City crunches numbers, tackles budget

Before beginning a review of its
proposed $34 million budget, Crest.
view city council President Bob Al-
len said, "We'll be doing our best for
the best of the city and its residents.
There may be differences of opinion.
I ask that there be no' attacks on each
other." "
The council, city staff and citizens
in attendance heeded his request.
The ensuing discussion was substan-
tive, but free of rancor.
Finance Director Patti Beebe be-
gan by informing the council, "I have
given you a balanced budget."
Beebe led the parade of city de-
partment heads who stood at the
podium to answer council members'
questions as they dissected the pro-
posed budget.
"This is a very tight budget," Al-
len said. "We need to save every dol-


lar we can."
Eager to pare the budget as much
as possible, council members grilled
city executives about line-item bud-
getary increases.
"Our utilities had an increase in
the rate last year," Beeb6 explained
when questioned by council member
Chip Wells why utility rates showed
a dramatic increase in all depart-
ments.
Council member Charles Baugh
requested Administrative Services
Director Mike Wing to look into con-
.tracting out janitorial service per-
formed in some city-owned buildings.
Wing explained that one of the city's
two janitors will, in fact, be taking on
the task of cleaning City Hall in addi-
tion to the library and the Communi-
ty Center that he currently handles.

proximately 28 employees
at its Crestview, Fla. facil-
ity. The manufacturing em-
ployees have been offered
severance packages and
outplacement assistance."

passes through

CHASE: This white Nissan pickup truck leads police
on a chase through Crestview Thursday morning.
Law enforcement officers from multiple agencies took
part at various stages of the high-speed pursuit that
passed through Santa Rosa, Okaloosa and Walton
counties.

In the end, after Walton,
County Sheriff Mike Ad-
kidnson told his deputies to
"use whatever means nec-


essary to stop the vehicle,"
31-year-old Jonathan Spen-
cer was arrested just out-
side of Mossy Head.
The incident started
in Milton, where Spen-
cer lives. City police ap-
proached his older-model
Nissan pickup in a public


park, where Spencer was
"asleep and not wearing
pants," sheriff's spokesper-
son Mike Gurspan said.
When officers questioned
him, Spencer "gunned the
-vehicle backward," nearly
hitting a policeman, and
eventually headed east on
U.S. Highway 90.
Police chased him.
Crestview Police Depart-
ment, Okaloosa County
sheriff's deputies, state
Department of Transporta-
tion patrollers and Florida
Highway Patrol troopers
joined in the effort.

Spencer eluded two at-
tempts to stop him by use
of spike, strips until he
reached Walton County,

spike strips to flatten his
tires and blocked his vehi-
cle near the intersection of
U.S. 90 and State Road 285.


Several Okaloosa and
Walton deputies were cut and
scraped as they pulled Spen-
cer from his truck, which by
then had a shattered wind-
shield, Gurspan said.
Gurspan said Spencer
would face "a host of felony
charges," including but not
limited to DUI and fleeing
and eluding lawmen.
In Milton, he will face a
charge of aggravated as-
sault on a law enforcement
officer.

Practice selflessness over selfishness


We have all noticed r
how people who are al-
ways thinking of their
own pleasures- and in-
terests often make oth-
ers yield to them. They
seem to obtain every-
thing they seek except EUG
happiness and are al-
ways dissatisfied. Our STRICI
society tends to fuel this From th
attitude in children from
infancy. Society's treatment of
its children tends to be a formula
for creating spoiled, selfish hu-
man beings, and this selfishness
becomes more -dominant the
older a person becomes. A child
taught to honor and respect his
parents also respects and cares
for others. He thinks of others
while sacrificing his own per-
sonal gratification. Contrary to
common opinion, he receives a
great benefit from his outgoing
concern. A selfless. person is
usually the happiest of all.
A common thread weaves
through biblical examples of
selfishness. No one is immune
to selfishness. A quick glance at
some biblical examples shows
the problem in the called and
uncalled alike. We see it in
Cain's cold-blooded words, con-
cerning Abel, Nabal's refusal
of food to David, Haman's self-
ish conceit, James and John
seeking high position, and the
priest and Levite passing by the
wounded man. Human nature
is self-centered.
Selfishness manifests it-
self in a number of ways. As
,a mechanism of self-preser-
vation, people are inclined to
hoard, but while hoarding might

make a person materi-
ally wealthy, it leads to
spiritual destitution. We
can see selfishness in
false ministers, as they
disregard the spiritual
health of their flocks
while seeking their own
pleasures. Ignoring the
rights of others, neglect-,
ing the needy and suffer-


ing, and showing heart-
less indifference are symptoms
of selfishness. In the case of
Judas Iscariot, this attitude led
to the ultimate selfish act be-
trayal of our Savior.
Selfishness is exemplified
.as self-love, self-seeking and
selfish ambition at an unprec-
edented level. Some will not
reciprocate loving deeds, not
seeing what they receive, but
only what more they can get.
Selfishness is having too much
concern with one's welfare -or
interests and too little, or none,
for the welfare of-others. We of-
ten refer to this type of person
as, self-centered, self-absorbed
and self-serving.
Selfishness has consequenc-
es. God has designed into His
law natural ramifications for
selfishness. Like any sin, it car-
ries with it inherent curses.
Selfishness ultimately results
in poverty, sin and loss of spiri-
tuality. Galatians 5:16 discloses'
a rule regarding overcoming
the propensities of our selfish-
ness and avoiding the evils of
strife and contention. If we yield
to the power of the Holy Spirit,
we can overcome all our human
tendencies, but because we re-,
sist that Spirit, selfishness over-


comes us.
What can we learn from bib-
lical examples of unselfishness?
Genesis 13:1-9; Genesis 50:15-
21; Daniel 5:16-17; I Corinthians
10:24, 31-33; 13:4-5; II Corinthi-
ans 8:9; and Philippians 1:21-22
are good examples of unselfish
people in God's Word. Abram
dealt unselfishly with Lot when
he gave Lot his choice of land.
Joseph provided for his broth-
ers and their children even af-
ter all his brothers had done to
him. Daniel refused any gifts or
rewards from King Belshazzar
for his interpretation so' that he
would not gain from God's inspi-
ration and God would receive
the glory.
These examples show that
unselfishness is the way of giv-
ing of outgoing concern.
Paul writes of the best way to
-overcome selfishness: "What-
ever you do, do all.to the glory
of God."
Throughout his ministry,'
Paul sought not his profit but to
help others prepare for God's
Kingdom. Certainly, Christ's
example of his sacrifice for us is
the ultimate unselfish act. Since
selfishness is the seeking of our
own lusts regardless 6f its im-
' pact on others; it is sin and must
be overcome. :We must avoid
seeking our own pleasures, in-
stead seeking the good of others
and putting Christ first. Thiswill
manifest true Christian, love,
which "suffers long and is kind"
and "does not seek its own."

seek some kind of relief from its SAFER
grant obligations. The SAFER grant
helped the NOFD add firefighters, but
gave the district increased financial obli-
gations in the later years of the grant.
The board also will communicate its
concerns to political leaders.
Slezia said in the meantime she will
not seek to secure additional debt. She
said the district has enough financial
cushion to get through the first quarter
of 2010, and likely could cover expenses
without additional loans well into the 2010
fiscal year.

Jones said the new facil-
ity will erase the "percep-
tion gap" that once existed
between the city's two mid-
die school facilities.
"All of the schools were
'A' schools, which means
quality education was go-
ing on. But some parents
would look at the (Rich-
bourg) facility and say they
didn't want their children
to go there. Now, that will
not be part of the equa-
tion. You'll look at Davidson -"

school) and see a beauti- ..

quality education at either
school. People are going to
have a great place in addi-
tion to great teachers."

out janitorial services, it was
more expensive than doing it in-
house and did not offer the flex-
ibility of cleaning buildings, such
as the Community Center and
the library, at odd hours so as not
to conflict with usage.
SBaugh also said he was "dis-
pleased" with the performance of
the Main Street director and won-
dered if further savings might be
realized by examining the posi-
tion. Allen advised that personnel
issues should not be considered
during the budget workshop.
To save fuel costs, Allen sug-
gested the city consider a fuel
contract that would place a tank
at a city facility. Fuel could be
"perfumed" to' deter theft, Allen
said.
"If you smell that perfume, it
better be coming out of a city ve-
hicle," Allen said.
Fire Chief Joseph Traylor not-
ed in a hurricane, a city-owned
fuel facility would be beneficial
should there be shortages at the
commercial pumps, which the
city currently uses.
-* Wells asked Beeb6 if the
city has considered a central-
ized purchasing system for office
supplies. She explained until the
purchase of the George C. White-
hurst building at Old Spanish
Trail Park, supply storage was an
issue. She promised to examine'
the possibility.

Administrative services
Wing spent most of the more
than three-hour meeting stand-
ing before the council.
"When it comes to property
taxes, I think there is a degree of
uncertainty, as there is for every
other community in the state,"
Wing observed.
Wing also requested council
involvement in addressing ques-
tions concerning pay increases
and benefits.
Asked by Wells if the city is
required by state statute to of-
fer animal control services, Wing
pointed out the office handles
calls for more than 3,000 animals
a year. ,
"I don't know what the city
would look like if we didn't," Wing
said..


During discussion of the li-
brary's budget, "I think we need
to support the library to our max-
imum ability," said Allen. He cited
in tough economic times, more
people tend to use the library for
Internet, newspaper reading, job
research and other information
gathering.
Even the city-funded Fourth
of July fireworks display came
under scrutiny, though, "I don't
want to appear unpatriotic,"
Wells hastened to stress.
Wing said the city is pursuing
the possibility of getting business
sponsorship for the fireworks.
Expenses have increased in
the code enforcement depart-
ment, as well.
"As you know, all these foreclo-
sures have turned into a night-
mare," for the code enforcement
office, Wing said. The enforce-
ment officer spends even more
time than before researching ac-
tual ownership of properties that
face code violations.

Police department
Police Chief Brian Mitchell
defended'a more than doubling of
his contract services budget un-
der questioning by Wells, explain-
ing it included various services,
including school crossing guards
and cell phones.
The police budget reflects.the
addition of extra crossing guards
needed for the high school, a ser-
vice that was previously handled
by the county sheriff's office until it
was withdrawn, citing the school's
location within city limits.
Police janitorial services also
increased to $23,500 from $4,273
to cover the new police head-
quarters being constructed in the
George C. Whitehurst building.
Previously, CPD shared the ser-
vice with the fire department, as
they currently' occupy the same
building. The new headquarters
will be considerably larger.


CPD also will see an increase
in operating supplies because it
will no longer be sharing mate-
rials with .the fire department,
which will remain in the current
public safety building when the
police department moves into its
new headquarters.
- Baugh suggested savings in
fuel costs could be realized bylim-
iting the distance from Crestview
take-home police vehicles could
be driven. Mitchell reminded the
council take-home vehicles dra-
matically decrease an officer's
response time in emergencies.
"He doesn't have to drive to
the station and get a squad car
and then respond," Mitchell said..
"Chief, why are we spend-'
ing $52,000 for uniforms?" Allen
asked.
"Because we work hard,"
Mitchell succinctly replied. "We
spend wisely. We replace them
only as they wear out."

Public works
Public Works Director Wayne
Steele informed the council he
has performed nearly $1 million
in cuts' throughout his budget.
"I put more money into storm
water projects this year." Steele
said. "We really hope to get those
.done. We'll run into an issue that
will get worse and worse in the
years to come."
Steele assured the council his
department has no take-home
vehicles with the exception of his
own.

Fire department
In response to Wells' question-
ing of an almost $18,000 increase
in repairs and maintenance,
Traylor explained annual equip-
ment upkeep and improvements
will increase. CFD's fuel budget
also increased due to the depart-
ment's expanded coverage area
and the extra cost of diesel fuel.

best of the city and its residents."

"We trimmed out of our bud-
get an additional $72,000," Tray-
lor said, including a decision not
to replace uniforms. "All of our
in-house training will be able to
be accomplished with our own in-
structors," he.added.
Traylor said his department
has five take-home vehicles for
fire department commanders.
As with the police department,
the take-home vehicles allow the
staff members to respond direct-
ly from home to dan emergency.

A challenge
Before the council adjourned,
Wells said, "Our department
heads have made significant cuts.
The people who work for this city
give 100 percent.
"My challenge is to find out
how we can get this millage rate
down to 4.99 mils with the un-
derstanding that we may not be
able to provide raises this year. I
would not see the need to make
any cuts personnel-wise. That is
the monetary situation we are in
right now."
Beeb6, using a spreadsheet
she distributed before the
workshop, advised the. coun-
cil members that if the millage
was reduced that much, a fur-
ther $182,600 would have to be
trimmed from the budget.,
, "I think we can find that,"
Wells said.
Allen suggested because the
council essentially had promised
employees a salary increase, "I
think we need to take a middle-
of-the-road look and assure the
work force that we have their
best interest in mind.
'"I also challenge the council
to take a look, to do a little intro-
spection, to cut someplace else.
Perhaps npt drop the millage rate
to 4.99 but perhaps take it to 5.3."
Chief Mitchell reminded the
council' the promise of pay in-
creases allows departments,
such as his, to hire and retain em-
ployees and avoid the expense of
training new staff.
The council and city staff
agreed to hold its next budget
workshop at 5 p.m. Aug. 3. The
public is invited and encouraged
to attend.

INJURED DEPUTY BACK AT WORK
t.-..: Two months after suffering serious injuries in a vehicle
-. accident, Okaloosa County Sheriff's Deputy Randy
Joiner has returned to work. Joiner began working
four hours a day at the courthouse in Crestview on
Monday. He is on desk duty monitoring security
S... cameras and checking court dockets for people who
might have outstanding warrants. Joiner's patrol vehicle
H was struck May 12 in a chain-reaction crash near the
intersection of Auburn Road and Old Hickory Drive just
north of town. He said he broke several ribs, shattered
his pelvis and damaged vertebrae in his back. While
i recovering from his injuries, he suffered blood clots in
his lungs, which -put him back in intensive care. Now,
his doctors say his best physical therapy is to go back
S' -^ to living his life. It will be months before they know

Quidditch team shoots
down Niceville
The skies over Crestview
High School's Jack Foster
Stadium looked progressively
greyerWednesday evening,
and it had nothing to do with
the weather.
A cheer rang into the
skies as the Crestview Flying
Bulldog chasers finally rallied
and threw a quaffle through
the Niceville Eagles' ring. In
rapid succession, two more
scores followed as a:beater's
bludger knocked the Eagles
keeper off his broomstick.
Dawg seeker Amanda Lee
Steele, meanwhile, kept her
eye calmly tn the sky, despite
the thrilling action below
her hovering Nimbus 2001.
Her vigilance paid off as the
snitch suddenly flashed in the
evening sun.
While both teams each
scored another goal apiece
below Steele's precision dives
and climbs, the Eagles' lead
vanished like a Disapparating
house elf when, triumphant,
Steele settled to the ground,.
the snitch firmly held aloft
for the roaring fans' approval.

I t's like going from a beat -up jalopy
to a souped-up Mustang.
Principal Bob Jones says the sports
coaches at the new Shoal River Middle
School had big smiles when they saw the
sparkling new facilities their teams will
enjoy when the school year at the new
campus begins in August. He expects
similar reactions from the Shoal River
student-athletes.
"We were driving this beat-up car
trying to make do, and now we've got
the best of the best." Jones said as he
discussed the transformation from
Richbourg Roadrunners to Shoal River
Mustangs. Richbourg closed after the
2008-09 school year to make way for the
new school.
Jones said all of the Roadrunner-
turned-Mustang athletics programs will
see upgrades.

Football
Richbourg's players and coaches
previously had to make a three-block trek
l from the school to the practice field every
afternoon. The Roadrunner weight room
was a makeshift collection of equipment
in an old field house building.
Shoal River's football players
now have an on-campus field and an
impressive weight training facility with
nice equipment and Mustang-themed
decor. SRMS football coach Chris Sweatt
said the facility is a small-scale version
of the weight room at Louisiana State
University.
"Now we have a small version of a
college weight room," Jones said. "It's a
weight room you can put the kids in and
they will be excited."
Shoal River will continue to play its
home football games at Crestview High
School.

Volleyball and basketball
The Richbourg gym could get loud
and give the Roadrunner teams a nice
home-court advantage, but they'll gladly
trade the old place for the new one.
Jones said the Shoal River
gymnasium "is one of those you walk in
and say. 'Oh my goodness.' He added.
"It's the best-looking gym in the county.
It may not be as big as the high school
gyms, but nothing looks better."

Soccer
Roadrunner teams made their home
in various places in recent years. Now
they'll practice and play home matches
on the on-campus field they'll share with
the football team.

Tennis
Richbourg produced some quality
tennis teams in recent years despite RMS
courts that were in "terrible" condition.
Shoal River boasts four "college-quality'"
courts. Jones said Mustang tennis teams
will be able to host home matches.
Richbourg had to play its home matches
at Crestview High School.

Track and field
Richbourg track and field teams
practiced at Sand Spur Field where
there is no track at all and traveled to
Crestview High School for home meets.
A college-quality track circles the
football/soccer field at Shoal River. The
Mustangs will be able to host home
meets on campus.
"It's the best middle school track in
the county," Jones said. "Again, we've
gone from the worst situation in the
county to the best."

Baseball/softball
The Roadrunner baseball and softball
teams also had to make a three-block
walk to the Richbourg facilities. Now they
have sparkling new diamonds on campus.

Other impacts
Students who don't compete in
interscholastic sports also will benefit.
The new physical education field features
fitness stations popular in parks and
trails. Students can follow the trail and get
a "total workout" in 30 minutes.
"Even the PE classes are going to be
blown away with the change of facilities,"

Jones said.
The move from Richbourg to Shoal
River required countless behind-the-
scenes tasks.
Boys basketball coach Mitch Buckelew
came up with a creative solution to
transform the Richbourg Roadrunner
basketball uniforms into Shoal River
Mustang uniforms. A piece of fabric
stitched across the front of the jerseys
covers up the old name with the new one.
Shoal River maintained red, white and
blue as its school colors, so many parts of
some uniforms remain usable. Mustang
football players will wear the same
helmets, but the trademark Richbourg
capital "R" will be replaced.
"A lot of teams will be doing fundraisers
'for new uniforms.i," Jones said. "They
gave us a wonderful facility, but one of the
things you don't get is uniforms."
The coaches also faced "a major
job" deciding what equipment to move
from Richbourg to Shoal River, and then
making the moves happen. They did
benefit from first-class moveable storage
facilities at Shoal River.
Jones says ihe new stable of Mustang
facilities should make an already strong
athletics program even better.
"In middle school, we don't demand
winning county championships. We expect
quality programs and student athletes,
and we had some good programs going
because we had quality coaches," he said.
"I expect the same thing, because the
coaches will work just as hard, and now
they have gone from a make-do situation
to having the very best stuff to work with."
