One signicant change was installing a new prin cipal, Lee Martello, who previously was Shoal River Middle School’s assistant principal. Though the Florida De partment of Education’s pre liminary rankings suggest Laurel Hill is the county’s lowest rated school, Martel lo said there is only room for improvement. “I think this is a positive; this gives us the opportunity to see where we need to fo cus,” she said. The formulated grading system is based on points each school accumulates in reading, math, science and writing. One area that needs particular focus is the latter, Jackson said. “We are concerned about the writing scores; we are not happy about that at all,” she said. Laurel Hill School’s writ ing scores dropped from 70 to 38 percent, but it wasn’t the lone school that saw a signif icant drop. Baker School’s writing score dropped from 84 to 43 percent. The Nevilles have present ed Watts Up Crestview, a 20- minute light show at their Shoal Lake neighborhood home, since 2006. Matthew Neville, a techni cal sergeant at Hurlburt Field, synchronizes holiday music with a 32,000-light display. Visitors can tune their ra dios to 94.5 FM to hear the 20minute show. Watching the display is free, but guests are encouraged to make a donation to Special Olympics Okaloosa County. A locked donation box, built by Neville and his 9-year-old daughter, Kaelyn, sits outside the house for collections. Theresa Mouer, assistant di rector for the county’s Special Olympics, said she appreciates the support. “I think that this is absolutely wonderful,” she said. “(Neville) has been bending over back ward to accommodate these athletes.” Such efforts include an in vitation for Special Olympics athletes to see Watts Up Crest view’s last display of the season on Jan. 4. Neville will present a check to the organization’s representative between 6 and 7 p.m. As for this year’s show, visi tors will hear music from “Iron Man 3,” along with the Florida State University ght song. That’s ne by Eddie Carra quillo, the Nevilles’ neighbor. “As long as I can get a vehi cle in and out (of the driveway), I don’t care,” he said. Carraquillo said he and his family annually anticipate the display and seeing how it af fects visitors. “If it gives anybody 15 to 20 minutes of relaxation, then that’s great,” he said. With the work in setting up the display and paying higher electric bills, Neville said the process is a labor of love. “This is completely worth it,” he said. WANT TO GO? Council Presi dent Robyn Helt said she will bring a draft city char ter, including a city administrator position, before the council early next year. A professional administrator who oversees all de partments could address redundancy and potential liabilities, and identify cost-saving, reve nue generating measures, Helt said. Helt raised the matter during a Dec. 16 meeting while city leaders mulled a proposed water rate increase. The council sometimes debates matters it has minimal expertise with, but ignores hired experts’ advice, she said. One example, Helt said, is consultant Tetratech’s evaluation of Crestview’s water utility billing. The company’s nal report recommended raising water rates, but in September, the council instead raised property taxes. “We spent more than $100,000 for a qualied ex pert to tell us whether or not we should raise water rates, and now we’re de bating... whether the city should raise water rates,” Helt said. “That doesn’t make sense to me.” “The point is, because department heads are so focused on doing day-today work, how much of our scal house is being overlooked?” she said. Helt has supported a city manager form of gov ernment at least since 2009, when she served on a citizens advisory com mittee that evaluated the current 1960s city charter. She said she is willing to concede an elected city clerk instead of an ap pointed city clerk. Voters resisted a pro vision for an appointed clerk in a recent proposed charter. Retain ing an elected city clerk was also one of the charter re view committee’s recommendations. To bring public safety under the city manager’s au thority, the char ter would have to be changed to remove the police and re departments from the mayor’s purview. Voters have consis tently rejected a city man ager form of government six times since it was rst voted on in 1957. A November 2012 re vised charter ballot item was rendered moot by a clerical error but was dis covered too late to remove it from the printed ballot. Though their vote was non-binding, 72 percent of registered voters — a re cord turnout for the char ter issue — voted on the measure anyway, defeat ing the proposal 4,319 to 3,795. Following the defeat, the council suggested presenting the city ad ministrator and clerk provisions — which had generated the most oppo sition — and the balance of the proposed char ter in a “menu” of three components. Supervisor of Elections Paul Lux said if a new charter is brought before voters, two scheduled op portunities in 2014 include the August primary and the November general election. “Because of the length of a normal general elec tion ballot, I normally do not recommend any mu nicipality place anything on a November ballot,” Lux said. Cecil Decatur Brown, 73, of Laurel Hill, died Friday, Dec. 20, 2013, at his home with his family by his side. He was born March 10, 1940, in Holt and was a lifelong Okaloosa County resident. Cecil, a retired roofer and paper carrier for the Northwest Florida Daily News in Baker and Holt, was an avid sherman and hunter. His parents, Lester John Brown and Sallie Ivey Brown; brothers, Lester Brown, Jr. and Jimmy Dolittle Brown; and sisters, Edith Elise Grif n and Ruby Leslie Baggett, preceded him in death. Survivors include his daughters, Rhonda Lynette Brown, Jeanetta Lynn Brown and Paige Raybon Brown; grandchildren, Ashley Nicole Brown and Cody Michael Brown Barr; sister, Barbara Joe Kurzen; longtime companion, Christine Peterson; and numerous nieces and nephews. Brackney Funeral Service, Crestview, was in charge of the arrangements. The family received friends from 4-8 p.m. Monday at the funeral home. FROM STAFF REPORTS County of cials tweak procedures following audit Following the state’s audit of Okaloosa County government, county of cials have tightened controls of employee credit cards, documentation of expenses and nancial con icts of interest, and fraud risk. The State Auditor General’s team focused on departments under the Okaloosa County Commission and the Clerk of Courts Of ce. The audit covered October 2011 to February 2013. Analysis included 21 ndings in 11 areas, such as fraud and ethics controls, administrative management, information technology, public spending and travel. “We have made many changes in procedures following the audit of the Tourist Development Department, and welcome the ndings in the audit to assist us moving forward and improving processes in all departments,” County Commission Chairman Don Amunds said in a news release. ••• Law penalizing cab drivers’ poor hygiene under scrutiny Okaloosa County of cials may update an ordinance regulating Northwest Florida Regional Airport taxi service. The law governs several aspects of the service, including cab drivers’ dress and grooming. County commissioners have postponed any decisions, though they discussed a proposal Dec. 17. Under the existing ordinance, taxi drivers must “practice good hygiene,” wear clean clothes without holes and have neatly trimmed hair. County Commissioner Nathan Boyles says the ordinance carries the force of law, and a violation could be a misdemeanor punishable by ne or jail. He proposed doing away with it and having the regulations simply be an airports department policy instead. NATHAN BOYLES C OMMUNITY Let’s think of the big picture this holiday season L ately, I’ve been thinking of the big picture and why we worry about trivial things. Why is it important to have the newest, latest game or electronic toy? Why is that designer bag, dress, shoe, pair of jeans or shirt, and that particular house or car so important? The object, once obtained, becomes just as expendable as last year’s items. “A Perfect Day,” a 2006 lm based on a book I read, is about a middle class author who lives payday to payday until one of his books becomes a bestseller. He becomes very successful and neglects everyone close to him. Fast forward and, when faced with a lifespan of 40 more days, he remembers the people who fueled his journey. Something similar happened to Ebenezer Scrooge in Charles Dickens’ classic “A Christmas Carol.” But why does it have to come to that? Is it human nature to take others for granted at one point or another in life? I truly believe Christmas and other holidays have been extremely commercialized. Don’t get me wrong; I understand supply and demand. I just strongly believe in staying focused on the main reason that holidays are holidays. After all, Christmas is about family, loved ones and togetherness. “A Perfect Day” made me think of my life and how I treat people. What would you do if you found out you would die in three weeks? Who would you spend your remaining days with? What would you do with your time? A question I have asked many of my holiday guests this week is, “What was the rst gift of Christmas?” With the economy in the state that it is in, my household has taken the answer to this question to heart. Almost every single gift given to each other this year was handmade. Paper, wood, glue and popsicle sticks were among the materials, but the foundation was the rst Christmas’ gift: love. Katie, the daughter of Jamie and Stephen Mitchell, has an older brother, Ryan, an Antioch Elementary School student. Doctors diagnosed the leukemia Dec. 3 and the toddler is receiving treatment in Pensacola. Supporters can follow her progress on her “Katie vs. Cancer” Facebook page. In the meantime, the family appreciates those who have helped Katie during a challenging Christmas season, Johnson said. THE CONVICTION OF JOSEPH FLOYD Former Crestview police Maj. Joseph Floyd faces 12 years in prison following his October sentencing on a single racketeering charge. Floyd, who commanded the department’s defunct Street Crimes Unit, was credited with remedying the city’s rampant drug problem and improving departmental professionalism. However, evidence presented at his trial showed he harassed, intimidated and physically abused criminal suspects, residents and ofcers who worked for him, falsi ed paperwork and destroyed evidence. 2. GERMANY, MEET NORTHWEST FLORIDA The International Aerospace Industry Forum for Northwest Florida Leadership, held earlier this month in Hamburg, Germany, brought 35 business, education and community leaders from Okaloosa, Walton, Bay, Santa Rosa and Escambia counties. Okaloosa County Commissioner Wayne Harris, also the Crestview Area Chamber of Commerce executive director; Nathan Sparks, the Okaloosa County Economic Development Council’s executive director; and Linda Sumblin, the Workforce Development Board of Okaloosa and Walton Counties’ executive director, were among attendees. It was the rst time that the ve counties’ economic development leaders worked together to organize an overseas trip to try to bring new business to the region. 3. BUS SERVICE THREATENED After the Okaloosa County Board of Commissioners voted to eliminate Crestview’s two bus routes if the City Council couldn’t help fund the service, Crestview leaders voted to fund the routes using anticipated county gasoline tax revenue. Commissioners then changed parameters and said the routes would only operate through January 2014. Monday morning, County Commissioner Nathan Boyles said the buses probably will keep running through scal year 2013-14, with possible route consolidations to improve ef ciency and reduce operating costs. “I think, at the end of the day, we can provide the same amount of service for less,” he said. 4. FOOTBALL TEAMS BRING HOMETOWN PRIDE Crestview High School’s Bulldogs beat the Niceville High School Eagles 17-12 on Nov. 1. The Bulldogs’ rst win over the Eagles since 1982 signaled a turning point for the school’s football program, which posted two disappointing seasons under former Coach Kevin Pettis. A new era, under Coach Tim Hatten, is here, and the future looks promising. Neighboring Baker School’s Gators hadn’t won a district championship since 2001, but the team saw a perfect 10-0 regular season and defeated Distrcit 1-1A rivals Freeport, Jay and Northview. 5. SHOPPING MALL PROJECT IN LIMBO Local shoppers anticipated national restaurant and retail chains as the proposed Crestview Power Center shopping mall project near Lowe’s slowly lumbered forward. An agreement between the city, Beach Community Bank, which owns the land, and developer D.R. Horton would fund a sewer line needed to allow development north of Interstate 10. Mall developer Watkins Retail Group’s abrupt withdrawal put the project in jeopardy. But a December agreement between the city and the bank allows the sewer line upgrade to move forward, facilitating D.R. Horton’s residential community construction. That should make the mall site more attractive to another developer, city of cials said. 6. CRESTVIEW MISSION RAIDED Following a month-long investigation into child abuse and neglect allegations, the Crestview Police Department on Nov. 7 executed a search warrant at Harvest Vineyard Ministries. Police found nearly 80 people, including convicted felons and sex offenders, living in the same Main Street residential facility as children. Okaloosa County Sheriff’s Of ce deputies charged the Rev. Alex E. Thompson, the ministry’s pastor, with child neglect without great bodily harm. Authorities closed the facility and Harvest Vineyard staffers relocated residents to a Covington County, Ala., church. 7. VOTERS TURN OUT INCUMBENTS Crestview voters elected three native residents to the City Council and turned two incumbents out of of ce in March. Only 1,324 of 12,652 registered voters went to the polls. Joe Blocker defeated then-president Ben Iannucci III while former president Charles Baugh Jr. lost to Mickey Rytman. Shannon Hayes won the seat of former councilman Tim Grandberry, who did not run for reelection. The new councilmen joined Robyn Helt and Tom Gordon on the dais in April. The three former councilmen were newcomers to the city. 8. CRESTVIEW NAMED THE NO. 30 COLLEGE TOWN The American Institute for Economic Research ultimately named the Crestview metropolitan area, including Fort Walton Beach and Destin, No. 30 among America’s Top College Towns. The institute initially gave the area a No. 4 ranking, based on median income and other economic factors, which raised scrutiny among a number of North Okaloosa residents and inspired editorials from publications such as the Gainesville Sun, which criticized the decision. Ultimately, the institute’s president said a copy-and-paste error contributed to the erroneous Top 10 ranking. 9. CONFEDERATE FLAG ISSUE RISES AGAIN In October, community activist Mae Reatha Coleman voiced opposition to the city flying a Confederate battle flag over William “Uncle Bill” Lundy’s memorial. The City Council held a special meeting Nov. 14 to allow discussion of the issue, which has been raised since the 1990s. Speakers included representatives of out-of-town southern heritage groups and local residents. The council adjourned without taking a side on the issue. But Coleman, saying “the flag divides our community,” promised to raise the issue again. 10. CITY GAINS NEW BUSINESSES Many residents anticipated the Krystal hamburger restaurant’s October opening, while a new Dollar General store opened across from the National Guard Armory in Crestview. A new Taco Bell opened near Crestview High School, and Hot Spot, a cigar bar and coffee shop, opened south of town. Emerald Coast Seafood, a seafood market and restaurant, opened in the location of the former Fish Net. Sweet Dreams Bakery brought from-scratch cakes and “sin-namon” rolls to Main Street. Pawsitively Scrumptious also opened downtown, offering pet snacks and supplies, complementing All Doggy Divas and Rockstars pet boarding and grooming around the corner. However, one longtime business is shutting its doors. Keith Lewis of Lewis and Company Jewelers, announced he is retiring and closing his North Ferdon Boulevard store. Crestview baseball team shines A talented Crestview baseball team lived up to its billing by capturing the District 2-6A championship with an upset win over Mosley. The Bulldogs beat Tate in the rst round of the playoffs, but ran out of magic in the region semi nals, losing to Mosley. Baker volleyball team keeps rolling Baker School’s volleyball team advanced to the state nal four for the third straight season. The Gators also won their 11 consecutive district championship. HONORABLE MENTION It’s almost impossible to condense 12 months of sports into a list of the top 10 stories. Tim Hatten named Bulldog football coach and athletic director Less than ve weeks after Pettis’ departure, Tim Hatten was selected from more than 90 applicants to be the new top Bulldog. Hatten arrived in Crestview from Pearl River Community College in Mississippi, whose team he led to the 2004 Junior College National Championship. Hatten led the Bulldogs to a 5-5 season in 2013 and the upset win over Niceville. Kevin Pettis tenure comes to abrupt end Kevin Pettis spoke of state championships and the rings that go with them when he was hired as Crestview High School’s head football coach and athletic director in 2011. Pettis arrived in Crestview with a reputation of building championship caliber programs. He left Crestview under a cloud of controversy, having won just eight games in two seasons, to take Sebastian River High School’s head coaching job. Baker football wins district title The Gators won their last district championship in 2001. But D.J. Thomas’ strong running and a relentless defense powered the team to a perfect 10-0 regular season that included wins over District 1-1A foes Freeport, Jay and defending state champion Northview. Donley purportedly is the rst former Gator to play in the tournament.
