We have a responsibility to our city and our taxpay ers, Steele said. I live here, and Id like to see a reduction in our millage, too. ... This is what its going to take to stay at the current level of service as this year. Were in scrap ing-by mode. Steeles proposed budget includes savings in three of the four departments he oversees. Although Steele requested an increase of 9.2 percent in funding for Pub lic Works administration, the budgets for eet main tenance, streets, and build ing and facility maintenance were lower than last year. The bulk of a $34,496 re quested increase in the ad ministration budget would fund a second Okaloosa Cor rectional Institute prisoner work crew, Steele said, add ing that he has asked to leave two positions unlled to help defray that cost. We get a lot more work force out of them, Steele said of the prisoner work crews. Steele has proposed re ducing personnel costs in eet maintenance by almost 50 percent, from $201,587 to $106,799. Henderson was arrested last week and released from the Okaloosa County Jail. No bond amount was listed on the jail website. He is scheduled for an Oct. 24 jury trial. At issue are purchases and cash withdrawals from the re departments bank account in 2009 and 2010 that were made with a department debit card is sued to Henderson. The matter rst came to light in February when members of the Alma rante Fire Department Board of Commissioners questioned more than $1,900 in expendi tures made with the debit card issued to Henderson. The sheriffs investigator handling the case stated in an arrest report that Henderson could not provide any reason able explanation for $2,292 in charges to the debit card. Among other things, Hender sons department debit card was used in April 2010 to withdraw $503 in cash at the Wind Creek Casino & Hotel in Atmore, Ala. A $165 hotel room was charged to the departments account the same night. Purchases in question were made with the debit card at Lowes, Walgreens, Winn-Dixie, Zaxbys, Ruby Tuesday and Boa tUS in Fort Walton Beach. Streets need to be resurfaced every 20 years, he said, and his de partment aims to overlay at least ve miles of the citys more than 120 miles of road annually. Next year, our whole focus should be to use our ve-year plan and our long-range plans, Steele said, which include road resurfac ing. We know that we may not be able to fund them all, but at least were back on track. City Council President Charles Baugh Jr. asked why Steele pro posed a $145,121 budget for the building and facilities department when barely 30 percent of the 2010-11 budget has been used. Steele explained that the bud get is a reserve for emergencies, such as the recent failure of two of the librarys three air-condition ing units, or if there is storm dam age to city buildings. The funds are used for any building-related improvements, he said, and if un used at the end of the budget year, they are returned to the citys general fund. Youve got to put something in (the budget). You never know what were going to be asked to do, Steele said. This is where you get money from if you have a tornado. Steele praised the work of his employees and was recognized in return. Mr. Steele, youve done an outstanding job, Baugh said as the workshop drew to a close. The next budget workshop will be held at 5 p.m. today to discuss the budgets of the city council, mayor and city clerk. another $300 withdrawn there later that month. Another cash withdrawal of $340 was made at Eglin Federal Credit Union, in addition to withdrawals for smaller amounts. Henderson said at a Feb ruary board meeting that he used the cash to buy food and drinks for reghters on the scene of emergency calls. In April, the re depart ments board of commis sioners approved, in a 2-1 vote, turning the matter over to the Okaloosa County Sheriffs Ofce. A separate vote to re Henderson was unanimous. Board member Dan Barnes voted against seek ing a sheriffs investigation. He argued, as did Board President Mack Wilkins, that the matter should be dropped if Henderson agreed to repay the money in question. Henderson told some board members he would repay the money next year once a bond he had pur chased matured and could be cashed out. If he pays it back, Im willing to forget it, Wilkins said Monday. A lot of good we are going to get out of it if it goes to court. Board member Dan Ri ley, who voted to turn the matter over to the sheriffs ofce, said Monday he felt the right thing was done. My feeling all along was that this was a law enforce ment matter, Riley said. I felt like it would be in the best interest for everybody involved, both for the board and for constituents. Like his counterpart at Davidson, Paul Whiddon, Shoal Rivers principal, worked the car line on the rst morning of the school year and then walked the busy hallways to check the progress of the bus lines. At Bob Sikes Elementary School, brothers Isaiah and Eli Deming, ages 9 and 5, eagerly donned their Michigan State backpacks and hopped out of the car in the parking lot of Our Lady of Victory Catholic Church. They hurried across Adams Drive to the school, gripping the hand of their mom, Sara Deming. Theyre excited, she said. Moms a little nervous, though. The Demings had just arrived in Crestview the Wednesday before, one of the 7th Special Forces Group (Airborne) families transferring to the area, and Isaiah and Eli looked forward to making new friends as they started fourth grade and kindergarten, respectively. Its my rst day at our new school, Isaiah announced. There were a few tears both from parents and students as young ones embarked on their formal educations, but sympathetic teachers gently took small hands, assured apprehensive moms that everything would be ne and led their new charges to their classrooms and new friends. As the buzzers signaled the start of a new school year, the lines of cars, swirl of parking lot activity and swarm of families and kids searching for homerooms suddenly evaporated. Theres something special about the rst day of school, no matter how old you are, Walthall said. A4 | Crestview News Bulletin Wednesday, August 24, 2011 By Brian Hughes Arts & Entertainment Editor Theatergoers are bright enough to look beyond the hyperbole when a repertoire producer proclaims, The upcoming season is truly perhaps the best offering of top name shows weve been able to bring to the area in the history of the arts center! In this case, however, the Broadway Series at Northwest Florida State College isnt stretching the truth. It is the best program of stage musicals the Mattie Kelley Performing Arts Center has put together in a single season, at least in the six years Ive been in Crestview. This years series is one of those perfect storms of classic and recent spectaculars, a wonderful through the ages pastiche of Broadway evolution. From 1947s Brigadoon, the season covers six decades of blockbusters, up to the 2007 sensation, Mel Brooks Young Frankenstein. From the 1950s comes My Fair Lady and Damn Yankees, while 2005s Monty Pythons Spamalot rounds out the bill. Its a sort of Broadwaysgolden-era-meets-todaysmega-blockbuster, complete with two hysterical recent comedies that follow the current screen-to-stage trend, while the classic shows coming to Niceville enjoyed new lives when they went the other way around, landing on the big screen. The season also offers stage enthusiasts a classic cornucopia of Alan Jay Lerner and Frederick Loewe numbers from My Fair Lady and Brigadoon, songs that audiences embraced and propelled into the Great American Songbook. Between the two shows youll tap your feet to The Rain in Spain, I Couldve Danced All Night, Show Me, Get Me to the Church on Time, Wouldnt it be Loverly, The Heather on the Hill, Almost Like Being in Love, and There But For You Go I. Like the delicious Lerner and Loewe offerings, Damn Yankees has added its share of great hits to our nations musical repertoire, including What Ever Lola Wants, Goodbye Old Girl and Heart. Proving that Broadways sense of humor allows plenty of room for self-deprecation, Monty Pythons Spamalot, inked largely by Python alumnus Eric Idle (who once stepped on my left foot during a performance of Monty Python Live at City Center, incidentally), makes marvelous fun of Broadway shows, including the recent penchant for over-the-top production numbers at the expense of substance. The Mattie Kelly Center is offering new la carte package pricing, coupling the Broadway shows with the Artists Series. This year, 286 local youths in the program deposited $26,503 into savings accounts, according to a press release. Since the program began in 2004, youth deposits have totaled $201,000. Youths are asked to set a savings goal and make a deposit into a savings account, which makes them Okaloosa Savers. Once the entry forms are collected from participating financial institutions, winners are randomly drawn to receive a $100 savings bond. Winners for 2011 are Gunner Chessher, Faith Hope, Zoe Sparkman, Matt Budney, Addison Haddorff, Ryan Casburn and Jett Tolbert. Savings bond donors are Coastal Bank & Trust, BankTrust and Fort Walton Beach Exchange Club. The FASSP is a division of the larger Florida As sociation of School Administrators (FA SA) organization. Obviously, it is not great timing to be starting at a new school and serving at the state level at the same time, Jones acknowl edged. However, I have a great staff at Crestview High and I know they will support my ef forts on behalf of all administrators and will keep our school running great. No newcomer to CHS, Jones had previously served as the schools as sistant principal and a Bulldog assis tant football coach. This year will mark Jones 40th year in education. He served as an ad ministrator for the past 19 years, nine of them as a middle school principal in Okaloosa County. Prior to attaining his current position at Crestview High, Jones was principal at Shoal River Mid dle School. Before opening the citys newest middle school, he over saw the closure of Richbourg Middle School. Jones said the need for more Northwest Florida representation at the state education level led him to be come involved with the FASSP. One of the rea sons I became in volved in FASA and FASSP is because the Panhandle had no representation at the leadership level and I felt it important that we have a voice in our professional organi zation, Jones said. FASA and FASSP are heavily involved in monitoring up coming legislation which affects edu cation and educa tors. Through our staff and board of directors, we make contact with legisla tors to be sure that they are hearing our voice. In addition to his work in the public school system, Jones has served as past-president of the Crestview Area Chamber of Com merce and has held numerous leader ship positions in the community and in the First United Methodist Church in Crestview. This years Person of the Year award was presented to Northwest Regional Airport Director Greg Donovan. As an accomplished and innovative business leader, his use of public relations principles and contributions dramatically raised the regions profile and enhanced the areas economy. Donovan is the director of Okaloosa Countys three airports: Northwest Florida Regional Airport (VPS), Destin Airport (DTS), and Bob Sikes/ Crestview Airport (CEW). Previously, he was the assistant airport director at Pensacola Regional Airport. Donovan and his airport team can be credited as key players in the recovery of the region after the Deepwater Horizon Oil Spill, according to a press release by the public relations association. Since the disaster in April 2010, Donovan has attracted two new aviation businesses and a new air carrier to Northwest Florida. Those achievements netted the airport an additional 128 direct jobs and an annual economic impact of more than $370 million, the press release states. In total, industry experts estimate the Okaloosa County Airports System has an economic impact of $509 million annually, and created an additional 4,500 direct and indirect jobs in the region. Donovan also successfully established a new USO center at VPS. With 75 volunteers, and an average of nearly 100 visitors a day, the center celebrated its first year in operation this past June. He is also the president of the Florida Airports Council, serves on the Fort Walton Beach Chamber of Commerce board of directors, and was recently named Aviation Professional of the Year from the Florida Department of Transportation. Past Person of the Year recipients of the Northwest Florida Coast Chapter of FPRA include Walton County Sheriff Michael Adkinson; Dawn Moliterno, currently executive director of the South Walton Tourist Development Council; Brad Pickel, former director of beach management for the Walton County Tourist Development Council; and Keith Howard, president and CEO of Howard Group. The Northwest Florida Coast Chapter also recognized its 2011 Member of the Year, Valeria Lento, the incoming chapter president, and presented the Presidents Award to Jessica Proffitt. Baker coach Matt Brunson is looking forward to letting the Gators loose on an oppo nent. The fact that longtime rival Jay is that opponent makes the game a little more interesting. Our guys have been working hard, and we have gotten after each other, he said. Now its time to line up against an opponent, and theres nothing better than getting a shot to play Jay. Even if it (the game) doesnt matter, these people will remember what hap pened (in past games). Fridays game marks the debut in the rivalry of Brunson as the Baker head coach and Kent Smith as the Royals boss. Just as Brunson is a Baker graduate, Smith is a Jay alumnus. And theres more. Kent Smith was the de fensive coordinator over at Pace, and weve battled each other over the years when I was at Crestview, Brunson said. Hell do a good job. Hes a Jay alumni that has moved in there, and Im kind of an alumni coming back, so it should be kind of fun to watch. We are the founders and vi sionaries, Bense told a packed eld house. Each and every one of us has a role to play, and this is a call to action for us all to let the Argo spirit show. Thursdays announcement came after an 18-month process that included recommendations from the athletics visioning team and the UWF football feasibility committee. On July 21, the UWF Intercol legiate Athletics Advisory Com mittee endorsed the recommen dation for a football program at the Pensacola campus. I would like to do this sooner than later, but the next step is to organize and formulate an implementation team, said Bense, who was a fast-pitch soft ball catcher on club teams while studying at Florida State Uni versity. I can remember when we had two metal bleachers, two goal posts and a scoreboard at Florida State in 1963 when Bill Peterson coached the team that was called an old girls school. He put the team together, and I remember the feeling when the Marching Chiefs took the eld and the spirit and pride I felt and the feeling I had when we beat Florida for the rst time on their eld. Sure, Troy University, or Troy State as it was then known, wasnt too far to the north. And Florida State was just 200 miles to the east. But at the time my family had no ties to FSU and still has no ties to Troy. If only there had been college football somewhere closer, say at the University of West Florida in Pensacola. Though it is 40 years too late for me and my generation to enjoy, it seems as if UWF might nally be making the move to football. That doesnt mean Fridays 7 p.m. Kickoff Classic at Pace doesnt have value. Its not a night to go out there and try to win that game, he said. You do try to win, but winning is not the most important thing. Thats probably the only time in football that winning is not the most important thing. You are never as good as you think you are (when you win), and you are never as bad as you think you are (when you lose). So we are just going in there trying to gure out what we need to work on and try to get it xed the next week before we are going to have to play Milton in the sea son opener Sept. 2. The school plans a fundraising campaign to try to help offset the costs of building a football program, but despite the announcement, Bense did not promise football will become a reality. I wont try to pretend I know the nancial cost and rewards of having football at UWF, but I like the idea a lot. As is the case with the other sports that are part of the UWF athletic program, the football team will compete in the NCAA Division II Gulf South Conference. Earlier this year, the Argo baseball team won the national championship using a lot of homegrown talent from the Northwest Florida area. I cant help but think it wouldnt take a West Florida football team, using local talent that isnt quite up to D-I standards, long to be competing for titles of its own. There are some questions surrounding the UWF football team. One of the biggest questions concerns where the home games would be played. Eventually the goal is to build a 5,000-seat stadium on campus. Some of the options at this time include playing home games at the new Maritime Park being built for the Pensacola Blue Wahoo baseball team. My advice would be to get the on-campus stadium built as soon as possible. Ive witnessed rst-hand at Liberty University and West Georgia University the drawbacks of not having an on-campus facility. It is never easy for a college team to share a stadium with other teams when the stadium isnt located on campus. Granted, UWF is largely a commuter school, so maybe playing off campus wouldnt hurt the Pensacola school as badly as it hurt West Georgia or Liberty. But there is something special about having the college football experience on campus. Students tend to take greater ownership of their team when the games are within walking distance of the dorm or the academic buildings rather than the other side of town. Having an on-campus stadium also draws the alumni back to campus and allows them to see what is happening at the school. Im excited about football at West Florida. I cant wait to see local kids make the short journey to Pensacola to continue their football careers. And when that happens, Ill follow them every step of the way. Yes, soon it could be college football time in Pensacola better late than never. doing, Brunson said. The game will be a battle of the respective varsities because the Baker middle school and junior var sity teams play earlier in the week. The rst quarter will be backup players, and the last three quarters will feature the starters. Im interested to see where we are conditioning-wise in a game situ ation, Brunson said. Thats some thing you cant simulate in practice no matter how much you try to go at game speed. We want maximum ef fort from our guys to see where we are conditioning-wise and to execute the basic stuff. We just want to establish a physical style for us more than we are worried about our opponent, al though it is Jay. We dont play again until Week 10 (of the regular season), so Im sure both of us will nd out more about ourselves between now and Week 10. Gator senior Brian Benoit put it another way. Its not just winning the game at the end of the clock, he said. We have to take it quarter by quarter and play by play. Weve got to make sure we go all out every play. Word was Monday that Dean should be ready for the opener at Milton. It is going to be big for him (Culligan) getting out there and getting a chance, Pettis said. Because hes only been here such a short time, hes still try ing to learn the offense, so weve got to get him caught up. He does some things pretty good. He can spin the football. He can sure throw it. Lawson was a starter much of last season as a sophomore but only recently returned to the team. Dillan is a kid we are trying to look at on both sides of the ball, Pettis said. We want him running the football some be cause he is super fast and he is super physical, and we sure like him running that football. Right now its just teaching him the offense and teaching him the defense and getting him ready to go. The game will start with the freshman teams playing the rst quarter. The junior varsities will play the second quarter, and the varsities take the eld in the sec ond half. Win or lose, Pettis said play ing the Patriots will be a good measuring stick for the Bull dogs. I do know there was a big rivalry between Pace and Crest view at one time, he said. Be cause of their reputation and how good of a job coach (Mick ey) Lindsey and those guys do of coaching them, it does give us an idea. We do have a brutal sched ule, and it sets the tone and lets us know where we are at and what we need to work on. We know who will hit. We know our physical kids. If you look at our roster, you would see probably see 45 kids there, maybe. We are going to go in there and try to keep everybody healthy throughout the course of that game. Okaloosa riders score big in state 4-H championships Special to the News Bulletin Three young people from Okaloosa County have returned from Tampa as winners of state-level awards, and two of them state championships. Lily Hall, 12, Klarissa Williamson, 11, and Kelvin Williamson, 13, all qualied to attend the 2011 Florida 4H State Equestrian Finals this year by rst winning Area A championships in Marianna in March. Af ter winning against riders from the entire Panhandle area (Escambia to Madison counties) at the area nals, these three rode against the best riders in the state in a variety of events (in both Western and English classes) and came home with top honors. Klarissa and Kelvin Wil liamson, children of local veterinarian Reese Wil liamson and her husband, Ken, of Crestview, im pressed the state judges in their Western events. States plant, animal communities diverse By Sheila Dunning Special to the News Bulletin Florida is a fascinating state with a unique geological and ecological history. Floridas climate ranges from temperate to subtropical. Ecological processes include such extremes as ooding and re, and plant and animal communities are diverse and abundant. At least 275 species of trees are native to Florida. The term hammock is used in Florida and a few other Southeastern states to describe forested habitats that are often isolated and surrounded by lower-elevation habitats, such as wetlands and prairies. The term reportedly comes from a Native American word that means shady place. High pine is a collective term for several pine communities that occur on well-drained soils of north and central Floridas higher-elevation areas and ancient ridge systems. High pine is often differentiated into sandhill and clayhill communities in north Florida. Scrub and dry prairie are rare habitats. In Florida, many rare, endemic and endangered species occur in and depend on scrub and dry prairie habitats for their continued survival. Florida has 53 native species of terrestrial mammals and 31 species of marine mammals. Many species of mammals that live in Florida also occur in more northern states. Animals that live in Florida have adaptations suited for the climatic differences. In general, when a species or closely related species occurs in both northern and southern climates, those animals living in northern climates tend to be larger. This phenomenon is known as Bergmanns rule. The Florida Breeding Bird Atlas conrms that there are 196 species of birds bred in Florida. In addition to birds that breed in Florida, approximately 300 species visit Florida as winter residents or during migratory ights. Florida is also among the top states in the U.S. and North America in terms of herpetological diversity. It is estimated that 95 percent of all animal species on Earth are insects. These facts and more are covered during a 40-hour course offered at the Okaloosa County Extension. Learning more about Floridas natural environment is possible through the Florida Master Naturalist Program. Training includes ecosystem processes, identication of key plants and wildlife and the role of humans in shaping Floridas environment, as well as interpretation skills and environmental ethics.
