As the various elected members
of the Port of Palm Beach weighed
their choices for a site which will
house a planned inland port, stake-
holders in Western Palm Beach,
Hendry, and St. Lucie counties
hoped to land the coveted deci-
sion.
Despite concerns from nearly
every corner of the political and
governmental spectrum, as well
as demonstrations by environmen-
tal groups, the port selected a site
near South Bay, owned by Florida
Crystals, as the location for the de-
velopment.
"We are very pleased by the Port
of Palm Beach Commissioners' se-
lection of Florida Crystals as their
partner in the pursuit of an Inland
Logistics Center at the Okeelanta
site," said Gaston Cantens, Vice
President of Florida Crystals.

Florida Governor Call, a critic of Winfield
Scott's command in Florida, had written his
dear ole friend, Andrew Jackson, the Presi-
dent of the United States, a bold letter de-
scribing how he could bring closure to the
Second Seminole Indian War.
Call had long been a loyal and sympa-
thetic acquaintance of Andrew Jackson, so
how could the president refuse such a fine
friend?
The Governor was placed in command
of the Florida Theater and given the presi-
dent's blessings to bring the Seminole War
to an end.
However, it wasn't long before Governor
Call's campaign began to unravel as well as
his future prospects in the White House.
It soon became apparent that Governor
Call's plans, like those of the former General
Winfield Scott, worked tactically on paper,
but never quite captured the full essence of
the Florida Wilderness.
Impregnable swamplands, diseases, and
a multitude of other undermining factors lit-
erally shredded the Governor's plans.
Initially, Fort King was to be the pivot
point to launch an attack on the Seminole
Nations stronghold that was located at With-
lahoochee Cove.
The campaign plan changed in the sum-
mer of 1836, when the summer sickness
slithered in like a great serpent, squeezing
the life out of Fort King, Fort Drane and Fort
Defiance.
The abandonment of these three forts
and their strategic locations ended the Gov-
ernor's bold plan.
The old saying, "When at first you don't
succeed, then try again" became Governor
Call's new strategy.
Governor Call birthed a new plan that
required the employment of steamboats, to
deliver supplies to four key staging points.
The military would launch its campaign
from three staging points: Tampa, Volusia
and Suwannee Old Town. Later, a fourth
depot base was created along the Withla-
coochee River and used as a staging point.
A fever, ridden Governor Call launched
his late campaign on Sept. 18, 1836.
Several skirmishes took place as troops
started moving from their staging points to-
ward the Withlacoochee Cove.
Colonel John Warren's men fought the
Seminoles west of Gainesville in a short
battle, while friendly Creeks, lead by Colonel
Lane, engaged the Seminoles further north.
On Sept. 29, 1836 Governor's Call's main
column crossed the Suwannee River and
prepared to march against the Seminole's
homeland.
His large main column was divided into
two smaller columns: one column traveled
on barges towed by a steamboat up the
Withlochoochee River, to the fourth desig-
nated depot site.
The second column, provisioned with
ten days of rations, hurriedly set out for Fort
Drane, where it would launch a frontal as-
sault.
The second column of soldiers arrived
at Fort Drane and was greeted by the burnt,
charred fort, void of any Seminole activity.


The alert Seminoles had simply melted into
the liquid green landscape without a trace.
The Seminoles were gone, but a new
threat arose from the pit of each weary sol-
dier's stomach, a low rumbling sound that
announced hunger and possibly famine.
The soldiers had used most of their ten
day rations and now bore the insatiable
pains of hunger that hounded both the sol-
diers and horses. Luckily, a relief column,
commanded by Major Pierce, arrived in a
timely manner with additional troops and
supplies for two days.
With new troops and supplies, Governor
Call had a combined force of 1,350 men to
launch an attack on the Seminole Nation's
heartland. Operating with only limited sup-
plies, he immediately set out for the Semi-
nole stronghold.
A long the way, the force encountered a
small group of Seminoles as it neared the
Withlachoochee River, killing fourteen in
a brief skirmish. The successful skirmish
turned out to be the only success in the
campaign.
When the second column reached the
river, it received relentless fire from the Sem-
inoles that lay hidden on the river's opposite
bank.
The fierce fire kept the soldiers at bay and
prevented them from crossing the river. The
invasive army had been stopped by the Sem-
inoles and was now immobile, while its sup-
plies for two days continued to diminish.
The situation was critical, so Governor
Call called a council of war with his officers
to decide on the next move.
The army had two choices. Either return
to Fort Drane or follow the river to the desig-
nated supply depot that the first column was
to set up. The general census was to find the
cached supplies, rather than return back to
Fort Drane.
The march to find the stowed supplies
became agonizing for men and beast alike,
as supplies dwindled away.
The arduous march started killing the
famished horses, forcing the already weak-
ened cavalry soldiers to burn the saddles of
their expired steeds, rather than carry them.
It is estimated that 600 horses died during
this campaign.
The designated depot of stowed sup-
plies was never found, forcing a disgruntle
column of hungry men to retrace their steps
all the way back to Fort Drane. The depot
was never found because the steamboat
Izard, while towing the barges of men and
supplies to the intended depot location, was
caught on a sandbar and destroyed.
The troops in the barges were forced to
convey the supplies overland and delayed by
the rough terrain. They arrived at the desig-
nated site five days after Governor Call's col-
umn had marched back to Fort Drane.
The starving second column remained at
Fort Drane, until it was supplied by friendly
Creek Indian warriors, who arrived October
19, 1836. The trip must have been unpleas-
ant for their commander, Colonel Lane,
because that same day, he killed himself by
plunging his sword into his right eye, then
into the brain.
The supplies and additional troops set
Governor Call to planning again on how to
bring the Seminole War to an end. Some of-

ficers weren't as optimistic as Governor Call
about a new campaign, since his previous
campaign had failed to bear fruit. Governor
Call's long time friend, President Andrew
Jackson, was enlightened by some disgrun-
tle offers concerning the failure of Governor
Call's bold plan. President Jackson became
somewhat perturbed when told that Gover-
nor Call had marched troops to the Semi-
nole heartland and then turned back.
Andrew Jackson, being a man of action
(old Hickory), saw the failed campaign as
the fault of Governor Call, whom he now
viewed as a unqualified commander. Presi-
dent Jackson was so unhappy with Gover-
nor Call's performance that Secretary of War
Butler, wrote Governor Call a harsh letter, re-
lieving Florida Governor Call of command.
Governor Call was informed that a new
commander had been assigned to the Flori-
da Theater, his name was General Jesup.

Carolyn Faye Bishop, 66
CLEWISTON Carolyn Faye Bishop, age 66,
of Clewiston passed away after a long coura-
geous battle of cancer on Dec. 17, 2009, in Le-
high Acres.
Carolyn was born in Pensacola, Florida on
Oct. 20, 1943, to Thomas and Lillie Raines La-
gos. She married Albert Bishop, he survives.
Carolyn was a homemaker.
Surviving are her husband of 48 years, Albert
of Clewiston; son, Michael (wife Rosemary)
Bishop of Clewiston; daughters, Mary Ann Dot-
son of Clewiston, Judy Albritton of Bay Saint
Louis, Miss., and Debra (John) Hunter of Na-
ples, Florida; brothers, Eddie Lagos, Gene La-
gos, George (Shirley) Lagos and Richard
(Debbie) Lagos; sisters, Judy Billings and Lois
Howerton. Carolyn has 13 grandchildren. Caro-
lyn was preceded in death by her son, James Al-
bert Bishop; and one brother, Raymond Lagos.
Funeral services were held at 2 p.m. Monday,
Dec. 21, 2009, in Akin-Davis Funeral Home
where Rev. Earl Cline officiated. Visitation was
held one hour before services in the funeral
home. Burial was in Ridgelawn Cemetery. Ar-
rangements were entrusted to Akin-Davis Funer-
al Home Clewiston.

Dale B. 'Barney' Mortorf, 80
MOORE HAVEN Dale B. "Barney" Mortorff,
age 80, of Moore Haven, passed away on Dec.
16, 2009, in Hendry Regional Medical Center.
Dale was born in Indiana on July 23, 1929, the
son of Dale and Ida Mae Greene Mortorff, Jr. He
worked for over 16 years for Glades County
Landfill. He proudly served his country during
the Korean War in the United States Army.
Survivors include his long time companion,
Jean Kessler of Moore Haven; son, Dale Mor-
torff, Jr of Moore Haven; daughters, Mary Jane
and husband James Nichols of Looneyville,
WVa., and Cindy and Bob May of Wallback,
WVa. Dale had eight grandchildren and ten
great-grandchildren.
Graveside services were 10 a.m., Monday,
Dec. 21, in Ridgelawn Cemetery in Clewiston
where Military Honors were conducted by the
United States Army Funeral Honor Team. Ar-
rangements were entrusted to Akin-Davis Funer-
al Home- Clewiston.

Nellie Maxine
Bishop Franklin, 70
LEHIGH ACRES Nellie Maxine Bishop-
Franklin, formerly of Clewiston, passed away
Tuesday, December 15, 2009, from a fatal ill-
ness. She was 70.
She is the beloved daughter of Alva Orville
Bishop and Myrcie Marie Nobles, and sister to
Alvin J. Bishop of Kentucky, Carolyn Rector and

CLEWISTON Joseph Olien Davidson, III,
age 62, of Clewiston, passed away Dec. 20,
2009, in Fort Myers.
He was born Nov. 23, 1947, in Clewiston, son
of the late Joseph Olien Davidson Jr. and the
late Mitzie Helen (Faircloth) Davidson. He
proudly served in the Army as a Military Police-
man.
Survivors include his wife, Gail Thompson
Davidson; son, LCDR Joseph Olien Davidson,
IV,USN (Kelly) of San Diego, Calif.; brother,
Rollin Wayne Davidson (Shelly) of Clewiston;
sisters, Carol Jean Underwood (Mitch) of Ocala,
and Kathy Sue Ford (Kenneth) of Hampton; un-
cles, Boe Davidson (Janice) and Al Faircloth;
nieces and nephews, Jamie L. Ramos, Chris R.
Underwood, Kenneth Andrew Ford, Reid 0.

Virginia M. Conrad, 84
VAN WERT, Ohio Virginia M. Conrad, 84,
passed away at 7:09 a.m. on Saturday, Dec. 19,
2009, at the Van Wert Inpatient Hospice Center.
She was born on
March 19, 1925, in
West Baden, Ind.
The daughter of the
late Harry and Mattie
(Fisher) Morrison,
she was the young-
est daughter in a
family of nine chil-
dren.
In 1943 she gradu-
ated from West Ba-
den High School,
and on
July 22, 1945, she married Everett G.
Conrad, who preceded her in death on April 3,
1989.
In her younger years she was a homemaker,
who enjoyed golfing and was an avid bowler.
With age, she developed many new hobbies
such as, wintering in Florida, shelling, and play-
ing cards. Most of all she loved spending time
with the family and friends whom she loved and
adored.
She is survived by four children, Ed (Jill) Con-
rad, Shirley Jarvis, Steve Conrad, and Marlene
(Dick) Jones, all of Van Wert, Ohio. Other survi-
vors include seven grandchildren, Christy (Mike)
Wortman, Joel (Cindy) Jarvis, Chad Conrad,
Josh (Krista) Jarvis, Nathan Conrad, Ty (Kristen)
Conrad, Stephanie Conrad; and two step grand-
children, Ed (Brenda) Agler, and Doug (Sun
Cha) Agler. She is survived by eight great-grand-
children, and she will be helping to guide one
more great-grandchild into this world in a few
days. She was preceded in death by five broth-
ers, three sisters, and her son-in-law, Daniel Jar-
vis

p.m., Tuesday, Dec. 29, at Alspach-Gearhart Fu-
neral Home and Crematory, Van Wert, Ohio.
Funeral services will be held at 3 p.m. Tuesday
Dec. 29 at Alspach-Gearhart Funeral Home and
Crematory with the Rev. Jon Exman officiating.
Private family burial will take place at Wood-
land Cemetery, Van Wert, Ohio.

Marcos 'Junior' Moreno II, 25
CLEWISTON Marcos "Junior" Moreno III,
age 25, of Clewiston passed away Dec. 13, 2009.
Junior was born on Nov. 24, 1984, to Marcos
and Irma Casanova Moreno, II in Belle Glade,
Florida. Junior was a very outgoing, kind, loving
and fun person. He loved to be outdoors. Junior
was very much in fishing, hunting, skeet shoot-
ing and anything else that had to do with the
woods. He worked as a mechanic for Caloosa
Transport. Junior was fascinated with cars, he
also like to "free style", Bar-BQ and just hang out
with his friends and family. Junior was a strong
hearted person and was always quick to help
someone in need.
He leaves behind to cherish memories, his
parents, Marcos and Irma; his children, Marcos,
IV, Alicia Moreno, and Maryann Moreno, Junior
had another baby on the way.; his fiancee Daisy
Ann Diaz; and two sisters, Sarah Moreno and
Irma Linda Quintena.
Funeral services were held 11 a.m. Saturday,
Dec. 19, in Akin-Davis Funeral Home with Rev-
erend Miguel Moreno officiating. Visitation was
held Friday evening, Dec. 18, in Akin-Davis Fu-
neral Home from 2 to 4 p.m. and 6 to 8 p.m.
Burial was in Ridgelawn Cemetery Clewiston.
Akin-Davis Clewiston was in charge of ar-
rangements.

On January 1, 2010, Hendry Regional
Medical Center will institute a 'no tobacco,
smoke-free' policy inside the hospital, on all
its sites and campuses, and on all associated
parking lots. Currently, employees, medical
staff and visitors must go outside the facili-
ties to use tobacco products, but as the New
Year begins, tobacco use will be prohibited,
both inside and out. Signs will be posted
around the hospital campuses to alert visi-
tors of the change.
A stop-smoking team, consisting of hos-
pital employees, began working months ago
to identify and implement ways to ease the
transition for people who were using tobac-
co. The team concurred that "The new poli-
cy is the right example for healthcare provid-
ers to set for the community. Our hospital
wants to provide an appropriate healthcare
environment."
The Centers for Disease Control and Pre-
vention estimates that each year nearly one
in five U.S. deaths result from tobacco use,
and statistics show that approximately $150
billion is spent each year in healthcare for
smokers.
For those who want to take this opportu-
nity to stop smoking, the hospital is offering
free smoking cessation classes. Call David
Theroux, Cardiopulmonary Director, at 863-

ing the class schedules.

Celebrate the Wonder

Often what we see and we hear in life
depends not so much upon the events as
much as who we are as people.
It's not just what is out there but what's
inside of us.
Thus, two people can see and experience
the same thing and one person says, "It's a
miracle," while another says, "It's coinci-
dence."
I firmly believe that two people there
that first Christmas in Bethlehem could
have heard and seen two entirely different
scenes.
Many missed what was happening in
their midst. I wonder what I would have
seen and experienced had I been there that
night.
Would I have heard the choirs of angels
singing or simply the sounds of barnyard
animals shifting around. Would I have seen
the star in the sky that night or simply a man
traveling with a pregnant teenager?
Would I have been so occupied with
what was going on around me that I would
have missed the divine occurrence that was
going on around me?
If you had been in Bethlehem that night
would you have seen and experienced?
Would you have been able to celebrate the
wonder?
You can answer that by asking yourself
what you saw this Christmas season. Have
you been so preoccupied with getting ready
for Christmas that the reason for the season
has been secondary?
When you watched the 6:00 news did
you see just the chaos and strife or a prayer
opportunity?
When you went out to do your shop-
ping did you see only crowds of people in
the stores or did you notice the worried and
stressed on some of their faces?
And in the midst of the sounds of honk-
ing horns and people arguing over places in
line, did you offer a smile or a word of peace
or just hurry on your way?
In the hustle and bustle of the season,
could you hear the sound of laughter that
will be coming because you furnished toys
for children in need, or gifts and food for in-
dividuals and families?
You see, so often what we see and what
we hear is not just dependent upon the event
but upon ourselves.
If you did in fact hear the cry from the
lonely, the laughter of poor children, if you
saw the sheep without a shepherd and took
opportunities to pray for them, then you
might just have seen the events that took
place in Bethlehem that night.
If you lacked that spiritual seeing and
hearing then you probably would have been
with the many who were present but who
saw or heard nothing out of the ordinary.
In the end perhaps one of our carols
words it best: "No ear may hear his coming,
but in this world of sin. Where meek souls
shall receive him still, the dear Christ child
enters in."

Christmas is for sinners!

Christmas, with its gaiety and gifts, it
make believe and merriment, is especially
welcomed by children.
Excitement among youngsters never
reaches a higher peak than during the Christ-
mas season.
As children happily tell Santa what they
want for Christmas, so their eyes grow large
with wonder while gazing longingly at the
toy display, as they dance merrily about the
big tree on Christmas Eve, it is easy to be-
lieve that Christmas is for children.
And yet, underneath all the laughter and
tinsel and high spirits lies a deeper and more
solemn meaning.
It is fully grasped only by the Christian
believer.
The non-believer does not comprehend
that the greatest miracle of the ages took
place when, centuries ago, God became
man!
When we see this deeper significance,
we move toward the belief that Christmas is
for Christians.
But this is not quite true, either.
Although Christmas is a time of special
delight to children and special significance
to Christians, it is not primarily for either
group. CHRISTMAS IS FOR SINNERS!
In fact, the first promise of Christmas
came because sin entered the world.
It appears in the third chapter of Genesis,
immediately after man's rebellion against
God. The seed of woman would bruise the
head of Satan.
The Christian message is directed to sin-
ners. Joseph the carpenter was told by the
Angel that the reason for the birth of Jesus
would be to "save his people from their
sins."
When the Child was born, Simeon, a de-
vout man of Jerusalem, recognized Jesus as
the sinners' ONLY HOPE. When he saw the
Child he exclaimed: "Lord, now lettest thy
servant depart in peace, for mine eyes have
seen THY SALVATION."
Simeon realized that God gave Christmas
to sinners!
Several years after the birth of Jesus the
apostle Paul, who never ceased to marvel at
God's great Blessing, said: "This is a faithful
saying, and worthy of all acceptation, that
CHRIST JESUS CAME INTO THE WORLD
TO SAVE SINNERS."
The first Christmas message, delivered by
a choir of Angels, was directed to sinners.
The Angels did not tell of the birth of a
new Teacher. That would have been good
news to scholars.
Nor did they announce the advent of a
Philosopher good news to mystics. It was
not the birth of one who should have been
good to Moralists.
Instead, they brought word of the birth of
a Savior good news to SINNERS!
Whoever else may benefit by this day we
call Christmas, the sinner benefits most. It is
for his salvation that Christmas was given.
Unless the message of Christmas is the
message of redemption, the meaning of
Christmas has been lost.
Is it any wonder that the coming of Jesus
into the world was heralded by the singing
of Angels?

Driver training classes
Hendry County School District is recruit-
ing substitute bus drivers. Training classes
will begin January 19, 2010. Class time will
be 8:30 a.m. to 3:30 p.m. Classes will be
held at the LaBelle bus compound located at
4040 Cowboy Way. Applicants are required
to have their CDL driving permit before the
Behind-the-Wheel training begins. Require-
ments to become a school bus driver in-
clude: drug testing, fingerprints, background
check, driver's motor vehicle report and a
physical. Anyone interested in attending the
training class should contact the Transporta-
tion Department Office at 863-674-4115. An
application and a copy of valid Florida Driv-
er's License must be turned into the School
Transportation Office at 4040 Cowboy Way
on or before January 8, 2010.

All Cancer survivors
If you are a cancer survivor we need
you to fill out a cancer survivor form. These
forms are sent to the American cancer so-
ciety. All mailings will come from them.
Your information is kept confidential. You
should be able to get this form from your lo-
cal pharmacy. Forms need to renewed every

Christmas: A matter of see-
ing the reason for it all

Saint Martin's Church, Clewiston
There is something special about all of
the months of getting ready now, coming
down to a final few hours.
The shopping and planning, the prepara-
tion for guests and sending cards, the hours
devoted to wrapping presents and visiting
special people; it all culminates in an hour


or so that the faithful spend worshipping at
Christmas.
There is something ironic about it all;
with all of the busy-ness and what has be-
come secularization, it is easy to forget the
real reason for Christmas.
It is about God's Son coming to earth, the
message of salvation and hope He brought,
sharing this life and knowing first-hand the
joys and hardships of being human, and
promising that we can have all that He gives
to His people.
The real "reason for the season" is about
a baby born into the world; full of hardships
and difficulties and yet triumphing over it
all.
Saint John expresses it perfectly; "For
God so loved the world that He gave His
only-begotten Son that whoever believes in
Him shall not perish but have eternal life. For
God did not send His Son into the world to
condemn the world but to save the world
through Him (John 3;16-17)."


We who celebrate Christmas by remem-
bering others and gift-giving can so easily
forget the gift we have received when God
Himself came into our world.
The story recalls hardships; travel of a
young couple at a difficult time, living in a
land occupied by a foreign power, being un-
der the rule of a crazed tyrant who wanted
to destroy the infant, having no place avail-
able to give birth or find comfort.
In the midst of it all, though, there was a
guiding star and the message of "Peace on
Earth" was heralded. In many ways, it would
seem we have not changed.
We are in the midst of two wars, eco-
nomic difficulties and uncertainties cloud
our security, global climate issues threaten
our very existence, people fear over the loss
of livelihoods and there is no more certainty
about jobs or what tomorrow will bring.
Jesus' time, as well as our own time, was
not an easy one.
Yet in spite of it all, God comes into the


world to share it in its fullest; the good and
the bad, the weak and strong, the beautiful
and ugly of all human life.
He will make a final offering of Himself
for it; because it is weak but not defeated,
fallen but not destroyed, difficult but not be-
yond His saving grace.
The real Christmas is about the beginning
of this message; initially seen by shepherds
and wise men, and then a small band of fol-
lowers, until it is finally recognized around
the world.
May we see it once more, and may there
be a special moment of worship in our
hearts and lives; remembering God's prom-
ise and offering to all "Peace on Earth, Good
Will to Humanity."

General Superintendent
Hendry County is seeking a General Su-
perintendent to assist the Public Works
Director for directing and coordinating ac-
tivities of the Road and Bridge Depart-
ment. The individual must have a high
school diploma or general education de-
gree and eight years of supervisory expe-
rience in the construction, repair, and
maintenance of streets and/or public
works. Must have knowledge of equip-
ment procedures and techniques used in
road and bridge maintenance with a wide
range of public works, construction, re-
pair procedures and practices. Knowl-
edge of occupational hazards, safety
precautions, and pesticides in the work

sioners will hold a Public Hearing on Tuesday, January 12, 2010, at 5:05
p.m., in the Commission Room, Clewiston City Hall, 115 West Ventura
Avenue, Clewiston, Florida, to consider an ordinance relating to impact
fees:

HENDRY COUNTY, FLORIDA, EXTENDING THE TEMPORARY SUS-

SUMMARY: The Bureau of Indian Affairs (BIA) has issued a Finding of No
Significant Impact (FONSI) for approving the construction and lease of an
organic processing/compost facility on John's Family Enterprises trust prop-
erty on the Bnghton Reservation of the Seminole Indian Tnbe of Flonda.
The BIA has approved and adopted the revision of the Environmental As-
sessment (EA), dated December 2009, prepared by the Seminole Tnbe of
Flonda Environmental Resource Management Department and entitled "En
vironmental Assessment, John's Family Enterpnses, LLC Lease Site, Semi
nole Indian Tribe of Flonda, Bnghton Reservation, Glades County, Florida".
This EA has been adopted and FONSI issued for the approval of the facility
construction and lease of trust lands in compliance with the National Envi-
ronmental Policy Act (NEPA) of 1969.
NOTICE: This is a Notice of Availability (NOA), that the EA and FONSI for
the Federal action of approving the proposed facility construction and lease
of trust property are available for public review. The BIA has approved and
adopted the above referenced EA which addressed this proposal. The FON-
SI determination was based on review and analysis of the information in
the EA. Based on the EA, it has been determined that the action will not re-
sult in significant impacts to the quality of the human environment, there-
fore, an Environmental Impact Statement is not required. You may obtain a
copy of the EA and FONSI from the BIA Eastern Regional Office or the En-
vironmental Resources Management Department of the Seminole Tribe of

EXECUTIVE SUMMARY: The proposed rule establishes the policy for ven
dor/contractor background screening requirement.
STATEMENT OF REGULATORY COSTS: The proposed policy revision wil
create no additional district economic impact in excess of $100.00 except
for the costs of printing and distributions.

Meeting Room, 475 E. Osceola Avenue, Clewiston, FL at 5:30 p.m. or as
soon thereafter as the matter may be heard on January 12, 2010.
Notice: Any person who wishes to provide the School Board with informa
bon regarding the statement of estimated regulatory costs, or to provide z
proposal for a lower cost regulatory alternative must do so in writing within
21 days after publication of this notice.
Notice: If requested in writing and not deemed unnecessary by the Agen
cy Head, a Rule Development Workshop will be held at a time and date tc
be advertised in the future.
Notice: The procedure for obtaining a public hearing on this proposed rule
is to request, in writing, a hearing. The request shall be submitted to the

Notice is hereby given that the Local Planning Agency of Hendry County (LPA) will hold a public hearing on the following petitions on January 13, 2010 at 6:00 p.m., at the Hendry County Courthouse, Commission Chambers, 25
E. Hickpochee Ave, LaBelle, Florida. The LPA will determine if the application is consistent with the Hendry County Comprehensive Plan and will review the applications for consistency with the Hendry County Land

PUBLIC NOTICE
FOR DISASTER RECOVERY FUNDING APPLICATION
Glades County intends to apply for disaster recovery funding in the amount
of $200,924.00 provided by the U.S. Department of Housing and Urban De-
velopment (HUD) to assist the State of Flonda in recovering from effects of
the 2008 Tropical Storm Fay. This funding will be administered by the
Flonda Department of Community Affairs (DCA) and can only be used for
selected activities that are directly related to the disaster Activities that
are typically eligible for funding under the Community Development Block
Grant (CDBG) Program are eligible projects if no other funding is available
to meet the need. Applications are due to DCA no later than January 15,
2010.
Glades County intends to make application for the following projects:
Housing Activities: $200,924*
Rehabilitation of Homes $ 62,009.24
Demo/Replacement Homes $100,000.00
Temporary Relocation $ 5,762.30
Affordable Rental Housing Activities $ 28,129.36
Grant Administration: $ 5,023.10
Total Grant Application: $200,924.00*
*Includes Activity Delivery Costs
It is proposed that all of the available funding will be used for housing re-
lated activities on homes/units that were damaged by the effect of the fed-
erally declared disaster Tropical Storm Fay in Glades County and the City of
Moore Haven. All activities are identified in the Glades County Local Mitiga-
tion Strategy. There are no other County funds available for these improve-
ments. Please also note that the budget amounts are estimates and are
subject to change as the application is developed.

This funding will assist Glades County in recovering from the effects of
Tropical Storm Fay. Only pnority projects for which there is no other
source of funding can be paid for with these funds.

PARAAPLICACION DE FONDOS PARA RECUPERACION DE DESASTRE
El Condado de Glades tiene la intencio6n de aplicar para fondos para la
recuperaci6n de desastre en la cantidad de $200,924.00; proveidos por el
departamento EE.UU. de Vivienda de Desarrollo de Urbanizacion (HUD)
para asisbr el estado de Flonda recuperar de los efectos de la Tormenta del
2008, Tormenta Tropical Fay. Estos fondos seran administrados por el De-
partamento de Asunto de Comunidad del Estado de Flonda (DCA)y solo
podra ser utilizado para actividades seleccionados cual son directamente
relacionados a los efectos de la tormenta tropical. Actividades tipicamente
son elegibles para fundacion bajo el program de Desarrollo de Comunidad
(CDBG) son proyectos elegibles done no hay otra fundacion para satisfac-
er la necesidad. Aplicaciones para los fondos tiene la fecha de vencimiento
el dia 15 de Enero 2010.
El Condado de Glades tiene la intencion de completar la aplicacion con los

holidays.
The toys that were given to Ms. Hill were
a part of this year's toy drive, organized by
Sheriff Steve Whidden and the Hendry Coun-
ty Sheriff's Office, the deputy explained.
"We're trying to get toys to bring our
communities together. A lot of people are
unemployed or out of work."
He said the first batch of toys, donated


by members of the community and the
sheriff's office, had arrived that day, and Ms.
Hill's was among them.
The sheriff himself could not be found at
the sub-station. He was in Montura, distrib-
uting toys to children there.
Ms. Hill continued offering praise, and
sang choruses of Christmas songs here and
there.
"Let's come together in love," she urged.
"We're not taking people to jail, we're giving
them presents."
And she left the same way she came,
shouting out loud.
"I can't be quiet! I won't be quiet!"

ronmental groups have publicly opposed
the choice, arguing that the vote means very
little in light of issues raised by the state, the
partnering ports, and the idea that the proj-
ect concept is pinned on future commercial
ventures that may never materialize.
At issue is a proposed 3,500 project to site
a distribution center to connect commer-
cial activity through rails and access to U.S.
27, relying on the support of ports in Palm
Beach, Broward and Miami.
Glades residents and leaders have looked
toward the project as the next great eco-
nomic engine -- especially in light of the
planned sale of U.S. Sugar's farming proper-
ties to the state.
Others have said there are many ques-
tions that must be answered before any
concerted work on the inland port center
can begin.
Prior to the vote last Thursday, the state
had asked the Port of Palm Beach to delay
its decision, citing a need to further study the
concept, while neighboring ports continue
either exploring their own options or calling
all current plans inadequate.
Much of the criticism stemmed when
it appeared that the port would favor the
South Bay site.
A partnership by Hendry County, Hilliard
Brothers and U.S. Sugar had representatives
promising as much as 8,000 acres of land
near Clewiston toward the project, with no
environmental issues, and the same access
to U.S. 27 as the South Bay site. U.S. Sugar
announced the site in May, urging port offi-
cials to consider the vast railroad infrastruc-
ture already in place.
That site ranked third, behind the St. Lu-
cie proposal.


Richard Grosso, representing Everglades
Law Center, hinted at the possibility of an ex-
tended legal battle over the selection of the
Florida Crystals site.
"It just seems as though they have not
had a real level-headed look at all this,"
Grosso said after the port board's decision
Thursday, according to published reports.
"This is not the final word on the subject at
all."
Ashley Tripp, the president of the LORE
Alliance of Palm Beach County, and a resi-
dent of Belle Glade, defends the port's deci-
sion with the argument that jobs are desper-
ately needed in the communities of South
Bay, Belle Glade and Pahokee.
"Our organization resolved year and half
ago that we wanted it at the Florida Crystals
site," she said. "We still stand behind it."
According to Ms. Tripp, there is a need
for economic diversity in an area tradition-
ally hit hard by the economy. She takes is-
sue with groups like the Sierra Club, which
has criticized the South Bay site for its close
proximity to Everglades Restoration efforts.
"To think it would hinder Everglades res-
toration is absurd. That's a false statement
to make other people get on their bandwag-
on," she said. "My thought to the environ-
mentalists is that you have to think of man
above the environment. What suggestions
do they submit that will help the people of
the Glades?"
But the environmentalists aren't the only
groups that Florida Crystals must contend
with -- the company has also pointedly re-
ferred to the governor in its communica-
tions.
"We are hopeful now that the local gov-
ernments have spoken Governor Crist will
put aside his recent differences with Florida
Crystals and not continue to cause econom-
ic harm to the residents of western Palm
Beach County," said Cantens.
