The attorney started his lifelong public service as Crestview High Schools principal in 1920 and became mayor in 1922. He was a county prosecuting attorney and served in the state Legislature and Senate. One of his rst challenges was bringing electricity to the county seat through an $18,000 bond issue placed before voters. Many superstitious homeowners feared electricity would attract lightning and destroy their house, Adams wrote in a short memoir transcribed by his daughter-in-law, Barbara Adams. The non-homeowners didnt give a hoopie, Adams wrote, and because any property owner could vote and property wasnt limited to land Adams pursued their support instead. Adams, interpreting a state Supreme Court decision granting voting rights to tax-paying property owners, informed elections of cials that anybody could vote if they owned land, a car, a wagon, a mule, a cow, calf or even a shoat, all of which were taxable property. Thats the idea behind See You at the Pole, a Wednesday rally that attracted almost 400 North Okaloosa County students to Woodlawn Baptist Church. We get them all together just to encourage them to share their faith and remind them that they are not alone, Woodlawn youth minister Bob McNeil said. He, along with other Crestview area youth ministers, annually organize the rally on the fourth Wednesday in September, the global day of student prayer. This years event featured an inspirational message from guest speaker Doug Holliday, of Sonlife Ministries. Before the rally, area children were encouraged to lead a prayer gathering at their schools ag pole. Participating students prayed for classmates, family members, teachers and the country before school started. Almost 40 residents attended Evening Library Time at the Crestview Public Library, where Hancock read Do Pirates Take Baths? by Kathy Tucker, posed for photographs, quoted movie lines and helped children make pirate hats. Hancock has dressed as the character the past eight years. I do this for free most of the time, he said. Its a lot of fun; I love to see the kids smile. Heather Nitzel, the event organizer, said such monthly events aim to make reading fun for children. In addition, it makes them aware that there is a library here, she said. The public is encouraged to attend. The United States Congress enacted the Resources and Ecosystems Sustainability, Tourist Opportunities and Revived Economies Act after the 2010 Deepwater Horizon oil spill. The Okaloosa Board of County Commissioners adopted a March 2013 resolution to establish the Okaloosa RESTORE Act Advisory Committee to help the board determine valid projects under the RESTORE Act. C O UN CI L O KS $29 M BUDG ET M I LLAG E R A TE CRESTVIEW The City Council unanimously voted to adopt scal year 2015s millage rate and budget. That includes a 5.8466 millage rate and a $29,078,286 budget, according to the approved resolution. One mill is $1 of tax per thousand dollars of taxable property value. Neither the council nor the attending public offered objections during Mondays meeting. The citys scal year begins Oct. 1 and ends Sept. 30, 2015. Matt Gaetzs Sept. 30 town hall meeting on government accountability. Gaetz, R-Fort Walton Beach, re cently established the Okaloosa Ac countability Initiative, which creates partnerships among local elected ofcials. The effort includes a series of ve public meetings, beginning Tuesday; creating a community-driv en agenda; and setting up a website where residents can share ideas. City attorney Jerry Miller cau tioned the council about a potential sunshine law violation. He suggested that city leaders appoint a representa tive to attend the meeting. I dont think that its a problem that someone would go and at least demonstrate that youre interested in hearing what it is that they have to say, Councilwoman Robyn Helt said during Mondays city council meet ing. I dont see the harm in sending someone. I just didnt want everyone (on the city council) to show up and subject themselves to the sunshine issue. Councilman Joe Blocker also wasnt opposed to sending a representative. However, he said, I dont think a council member should attend that meeting, period. Still, city leaders did not formally appoint a representative. Blocker, Helt and Council Presi dent Shannon Hayes were the only council members present for the meeting. Thomas Gordon and Mickey Rytman were absent. On Thursday, Rytman offered no immediate response about attending Gaetzs meeting, but Gordon said he would be unable to attend after re turning from an out-of-state trip next week. Mayor David Cadle said he cant attend Gaetzs meeting because he will be out of town. Barbara Petersen, president of the First Amendment Foundation in Tallahassee, stated in an email that Floridas open meetings law applies to the discussion of public business between two or more members of the same board or council. With sufcient notice to the public, Crestview council members could at tend and participate in the meeting, she said. So the members of the city coun cil could certainly attend the town hall meeting, but should refrain from participating or talking among them selves that could be a sunshine vio lation. she stated. Okaloosa County Sheriff Larry Ashley, Elections Supervisor Paul Lux, Okaloosa Schools Superinten dant Mary Beth Jackson and Com missioners-Elect Carolyn Ketchel and Trey Goodwin are among those scheduled to attend Gaetzs meeting, which is 5:30-7 p.m. Sept. 30 at Nicev ille City Hall. Elected ofcials from Fort Walton Beach, Mary Esther and Valparaiso reportedly will join them. LAW ENFORCEMENT www.crestviewbulletin.com September 27-30, 2014 FROM STAFF REPORTS Man gets 15 years for eeing, eluding Lonnie Dobson Jr. has been sentenced to 15 years in state prison for eeing and eluding a law enforcement of cer at high speed and driving with a revoked license. Crestview Police Department of cers attempted to stop Dobson, and he ed, reaching speeds of up to 70 miles per hour in residential areas and striking other of cers. Dobson also was sentenced for driving while his license was revoked and for two counts of failure to appear. Fight ends with Crestview man in critical condition CRESTVIEW A ght between two Crestview men just before midnight Monday left one participant unresponsive in a Pensacola hospital. Deputies responded to a disturbance call at 418 Cooper St., where Doug Dockery, 32, was face-up and covered in blood, unconscious in the front yard, according to the sheriffs of ce arrest report. He was taken to Sacred Heart Hospital with head injuries. The Okaloosa County Sheriffs Of ce charged Martin McDonald, 40, of 6103 Magnolia Lane, with aggravated battery. A sheriffs of ce press release states, Witnesses say the pair had been drinking for several hours prior to the ght at a friends home at 401 Cooper Street. They say McDonald got upset with Dockery and began shoving his head into the wall. He then threw Dockery on the ground and began punching him in the head. Of cers found McDonald, who had no visible injuries, on East Robinson Avenue. He told investigators Dockery took a swing at him so he hit him back. Man charged with possession of weed, stun gun A 22-year-old Crestview man accused of possessing weed and a stun gun has an Oct. 21 court date. Crestview police of cers were called for an argument between Shaba Ryheem Savage and a woman he allegedly punched in the face on Sept. 12, according to the arrest report. Of cers detained Savage and found a small bag of marijuana and a stun gun in his left front pants pocket, according to the report. He was on probation after a charge of felony eeing or eluding an of cer. He is charged with felony battery as a second or subsequent offense, possession of less than 20 grams of marijuana, felony violation of probation and possession of a concealed weapon by a convicted felon. I would like to express my appreciation to the Crestview community we truly live and work in the best community on the planet, Police Chief Tony Taylor said during the City Councils meeting on Monday. (The community) stepped up in less than four months and contributed $30,000. Police Of cer Sam Kimmons, who helped lead fundraising efforts, said he was surprised by the short time the department fundraised for the K-9s. I honestly thought it would take a lot longer, he said. Although Kimmons said the entire department volunteered time for fundraising, reaching the goal would have been impossible without residents generosity. It was amazing how the community chipped in, Kimmons said. Several local businesses and organizations contributed to the cause. Just one example was Kids Discovery, which raised an estimated $800 through a bake sale, a change drive and proceeds from a rummage sale. Mayor David Cadle said he initially had concerns about whether the goal could be reached. But you know what I did, for a moment there, I forgot where I lived, he said. K-9 units services include: Controlled substances detection during traf c stops and searches of buildings and vehicles Tracking eeing suspects and nding lost children, vulnerable adults and dead bodies Scent discrimination to match a suspect with a weapon or object used in a crime Presentations to schools and community organizations on drug prevention education The police department retired two canines, Rex and Edo, because of health concerns in 2013. Since then, of cers have relied on K-9 unit services from nearby agencies including the Okaloosa County Sheriffs Of ce and the Okaloosa County Correctional Institution. Trained dogs are not always available, Kimmons has said. Theres been times weve needed to track a suspect and theres no way to do it. Staff Writer Brian Hughes contributed to this report. College of Pharmacy students from the Florida Agricultural and Mechanical Universitys Crestview campus spruced up the area Thursday morning as a community service project. Akimo John-Baptiste, Adnan Kazmik, Quoc Nguyen, Tiffani Reed, Anne Weaver, Victoria Rojas and Monique Westley were among the students who squeezed in the work between multiple exams this week. FAMUs Crestview campus has just been open for two years, Westley said, but the Crestview students are wanting to make their mark on the community. She said she wants to embody the schools mission statement of applying knowledge, skills and creativity in service to society. NWF State College recognized as Military Friendly School From staff reports Northwest Florida State College has been designated a Military Friendly School for providing exemplary educational services to military students. Victory Media, which honors the top 15 percent of colleges, universities and trade schools nationwide, has recognized Military Friendly Schools for the past six years. NWF State College has earned the distinction ve times. Victory Media prepared the 2015 list using extensive research and a survey of 10,000 VA-approved schools throughout the country. Research ndings were compiled on categories such as on-campus support, academic credibility, veteran graduation rates and exibility for military students. Earlier this year, NWF State opened its VetSuccess on Campus of ce in the Student Services Center on the Niceville campus. The of ce provides a full-time VA counselor to help veterans, service members and quali ed dependents succeed through a coordinated delivery of bene ts assistance and counseling. The South Carolina Corps of Cadets on the list are recognized for excellence in academics and military duties. The Bulldogs open the week at home against Milton on Monday. Crestview then travels to Navarre for a District 1-7A match against the Raiders on Tuesday and nishes out the week at home against district foes Fort Walton Beach on Wednesday and Tate on Thursday. The Bulldogs will have a little momentum heading into the big week. Thursday, Crestview swept Pine Forest in straight sets 25-19, 25-19 and 25-15. The win comes on the heels of a Tuesday sweep at Escambia. We are de nitely coming together, Cailey Ness said. I think this really helps us to build as a team and to communicate better and to know that we can do well against other teams. We are working hard, hitting the ball hard and playing together. Early in the rst set, the teams traded points. Pine Forest led 9-6 when a point by Ness sparked the Bulldogs (9-6) to a 7-0 run that put Crestview in front in the set for good. Marisa Rogers helped the run with a kill, and Pam George and Nichole LeFevre teamed up for a block to cap the run. The Eagles did get to within a point at 13-12, but a kill by George ended the Pine Forest threat. George added another kill down the stretch, and Kierra Potts turned in two kills as Crestview took the rst set. Pine Forest jumped in front 8-1 in the second set. A timeout by Bulldog Coach Kathy Combest had a calming in uence on Crestview. A Potts score was soon followed by a Molly Kitchen kill and an ace by Rogers as Crestview scored seven straight points to tie the set. The Eagles did regain a 14-12 lead. A Pine Forest net violation pulled Crestview to within a point of the Eagles. A Ness kill tied the set as the Bulldogs took charge and outscored Pine Forest 13-5 down the stretch to move in front 2-0. The third set was anticlimactic. Crestview raced to a 5-0 lead with LeFevre in serve and never looked back in nishing off the sweep. We are still not doing things the way I want, Combest said, but we are trying to cut down on our mistakes. They arent giving up, and they have to ght all the time. Next week is going to test us. Ill know Monday if they are ready to pass the test. Potts led the Bulldogs with 14 kills. Rogers had 13 assists and eight kills. Molly Kitchen added 20 assists and ve kills. Bulldog cross country team takes strides toward improvement By RANDY DICKSON 682-6524 | @BigRandle randyd@crestviewbulletin.com CRESTVIEW Crestview High School cross country Coach Morgan Crawford likes what shes seen from this years team. The Bulldogs are young, but improving every meet. So far, its been an awesome year, Crawford said. We are building. We didnt know exactly where we would be, but we had some great newcomers to the team. Last week, we actually raced for the second time, and most of the team had personal records. All of our varsity girls were under 22 (minutes), and all of our varsity boys were under 19, which is better than Ive seen for our team in years. Allison Ammons, a junior, is the Crestview girls undisputed leader. Allison was our leader last year, and shes here again, Crawford said. She was a sophomore last year and went to regionals by herself, and shes leading a younger group of girls. She returns as a captain and is trying to get some of our sophomores and freshmen to step it up and get the whole team to regionals this year. Sophomores Jazmyn Martinez and Chelsea Aguilar are trying to push themselves to keep up with Ammons, and they think they can do it, Crawford said. The boys are more of a mystery coming into the season. The boys team is heavier with upperclassmen than the girls, as Johnson is a senior and Matt Kannapel and Trenton Taylor are juniors, Crawford said. Joe Printy, last years top Bulldog runner, graduated. We didnt know who we were going to get (to lead the boys), Crawford said, but Brandon Johnson, Matt Kannapel and Trenton Taylor have all stepped up. Matt, Trenton and Brandon are all kind of running together. We havent had one stick out as the de nite leader (in time) this year. Patterson said a friend in Niceville received back surgery about a year ago after a car hit him while he was biking. To this day hes never been the same, Patterson said. So when Valerie Michelle Camacho, a 17year-old Crestview High School student, died Sept. 18 after a motorist struck her during a Sept. 16 morning jog, it hit close to home. And the running groups members wanted to help. HONORING VALERIE When the accident happened, my Facebook group lit up, (with) our group board asking for her whereabouts and if we could do anything for the family, Patterson said. It started with owers, then a gift basket, and then we decided we should wait to see how things were going to turn out... On Sept. 21, after they learned about the accidents fatal outcome, 25 Crestview area runners ran in Valeries honor. Thats when we met Manuel, Valeries dad, and really started pushing for the idea of the scholarship fund, Patterson said. We wanted something that keeps giving back to this community to honor her. The group hopes to raise $10,000 and award at least one $500 scholarship per school year. To be eligible, Crestview High School students must be avid runners, devoted to the study of science and have at least a 3.5 grade point average, scholarship organizers said. Patterson said that in addition to honoring Valeries memory, he started the fundraising account because helping the community is important. Everything is go, go, go now you really dont sit down and enjoy eating, she said. I FEEL LIKE I LIVE HERE It took Quertermous three years to renovate a 1936 Hickory Avenue house into a restaurant. She wanted to create an atmosphere that encouraged sitting back, relaxing and forgetting about modern pressures. A lot of it is old-school hospitality that I wanted to bring back, she said. So, what kind of food is served? Well, a top seller is lasagna that takes at least 30 minutes to bake. Apparently, customers are willing to wait, Quertermous said. My rst day open, I sold 15 (lasagnas), she said. The menu also includes alfredo and spaghetti dishes, seafood, steaks and sandwiches. Appetizers, salads and desserts are also available. Everything, including the salad dressing, is made fresh at the restaurant. Many recipes are handed down from Quertermous family. The restaurants throwback, come-and-sit-awhile environment and its family ties make working there seem less like a job, Quertermous said. I dont feel like I am working. I feel like I live here and people will come and have lunch with me, she said. The new forms, which go into effect March 2015, eliminate applicant guesswork, that often leads to delays in decisions and receiving bene ts. In the past, applicants did not have to use a certain form to seek VA compensation or other bene ts. Claims or appeals (Notice of Disagreement) could be submitted on any piece of paper, which caused delays due to missing information. Buhl graduates basic training Air Force Airman Ronald F. Buhl graduated from basic military training at Joint Base San Antonio-Lackland, San Antonio, Texas. The 2013 Crestview High School graduate completed an eight-week program of training in military discipline and studies, Air Force core values, physical tness and basic warfare principles and skills. For the last three nights before the election, my friend would let Calamity Jane out of her pen, and the next morning there would be at least a dozen shacks in the back turned over, Adams wrote. With indoor plumbings value reinforced, voters passed the water bond measure, again by a small majority. Paving Crestviews streets was Adams next challenge. During the Depression, the Works Progress Administration furnished free labor, but the city had to provide street paving material. Our town had no money to buy the material, Adams wrote. But again, the attorney found a way to secure funding. WPA rules allocated $12 daily to use a private truck for a worksite. Crestview leaders secured 20 second-hand trucks, bringing in $240 daily to buy paving material. Yes, we had water, lights and streets, but our folks had no work, Adams wrote. In 1937, a town couldnt build a factory, but a town could build a town hall, and if they had excess space, they could use it. Then came the Alatex Building, Adams most visible legacy and probably the rst county example of government-built infrastructure to attract business. Crestview borrowed $19,400 for its town hall. Local business leaders agreed to sell Adams building materials and he built the edi ce for $19,400. I lost eight months from my law of ce and $850 on the contract, but it has been a life-saver for Crestview, Adams wrote. Today the Alatex Building houses the Florida A&M University Rural Diversity Healthcare Center. POOL FRACAS Adams last project did not become part of his legacy. In the late 1940s, he built a spring-fed public swimming pool with picnic grounds and a dancing pavilion for residents. The main building had an observation room above the lockers, changing rooms and a snack bar. Political rivals accused Adams of lling the pool by tapping into the city water system he helped create. With the pools rising operating cost, Adams shut down the park rather than entertain the accusations. Decades later, the spring keeps the pools ruins lled with sparkling, clean water. Purl Adams Sr. died on Dec. 5, 1966, and is buried in Liveoak Park Memorial Cemetery.
