The eradication of mosquitoes

Clewiston's take on flying insects

BY JOSE JESUS ZARAGOZA
INI
At the Tiki Bar here in Clewiston, patrons will
find their regular fare of condiments on every ta
ble: mustard, ketchup and mosquito repellant.
The outdoor-air-loving office types getting
away from the hustle and bustle of their morning
and afternoon routines and the karaoke wizards
who do battle with one another on moonlit stag
es at the bar don't need issues like immigration or
healthcare to draw them into fervent debate: just
mention mosquitoes.

"It's pretty god-- bad," one gentleman, sit
ting on a barstool with two of his friends nearby,
says.
Another one swears by the flight formations.
You see, the mosquitoes don't attack so much as
knotty malformed groups, he says, as they do as
a single, laser directed "coordinated attack" from
the skies.

Killing the mosquitoes
There is a certain love/hate relationship that
Doug Wilson has with mosquitoes. On the one
hand, mosquitoes pester him on the job, stinging
him and buzzing around him, not letting him go
about his daily routine without harassing him.
On the other hand, if they all went away to
morrow, he wouldn't have a job.

St c h i w, So he toes the line, but still remains resolved
If the city has its way, the three men will have
to the absolute goal of killing every mosquito in
to consider another subject to talk about.

Dream
BY JOSE JESUS ZARAGOZA
INI
Because she overcame many obstacles in
reaching her goal of working as a registered nurse
in Clewiston, Moore Haven resident Greta Gallo
was one of four individuals to receive an achieve
ment award from the Southwest Florida Work
force Development Board recently.
She could not attend the awards ceremony in
Fort Myers, so recently she received a surprise visit
from the person who nominated her.
The award recognizes "personal accomplish
ments far exceeding expectations" for individuals
participating in local Workforce Development
programs. Greta used the local center's services
in continuing her studies.
April White with the Career and Service Cen
ters of Southwest Florida offered a surprised Ms.
Gallo the award at the end of her nursing shift.
Joined by hospital staff, including CEO Lynn
Beasley, and Hendry County Commissioner Janet
Taylor, Ms. Gallo instead offered her own thanks
to the staff of the local career center.
Ms. White had written a few sentences about
Ms. Gallo, praising the single mother of two for
overcoming employment barriers and obtaining
a career and offered the example as a success
story.
"She persevered through many obstacles, but

God's Playbook for
Life
BY PASTOR JOHN HICKS
First United Methodist Church
On the playing field of life, God's
team and the Devil's team engage in
fierce competition, each one trying
to move in directions the other one
doesn't want to go, each one trying
to score touchdowns.
God has given us a three instruc
tion team playbook for life in this
game. Follow it, and we are sure to
score.
First, leave the bleachers and
benches and get in the game. Dis
ciples of Jesus are not spectators in
the stands.
Disciples of Jesus do not sit on
the bench or park in the pews. Dis-
ciples of Jesus are players on the
field. As players in this game we are
important. So is how we play the
game. What each of us contributes
can help move the team forward to
the goal of our high calling.
Second, remember that the hud
die is not the game. Huddles aren't
bad. We need huddles to make sure
everyone is on the same page and
all signals are clear.
Even Jesus traveled and huddled
with a "team." In any contest, victo
ry is gained through a combination
of strength, skill, and good timing.
Good timing comes from knowing
when to huddle, and when to break
and run a play.
Christian life uses the huddle as
a place to check in, keep signals
straight, and confirm the play. But
the game is not in the huddle. In fact,
spend too long discussing things in
the huddle and we will be penalized
for delay of game.
We will find ourselves moving
the wrong way down the field. We
huddle up on Sunday morning in or
der to hike out into a Monday world.
That's where the play action takes
place.
Third, we need to always keep
the ball in play. Whatever happens,
don't drop the ball!
Even when our mission is tack
led by opponents or I i i.. 1.1., -ii ,
nations beyond our control, we can
keep the gospel in Ii i. i ii. i i,;,-: it

to others alongside us or by passing
it to those in front. Sometimes even
a "Hail Mary" might be in order, but
whatever happens, keep the ball in
play. The lions may be licking their
chops. Nero may be fiddling while
Rome burns. But the lion is not the
ultimate power and the Neros of our
world do not have the final word.
God does.
We play this game of life under
the providence and protection and
direction of the hand of God. We
score by keeping on keeping on for
Him!

Big Or Small
BY REV. SAM S. THOMAS, PH. D.+
Saint Martin's Church
Years back, J. B. Phillips wrote
Your God is Too Small, character
izing the ways that people see God.
A loving parent? The Pale Galilean?
Someone who wanted to take away
everything that is illegal-immoral
fattening? He concluded his book by
noting that God may be all or more
of these things; and our image of
God may need to grow.
There are many ideas of God:
the "absentee landlord" who is dis
tant but sticks His eternal two cents
and direction into the world every
now and again.
God may be seen at the quint
essential judge; coming down on

everything and everybody because
"you sinned!" and God'll .-. i. I, ii'
Perhaps God is the one who goes
around saying "You've got it all
wrong!" and doesn't offer much
help in getting it right, a sort of ce
lestial film critic of the film of life.
God has also been seen as helpful,
forgiving, loving, wise, kind, gener
ous -better definition.
Early on, we find God's presence
in His world and revelation about
himself. Among the first revela
tions is the story of Abraham; God
is unhappy with Sodom (Genesis
18:16ff).
God is the angry judge, but Abra
ham intervenes when God is going
to destroy the city. Maybe there are
some righteous people there, and
Abraham reminds God, "That's not
your nature to do such a thing (v.
25)."
God concedes and apparently He
is not the harsh judge after all. When
the story goes on, God relents again,
and again; judgment is changed for
mercy and love for His beings.
Nor is He the absentee landlord;
He's with His people and in the
midst of their lives, whether good or
bad in His eyes. Is God one who says
-, .. i. ..._: it wrong" but gives no
direction getting it right? No, guid
ance will come later when He will
give direction in the form of Laws or
the sending of a Savior.
The Laws will serve as guides;
not ways of setting up impossible
standards of perfection or ways
of waiting to entrap
people. The God who
decides early on to
spare His people, even
when they're at their
worst, is then capable
of great forgiveness.
When Sodom is finally
destroyed, there are

still those who are res
cued.
It is in the realize
tion of His nature as
helpful, forgiving, lov
ing, kind and generous
that every now and
again someone will
realize God is really an
awesome God indeed!

Rev. Sam S. Thomas, Ph.
D.+

I've listened to people and have
seen how an image of God will fi
nally lead to happiness, joy, hope,
love; or despair, 1, i l..... cynicism
and defeat. When I can, I try to share
what in reality I've found God to re
veal about Himself; in scripture, in
life, in the traditions handed down
to us and in the people He sends
into our lives.
Maybe it's good from time to
time to look at what God shows us,
or what Church teaches us; loving,
kind, joyous, kind as big as life itself
or limiting, defeating, i. i,. lii- vin
dictive, a small view of God. Take
your pick!

The Florida Fish and Wildlife Conservation
The Florida Fish and Wildlife Conservation
Commission (FWC) has teamed up once again
with the "Wounded Warrior Project" to recog
nize the service of our nation's injured war vet
erans. The Wounded Warrior Project (WWP) is
taking U.S. war veterans on fishing trips on Lake
Okeechobee Monday and Tuesday.
FWC Chairman Rodney Barreto presented
two war veterans with three-day fishing licenses
donated by FWC staff and promotional package
es containing items donated by the freshwater
fishing industry.
"The FWC wishes to thank our service men
and women for the contributions they have
made to our freedom," Barreto said. "By part
nearing with the WWP, we are helping these vets
experience some of the best bass fishing in the
world."
The FWC's Division of Freshwater Fisheries
Management (DFFM) provided the promotional
packages, which include tackle samples, fishing
publications and discount coupons. Addition
ally, the veterans received a free "Get Outdoors
Florida!" t shirt. "Get Outdoors Florida!" is an
ongoing campaign highlighting the health and
social benefits of fishing and other types of na
ture-based recreation.
Not only are the fishing trips fun, they're also
successful. In June, a pair of Iraqi war veterans,
guided by a professional bass angler, caught
more than 60 bass during their fishing expedi
tion on Lake Okeechobee.

FDOT

Launches

Vanpool

Program

60 percent of cost covered
by FDOT

The Florida Department of Transportation
(FDOT) has identified the counties of Desoto,
Glades, Hardee, Hendry, Highlands, Okeecho
bee, portions of Collier, and the community of
Immokalee, as areas of critical concern in the
Southwest Florida region.
These counties share many of the same eco
nomic challenges including low income areas,
high unemployment rates, lack of stable year
round employment opportunities, and limited ac
cess to public transportation.
In order to help relieve some of the financial
burden on residents of these counties, the Florida
Department of Transportation (FDOT) has ac
quired funds through the American Recovery and
Reinvestment Act (ARRA) for 2009 to subsidize
60 percent of the total monthly vanpool cost for
commuters that participate in the Rural Vanpool
Program.
This means that vanpool groups only pay 40%
of their total monthly vanpool cost, as well as fuel
and taxes, and the remaining 60 percent of the
vanpool cost is paid by FDOT using the stimulus
funds.
The goal of the program is to provide afford
able, reliable transportation for commuters in the
affected counties as they travel to and from their
jobs. The program also hopes to aid employers
as they recruit for their workforce needs.
By having an affordable vanpool program
in place, employers will be able to recruit from
areas further away from the work site as well as
gain improvement in employee retention.
FDOT has a public/private partnership with
VPSI, Inc. to launch the Rural Vanpool Program.
VPSI has been a private provider of public trans
portation services in Florida since 1985 and is cur
rently the largest commuter vanpool services pro
vider in the world. VPSI will provide the vanpool
vehicles, automobile insurance, maintenance
package and program management. Commuter
Services, a free program sponsored by the FDOT,
is available to help worksites with ridematching
services, outreach and marketing, an Emergency
Ride Home program, rewards program and bilin
gual services.

You made it happen!
Lakeside Medical Center celebrates its first anniversary

On October 15, 2009 Lakeside Medical Center opened its doors, ready to provide high-quality hospital care to
more than 40,000 residents.

Now, one year later, Lakeside Medical Center is a vital part of our community. For that we thank our dedicated
staff and all of you for embracing your new hospital, our physicians and our technologically advanced medical
services. Thankyou for giving us a terrific welcome.

Over the past year, we've served an increasing number of patients. We've had nearly 23,000 Emergency Room
visits, performed more than 1,400 surgeries and cared for over 14,000 outpatients. And we've helped bring more
than 550 babies into the world.

Local organizations are using the hospital's community meeting rooms, and you've helped spread the word about
our skilled, compassionate employees.

As we move into the next year, we continue to look for ways to improve the health and well-being of you and your
family. Here are a few recent examples:
* A new family medicine physician, Nikerson Geneve, DO, joined the hospital's staff in January 2010. Fluent in
English, Creole, Spanish and French, Dr. Geneve focuses on preventive care.
* A grant from the State of Florida's Agency for Health Care Administration will bring $900,000 to the hospital for
a graduate residency program, which enables us to train 15 family medicine physicians to serve the community
over the next four years.
* Through a $237,000 grant from the Florida Department of Health, Lakeside Medical Center now offers a com-
prehensive tobacco-cessation program, which includes free in-house classes, counseling and staff to give
tobacco users in our community the resources they need to quit.
* A $16,000 grant awarded by the South Florida Affiliate of Susan G. Komen for the Cure enables the hospital to
provide free, potentially life-saving mammograms to underinsured and uninsured Palm Beach County residents
who qualify. Lakeside Medical Center offers technologically-advanced digital mammography screenings.
* In March 2010, Lakeside Medical Center earned accreditation from The Joint Commission, the predominant
standards-setting and accrediting body in health care.
* Earlier this year, four local community leaders were appointed to the eight-member Glades Rural Area Support
Board, which governs Lakeside Medical Center. Donia A. Roberts, Esq., Angela K. Pope, Gilbert Alvarez and Janet
D. Moreland, ARNP, MSN, M.Ed. join Board Chair James T. Howell, MD, MPH; Board Vice-Chair Juan C. Cocuy, CPA;
Board Secretary/Treasurer Effie C. Grear, EdD; and Stephen Coffman.

As we celebrate Lakeside Medical Center's first anniversary, we are grateful for your support. The health and well-
being of our patients always comes first. We are committed to delivering quality care...right here.

Water District Acquires Land to Help Revive the 'River of Grass'

26,800 Acres Provide
Opportunities For Quality
Improvements

BY KAYLA BERGERON
SFWMD

The South Florida Water Management District
(SFWMD) closed, on Tuesday, the purchase of
land from the United States Sugar Corporation,
providing 26,800 acres of strategically located
property south of Lake Okeechobee for Ever
glades restoration.
The $194 million acquisition places 42 square
miles of agricultural land into public ownership
for the construction of water quality improvement
projects that will bring meaningful environmental
benefits to the famed River of Grass.
"Hard work and a steadfast commitment to re
store the River of Grass has successfully brought
to fruition -in an affordable way -an opportu
nity to further improve water quality in the Ever
glades and address important federal mandates,"
said SFWMD Governing Board Chairman Eric
Buermann.
"Once considered out of reach, the District
now has ready access to thousands of acres of
strategically situated property to advance Florida's
steady progress in restoring the Everglades."

Highlights of the acquisition
include:

*Acquisition of 17,900 citrus acres in Hendry
County to improve water quality in the C-139 Ba

sin, where phosphorus loads have been historic
cally high.
This parcel, just west of thousands of acres
of existing constructed wetlands, can be used for
additional water storage and treatment facilities
that would improve the quality of water flowing
into the Everglades.

*Purchase of 8,900 acres of sugarcane land in
Palm Beach County to benefit the Loxahatchee
National Wildlife Refuge by expanding existing
Stormwater Treatment Areas (STAs) and increase
ing water quality treatment for the S-5A Basin, just
southeast of Lake Okeechobee.

*The agreement contains options to purchase
another 153,000 acres for up to 10 years should
future economic conditions allow. The options
to acquire additional lands, which provide fur
their opportunities to benefit the Everglades, Lake
Okeechobee and the Caloosahatchee and St. Lu
cie estuaries, include:

*An exclusive 3-year option to purchase either
a specifically identified 46,800 acres or the entire
153,000 acres at a fixed price of $7,400 per acre.
U.S. Sugar could sell the option property to a third
party but must retain the District's option.
*After the exclusive option period, a subse
quent 2-year, non-exclusive option to purchase
the approximately 46,800 acres at Fair Market Val
ue. U.S. Sugar could sell all or a part of the option
property, but subject to a Right of First Refusal by
the District.

*A subsequent 7-year, non-exclusive option to
purchase the remaining acres at Fair Market Val
ue. U.S. Sugar could sell all or a part of the option
property, but subject to a Right of First Refusal by

the District.

"This acquisition allows access to critical land
south of Lake Okeechobee needed for project
construction that will bring meaningful water
quality and environmental improvements to the
Everglades," said Florida Department of Envi
ronmental Protection Secretary Mimi Drew. "We
thank the Governing Board members for their
thorough deliberation and their commitment to
this once-in-a lifetime opportunity."
In identifying the 26,800 acres for this acquisi
tion, the District evaluated science and engineer
ing factors as well as its existing requirements and
mandates, all of which drive i i... i'... s restore
tion and water quality improvement efforts.

This acquisition, 1... .ii. with additional
lands in the Everglades Agricultural Area already
in public ownership, gives the District access to
more than 40,000 acres of land south of Lake
Okeechobee needed for water quality and resto
ration project construction.
Today's closing is the culmination of more
than two years of work since the District began
negotiations with the U.S. Sugar Corporation in
June 2008 to acquire land south of Lake Okeecho
bee for Everglades restoration.
This downsized, more affordable acquisition
recognizes dramatic changes in economic condi
tions over the last two years, which have resulted
in a decline in District property tax revenues by
nearly $150 million, or 30 percent, since 2008.

And, I am ready to prove it.

Around The Lake: Weekly Football Wrap Up

BY JUSTIN DIAZ
Special to INI
Glades Day
Anyone who bought a ticket to last week's
Glades Day blowout also bought a ticket to the
"Kelvin Taylor Show." The sophomore running
back scored four touchdowns; including a 60
yard rush, a 13-yard rush, a 93-yard rush, and a
90-yard kick return.
"I just go out and win games. I play for the
team," stated Taylor after the game. "We prac
ticed hard and played well; and we have a great
(offensive) line."
The 334 overall rushing yards for Glades
Day was all the proof he needed, as the Gators
dominated Summit Christian on the ground. The
defense was no exception to their great perform
mance; as they held the Saints to 102 total yards
of offense.
The first six Summit Christian drives resulted
in either an interception within the first three
downs or a punt on fourth. It wasn't until their
seventh drive, late in the second quarter, that
the Saints were able to score their one and only
touchdown.
Two of the Gators' touchdowns came on
special teams; including the 90-yard kick return
by Taylor, and also an 80-yard kick return by J.T.
Thornton.
The win over the Saints means the Gators
only need two more district wins to make it to the
post-season.
Glades Day suffered a loss in the second week
of the season to their "unspoken" rival Jupiter
Christian.
The Gators lost the same game last year, but
got another shot at them in the second round of
the playoffs; where they won 45-44 in a nail-biter.
Coach Walker and his Gators plan on follow
ing that same route this year, but for that to hap
pen, they'll need to continue to take it one step at
a time; starting with their tougher opponent this
week, Belen Jesuit at home.

Glades Central
Very few teams are eager to play the Raiders.
No team is eager to play the Raiders on home
coming.
Glades Central, as usual, blew out their op
ponent Boca Raton last week, 40-7. The blowout
was led by Senior quarterback Jamarious Row
ley; who was 11 of 17 for 231 yards and 3 touch
downs.

The majority of the scoring was done in the
second quarter: a 7-yard pass to Jamie Wilson, a
43-yard pass to Kevin Benjamin, a 1-yard rush by
Aaron Baker, and a 42 yard interception return by
Jatavis Brown that was seemingly handed to him
by Bobcats' receiver Keith Byars.
Boca's quarterback Kevin Anderson hit Byars
on the third down pass, across the middle of the
field, which would've given them a first down;
but instead, the inability to gain control of the ball
resulted in a "handoff" to Brown, whose touch
down seemingly ended the game late in the first
half.
The Bobcats' only touchdown came in the
fourth quarter after the Raiders' lead started mak
ing them feel "comfortable" and the inability to
close out the game left the final score at 40-7
rather than a shutout.
Outside the lines, a halftime ceremony was
held to retire the number of New England Patri
ot's running back Fred Taylor. The injured reserve
running back has been one of the most successful
NFL players to come out of Glades Central High. A
humble Taylor stated that he never expected the
ceremony; especially with all of the talent that the
Raiders produce each year.
Fred Taylor (no. 21) joins the only other two
players in G.C. history to be awarded with this
honor: head coach Jessie Hester (no. 42) and

Jimmy Spencer (no. 12).
Coach Hester and his Raiders have run through
every .i i"... ii .' played this season up un
til this point; and plan to do so once again this
Friday against Dillard.

Pahokee
For the fourth week in a row, penalties and the
inability to make plays have plagued the Blue Dev-
ils, and ultimately have led to their 4-loss streak.
As usual, when teams start losing in the area,
the coach ends up on the hot-seat; and despite
having championships under his belt, and work
ing with an inexperienced team Coach Thomp
son has been no exception.
Pahokee was held scoreless until a 90 yard
interception return in the third quarter; but 111
yards worth of penalties didn't make things any
better.
While the Blue Devils had more passing yards
than American Heritage (98 to 89), their 64 rush
ing yards couldn't hold up against American Heri
tage's 456.
The next few games for Pahokee couldn't be
more important; not only to the players and the
fans, but to the coaching staff as well. If Coach
Thompson and his staff are looking to relieve
some of the tension surrounding them, they're
going to need to have a huge game against Pine

Crest this Friday.

Clewiston
Speaking of coaches on the hot-seat, the staff
at Clewiston was at the top of the list; at least
until last Friday. The Tigers opened up their sea
son exactly the way they didn't want to. With the
talent and drive all there for Clewiston, mistakes
and miscommunications have held them back
and brought a lot of pressure on the program as
a whole.
Prior to last week's game, many fans have
been questioning the future of the program. What
used to be known as a powerhouse at Clewiston
has seemingly lost its reputation. It's unarguable
that the past few years in Clewiston have not
gone down how many fans would've liked to
have seen; and this year's 0-5 start has brought
more attention to it than ever before.
Throughout the past few weeks the Tigers
have had to fight through losses, fan-pressure,
quitting players, and even themselves. Needless
to say, tension is high in Clewiston.
But after last week's blowout, the team and
staff may have just bought themselves a little
more time.
Quarterback Andre Rios threw 7-of 11 for 142
yards and three touchdowns; excluding the 17
yard run in the first quarter. Rios also ran for 67
yards on 5 attempts, averaging 13.4 yards per car
ry; on the Tiger's way to a 60-0 blowout/shutout
over Gateway Charter. The Tigers scored through
nearly every medium possible, including: three
passing touchdowns, three rushing touchdowns,
a field goal, a punt return, a safety, and a fumble
recovery in the endzone.
Clewiston's offense put up a total of 289 yards:
142 through the air and 147 on the ground. The
shutdown defense only allowed Gateway Charter
56 total yards of offense.
The district win couldn't have come at a more
needed time for the Tigers.
After suffering through all of the on the field,
as well as off the field confusion, there's finally
some hope in the minds of the Clewiston Tigers.
For the team, the ability to produce another
big time win next week will help them build up
some momentum for the rest of the season.
For some of the staff, job security lies on the
result of the next few weeks. If Coach Roth can
help his team put up another win, he may be able
to silence some of his doubters; but if he doesn't,
he'll be under more pressure than ever before.

The Clewiston High School faculty may rule
in the classroom, but the school's volleyball team
ruled on the court Friday, defeating the faculty
handily in the Faculty vs. Varsity match.
"There was a large student turnout and the
teachers represented themselves well," said
coach Kim Altemeyer. "Special kudos to Principal

faculty coach and a last-minute substitute, com

team during the second set."
On Saturday, the Evangelical Christian JV and
the Bishop Verot freshmen from Fort Myers joined
the Clewiston and Labelle High School JV teams
in the inaugural Clewiston High School Junior
Varsity Invitational Tournament.
Next on the agenda is the Breast Cancer

Oct. 20 versus LaBelle, and district playoffs will
begin Oct. 26 at Cardinal Newman.

never gave up," Ms. White said.
In her nomination letter, Ms. White wrote:
"After completing her prerequisites, she was
accepted into the Certified Nursing Program. Al
though she could see her dream beginning to
blossom, financial burdens began to take their
toll. Greta immediately applied for food stamps
and began working part-time with the Glades
County Health Department as a social worker.
Her meager wages and government assistance
put food on the table and made transportation
easier, but her home was slowly going into fore

closure."
That's when Ms. Gallo reached out to the Ca
reer and Service Center and obtained assistance.
The center helped her apply for financial aid, of
feared her gas cards, uniforms and counseling.
In 2009, she graduated from Palm Beach
Community College, earning a degree in nursing,
passing her license exam on her first attempt.
She is now employed as a Registered Nurse at

"Greta has proven that challenges could not
overcome her," Ms. White said. "She overcame
the challenges."

299.6 acres of sugar cane). The project is known as C-3 Canal Group with
an annual allocation of 56672 million gallons and a total maximum monthly
Conditions. The Project is located Hendry County in
S19,20,29,32/T43S/R31E; S32-34/T43S/R30E; S4-9,16-21,28-33/T44S/
R31E; S1-18,23-27,34-36/T44S/R30E; S13/T44S/R29E; S4-9,16-21,28-33/
T45S/R32E; S1-36/T45S/R31E; S1-4,10-14,23-36/T45S/R30E, generally lo
cated west of County Road 833, South of State Road 80, within the vicinity
of Sears Road, Collins Slough Road, Loop Road, Off Road Grade Road and
C-3. The use is reasonable-beneficial, will not interfere with any presently
existing legal use of water and is consistent with the public interest. The
permit was issued September 27, 2010 to Barren Water Control District at
P.O. Box 1606, LaBelle, Florida, 33975.
The Permit and Staff Report, including limiting conditions to provide rea-
sonable assurances that the projects meet SFWMD statutes and rules can
be obtained by contacting Elizabeth Vegulla, Deputy Clerk, during normal
business hours, 8:00 a.m. to 5:00 p.m., Monday through Friday, except le-
gal holidays, at 3301 Gun Club Road, West Palm Beach, FL 33406 or by
telephone at (561) 686-8800 extension 6739.
The Districts agency acbon as set forth in the Staff Report shall become
final unless a bmely petition for an administrative hearing is filed under Sec-
tions 120.569 and 120.57 of the Florida Statutes before the deadline for fil-
ing a petition. The procedures for petitioning for a hearing are set forth
below, followed by the procedures for pursuing mediation.
A person whose substantial interests are affected by the District's permit
ting decision may petition for an administrative proceeding (hearing) under
Sections 120.569 and 120.57 of the Florida Statutes. The petition mus
contain the information set forth below and must be filed (received) in the
Office of the Clerk at the SFWMD Headquarters at 3301 Gun Club Road,
West Palm Beach, FL 33406. Pursuant to Rule 28-106.104 Fla. Admin. Code,
any documents received after 5:00 p.m. shall be filed as of 8:00 a.m. on the
next regular business day. Filings by e-mail will not be accepted. A copy of
the Petiton must also be mailed at the time of filing to the persons named
above at the address indicated. Failure to file a petition within the 21 days
of publication of notice, or other receipt of the written notice, whichever
first occurs first, constitutes a waiver of any right such person has to an ad-
ministrative determination (hearing) pursuant to Sections 120.569 and
120.57, Fla. Stat. as provided by Subsection 28-106.11(4) Fla. Admin. Code.
The petiboner shall mail a copy of the petition to the applicant at the ad-
dress indicated above at the bme of filing.
A petiton that disputes the material facts on which the District's action is
based must contain the information set forth in Rule 28-106.201(2), Fla. Ad-
mm. Code, including:
(1) Identification of the action being contested, including the permit
number, application number, District fle number or any other SFWMD
identification number, if known.
(2) The name, address and telephone number of the petitioner and peti-
boner's representative, if any.
(3)An explanation of how the petitioner's substantial interests will be af-
fected by the agency determination.
(4)A statement of when and how the petitoner received notice of the
SFWMD's decision.
(5) A statement of all disputed issues of material fact. If there are none,
the petiton must so indicate.
(6) A concise statement of the ultimate facts alleged, including the specific
facts the pebtioner contends warrant reversal or modifcabon of the
SFWMD's proposed acbon.
(7) A statement of the specific rules or statutes the petitioner contends
require reversal or modification of the SFWMD's proposed action.
8) If disputed issues of material fact exist, the statement must also in-
dude an explanabon of how the alleged facts relate to the specific rules
or statutes.
(9) A statement of the relief sought by the petitioner, stating precisely the
action the pebtioner wishes the SFWMD to take with respect to the
SFWMD's proposed acbon.
A pebtion that does not dispute the material facts on which the District's
action is based shall state that no such facts are in dispute and otherwise
shall contain the same information as set forth above, as required by Rule
28-106.301, Fla. Admin. Code. Because the administrative hearing process
is designed to formulate final agency action, the filing of a petition means
that the District's final action may be different from the position taken by it
in this notice.
The procedures for pursing mediation are set forth in Section 120.573 Fla.
Stats, and Rules 28-106.111 and 28-106.401-405 Fla. Admin. Code. The
SFWMD is not proposing mediabon for these agency actions under Section
120.573. Fla. Stat. at this time.

Mosquito
Continued From Page 1

Clewiston. As a rep to the city's newly contracted
mosquito spray company, Fleming Pest Manage
ment out of Lehigh Acres, he intends to fight the
little flying scoundrels in the air, and he shall fight
them on the beaches ... of Lake O on an ATV
Douglas Wilson, sales manager, has been in
the business ever since he left his job managing a
hardware store as a young kid. A friend clued him
in on an opportunity with a company that sprayed
for mosquitoes and he thought, "Why not?"
Answering that question brought him to
Clewiston for the first time last Wednesday with
two of his workers one of them his own son
drawing up maps for areas to target and putting
a game plan for killing as many mosquitoes as
possible.
On this day the winds were blowing unusu
ally and the group seemed to think the little bugs
would sit this one out. While they waited for the
wind to die down a little critter perched itself on
Doug's forehead and started sucking up blood.
"I think they're growing muscles in this wind,"
says Jason Lincoln, a spray tech who will be as
signed full-time to the Clewiston area.

Regular spraying
Clewiston is special for all of its canals, the
mosquito-breeding water lettuce from whose
roots the tiny insects take residence before their
evening flights, as well as the low-lying areas
outside of the rim of the lake; not to mention the
flooded farming lands that surround the city. It all
adds up to a perfect storm of mosquitoes.

The crew was surprised to learn that traps that
gauge how bad the mosquito situation is cap
tured 700 or 800 mosquitoes while other areas
Doug covers manage only 200 or 300.
"I want to get to the bottom of it," he says.
Doug knows all there is about mosquitoes,
right down to their scientific classifications, and
the unique attributes of each of the five sub-spe
cies found near the lake. He knows, also, ii ,, ..
can never truly be rid of mosquitoes, just as you
can never expect to be truly rid of cockroaches.
He suggests residents wear mosquito repel
lant, but admits that too many have other things
on their minds to worry about carrying an extra
bottle. Asked if he had any on him that night, he
said he never carries any.
He's paid dearly for it, including one time
when 400 of them stung his arm it was numb
for three days.
But one look at his truck, carrying a monster
sized bottle of Off! (actually an insecticide), is all
the answer you need to know. On this night, he
took to the back alleys, the dark corridors behind
people's homes, the sloping angle of the boat
ramp to steer the spray in the direction of the
men and woman at the bar. He drove slowly, no
more than ten miles an hour releasing 8 ounces
each minute, so that the grayish cloud of spray
wouldn't get trapped underneath the truck from
the current of air hitting the vehicle.
"Once it hits the ground, it's useless," he said.
The insecticide works strangely. Attacking a
mosquito's nervous system -or a fly's or similar
sized bug's nervous system, it won't harm some
thing as big as a moth -the mosquito's legs fall
off and the insect loses its ability to fly to its pes
tering routes. It doesn't die immediately, falling to
the ground within just a few minutes, but taking

as long as 20 minutes before releasing its final
buzzing hum.
It's almost sad. Except it isn't.
Doug's company will be out in Clewiston al
most every day, a part of the bid package the city
was offered. During the day the team will monitor
more active breeding locations and at night will
spray for the bugs.
Whereas other areas like Palm Beach Coun
ty rely on a certain number of complaints from
residents before authorizing a spray in their area,
Doug hopes to be more pro-active, less reactive
in Clewiston.
"We're doing things a little bit differently," he
said.
Together with his son, Brad, a natural blood
hound when it comes to finding breeding sites,
and Jason, Doug hopes to kill no less than 85 per
cent of all mosquitoes.
"It's not gonna happen overnight, but I think
within a week we'll be in good shape," he said.

A new tomorrow
Back to the bar. If it's bad enough for patrons
having to sway away the bugs, imagine the work
ers. Workers here poke light-heartedly at the
subject, though it's easy to tell that sinister grins
would not be suppressed if Doug actually man
aged to catch them all.
"I hate them," Alicia Morrell, who can be found
serving drinks nightly, says smiling. "They're re
ally bad."
Since April when she first took the job, Alicia
has had to do battle with the little bugs, some
times wearing repellant, sometimes not. Her skin
doesn't handle the Off! well so she just swats the
little bugs away.

Tiki Bar patrons have their options
when it comes to mosquitoes.
On the other side of the bar, Sergio Filion, a
bartender, has his own way of making do without
mosquito repellant.
"I'm always moving around. If I stop, they bite
me," he said on Wednesday.
And yet, there's one last bar patron. Maneu-
vering his wheelchair around the tables, he says
he doesn't really have an issue with mosquitoes.
"They don't bother me that bad. I've been out
here too long," he said.
Others nod in agreement.
