Andros, a trained guide dog, is a black Labrador who will assist Chad Bouton, a 21-year-old with a progressive eye disease called retinitis pigmentosa. RP has left him with 10 percent vision peripherally, and he is legally blind. Chad and his sister, Alexa, 19, were both diagnosed with RP at a young age. First it attacks your peripheral vision then it attacks your central vision, until it leaves you completely blind, Chad said. Chad and Alexa are taking treatments to slow the diseases progress, but theres no cure for RP. There is no surgery or no cure for it, because it is a mutated gene, said Donna, Chad and Alexas mother. The Crestview Police Department effort to raise money to reconstitute its K-9 unit has met with a positive response, campaign coordinator Ofcer Sam Kimmons said. The community is show ing its support already, Kim mons said. Recent business and in dividual supporters donat ing $1,000 each include Little Caesars Pizza, Margaret Wilson and Richard Russell. A fourth donor wished to re main anonymous. Another anonymous do nor gave $1,050 this week, Kimmons said, while a young child gave 25 cents she had saved up, bringing total dona tions to $7,596.25. In further fundraising efforts, on July 3, Le ons Barbershop on Main Street will donate $1 from every haircut to K-9s for Crestview. The News Bulletin will honor the countys centennial celebra tion with similar features leading up to the 2015 celebration. CRESTVIEW Ninety-nine years ago this month, after an unsuc cessful attempt in 1913, State Rep. William Henry Mapoles succeed ed in convincing fellow state legis lators to vote to form a new county in Northwest Florida. But the groundwork to cre ate present-day Okaloosa County started long before then. In 1821, upon the United States acquisition of the Florida Territory from Spain, Northwest Florida had one county: Escambia. In 1824, Walton County was formed, and in 1842, Santa Rosa County followed. Both counties then contained portions of todays Okaloosa County. In 1845, Florida was admitted into the Union. The June 1915 bill creating a new county sponsored by Rep. Mapoles and Sen. B.H. Lindsay, both representatives of Walton County passed the Legislature on June 3. However, it was subject to a Sept. 7 referendum by Santa Rosa and Walton County citizens who lost some of their neighbors to the new county. YELL O W RIVER C O UNTY? At rst, the new county was called Yellow River County, accord ing to The Heritage of Okaloosa County, Florida, a book available at the Baker Block Museum. The name was later changed to Wilson County possibly, the history book postulates, because Woodrow Wilson was the nations president. However, Rep. Mapoles had a more appropriate name for what became Floridas 52nd county. Recalling a fun cruise from Mil ton to Pensacola on the steamboat Okaloosa, he proposed it as the new countys name. General Assemblys June 19 decision to permit samegender marriages wont immediately result in local weddings. The decisions to redene marriage and permit pas tors to perform such wed dings were difcult to arrive at, church leaders said. Both decisions came with much thought, discus sion and prayer, and clearly the entire body that is the PC (USA) will be interpret ing these actions for some time, church leaders stated in a letter to congregations. Because Florida does not allow same-sex marriages, the vote is kind of a moot point, said the Rev. Mark Broadhead, pastor of the First Presbyterian Church of Crestview and the Laurel Hill Presbyterian Church. I think this a divisive is sue within our denomination and has been for 40 years ac tually, Broadhead said. I can understand both sides of the argument. This allowed them to earn high-wage, high-skilled positions. The county has dropped from rst to ninth in the state for career technical education, outgoing state Senate President Don Gaetz said. The Emerald Coast Association of Realtors and the Building Industry Association of Okaloosa and Walton Counties hosted their Florida Legislative Wrap-Up meeting Wednesday morning. Gaetz, along with state Reps. Mike Hill, Clay Ingram, Doug Broxson and Matt Gaetz, attended the meeting to address about 65 people to discuss their work this past session and their plans going forward. Bicycles with gaspowered engines allowed on streets A recent Florida law change makes it legal for people to ride bicycles on the street if upgraded with a gas-powered engine. Previously, Florida law allowed for bicycles outtted with electronic helper engines on the streets as long as they did not go faster than 20 mph, but gas-powered engines were illegal. The new law allows gaspowered engines as long as they are below 50-cc and classied as a moped. Before people can legally ride their gas-powered motorized bikes on the street, they must rst have the bikes inspected and registered through the Florida Division of Motorist Services. The local inspections ofce for Okaloosa and Santa Rosa counties is in Pensacola and the ofce for Walton County residents is in Panama City. So far this year, no motorized bicycles have been registered in Okaloosa County, said Tax Collector Ben Anderson. The registration fee in Okaloosa County is $63, while the inspections cost $40. The bikes do not require a title. Okaloosa County seeks Value Adjustment Board applications by July 31 Okaloosa County Board of Commissioners will appoint a citizen to the Value Adjustment Board, as required by Florida Statute. Applicants should be available to meet during the daytime, and typically meet twice per year, at the beginning of the hearing process and at the end to review the special magistrates decisions. The appointee will serve a one-year term, beginning immediately upon appointment. The citizen must own homestead property in Okaloosa County; he or she cannot be a member or an employee of any taxing authority; and he or she cannot represent property owners in any administrative or judicial review of property taxes. BRIEFS DON GAETZ state Senate president Special to the News Bulletin A new nonprot, 400 Paws Inc., is set on granting thousands of dollars to area animal shelters and rescues. The group whose goal is to get animals healthy and into permanent homes is collecting annual memberships to benet grants for area 501(c) 3 animal shelters and rescues. At the end of the year, members will vote to decide which nonprot organizations will receive these grants. A Needy Paws fund will aid suffering animals that need surgeries, special apparatuses or otherwise expensive comprehensive care. President and founder, Kim Cheney, started the charity this year. Its based in Escambia County but reaches out to Okaloosa, Santa Rosa and Walton counties, too. Bobby L. Ziglar, 81, of Crestview, died Tuesday, June 17. He was born Dec. 3, 1932 in Florala, Ala., and moved to Crestview in 1942. His wife, Alonia Dell Ziglar, preceded him in death. Survivors include three children, ve grandchildren, 10 greatgrandchildren and ve great-great grandchildren. CAMPUS KUDOS From staff reports Crestview woman among NWF State students who Win Big at SkillsUSA Northwest Florida State College students enrolled in Career and Technical Education programs recently participated in Floridas state-level SkillsUSA competition. NWF students took home six medals. NWF had a clean sweep of medals in computer programming with Lori Jackson (Gold), of Florala, Ala.; Levi Wilke (Silver), of Mary Esther; and Nathan Mortimer (Bronze), of Freeport. Rebecca Gestring (Valparaiso) won the Gold medal and Noelle Carvey (Crestview) won the Bronze medal in Dental Assisting. Grace Wells (Freeport) took the Gold medal in Early Childhood Education. The SkillsUSA Championships is the showcase for the best career and technical students in the nation. Contests begin locally and continue through the state and national levels. Northwest Florida State Colleges website gets update Northwest Florida State College on July 1 will launch a new website featuring an updated design and friendlier browsing experience. In conjunction with the site launch, students, faculty and staff will have access to a new and improved RaiderNet 2.0, creating a College Intranet Portal. The existing website, www. nwfsc.edu, and RaiderNet will be unavailable starting at 3 p.m. Monday, June 30, before the enhanced versions debut at 8 a.m. July 1. NWF State gets community contributions Six Northwest Florida State College students will receive scholarship support for the 2014-15 academic year thanks to a $4,000 donation from the Twin Cities Womans Club. The club has provided annual scholarship awards for 20 years to adult women beginning or returning to college and needing assistance to complete a college education. To date, the club has given $83,000 in support and provided 170 scholarship awards to NWFSC students. In addition: The Association of periOperative Registered Nurses of the Emerald Coast presented the Northwest Florida State College Foundation a $4,000 gift to provide the 13th annual AORN Scholarship. AORN contributes scholarship support for NWF State College nursing students who seek careers as operating room nurses. AORN has provided more than $50,700 in scholarship funds since 2002. NWF States Walton County education majors have an opportunity for scholarship assistance thanks to the Walton County Retired Educators Association. The organizations scholarship endowment recently added $3,000 in contributions. To date, their $24,800 has provided nine awards. Discard old tires, drums, bottles, cans, pots and pans, broken appliances and other unused items. Even small amounts of water can serve as a breeding site for mosquitoes. Empty and clean birdbaths and pets water bowls at least once or twice a week. Protect boats and vehicles from rain with tarps that dont accumulate water. Maintain swimming pools in good condition and appropriately chlorinated. Empty plastic swimming pools when not in use. If you must be outside when mosqui toes are active, wear shoes, socks, long pants and long sleeves. Apply mosquito repellent to exposed skin and clothing. Always use repellents according to the label. Repellents with 1030 percent DEET, picaridin, oil of lemon eucalyptus, or IR3535 are effective. Never use repellents on children younger than 2 months. Use mosquito netting to protect children younger than 2 months old. Keep mosquitoes out of your house. Repair broken screening on windows, doors, porches and patios. Most people will not get ill from a mos quito bite. Common symptoms of mosqui to-borne virus infection may include head ache, fever, fatigue, dizziness, weakness and confusion. Medical attention may be needed. Protect yourself against mosquitoes DID YOU KNOW? Mosquitoes develop in an aquatic environment for four to 16 days. Adult mosquitoes live for 21 to 33 days. Family and friends walk slightly ahead of Chad, who holds on to their elbows; thats how he knows when he needs to step up or down for curbs. Donna said her children are her heroes for how theyve coped with declin ing sight. I am beyond proud of my children for their strength and determina tion, she said in an email. Now, a little extra help is needed. Chad and his fam ily reached out to South eastern Guide Dogs, a Pal metto, Fla., non-prot orga nization that pairs visually impaired individuals with a trained guide dog. In May, Chad stayed at the south Florida campus for 26 days, while he trained and bonded with Andros. Through a donation from the Lions Club of Sarasota, Chad attended at no cost. READY FOR COLLEGE Chad returned to Crest view earlier this month and continues to bond with Andros, whos been trained since he was a puppy to help people get around safely. Andros guides Chad around objects in his path and warns him of approach ing doorways or sidewalk curbs. Chad, who majors in history at the University of West Florida, said he looks forward to having Andros with him in the fall. Using a cane is not near ly as good as having a guide dog because a cane cannot detect limbs hanging down on sidewalks, Chad said. Plus, his cane gets caught on limbs, leaves and cracks in the sidewalk. Andros steers him away from path obstructions, his mother said. Alexa doesnt have a guide dog, but her mother says shes interested in seeing if she can have one, too. Donna said she is en couraged by what shes seen. After watching Chad work with Andros, I have so much more condence now, she said. I dont wor ry so much I know that he has got Chad. leaders letter stated. The 11-player team is go ing to Memphis after win ning the state tournament in May for the second straight year. The team, coached by John Kimble and assistant coaches, took home the state trophy in the Seventh grade, Division II category. The Force is competing in the same division for the na tional championship. MORE SPECIAL Player Terelle Holliday, 13, said the team is more than ready for the tournament. I just want to go out there and win, he said. The team has set fund raisers to help cover travel expenses. In addition to collecting donations at the Crestview Wal-Mart and or ganizing car wash benets, the team has a gofundme. com account. So far, the website has collected more than $2,300 of a $3,000 goal. The communitys sup port is appreciated. On Wednesday, the dealership, on behalf of Dodge, presented CHS Athletic Director Tim Hatten with the check. The funds were raised May 16 during a Dodge Booster Club fundraiser. During the schools Red and White football game, sev eral new Dodge vehicles including the 2014 Dodge Durango, Journey, Grand Cara van and Dart were on display and avail able for test drives. Dodge donated $20 per test drive to the schools booster club. We had over 200 people test drive, said Maureen Bierman, Lee Automotive Groups marketing director. It denitely exceeded expectations. The funds will be used toward the CHS football teams general operating fund. It will be used towards uniforms, to travel (and) eating after the games, Hat ten said. It will be well spent and it was well needed. Hatten said he appreciates the students who brought their parents to the event. The kids did a good job getting the par ents to turn out, and it helped us out a lot, he said. Hatten and Beirman said they are open to make the test drive fundraiser an annual event. Meghan, a Crestview High School varsity volleyball player, is one of several teenagers com peting in local beach volleyball tournaments. The volleyball skills they learn in the sand can easily transition to the indoor game, the players said. It improves your game 100 percent, Miranda Hohman, 16, said. God gives everyone the ability to make choices that will have positive or negative consequences. When positive results occur, we celebrate. When negative results occur, theres heartburn. Remember: Our choices reect on our Lord. Fortunately, God is gracious enough to not suffer from our ineptitude. But I imagine that God shakes his head at our foolishness. When someone makes a choice with which we disagree, our task is to continuously proclaim the good news of Jesus Christ and testify to the transforming power of his love that is available to everyone. We are to not be afraid of the other persons decisions. We are not necessarily supposed to stir up strife and discord among ourselves unless done in light of righteousness. We are to not be afraid of the uncertainty of what the future holds. Instead, we must trust that God can and will make the best of any situation caused by human free will. We are called to worship and serve God; we are called to nurture disciples; we are called to care for Gods people. When the focus of Christians is on these matters, the church of Jesus Christ will continuously be transformed more and more into his likeness. And as we, his church, are constantly transformed, we will transform others. Bear in mind: We are transformed, but we are still not perfect. Every person still has his or her weaknesses. But the good news is that God sees us not in light of our sin but in light of our transformation. God is waiting for us to seek his forgiveness, to trust him, and to receive his loving grace. God transforms our lives in Jesus Christ. We are empowered by Gods spirit to live in his ways. As persons of faith, let us not live in a spirit of timidity or fear. Instead, live a life in which you constantly give thanks to the Lord your God for his goodness, grace, love and forgiveness that is yours in Jesus Christ. The Rev.
