The departure of Jon
Kurpil to become a Wal-
Mart regional developmen-
tal market manager means
a change in. leadership in
the Crestview area's larg-
est retailer.
On Monday, Wal-Mart
employees welcomed their
new manager, Pat Riley, as
the 25-year veteran of. the
Arkansas-based chain re-
turned to Florida.
"I'm a transplant from
California, but a native Flo-
ridian," explained Riley. "I
grew up in Daytona Beach
area."
After spending three
years running a Wal-Mart
store in the Golden State,
"I was excited to get back
to Florida," Riley said.
"There's no place like
home!"
Riley felt instantly at
ease with Crestview when
he and his wife settled into
their new home July 30.
"You have a great com-
munity here and at Wal-
Mart, we like to be great
neighbors in the commu-
nity," Riley said. "We feel
a lot of support from the
community."
Riley worked his way up
the Wal-Mart ladder to his.
present managerial posi-
tion, so he appreciates the
hard work performed by
his employees throughout
the store.
"I started as an hourly
associate in Port Orange,'
Florida, and worked up
through assistant manag-
er," he said, describing his
career. "My first store was
in Spring Hill, Florida. I'm
one of those stories!"
On his first day at his
new store, *Riley was
instantly impressed
with the people who
work for him.
"I was eager to
meet the associates
here," he said. "There's
just a great group of
people here with a lot of
experience, and they're
people .who care about
their community. There's
definitely a link with the
associates here because
these are their neighbors."
Riley encouraged com-
munity leaders and cus-
tomers to seek him out
with ideas, compliments

Fill-Ups robbery
suspect sought
On Tuesday at ap-
proximately 10:26 p.m.,
the Crestview Police De-
partment responded to
the Fill-Ups Food Store
#2060, 510 North Ferdon
Blvd. in reference to a
robbery, according to a
CPD release.
According to the store
clerk and supported by
video surveillance, the
suspect entered the store
via the north side en-
trance and approached
the counter and demand-
ed the money from the
register. The suspect re-
moved the money from
the cash drawer and fled
on foot.
The suspect is de-
scribed as a white female,
approximately 5-3, 150
pounds and wearing a
black baseball cap, purple
shirt (with a distinctive
logo on the back), light
colored blue jean shorts
and white shoes.

Derek Lott is Vice President and Commercial Loan Officer at the First
National Bank of Crestview, where he has worked for three and a half
years. He grew 'up in Panama City, moved to Southern Mississippi attending
middle and high school there, graduated from the University of Southern
Mississippi and then returned to Florida as fast as he could. Derek has two

Commissioners:
Hughes' budget cuts
not enough
Wearing a dark suit
and cowboy boots, Oka-
loosa County Tax Col-
lector Chris Hughes
stepped up to the podium
and proposed a budget
that included none of the
bonuses of years past.
He trimmed more than
$300,000 and told county,
commissioners at the
budget workshop that he
was willing to discuss ad-
ditional cuts.
Commissioners said
the cuts were not enough.
At least three commis-
sioners reminded Hughes
that they disapproved of
bonuses of any kind.
The budget had none
of the bonuses that put
Hughes under public
scrutiny in recent months.
. The proposed budget,
which has been posted on
his Web site since May,
had no salary increases,
performance incentives
or budgeted overtime,
Hughes said.
"When we began, we
had hoped to hold the
line," Hughes said. "We
not only held the line, but
presented a 5.2 percent
cut."

budget for the upcoming
school year, which includ-
ed millage rate increases,
was approved Monday
by the Okaloosa County
School Board.
In a unanimous vote,
the board elected to set
the tentative discretion-
ary local tax and the ten-
tative capital improve-
ment tax at the highest
levels allowed by the
state. Under the current
terms, they would raise
the discretionary local
tax to .7480 mills and the
capital improvement tax
to 1.5 mills, which is .1880
mills less than the state
permitted last year.I
If the maximum rates
are finalized, a property
worth $200,000 would see
a $2.63 increase in the up-
coming year.
The school board,
which could still choose
to lower the discretionary
and capital millage rates,
will continue to discuss
the budget during its Au-
gust meetings. It has not
yet settled its salary con-
tract with the teachers'
union.
The final budget will
be approved during the
board's Sept. 14 meeting.

Two injured in
weekend house fire
An Aug. 1 fire at 678
East Cobb Ave. sent two
firefighters to the hospi-
tal with dehydration, ac-
cording to Crestview Fire
Department Chief Joe
Traylor.
Both had been recov-
ering from flu-like symp-
toms, Traylor said. But
the full firefighting gear
that they were wearing
was also a factor, since it
affects the body's ability
to cool itself.
When firefighters ar-
rived at the scene, the
structure was already a
total loss, Traylor said.
Trash and other debris
was also burning in the
yard.
Neighbors said no one
had lived in the house for
a long time.
Calvary Baptist
Church, which is close to
the home, also sustained
some damage from the
heat.
"The tips of the flames
could be seen over the
trees," said Tyler Smith,
who was at the American
Legion on U.S. Highway
90 at the time. "It was in-
sane."

Locally Religion


God does wonders when waters rise ar


I love looking at rainbows.
I've actually stopped on the side
of highways while traveling to
look at them as they adorn the
sky. Rainbows are a symbol of
hope and promise.
There is a very familiar
story in the book of Genesis,
commonly known as Noah
and the Ark. Noah built a huge
ark, filled it with his family and
pairs of animals from all over
the world. Then God sent the
rains, and the springs, streams
and rivers gushed forth for
40 days and nights. God was
sorry he had created humanity
and wanted to start over again
because humanity was so
steeped in sinful living there
seemed to be no other solution.
He wiped out everything except
the inhabitants on the ark.
This was not a pleasant
experience for Noah and his
family. They were cooped up on
board the ark for a total of about
a year with every imaginable
animal on earth as well as his
own family. His neighbors were
gone. The world as he had
known it had disappeared. In a


very real way, he was starting
Over.
That happens to people,
doesn't it? The world as they
know it suddenly disappears. I
think of a woman whose husband
had died. He had always
managed their financial
affairs. But he did not
manage them very well.
In addition to the grief
she was trying valiantly
to deal with, she was
going to have to go to
work for the first time _
in a world for which she
was unprepared. FRO
I think of a 53-year-old PUI
businessman laid off by The R
his company. His was a Broa
middle management job.
He spent most of his adult life
acquiring skills that suddenly
were obsolete. The world as he
knew it had disappeared. He had
to start over.
I think of a 30-year-old single
mother with two small children.
She was brought up believing
that marriage was forever Her
husband decided he was not
ready for the responsibility of a

family Even more devastating
is the loss of his emotional
support.
Life does that to us
sometimes, doesn't it? We end
up sailing with a boatload of
animals toward a world we
cannot even imagine.
This is Noah's story but
it is also our own. What
do you do when the
waters are rising and
the world around you is
rapidly changing, and
life seems dreadfully
- frightening?
1 THE Some people become
PIT frozen with fear. The
v. Mark situation can feel so
head overwhelming that
they don't know what
step to take first. As a result,
the situation becomes worse
because nothing gets done.
Sometimes panic sets in
and there is a tendency to rush
around doing lots of things, but
accomplishing nothing.
There are different reactions.
But a different, far better
reaction would be to take a
deep breath and allow your


mind to calmly enter into deep
prayer asking God for a sense*
of release and resolution. It's
amazing what can happen
when we give things to God and
recognize he is present with
us. It takes the pressure off us.
It helps our raging emotions
to feel a sense of calmness. It
brings peace to our souls.
It also helps to remember
that most troubles are
temporary. Somehow we do
muddle through. Most people
who lose their jobs do find
another. Single momsdo make
it through somehow. God's
promise to you is that he is with
you when the waters rise, and
he will help see you through.
I When the waters finally
receded around Noah, God
sent a rainbow as a symbol of
his promise to never destroy
to earth with a flood ever
again. The rainbow is a symbol
of promise and of hope. The
promise - God will never
destroy the whole world by
flood ever again. The hope - no
matter what we go through
God will see us through and we

found you
will be better, stronger persons
for it. God proved his promise
once again several thousand
years after Noah with the life,
death and resurrection of Jesus
Christ. How awesome is that?
Remember this: Beyond
the rising water is a rainbow.
Storms do not last forever. Grief
subsides and healing takes
place.
So, the next time you see a
rainbow, marvel at the wonder
of it. And then remember the
promises of God! God does
wonders when the waters rise
all around us.

WESLEVAN CHILD CARE
CENTER: The Weslevan Child Care,
Center in Crestview will open its first
part-time program for children age
3 that are potty-trained. A three-day


and a two-day program are available.
The age-appropriate educational
program will be based on creative
curriculum. The children will be in-
troduced to all areas of development
- social skills, language, cognitive,
large motor and small motor skills.
The whole child's educational needs
will be met in a warm, loving, Chris-

Blackburn, a Laruel Hill resident,
talked about the fundamentals of flight
and his road to setting the world re-
cord during the First Tuesday Lecture,
"Folding and Flying Paper Airplanes"
at the Robert L. F Sikes Library.
This month's program drew a large
audience of children and even a few
grandparents.
"Each .time I had to improve on
the type of plane I used," Blackburn
explained. "Straight wings are more
efficient, and flaps in the back are the
key"
Blackburn first set the paper air-
plane flying time world record in 1983
with a time of 16.89 seconds at North
Carolina State University, where he
earned his bachelor of science in aero-
nautical engineering.
Blackburn improved on his own
record in 1987 and 1994. He lost the
record in 1996, in part because of new
Guinness requirements that the entire
flight be recorded on video.
Blackburn got the record back in
1998. He created a paper airplane that
recorded a flight of 27.6 seconds in the
Georgia Dome in Atlanta.
Guinness certified the record on
April 30,1999.
"I have a feeling I may have just
retired from setting records," Jacobs
wrote on his Web site recap of the re-
cord attempt. "But no one knows what
the future might hold."
Blackburn guided participants at
Tuesday's event in folding a model of
the plane that he used to set his world
record and conducted a competition
for accuracy.

competition. The planes of 12-year-old
Crestview residents Josh Cyrus and
Andrew Earls landed the same dis-
tance from the target. Both received a
book by Blackburn for their skills.


Blackburn concluded his program
with words of encouragement to his
young audience.
"Follow any interest you have and
learn more about. You have a great
starting place right here in the li-
brary."

"Whatever we can do to be in-
volved in this community and to be a
good neighbor is what I'm interested
in," he said.
"There's a lot of pride here. It's
nice to be the manager of this store,"
Riley said. "My first day has been just
wonderful."
Meanwhile, the store's previous
manager, Jon Kurpil, is settling into
his new position, serving the retail
giant in a large territory that covers
all of Alabama and northwest Flori-
da. Coincidentally, the Wal-Mart he
formerly managed is included in his
region.
"Basically it's a transition position
before I become a market manager,
at which time I will be assigned a
market of 10-12 stores I will super-
vise," Kurpil explained.
For the next six months, at the
first part of the week, Kurpil, who
served Crestview for nearly 15 years,
will explore other Wal-Mart stores in
the region, working with a different
market manager most of the week.
On Friday he'll work out of the re-
gional office in Pensacola.
"That will expose me to a lot of dif-
ferent management styles," Kurpil

waitress, will remain Crestview resi-
dents for the next six months.
"Once I'm assigned my own mar-
ket, then we'll have to relocate to


wherever that is," Jon Kurpil said.
"Our whole plan was once both our
boys got through high school in
Crestview, I would pursue my career
again. My youngest son graduated in
June. Now it's time for me to see if I
can move up.
"I've enjoyed it there in Crestview,
but when opportunity knocks, you,
gotta take it," Kurpil said.

The purpose of the Public Hearing is to receive comments
and make decisions regarding the above matter. The

rapidly changing world of
informational technology
can be challenging
for local government. DA
I am happy to report DA

providing our citizens with up-
to-date information concerning
ordinances, budgets and other

of interest to members
of the community on our
city Web page. Videos are
also available on that site
for a more personal look
at the city.
For more than a year,
VID CADLE our utility customers
tview mayor have been able to pay
their water bills online. It
has been estimated that nearly
50 percent have taken advantage
of that opportunity. As a result,


the long lines in our lobby
on payment day have nearly
disappeared, and more efficient
service has resulted for everyone.
On the public safety front,
every police patrol car now has its
own computer, making it possible
for reports to be filed from the
field and thus curtailing the need
to return to headquarters to
complete paperwork and waste
precious time, and allowing the
officer to remain on patrol.
Our fire department just


installed a new and inexpensive
system that allows the daily
management briefings to be
held by teleconference from
our three stations. In the past,
various captains and battalion
chiefs would have to drive to fire
department headquarters on
Woodruff each morning for the
briefing, but now they can stay
at their stations and respond
immediately to any emergency
situation.

and used this interview
time to offer his take on
other issues facing the
county.
He started with a recap
of a budget meeting held
Tuesday afternoon.
"Unfortunately, I think
you're going to see when
we cut costs, you have to
cut some services. One
thing I don't believe in is
cutting services to things
like roads, stormwater,
water, sewer, the
sheriff's department, law
enforcement, public health,
things like that. Those are
essential to me. That's
what the government's
primary responsibility
is; taking care of those
(infrastructure, essential
services and public safety)
needs first and foremost.
There are going to be
some people who take
exception to that - and
that's OK - but I believe
our first and foremost


responsibility as
the handlers of
your tax dollars
are the things
that make for a
strong community.
Those things have
to come first. You
can't have a lot of


fluff and no meat.
"Unfortunately there
are special-interest
groups that like the 'other'
things, not so much the
infrastructural needs or
essential service needs or
public safety needs. There
is a strong group of people
that believe quality of life
issues are as important."
Harris was asked
whether north county
residents would be
surprised.- in a positive
or negative way - by
anything in the proposed
budget.
"No. Not really. There
will be some reductions,
and because of those
reductions, there will
be some reductions of
services. Everybody
has been asked to cut
something, and they
all have cut. I think
spending correctly is more
important than anything....
"What we need to do
is start thinking in terms


of return on investment
when we do things and
customer service when
we do things. Just like a
business has to."

Harris discussed the
formation of a citizens
advisory board he will
meet with monthly.
"One of my (Crestview
Area Chamber of
Commerce) board
members told me, quite
eloquently, people in
the United States are
either zero mph or 100
mph.... If things are
going all right, most'
people aren't engaged
in what's going on. Until
something happens. And
then everyone is running
around 100 mph and
wanting heads to roll -
as they should. However,
the way to prevent that
is to stay more engaged,
because that keeps us
on track. The political
leaders are 'in it' all the
time, and we're supposed
to be 'in it' all the time.
But the citizen needs to be
more engaged, because
that is the problem with
a lot of legislative leaders
across the United States.
They have a false sense
of understanding of what


the American people really
want. ...
"Because I believe
legislators should not
operate in a vacuum, I
chose to form an advisory
committee for me. There
are about 14 people on that
advisory committee from
all corners of this county.
We had our first meeting
recently, and it was a very
productive meeting. I want
those people to let me
know what people think is
important to this county.
Some of those folks are
opposed to some of the
decisions I make, but I
think that's important. I
need to hear both sides of
the story before I make a
decision. My responsibility
is to make an informed
decision. If I'm only
hearing my side of an
issue, I'm not informed.
Part of the committee has
folks that don't agree with
me - and I like it that way.
That was by design. I want
to hear both sides of the
story."

Harris discussed his
first meeting as a liaison
between the board of
county commissioners
and the Building Industry
Association (BIA).


"I'm really pleased
with the county's work
with the Building Industry
Association. I'm the liaison
with the BIA, along with
the three department
heads that have the most
impact on the building
industry. We recently had
our first meeting. The
purpose of this was to get
the lines of communication
open. It's important we
are talking together.
There maybe are some
codes that stymie growth
or maybe some things
the BIA thinks are too
permissive. My intent with
the BIA is to do some good
planned growth, with the
people making the growth
happen involved in it."

Next topic: How to get
funding for roadwork
needed in the north
county.
"We have a serious,
serious lack of money for
roads. There are some
alternatives. One is only do
(repairs) with what we've
got, and it'll take forever
to do, and I'm.opposed to
that. One is to bond things
out to get roads done.
And then there are ways.
of getting it done that
could pay for it on a yearly

basis - like increasing
the gas tax. The gas price
fluctuates five cents or 10
cents a day anyway, and
people pay it. Is (a gas
tax) viable? I don't know.
That's one of the things
my advisory committee is
going to look into. I may
ask the Institute for Senior
Professionals to look into
it, or one of the other
organizations. Are people
in the north county willing
to pay an extra five cents
on gas to get their roads
done? The other side of it
is, are people in the south
county willing to pay five
cents per gallon to get
their roads done - when
they are already done.?
(A gas tax) also covers
things like stormwater,
and we have some serious
stormwater issues in the
south end of the county.
"There are some
commissioners who
believe if we do a gas tax
increase we have to do a
referendum. And there

stand on that. But we need
roads. Especially in the
north county.
"The other thing is
one-third of our gas tax
would be paid by visitors,
because they pay for gas
while they're here. One-
third of the roads could be
paid for by someone else.
"But I don't know how
people feel about it, and
I would love to know how
people feel about it, either
for or against."
Harris concluded
by explaining why he
believes the county should
do more long-range
planning.
"We need to spend
more time in the county
planning for the future.
There is a natural
reluctance because people
in political positions now
are reluctant to make
.decisions for people
who will be in political
positions in the future
five to eight years from
now. But if you fail to plan,
you are planning to fail.
I think we should start
doing some visioning or
strategic planning for
five, 10, 20 years down the
road. We've done a few,
but other than other than
five-year plans for capital
improvements and things
like that, we've not done
what I consider extensive
planning. I'm talking a full
county plan for 2025 or
2050. You always make a
plan, and you may never
achieve it, but at least if
you are working toward
something, you can get
somewhere.,
"People may not like
planning for 15-20 years
down the road, but if we
don't, we're going to fail."

Department of Corrections
has successfully earned
accreditation from the Na-
tional Commission on Cor-
rectional Health Care (NC-
CHC), according to a coun-
ty press release. NCCHC
accreditation is a voluntary
program established to fur-
ther the quality of health
care in jails, prisons and
juvenile facilities.
"County inmate care
has its own set of chal-
lenges in health care, and
accreditation is not easy
to achieve. With the help
of Prison Health Services,
we've managed to operate
a well-managed, accred-
ited medical section in our
correctional facility since
2004," said Okaloosa Coun-
ty Department of Correc-
tions Director Larry Cas-
key. "Furthermore, adher-
ing to these accreditation
standards helps protect
the county from frivolous

Barnett has nothing but good things to say about his
college experience.
"It is has been more than I expected it to be, espe-
cially the way the game is played," he said. "When I
was up there visiting, watching the guys play, it looked
like everything was moving slow. But once you are in
the game and make the high school to college transi-
tion, everything seems much faster.
"But it's fun, especially with .the teammates. We all
bond and get along. It's like a brotherhood."

"We usually work out
every day at about 2
o'clock for about three
hours," he said. "We get
a good hour-and-a-half in
the weight room and then
we go and get the con-
ditioning in. But a lot of
time is spent just building
strength and building on
what you had last year.
"In the winter work-
outs, it's a lot about just
maintaining and keep-
ing up, but during the
summer, they try to put
the mass on you. It's big
pounds, but good pounds.
I've put on about five
pounds. I'm at 305 now."
Playing in the Atlan-
tic Coast Conference has
been a real eye-opener for
Sanders.
"It takes a lot to com-
pete at this level," he
said. "Everybody is pretty
much the same talent-
wise. You have to work so
much harder than the oth-
er guy to be competitive.
"You can't just sit back
and rest on your talent.
You have to go out and
work harder than the oth-
er person."
Sanders is anxious to


see some action after sit-
ting out last year while he
redshirted. He entered fall
camp fighting for a sec-
ond-team spot at guard.
"I'm definitely going
to get some playing time.
It's just a matter of how
much and what happens,"
he said. "At any time, any-
one can get hurt. And our
coach likes to move offen-
sive linemen around a lot,
so you never know what's
going to happen during
the season.
"But I am going to get
some playing time even if
it's just when we are run-
ning up the score. And I'll
probably see a little time
on the field goal team be-
cause he doesn't want our
starting guy getting hurt
on special teams."
Just knowing he'll be
on the field gives Sanders
a sense of urgency.
"It adds a lot of incen-
tive just knowing you are
going to get out in front
of 85,000 people in the
stands and the millions of
people at home watching
the game," Sanders said.
"It's incredible to think
about.
"There's not a whole
lot of glory in the offensive
line and special teams,
but you know it's worth
it when you win a game
and realize that one field
goal might have done it
for you."

A familiar face was spot-
ted at last weekend's
Crestview football
Camp 80.
Former Bulldog offensive
lineman Matt Sanders was
home for a quick visit before
the start of preseason prac-
tice at Clemson University.
Sanders redshirted last
year, and he's more than
ready to get on the field and
play in a real game.
"It's been pretty good this
summer," he said. "We've
been working real hard on
everything all summer. It's
been a long summer, but the
new staff has put in some new
stuff that I think is going to
help us a lot."
It was important for Sand-
ers to make an appearance
at the CHS camp despite the
fact he was only home for
about two days.
"I just love football, and
I love being up here around
these guys," he said. "I still
know a lot of the guys ,that
play here.

Barnett put old rivalries
aside and gladly accepted
the invitation to help with
the Bulldog camp. And be-
cause Samford's mascot is
the Bulldogs, Barnett felt
right at home at CHS.
"We are all from the
same community, and I
want to see the kids do
good as they get older," he
said. "I don't have a prob-


lem' coming out and help-
ing with the little kids.
"It's fun even with it
raining, but I like it. I see
the kids doing good and
having fun. As long as
they are having fun, I see
a good future for them."
Barnett has plenty of
memories of his encoun-
ters with the Dawgs.
"I loved coming to
Crestview and playing
them, especially in the
Kickoff Classic," he said.
Barnett is a multi-pur-
pose player for. the Bull-
dogs, just like he was for
Niceville.
"I'm doing pretty good,"
he said. "I'm returning
kicks and playing running
back."

When the Baker and
Crestview football teams
meet at Jack Foster Stadi-
um on Sept. 4, they will be
playing for more than brag-
ging rights.
In the tradition of the
Iron Bowl that goes to the
winner of the Alabama-
Auburn game or the Egg
Bowl awarded to the victor
when Ole Miss and Missis-
sippi State meet, the News
Bulletin is happy to intro-
duce the Bulletin Bowl tro-
phy.
The winner of the game
will take possession of the
trophy for the next year.
Presenting a trophy to
the winner of the game was
a perfect fit for the Crest-
view News Bulletin.
"The News Bulletin is
the leading source for news
about the Dawgs and the
Gators, and it was only nat-
ural for us to do something
to enhance this matchup
between north Okaloosa
County's two high school
football programs," said
News Bulletin Editor Kyle
Wright.
This year's meeting
marks just the third time
the teams have played each
other since 1967.
The Bulldogs beat Bak-
er 17-9 in the 2001 season
opener in Jack Foster Sta-
dium. And Crestview throt-
tled the Gators 44-0 at Doug
Griffith Memorial Stadium
in the 2002 opener.
The series won't end
this year as the teams have
already agreed to meet
next season as part of their
two-year deal.
