A U.S. Postal Service barcode sticker obscured the return address. Curious, Justice Livingstons grandmother, Pat Mosely, peeled back the sticker. Underneath was imprinted The White House, Washington, D.C. Justice! she shouted and I came running Yes? Yes? Justice said. Justice had written to President Barack Obama in late October wishing him luck in the November elections. I told him I had been keeping up with him and I thought he had done a good job, she said. It wasnt her rst correspondence from the president. She had written to him soon after his rst inauguration, when she was a kindergartner, and was excited then to have received a card from the White House. This time, a cascade of items fell from the envelope. In addition to a photo of Obama, there was a smaller picture of Bo, the rst dog; a brochure describing a typical day in Bos life, including photos of him romping with the rst family; another brochure about the White House and its history; and a letter signed by President Obama in ink! Justice said, proudly displaying the now-framed missive. Monday, she will get to see the president in person. By BRIAN HUGHES 682-6524 | @cnbBrian brianh@crestviewbulletin.com CRESTVIEW The memory of Foy Shaw, the late former mayor and one of the founders of the Crestview Area Chamber of Commerce, lives on with an educational scholarship named for the community leader. Area high school seniors planning to further their studies after graduation may apply for the new $1,000 Foy Shaw Memorial Scholarship. Shaw, who was passionate about educating area youth, helped establish a Crestview campus for present-day Northwest Florida State College. He served on the colleges scholarship foundation in the 1980s. He helped raise a lot of funds for scholarships, Shaws son Craig, who today operates his fathers business, said. The chamber scholarship is something he wouldve approved of highly to help kids get educated. A respected member of the Crestview business community since the 1950s, Foy Shaw founded Shaw Moving & Storage to meet a growing Eglin Air Force Bases needs. In 1956, he helped establish the Crestview Area Chamber of Commerce. Past chamber President Mike Roy called Shaw the father of the chamber. To help moderate to low-income households, the Crestview JobsPlus will host free income tax preparation, by appointment, starting Jan. 30. The Volunteer Income Tax Assistance program, or VITA, serves households annually earning $51,000 or less. The idea is that if someone can come to a free site and get their taxes done, than that is money that they saved, Elaine Courtney, a University of Florida Okaloosa County Extension Of ce agent, said. It will be a service to those that need it in the community. The VITA program has been available to service members living on Okaloosa military bases, but this is the rst time all the countys residents may participate. There were two (counties) in Florida that didnt have VITA (last year), and we were one of them, Courtney said. The other county was Gadsden. NEED TAX ASSISTANCE? Since 2003, Ben Cadle, 35, has been a member of the U.S. Army Ceremonial Band, part of the United States Army Band Pershings Own, which traditionally is the rst unit to march in inaugural parades. When they marched past the presidential reviewing box on Jan. 20, 2009, Obama snapped a salute. After his 1995 graduation from Crestview High, Ben Cadle, son of Crestview Mayor David Cadle and his wife, Shirley, earned his bachelors and masters degrees from Louisiana State University. He studied at Longy School of Music in Boston before he auditioned for an opening in the Army Ceremonial Band at Fort Myers in Washington, D.C. Since he was accepted in the band, Ben Cadle has performed for two presidential inaugurations George W. Bushs second and Obamas rst and the funerals for Gerald Ford and Ronald Reagan. He has advanced to being a drum-major-in-training. Ive been drum majoring for the past two and a half to three years, Ben Cadle said. Theres just a handful of us. Its been great to have a position of responsibility in front of your peers. They are amazing musicians. It has been a little intimidating at rst, but I love it. I love every second Ive had as drum major. Its an exciting job because he gets to see a lot of history up close and personal, David Cadle said. Hes just learning so much. He said he and his wife often catch glimpses of their son during television coverage of ceremonial events. We saw him once when Bush was president and they were lighting the Christmas tree (in) front of the White House, David Cadle said. He was in the group that played and it was like zero degrees. The TV caught him several times; I think you could see his hands shaking from the cold. He accompanied Eartha Kitt. I think she sang, Santa Baby. A former presidents admittance to the hospital shortly before Christmas could have derailed Ben Cadle, his wife, Carrie, and their 14-month-old son Matthews visit home to Crestview. He had some anxiety over the holidays, David Cadle said. Hes the Army bands liaison for funerals, and former President (George) Bush went in the hospital. They practice all the presidents funeral plans. However, with Bush recuperating, Ben Cadle has been concentrating on Mondays Inaugural Parade, his father said. He dreads it because of their rehearsal times, David Cadle said. They have to rehearse when the citys sleep. The rehearsal we had this past Sunday was at 3:15 in the morning, Ben Cadle said. You put in a full seven-hour day and youre done at 10 in the morning. On Monday, the mayor will try to catch Inaugural Day coverage on what should be a long but memorable day for his son, one of the horn players in the mix, as Ben Cadle put it, of the 99-piece band. Their job begins before the parade even kicks off. Im anticipating being there at 0500 to start off the morning, Ben Cadle said. Theres a lot of waiting. The parade starts soon after 1 p.m. They have a luncheon after the swearing in. Were of cially the escort to the president on his way to the parade. This comes more than a year and a half after a Utilities Billing Depart ment forensic audit. Former City Clerk Janice Youngs investigation of billing discrepancies evolved into a forensic audit after her July 2011 retirement. Then-act ing city clerk and Finance Director Patti Beebe ordered the audit, which OSullivan Creel consultants con ducted with the councils direction. The audit found discrepancies be tween departments within the city clerks ofce and, during subsequent investigation, between other city departments. Monday, the council, Beebe and Roy recommended amending the citys contract with SunGard Public Sector, provider of the citys records and billing computer system. This was in accord with OSullivan Creels recommendation to integrate all the citys revenue stream systems into SunGard. An advantage of upgrading the citys SunGard system, which will incur a one-time set-up and $27,000 implementation cost, involves two off-site backup systems, in different locations, if there were a loss of City Hall facilities, Roy said. This brings us into compliance with the continuity of operations (plan) and what the council has al ready asked in forensic audits, and it brings us into a situation where if the system blows up, we wont lose any thing, she said. The citys operations continuity plan ensures residents can access most city services amid disasters and that city records can be preserved. If this building was hit by a torna do tomorrow, it would cost a lot more than $27,000 to replace all of our in formation, Roy said. In addition to updating and main taining software for utilities billing, business tax receipts and asset man agement, the proposal would add the Code Enforcement and Permitting departments to the system. Planning and Zoning, Public Works and Parks and Recreation have not been inte grated into SunGard. Public Works Director Wayne Steele said a rewall prevented the citys technology consultant from bringing his department includ ing Parks and Recreation into SunGard. A rewall digitally shields a computer from malicious attacks; in this case, it prohibited Steeles de partments systems from communi cating with SunGard. City Planner Eric Davis said his department uses a system called Blueprints, which it chose after ana lyzing systems of other cities, includ ing Fort Walton Beachs planning and zoning department. Davis said SunGard has not of fered a demonstration of its capabili ties for his staff and he would hate to see us spend money on a new pro gram that does not do as well as what we have now. Councilwoman Robyn Helt en couraged department heads to nish integrating all the citys computer systems in SunGard as soon as pos sible, including resolving any impedi ments the information technology contractor has encountered. If by the next meeting they are not able to resolve the rewall issue, I want to see a recommendation by the clerk for a new company to re solve that issue, Helt said. Council debates potential uses for donated building By BRIAN HUGHES 682-6524 | @cnbBrian brianh@crestviewbulletin.com CRESTVIEW A garage to store and investigate im pounded vehicles? A recycling center? A community meeting hall? These are among the possible uses city ofcials have suggested for a build ing that Gulf Power donat ed to the city. The Crestview City Council on Dec. 10 unani mously agreed to accept the donation of a 3,552-squarefoot warehouse sitting at the end of Cadle Drive off P.J. Adams Parkway. The utility only required that the city disassemble and move the building. Public Works Director Wayne Steele investigated the structure, praised its solid construction, metal truss roof, skylights and HardiePlank siding, and said his department could store the disassembled building until the council decides a use for it. It would be disassem bled using inmate labor at relatively little cost to the city, he said. After discussion with Council President Ben Ian nucci III, Steele said the building could be a city re cycling center, and could be reassembled for that use on city-owned property off Brookmeade Drive. Councilwoman Robyn Helt at Mondays meeting suggested a different use. I am recommending that immediately upon dis assembly, the building be immediately reassembled in Country View Park to provide an additional ser vice for our citizens, she said. The building could pro vide a community center for Zumba classes or any other kind of recreational facility, she said. That fa cility (Country View Park) is in need of improvement and its been in need for quite some time. After discussions with Steele, Helt said the build ing could be split in half and provide the city with two new buildings. Crestview Police Chief Tony Taylor had a sugges tion for one half, Steele said. The police chief has asked me about having a portion put up at his loca tion to house conscated vehicles in an area that is secure, Steele said. They only have room to park one car in their current area. City planner Eric Da vis told the council that city codes would require landscaping and adequate parking whether the build ing is split in half or relo cated intact. Council Members Tom Gordon and Tim Grand berry agreed with Helt, but requested more time to study the matter before the council makes a decision. Iannucci who sup ports the recycling center as part of green initiatives he is pursuing for the city agreed. We dont want to sit on the building, but I dont like the dartboard way of making a decision. I want to make sure we address all these possibilities and make the best decision. I think we need input from the citizens about what we should do with the building. Iannucci proposed a workshop to discuss all the ideas before making a decision. The council then voted unanimously to add discus sion of what to do with the building to a previously set Feb. 9 workshop. Ocane Guillet, who was hosted by Crestview High School student Emily Wedige and her family, and Laura Jolly, whose hosts were Samantha Lush and her family, were recognized during a Twelfth Night reunion party for most of the 36-member contingent that visited Crestview in October and November 2012. What happened was two of my students managed to sink their canoe, Crestview High French teacher Chris Lanoue explained. Paddy (De Broucker, one of the French escorts) and I were in a canoe and we came upon them. They were on the edge of the river. It was a place where the ground slopes into the water pretty sharply. They were standing there in the water, in their canoe, but you couldnt see their canoe. The water was waist deep. Ive never heard of sinking a canoe. Lanoue said Ocane and Laura paddled onto the scene shortly after the mishap. While Ocane steadied their canoe, Laura jumped into the cold, swift-running river amid logs, branches and other debris to rescue equipment and belongings that oated out of the sunken craft. I remember thinking, These girls are going to freeze to death, Lanoue said. But they got the life jacket and the oar and some other stuff. It took some doing because it was tangled in the branches. Noirmoutier Sister City Committee President Ren Relandeau presented Ocane and Laura with medals for bravery on behalf of the island community. Laura dived several times to remove from the water all the objects that were in the canoe, Relandeau said. They were just so determined, Lanoue said. I told them, Leave it; I dont want you to get sick or hurt, but she went in anyway. Lanoue said she and De Broucker picked up the stranded girls and their rescued belongings and the canoe rental people went to get the canoe. Relandeau said the 21 French students reminisced fondly about their nearly twoweek stay in Crestview during the Twelfth Night event, which featured king cakes with hidden Crestview Bulldog charms in lieu of the traditional small gurine. King cakes are served during Epiphany in various cultures around the world, including the South during Mardi Gras season. The person who gets the token hidden in the cake is considered blessed. We had a great party and we still talk about our stay in Crestview, Relandeau said. All the young people think only about Crestview while their parents only dream of going there. You cannot ght the enemy with negative attitudes like: I cannot face this problem, I am ruined, I cannot recover again, the doctors report says I cannot be healed, I have no future, I am too old, or my marriage is destroyed. Instead, claim Gods promises and chase the enemy away. Leviticus 20:24 says, You shall inherit their land, and I will give it to you to possess, a land owing with milk and honey! Whether you have problems with your career, future, marriage, kids, health or nances, ght the enemy that comes against your ministry, church, family and friends through hard prayer. Conquer the evil forces. Many people blame God for their failures and miseries. Stop complaining against God, stop playing with the devil and start walking with God. Ways to count your blessings and conquer failures are as follows. Obey the Lords commandments diligently. Sorry, theres no alternative, short route. It is not enough to wear a cross around your neck and hear or read His commandments. Blessings are promised for those who put the gospel into action. You may be highly quali ed, you may have a thousand medals and certi cates, you may be sitting in the best country with a plum job. All this amounts to nothing without the knowledge of God and the Bible. Read Deuteronomy 4:6. When you lack biblical knowledge, you are bound to make mistakes, so beware. Proverbs 2:6 says, For the Lord gives wisdom; From His mouth come knowledge and understanding. Accept that disobedience brings failures. Moses did not get to see the Promised Land because he disobeyed God by not speaking to the mountain. What do we learn from this? Obeying God in small and big matters will bring blessings. Flee from idol worship. Deuteronomy 4:23 says, Take heed to yourselves, lest you forget the covenant of the Lord your God which He made with you, and make for yourselves a carved image in the form of anything which the Lord your God has forbidden you. Do what is right and good to possess the land and your enemies will be cast down. Deuteronomy 6:18-19 says, And you shall do what is right and good in the sight of the Lord, that it may be well with you, and that you may go in and possess the good land of which the Lord swore to your fathers, to cast out all your enemies from before you, as the Lord has spoken. You must rst remove the mess before you begin to possess the land. Dont you clean your home before you occupy it? Throw away other kinds of trash to usher in Gods blessings. Remove the following from your life: Unwanted Facebook or mobile phone contacts Unwanted mail from strangers and illicit relationships Pirated software from your computer Clothes from your wardrobe that make you look cheap and unclean Anger, vengeance and the inability to forgive others. MacManus taught the cha-cha for 40 minutes, shouting directions like toe, ball, arch, heel, side-to-side and slow, slow, quick, quick, quick before he gradually turned up the music. He also demonstrated how to dance with a partner, taking the hand of studio instructor Hannah Teal Kania. The dancer eventually cracked a joke to put some 20 participants at ease. I dont know the term for everything, so I just make stuff up, he said. Attendees lined up for autographs and pictures with the professional dancer afterward. $100 for pictures, MacManus said with a laugh. Many attendees were students at the studio, though some visitors stopped by to meet MacManus and learn some new moves. I had fun. It was wonderful. (It) made me feel young again, Maria Kania said. The scholarship named in his memory is one of two the chamber of commerce provides to area youth. The other is a Northwest Florida State College-administered endowment. We had been working with the endowment schol arship at the college, so we thought, Why dont we do an other scholarship? Scholar ship Committee chairperson Pam Meadows said. Some one suggested naming it for Foy. It was an honor to name the scholarship for him. He was a real patron for so many organizations in our area. The Foy Shaw Scholarship is funded by a combination of donations and a 50-50 draw ing at the chambers monthly breakfasts. Attendees place money in the drawing and the winner splits the total, with half of the funds benefiting the scholarship. I dont think well have any trouble raising the first thousand for the first year, and wouldnt it be nice if we were able to give two (scholarships) a year? Mead ows said. I think because its the chamber and because its Foy, it will be easy to do. One of the scholarships benefits is that it is not exclu sively for students who plan to attend a college or univer sity upon graduating, Mead ows said. The good thing about this is were asking them what kind of institution they want to go to, she said. Not every child goes to college. If they want to go to a vocational in stitution, they will certainly be equally considered. Foy believed very strong ly about serving and giving to his community, the cham bers scholarship Web page states. Foys contributions and service are still vividly present today and his spirit of generosity will continue with each years award of the Crestview Area Chamber of Commerce Foy Shaw Memo rial Scholarship. Im proud of that scholar ship, Craig Shaw said. Its a good legacy, I think. We keep learning how to do right and be productive even from those whove gone on before us. Crestviews VITA program currently has seven IRStrained and certied volunteers to help qualied households prepare their tax returns. However, more volunteers are needed. The more volunteers we have, the more hours we will be able to staff, Courtney said. Time is of the essence, or ganizers said. People can volunteer on different levels from greeters to tax preparers, Rita Smith, the career agencys manager, said. We just ask that they contact us as soon as pos sible so we can get them into training. Holly McCarroll, an IRS tax consultant, said VITA training primarily is web-based. The agency is a tting site, McCarroll said. Its the perfect location for the VITA program because our audience is the same people that they serve, she said. Justice ran for fourth-grade class president, and though she didnt win, she is involved with the stu dent government and intends to toss her hat in the ring at the next opportunity. Last fall, Justice start ed the Brownstone Man or News, a newsletter for her subdivision. In it, she welcomes newcomers and introduces them and their pets to their new neighbors. During the holidays, the newsletter whose circulation has grown from six copies to 27 launched a Toys for Tots drive. She later deliv ered the toys to City Hall. Justice intends to prepare a report on her experiences at Mon days inaugural events for classmates in Pat Englishs fourth-grade class. And shes already composing a reply to Obamas letter, in which he encouraged her civic involvement. Im going to tell him I support him on gun con trol and the nation has to, too, Justice said. Obama on Wednesday presented a $500 million proposal to curb gun violence like the Dec. 14 Sandy Hook Elementary massacre in Newtown, Conn. On the softball diamond, the Hobo left elder lets her bat do the talking. Bailey led Laurel Hill in hitting last season, posting a .444 average. Tuesday, she signed scholarship papers to play softball for Lurleen B. Wallace Community College in Andalusia, Ala., where she will reunite with former Laurel Hill pitcher Kasey Harrison, a Saints in elder. The big selling point for Wallace is its proximity to Laurel Hill, Bailey said. Its close to home and its where I felt comfortable going, she said. Bailey has dreamed of playing college softball since she was in the sixth grade. And just what attracted her to the game? The teamwork and the teammates, she said, and the connections you get with other people. She said the Saint coaches havent decided where she will play, and wont do so until she joins the team in the fall. It didnt take Bailey long to impress the Wallace coaching staff during a recent tryout, Hobo softball coach Scott Varnum said. She had a good showing when she went up there, he said. She hit the ball really well and had a good hitting performance for her tryout. That Bailey put the bat on ball didnt surprise Varnum. She led us last year with a .444 batting average, he said. She has meant a lot to us with her bat. Hitting is de nitely her strength. She hits the ball really hard, really well, up the middle. We got her hitting the ball more up the middle last year and hitting more line drives instead of trying to take it out (of the park). That doesnt mean Bailey lacks other skills that can help Wallace. Varnum said that last season she started a double play from left eld that was one of the best defensive plays he has seen in almost a decade. And while Bailey has shown ashes of brilliance on defense, her ability to swing the bat helped her earn the scholarship. Just from what Ive seen, I expect her in some form to be hitting either as the DP (designated player) or as an out elder, Varnum said. She may not be in the eld to start with, but she will de nitely be hitting for them. Bailey has the intangibles that will help at the college level, Varnum said. Shes a good team player, he said. Shes been a part of a couple of district championships and Im really depending on her to hit the ball for us this year. Bailey will need to work on her elding and throwing to become a complete player; she also must keep swinging the bat as often as possible, Varnum said. Bailey understands the challenge of getting better. The work will never stop, she said. Theres always room for improvement. Always. Down 5-0 early in the game, the Bulldogs quickly found their stride on the way to a 5742 win over the Vikings. The formula for success was a simple one, Bulldog coach Ken Meisner said. The key tonight was the same thing its been the last couple of nights, and thats hustle, he said. When you hustle, you can do a lot of good things. I think our conditioning is doing well and its starting to pay off. Fort Walton had a long road trip to Memphis this weekend and they looked a little tired, but they are going to be back. They are still the team to beat. Things didnt look so good for the Bulldogs when Viking post player Tyrone Culbreth scored the games rst basket on a fourth offensive rebound of the possession and turned it into a 3-point play making a free throw. An Israel Black basket made it 5-0 Vikings. Roman Donofro picked up Crestviews rst basket on a 3pointer at the 6:15 mark in the rst quarter. Ronnie Baylark then took the ball as the Bulldogs (9-9, 3-3) came plugging back. Baylark scored eight of his game-high 18 points in the rst quarter, scoring the periods last six points to put the Bulldogs in front 17-13. Crestview held the lead most of the second quarter. The Vikings (12-6, 4-1) tied the game at 19-19 on a Culbreth score with 2:25 left in the quarter. A Chris Bowden basket at the 2:02 mark put Fort Walton Beach up 21-19. The lead lasted less than 30 seconds as Crestviews Clay Hancock hit a 3-pointer with 99 seconds left in the half, putting the Bulldogs in front to stay. A Denzel Ware basket with 55 seconds left in the second quarter gave Crestview a 24-21 lead at the break. The Bulldogs broke the game open in the third quarter as they outscored the Vikings 18-12. Baylark continued to have a hot hand with third scoring six more points. Jonathan Buckelew helped the Bulldogs cause with a pair of 3-point baskets. Crestviews biggest lead of the game of 18 points came at the 2:02 mark in the fourth quarter, when Jerry Aaron hit a basket to make the score 55-37.
