How hot is it?
About as hot as it's
ever been for the third
week of June, accord-
ing to National Weather
Service records.,
High temperatures
approached and in
one case may have sur-
passed the re-
cord highs for the
middle of June..
Most of the
previous high
temperatures for
this time of the
year were estab-
lished in 1952 and
1998,
The high tem-
perature *mea-
sured at one
weather station
in Crestview on
Wednesday was
100 degrees, one
degree higher
than the June 17
record of 99 es-
tablished in 1998.
Joe Manis-
calco, a meteo-
rologist for the
National Weather Center bureau
in Mobile, said the bureau would
look at the data from the cooper-
ative weather sites in Crestview
to verify any potential records.
Maniscalco said a high pres-
sure system over the north cen-
tral Gulf coast cooked up the
toasty conditions in Northwest
Florida.
"We've had a high not only
at the surface but aloft," he
said. "When you have that, you
have sinking air, and sinking air
warms. ,That has been in place
the last several days and result-
ed in temperatures in the mid to
upper 90s."
Dew points in the lower 70s
added to the uncomfortable mix,
creating -heat indexes ranging
from 102 to 107 degrees.
Maniscalco said a trough is
expected to settle in over the mid
Atlantic and Southeast and could
provide a few degrees of relief by
Sunday with high tempera-
tures merely in the low 90s.
"Just drink plenty offluids if
you must be outside," Maniscalco
said. "Wear light-colored cloth-
ing. Take plenty of breaks, and
really, if you must work outside,
it is suggested to work at cooler
times of day morning and late
afternoon or evening."

Crestview News Bulletin
After a trio of successive
attempts to get voters to ap-
prove a fee increase of vary-
ing amounts, the North Oka-
loosa Fire District's board
of coinmissioners finally re-
sorted to an increase allow-
able by state law.
At its June 11 meeting,
the NOFD board debated the
need for increased revenue
to cover the body's increas-
ing obligation under the
Staffing for Adequate Fire
and Emergency Response
(SAFER) grant.

to maintain the current resi-
dential rate of $90.57, another
motion was made to increase
the fee by the 6.23 percent
permitted under state stat-
ute. That motion passed 3-1
with Slezia voting "no."
The increase of $5.64 for
residential rates will be re-
flected in the bills sent out
this fall, Slezia said. It will
'raise an additional $54,000
next year.
"That pays for one po-.
sition almost. That's not
enough to do very much
with," she said. "It's what is
allowable by statute."
Slezia said the board
has begun examining
other sources of rev-
enue, including a service
, agreement with airport in-
dustry members at the Bob
Sikes Crestview Airport,
where the NOFD has its
headquarters.

Bids opened for SR
85/SR 123 flyover
The Florida Depart-
ment of Transportation
(FDOT) recently opened a
bid for the State Road 85
at State Road 123 Inter-
change project which ex-
tends-from south General
Bond Boulevard to north of
the Okaloosa Regional Air-
port. The apparent low bid-
der for the job is Anderson
Columbia Company, Inc. of
Lake City. Anderson Co-
lumbia was one of five con-
struction firms vying for
the job and submitted a bid
of $25,155,801.41. The bid is
being reviewed by FDOT
before the award is official.
A construction date will be
announced later.
Proposals were also
received from SEMA
Construction Inc.
($26,144,444.04); R.B.

Western Contractors LTD.
($27,981,123.96); and Phoe-

nix Construction Services
Inc. ($30,428,718.90).
This new grade separat-
ed interchange will provide
a flyover ramp for traffic on
State Road 85 South head-
ing northbound along SR
123. The project will also
widen State Road 85 South
from four to six lanes and
will reconstruct the en-
trance and exit to the Oka-
loosa County Regional Air-
port. Two flyovers will be
constructed on State Road
85 to elevate through traffic
on State Road 85 over the
airport exit. A new con-
nector ioad will be added
on the north side of State
Road 85, linking the current
airport exit to State Road
123 via two, single-lane
ramps. The project also in-
cludes signage, pavement
markings and lighting
for the new ramp. Also,
five stormwater retention
ponds will be constructed.
This project is being funded
through the American Re-
covery and Reinvestment

Crews investigate
'white powder'
Emergency crews were
called to Huck Finn Drive
about 3 p.m. Tuesday af-
ter bags of white powdery
substance were found in a
mailbox and on a pile of yard
debris. Smaller amounts
had also'been dribbled on

a basketball stand, mailbox
and car.
The Crestview Fire De-
partment arrived and called
the Okaloosa County Spe-
cial Operations team, who
wore protective gear to ap-
proach the powder and per-
form tests.
"If we don't know what it
is, we go all the way. We don't
play," said Gary Kruschke,
acting battalion chief for
the Fort Walton Beach Fire
Department. "It's assuming
it's something bad'and mak-
ing sure that it's not."
He added that 99 percent
of the time, it's someone
playing a prank.
The team confirmed the
powder wasn't a health risk.
"It was found to be corn-
starch, whitb, but we couldn't
take a chance on that," said
Crestview Fire Department
Chief Jon Riedel.

Okaloosa stuck with
Uptown Station lease
Okaloosa County comn
missioners are stuck with
their lease with developer
Jay Odom to house the
property appraiser's and
tax collector's offices at Up-
town Station.
While some commission-
ers had expressed an inter-
est in breaking the lease to
find a more affordable alter-
native, a Tallahassee attor-
ney who reviewed the agree-
ment said the county had no
legal grounds to do so.
Commissioners ap-
proved a five-year lease last
August for the tax collec-
tor's and property apprais-
er's offices to be housed at
Uptown Station's expansion
when construction is dom-
pleted late this summer.
The offices have been
housed at Odom's Crystal
Center building just north of

Uptown Station since 1993.
Odom told the board
in January 2008 that the
county's lease for that
building would not be re-
newed. At that time, he
said he planned to demol-
ish it to make room for a
large retailer. Odom said
last month that the retailer
was going to be an Office
Depot, but negotiations fell
through.
Commissioners previ-
ously had expressed disap-
pointment after learning
that Odom had signed a
new long-term lease re-
newal with Bridgeway Cen-
ter at the Crystal Center
months before he told them
he planned to demolish the
building.

Realtors group hears
F-35 concerns
There was plenty of
emotion at the Emerald
Coast Association of Real-
tors' town hall meeting on
the F-35 on Tuesday, but the
decibel level never became
elevated.
Almost half of the 98 peo-
ple who showed up at Lewis
Middle School claimed to be
military or retired military
when they were asked for a
show of hands. They came
to express and ,hear opin-
ions from local property and
businesses owners regard-
ing the proposed arrival of
the F-35 Joint Strike Fighter
at Eglin Air Force Base.
"Failure is not an op-
tion," said Cliff Long, who
handles the association's
governmental relations.
"Our phones have been
ringing off the hook, and
we want to address these
issues. We don't stand here.
today as experts on military
... or experts on noise."
But noise from the next -
generation of Air Force
fighters was certainly on the
minds of those who spoke.
One attendee claimed it
would take between $40,000
and $50,000 to insulate her
home against the noise
from the. F-35s. She asked
how many in the crowd had
that kind of money to spend
for that purpose.
Ron Reinarts asked why
the Association of Realtors
supported something it had
claimed it didn't know much
about.
For his part, Long said
the meeting achieved its
purpose.
"I got out of it that there
are many people with unan-
swered questions specif-
ic unanswered questions,"
Long said, "and I think peo-
ple want their questions an-
swered in regards to their
property values and the
whole process in general."

I

Two friends went
camping out in the woods.
They woke up the first
morning and were stand-
ing by their tent having
their first cup of coffee for
the day when they sud-
denly spotted a grizzly
bear heading for them at
full speed. Quickly, one
man reached down and
grabbed his tennis shoes
and started putting them
on. The other man looked
at him and said, "What .are'
you doing? Do you think
you can outrun that griz-
zly bear?" And the first
man said, "No, and I don't
need to. All I need to do is
to outrun you!"
We may chuckle at
that, but it does speak to
the rampant mindset in
our society today: selfish-
ness. Every person for
himself or herself.
Because people tend to
get wrapped up in selfish-

m ness, there
FA nfl is an incli-
nation for
. -. people to
care only
for them-
selves.
THE REVMARKThey be-
THE REV. ARK come the
BROADHEAD focus of
From the Pulpit their own
affections.
When we become the
focus of life, we cannot see
what God so desperately
wants us to see... Him
and His love for us, and
the fact that everyone
around us is hungry to be
loved, too.
If someone were to ask
you, "Deep in your heart
of hearts, what is the one
thing you really want in
life?" how would you re-
spond? Think about your
deepest desire as a per-
son, as a human being, as
a child of God. Deep down

in your soul, what do you
want most in your life?
Many live their life in
such a way so they won't
have to think about these
questions. They take steps
to distract themselves
from these concerns. And
they do this by making
sure that anytime they get
an "itch" they scratch it.
They get what they want,
when they want it. Adopt-
ing this mindset causes
selfishness to take over.
Unfortunately, selfish-
ness keeps the focus of
life on oneself, and the
heck with what anyone
else needs. That selfish-
ness serves only to mask
the deeper question in life
because many people are
afraid of what the answer
might be.
Again, deep in your
heart of hearts, what
is the one thing you're-
ally want in life? The

vast majority of people in
this world want to know
that their life matters,
that they are a person
of worth, that they have
something to offer to help
make this world, or at
least one little part of it,
a little bit better. In part,
they want to know that
they have loved others
well and they have been
loved well in return.
Do I matter? Am I
loved? Do I love others?
Yes. Yes. You can.
You have been created
in love by God. He has a
purpose for your life. Will
you allow yourself to ac-
cept the fact that you do
matter, that you are loved,
and that you are capable
of loving others?
How can you know?
Believe and accept God's
love is all around you. It's
in you. How can you know
that? In John's letter he

said, "We know what real
love is because Christ
gave up his life for us."
That's how you can
know.
Jesus gave up His life
for you. He said before He
died, "There is no greater
love than this, that one
should give his life for a
friend."
This is what He did. He
was so selfless, so con-
cerned for those around
him, so desirous of want-
ing the absolute best for
every person, that He
gave everything He had
- including His own life.
This is real love. And in
His real love is where real
life can be found.
Know you are loved by
God. Accept His love. Love
him back. Give away His
love. Many things in your
life will change for the bet-
ter when you do this.
What's the one thing

you want in life more than
anything else? You may
only now just beginning
to recognize what it is...
to be loved by God, to love
God back and to show
God's love to others. This
will help you break the
cycle of selfishness and
give you the kind of fulfill-
ment that you are truly
looking for.

Twin Hills Park wasn't the
place for two beloved mute
swans or their babies, city and
wildlife workers decided Thurs-
day.
The birds weren't making it.
"I always knew they didn't
look 100 percent healthy," said
Mike Wing, Crestview's admin-
istrative services director, who
announced that swan experts
were taking the birds away.
They will live at The Regal
Swan Foundation's. refuge in
Kissimmee.
Ayear after local animal offi-
cers released the monogamous
swans and their cygnet at Twin
Hills Park, Wing said the habi-

tat wasn't working out. But the
young cygnet disappeared, per-
haps killed by its father, Wing
said. And four eggs, .laid in a
nearby pond scouted by several

golden hawks, never survived.
And the adults appear under-
weight.
There were other dangers
in local waters, too -- "even
the turtles that were in the
water could've eaten those ba-
bies, because what happens is
they keep biting at their feet,"
said Dee Thompson, PAWS' di-
rector of animal services.
Regal Swan workers easily
captured the pair of birds at
about 10 a.m. Thursday.
Wing issued this statement
,announcing the transfer of the
swans:
"The City of Crestview has
provided a home for two Mute
Swans at Twin Hills Park for
some time now. Our experi-
ence has been generally a
pleasant one. However, we

have come to realize that our
location and available facilities
are not sufficient to insure a
healthy, productive future for
these swans.
, "With the help of Tami Kerr
and Sheila Bolin we have deter-

"That would provide an-
other source of money so
we wouldn't have to rely on
loans," Slezia said.
"The board was strug-
gling. We're in a Catch-22 po-
sition with the SAFER grant.

We know we have to keep the
grant going so as not to have
pay out more money," Slezia
continued. "Even the board
members that voted for it
were not overwhelmingly for
it." .

In addition to, the SAF-
ER grant's annually in-
creasing payment, medical
insurance expenses for
NOFD's firefighters have
also been increasing,
Slezia explained. Agree-

ing to raise the fee was
difficult.
"We have to do something
to stave off expenses," Slezia
said. "The board was trying
to avoid increasing debt. It's
not an easy decision."

Crestview News Bulletin
A routine traffic stop last week
led to a pair being accused of in-
tent to distribute marijuana.
A Crestview Police Depart-
ment officer was operating a
speed enforcement patrol near
Davidson Middle School on Old
Bethel Road in north Crestview
when he observed a black Chev-
rolet Impala pass by with illegally
tinted windows.
The tint was so dark that it
made it impossible to see into
the-vehicle, in violation of Florida
traffic law.

CHRISTOPHER ELAINE M.
R. KING JONES

, While measuring the darkness
of the window tinting material,
the officer "noticed the odor of
marijuana emitting from the ve-
hicle," according the defendants'
arrest reports.
When the driver, Christopher

King, 20, of Beacons Bend Road
in Crestview, refused the offic-
er's request to search the vehi-
cle, a drug-sniffing K-9 officer
was brought to the scene and
positively alerted to the odor of
narcotics.
Passenger Elaine Jones, 19, of
the same address, was asked by a
female Street Crimes Unit officer
whether she had any illegal nar-
cotics on her person.
"Jones began to cry and told
me she had 'weed' down the front
of her pants," her arrest report
stated.
Nearly 30 grams of marijuana
were recovered from Jones. A

further five grams and a glass
marijuana smoking pipe were
found in the vehicle. The vehicle
was released to King's father,
who owns it.
A search of King's residence
resulted in the discovery of
more than 20 grams of pot "in
plain view in the living room,"
plus more smoking "devices,"
and "numerous plastic baggies
containing suspected marijuana
residue."
According to his arrest re-
port, King told officers the pot
belonged to him and Jones, and
"they were going to a friend's
house to visit, however Elaine

Jones stated post-Miranda that
she and Christopher King were
going to meet friends and sell the
marijuana."
Jones also said that "King
sells marijuana and that he does
not normally allow her to par-
ticipate in the marijuana sales
he makes," according to arrest
reports.
King and Jones were arrested
on possession of marijuana with
intent to distribute, possession of
marijuana (more than 20 grams),
and possession of drug parapher-
nalia. King was also cited with the
window tint violation.
Both face a July 21 court date.

Poor judgment, taste
A 34-year-old local

woman was arrested on
retail theft charges. She
is accused of trying to
shoplift more than $200
worth of merchandise from
a local big-box retailer.
Among the
merchandise she tried to
subtly slip out the front
door (as if no one would

ever notice it unbagged in
her cart) were two bags
of ice, a 24-pack of beer,
several men's T-shirts, a
shower wrap, four books
and the watch she had
unpackaged and put on her
arm.
She also tried to march
out with several DVDs,

*@S 069 *SSSOSS 0690 eec eec......

including two copies of
the particularly awful
slasher movie, "My Bloody
Valentine."
I mean really, if you're
gonna steal a DVD, at least
pick something good. And
only steal one of them.

He 'was tripping
If an officer recognizes
you from previous
encounters and says,
"How are you doing?" and
you say, "All right," don't
then suddenly take off like
a jackrabbit.
It'll only draw suspicion
and suggest to the officer
that he should check up
on you, and might then
discover there's a warrant
for your arrest.
That's a lesson learned
the hard way by a 20-year-
old local man. During
the ensuing foot chase,
the man apparently got
confused and started
running right for the
officer.
The officer ordered the
man to stop, or he would
be Tased.
"At that time I deployed
my Taser, which ended
the foot pursuit," the
officer wrote in his
report in that wonderful,
precise law enforcement-

understatement that I so
love about arrest reports.
("I escorted the suspect
to the ground" is my
favorite arrest report
phrase.)
However, it wasn't
the electronic shock
that brought the suspect
down. Instead, the dude
got tangled in the wires
from the Taser probes and
tripped.
During the course
of events, a crowd of
spectators gathered.
One man started
shouting and employing
incomprehensible but
colorful metaphors at the
officers and was ordered to
back away.
When the man refused
to obey the officers'
commands, he was
arrested. When he resisted
being handcuffed, reaching
instead for something in
his pants, the first officer
again deployed his Taser.
This time, it ended the
confrontation in the more
traditional way.

at night.
That's what a very wet
47-year-old out-of-state
woman did last month.
Noticing a glass
drug-smoking device
in plain view, officers
searched the car and
found multiple bags of
pot, several containers
of pills, and various drug
paraphernalia.
The woman moved
sluggishly "and had an
unknown type of lotion
on her face." Her driver's
license was in a clear bag
stuffed with $20 bills.
Asked if she had been
drinking, the woman said
no, she was just going
to meet some friends
at a pizza place before
proceeding to, um, er...
another pizza place, and
then, perhaps they might
"go out."
Observing the light
sprinkle that was falling,
she then asked the officer
whether it was snowing.
-She was arrested on
multiple narcotics violation
charges, including intent
to distribute. En route to
jail, she ground several
more pills under her feet in
the back of the police car.
She also was ticketed
for driving without her
headlights on in darkness.

Northwest Florida State

upgrades to student e-mail

NWFSC trustees approve

new budget, student feet

Bachelor's degree offerings could expand

Special to the News Bulletin
*The Northwest Florida
State College board of
trustees has approved a
$29,735,969 college general
operating budget for the
2009-10 fiscal year.
State appropriations, to
the college decreased by
$1.4 million this year and
were previously cut signifi-
cantly in the two prior fiscal
years, but the college pre-
sented a balanced budget
with no cuts to programs,
student services or staff.
The $1.4 million de-,
crease in state appropria-
tions was offset somewhat
by appropriation of federal
stabilization funds, for a
net decrease in state and
federal funding of $313,908.
All levels offunding allocat-
ed for instruction, student
services, library and simi-
lar functions remained the
same or increased slightly
to serve the college's grow-
ing student population of
nearly 16,000 students an-
nually.
Included in the budget
is a state approved $8.95
per credit hour increase
in student tuition and fees
that still maintains NWF-
SC's status as the college
with the lowest total col-
lege/university student
fees in Florida. Trustees
also approved continu-
ing NWFSC's status as
the only college among
Florida's 28 community
and state colleges that
does not charge a student
activities fee. NWFSC stiu-
dent tuition and fees will
increase from $66.78 per
credit hour to $75.73 per
credit hour for most asso-
ciate degree courses and
from the current $79.81 per
credit hour for baccalaure-
ate programs to $89.39 per
credit hour for upper divi-
sion coursework.
For a typical 3-credit
college course at the as-
sociate degree level, stu-
dents will now pay $227.19
as opposed to the current
$200.34. A typical full time
student enrolled in 12 cred-
its per term for the aca-
demic year would there-
fore experience a total in-
crease of $214.80 per year
- from $1,602.72 to com-
plete one year of studies at
the college to $1,817.52. A
bachelor's degree student
enrolled full time would
now pay $229.92 more per
academic year.
The college's budget
does not include any sal-

employees, but does allow

staff two additional days off

Other actions
The trustees approved
a resolution that will allow

for possible addition of new
bachelor's degrees in Gen-
eral Business, Information
Technology, Public Service
and Educational Studies.
The college has offered
bachelor's degrees since
2004 and currently offers
bachelor's degrees in the
fields of management, edu-
cation and nursing.

College interim presi-
dent Dr. Jill White noted
that there is no timetable
at present for the college to
begin to offer the four addi-
tional bachelor's degrees.
"Today's board autho-
rization allows us to begin
the process to get the
ball rolling to develop
these future offerings for
our local community," she
said.
Trustees also accepted
the college's annual finan-
cial audit for the fiscal year
ending June 30, 2008, by
the State of Florida Auditor
General. The audit reflects
a clean opinion with no
findings. Trustees praised
the college administration
for the fine work reflected
by the audit. ,

Hartzog and Moser worked on keeping
things simple.
"We worked on stance, grip and the
fundamental swing," Hartzog said. "If they
can learn the stance and grip you've got
them on the way (to playing golf)."
The camp also covered things like golf
etiquette and safety.
Eleven-year old Seneca Powell, who has
been playing golf for two years, enjoyed the
camp.
"I like the instructors that are teaching
us how to hit the ball and giving us pointers
and stuff," he said.
Powell said hitting at the driving range
was his favorite part of the game and
chipping was the thing that gives him the
most problems.
Hartzog said it will be up to each camper
as to what they do with the camp lessons.
"Most of them don't have the opportunity
that Tiger Woods had growing up on a
course from the time he was 2 years old,"
he said. "I have a son that got a scholarship,
but he wds raised on a golf course. And then
my grandson is going on a golf scholarship.
"The opportunity for the girls is probably
better than it is for the boys as far as
carrying it on to get into college and get a
scholarship if they work real hard at it."
Hartzog hopes the kids enjoyed
themselves on the course.
"The main thing is for them to have fun,"
he said;

Campbell won't be the
only new coach on the
Crestview befich. He has
named former Bulldog
player Renee Polk as his
assistant.
"She graduated from-
the University of West Flor-
ida and played four years
of college ball," Campbell
said. "She's a great asset to
everything I'm doing."
Campbell plans on run-
ning a variety of offensive
and defensive packages,
but accountability and dis-
cipline will be the founda-
tion of everything he does.
"I told them from the
beginning you are account-
able for your actions," he
said. "I'm going to make

them accountable for their
actions Qn the court, off the
court and in anything they
do. I want them to be ac-
countable.
"That's what I think
I'm bringing in. I'm a dis-
ciplined coach that under-
stands the game of basket-
ball, and making them ac-
countable is going to make
a difference."
The new coach has set
the bar high with his.expec-
tations for the upcoming
season.
"I want a district cham-
pionship, plain and simple,"
he said. "There's no way in
the world I don't think we
can get it because we have
a good group of kids.
"I know all the pro-
grams in the area and all
the teams in our district.
We can play with all those
teams in our district so I
don't see why we couldn't
be district champions."

Trafficking.
Each .year, FCAHT recog-

CHS job 'a dream' for new girls coach

Donald Campbell

to train Lady Dawgs

Randy Dickson
Crestview News Bulletin

It seems Donald Campbell was
born to coach basketball.
From his high school
days in Louisiana he's
been helping develop play-
ers in the game he loves.
Campbell, a self-pro-
fessed basketball junkie
who lives in the gym, has
been hired as the Crest-
view girls coach replacing DOI
Keith White who has taken CAM
over the Bulldog boys.
Campbell's blend of experience
and knowledge of local basketball
made him a natural fit for the job.
He coached an AAU basketball
program for six years with the
Panhandle Lady Stars. And he has
coached girls, from every major
high school in the area, including
Crestview, Fort Walton, Navarre,

Niceville and Paxton. He also
coached the Eglin Air Force Base
varsity team the last four years.
"It has always been a dream of
mine to be a middle school or high
school coach, and this opportunity
came about so I came in and in-
terviewed for it because I want to
make a difference in kids lives," he
said.
Campbell believes what
the players do on the court
will help them in the out-
side world and is hoping to
pass those lessons along
to the players.
Crestview principal Ed
Coleman knows a little
NALD something about coach-
PBELL ing girls basketball as the
longtime, girls coach at
Niceville, and he's very happy to
have Campbell on board.
"We are excited about Donald
Campbell being our girls basket-
ball coach," he said. "We had a
selection committee that selected
and recommended to me that he
be the new coach. He has support
of parents and boosters.

RANDY DICKSON I Crestview News Bulletin
NEW COACH: New Crestview High School girls basketball coach
Donald Campbell, right, with new assistant Renee Polk during a
workout on Tuesday.

"I think some of his strengths
and assets are he has worked with.
AAU basketball so he knows what
it is to be competitive. And he has
contacts with college coaches 'to
help the girls that have the skill to
go on and play at the next level."
Campbell has made it clear to
the players that he will do every-

thing he can to help them play col-
lege ball.
"The first thing I explained to
these' kids when I came here was
I said, 'I will help you in any way
I can to get a tryout or to get seen
by a college coach. But you have
