it will do wonders for your own attitude. 5. When you see wor k neglected, instead of being critical, offer to help. 6. Never blame others for your failures. Every individual can be faithful to God in spite of the bad examples and discouraging attitudes of others i f he is determined. 7. Remind yourself every da y that the only way you can improve the world and the church is to begin with self. Make constant self-improvement your goal. 8. Consciously loo k for the good qualities in every brother and sister in Christ. When you think of a particular person, make a quick mental note of the good qualities you have found in him. We are Christians because we recognized our need for the Lord Jesus Christ and have accepted the free gift of forgiveness of sins and eternal life offered because of His sacri ce, not because it is the patriotic or American thing to do. We must seek the Kingdom of God rst and then serve our country to the best of our ability. Once this is accomplished in the life of an individual, then will come true the saying, “He who serves the Lord best serves His nation best.” As we remember our great American heritage, let us not forget the far greater heritage which we have in Christ and the great future which He offers us. Arrested Sunday, July 31 were: Jasmine Jomeka Brown, 24, Harlem Tenant Circle; Shanteria Juanique Clark, 27, Harlem Tenant Circle; and Shaterah Caprice Woodson, Harlem Tenant Circle. Each woman was charged with one count of grand theft, and booked into the Okeechobee County Jail under a bond of $5,000 each. Jail records indicate that the women have since been released on bond. An arrest report by Of cer Charles Green, of the Okeechobee City Police Department (OCPD), stated that Brown also had her threeweek-old daughter with her while she committed the theft. The report stated that the three women could be seen on surveillance video taking items from the children's department and placing them in a shopping cart. The women then walked around the store and picked up more items, stated Of cer Green. According to the of cer the women then picked up two garbage cans, put the other items inside the large containers and tried to walk out of the store without paying for the items inside the containers. They reportedly had $1,041.85 in stolen items inside the large containers, added the of cer's report. The baby was turned over to Brown's mother, Of cer Green stated. STORMContinued  1 a very cold can of Bud Light beer. That beer had been stolen from the Richardson's boat. Several odd items were scattered about the paths the teens took to get away. Those items were: a pair of boat pliers and a shaving kit. The boat pliers belonged to James Barnes and were taken from his boat which was stored in a backyard on Crescent. His boat was inspected and though it had been rummaged through, no other items were taken. The shaving kit had been taken from a Dodge minivan that belonged to Hunter Latham, who lives across the street from the Richardsons. His insurance papers were also taken and were found. John Loper was identi ed and arrested at his home on Ventura. The three other teens involved are under 18 and only two were identi ed and arrested. Both juveniles gave statements that they were following Loper around and had no idea why they were chased by Chase Richardson. One suspect had no explanation as to why Latham's insurance card was found on him. Loper was brought in for questioning and admitted that he started to try and open car doors on West Crescent. He stated that he and the other three "were all together doing this" when they reached the Richardson property and the pick-up truck. He was inside the truck looking at the paperwork in the glove box when Chase confronted them. Everyone ran except for Loper, who stayed and told Chase that "he wasn't stealing anything." At that point, he claims that Chase or someone else pulled a weapon out, which caused him to ee the area. He reported that he heard three gunshots and was able to escape back home. Ofc. Jones commented that Loper's statement regarding the shots was not con rmed. "The incident happened in a tight knit neighborhood so, if shots were red, people would have reported them," he said. "The suspect only said that shots were red after he was momentarily housed with one of the other teens. We are sure they planned that statement out." Loper offered up an explanation as to why this all happened: he has a drug problem and was high on various medications because he can't afford treatment for depression, according to the police department's report. He continued on to say that he had had a bad life and that he would never be able to get into college if he was convicted of this crime. Loper is facing two counts of third degree felony burglary and two counts of second degree misdemeanor larceny/petit theft. ROBBERSContinued  1 John Loper
