By Richard MarionLake Okeechobee News The National Cancer Institute dedicates only 4 percent of its funding to child hood cancer research. One Okeechobee mom wants to change that. Vanessa V illalpandos journey into becoming an activist “ghting to raise aware ness of childhood cancer started 17 years ago when her daughter, Lexi V illalpando, was diagnosed with leukemia shortly after being born. Lexi was transferred to St. Jude Childrens Research Hospital in Memphis, Tenn., and Vanessa was assured that St. J udes was the best place in the country for her daughter. But she was given a stark in troduction to how deadly childhood cancer actually was, even with the best care in the w orld, when seven kids died back to back w ithin the “rst week of Vanessa and Lexi arriving at the hospital. It was pretty overwhelming,Ž said Ms. Villalpando, just the amount of kids that were dying and being diagnosed. My daughters patient number is in the 18,000s at St. Jude, and that was back in 2001. The numbers at the hospital now are at almost 60,000, so you tell me if anything has changed in the past 17 years. It hasnt. There are too many kids that are dying and too many new diagnoses.Ž The NFL, MLB, NBA and high schools across the nation go pinkŽ to raise awareness for breast cancer, and the Susan G. Komen Breast Cancer Foundation has raised over $2.6 billion in the past 24 years for breast cancer programs across the globe. Vanessa wants to see that same kind of success with people going goldŽ for childhood cancer. I was tired of sitting on the sidelines, so I said to myself, Make some noise; do something,Ž explained Ms. Villalpando. I dont want to die not knowing that I did everything I could for my daughter.Ž Vanessa got started in 2017 by making gold ribbons for people to hang on their mailboxes and for local businesses to put on their store fronts. All the ribbons were hand-made (and still are) by friends and family. She also hung signs around town encouraging people to go goldŽ to raise awareness that September is Childhood Cancer Awareness month. Around that same time, OHS varsity cheerleader Lauren Coffey worked to get Vanessas daughter Lexi named an honorary cheerleader at the homecoming game that year. After a lifetime of feeling different from others due to her cancer diagnoses, it was a moment of normalization and “tting in for Lexi. Vanessa refers to that night as a beautiful memory for her daughter. After the success of 2017, it wasnt long before Vanessa started receiving messages asking what she had planned for 2018. Already swamped with the work of making ribbons, she was unsure of what the next step would be. Thats when Jason Anderson, OHS automotive teacher and the voice of Brahman football, reached out to Vanessa with the idea of selling gold T-shirts to turn the home stands gold for the Brahmans “rst home game this year, on Sept. 21 against the Port St. Lucie Jaguars. This is all Jason,Ž said Ms. Villalpando. Its amazing. I cant wait to see the stands. I know Im going to be in a lot of tears just to be able to see the stands in gold and know that people are becoming aware. Then hopefully we can start getting the funding going.Ž The gold shirts have the words Be Bold, Go GoldŽ in purple text and are being sold in Mr. Andersons automotive class for $10 each, with all proceeds going to support childhood cancer research. Mr. Anderson says he envisions the stands being “lled with gold shirts, similar to how Penn State holds white outŽ games. Theyve printed around 400 shirts so far and hope the event will be even bigger next year. Also on the shirt is the hashtag Morethan4,Ž which references the 4 percent of funding that the National Cancer Institute (NCI) dedicates to childhood cancer research. One of the Vanessas goals is to get NCI to increase its funding of childhood cancer research. Private pharmaceutical companies have been reluctant to put resources into childhood cancer research as well. I am having some health issues and Im thinking about taking an early retire ment. Is this a good idea? Signed: Uncertain w hat to do. Dear Uncertain: Thats a dif“cult question to answer with so little information, but Ill try to give you some pointers, which may help you decide. In choosing when to start y our Social Security bene“ts you should al ways look at several things, including how badly you need the money now, your current health and how long you expect to live. If you take your Social Security bene“ts when you are 62, the monthly amount you receive will be 27.5 percent lower than you would get at your full retirement age of 66 1/2. But if your current health issues mean that you must stop working and lose income you rely upon to make ends meet, then taking your bene“ts at age 62 will give you some badly needed “nancial relief. The fact is that Social Security was designed to pay about the same total amount of money whether you claim early or wait until your full retirement age. However, whether you actually get the same total amount in either case depends upon you living long enough to break even. Most analyses Ive done reveal that if you wait and take your bene“ts at age 66 youll need to live until you are about 78 to collect the same amount of money you would have gotten if you claimed at age 62. If you live longer than your break-even age, youll have collected more in cumulative bene“ts by waiting until your full retirement age to apply. Another thing I suggest you consider is that by applying for Social Security bene“ts at age 62, you will be automatically deemed to be “ling for both your own bene“t and any spousal bene“t you may be due from your husbands record. A lower-earning spouse is entitled to a spousal boostŽ from the other spouses record, but only if that spousal bene“t will be higher than they are entitled to on their own work record. At full retirement age (FRA), a lower-earning spouse can get 50 percent of the higher earning spouses primary insurance amountŽ (or PIAŽ, what the second spouse was entitled to at their FRA). But you only get that 50 percent if you have reached your full retirement age; if you take it earlier than that, for example at age 62, the spousal bene“t will be cut to as little as 32.5 percent of the higher-earning spouses FRA bene“t amount. So, is it a good idea to take your Social Security bene“ts at age 62? Again, it depends upon your health, “nancial status and your expected longevity. If you apply early, your payments are smaller, but you get more of them; if you wait to apply, your payments are larger but you get fewer of them. Unless, of course, you live to a ripe old age, in which case the larger monthl y payment you get by waiting will undoubtedly come in handy when youre older and your total cumulative bene“ts will be more. The corps uses a chart instead of common sense when it comes to lake regulation schedules. A foot more ”exibility on the low end could make a real difference. September 14, 2018 Okeechobee News 5 By Katrina ElskenLake Okeechobee News Political campaigns and social media continue to keep the summer algae blooms in the news and continue to confuse the public, according to comments at the Sept. 6 Water Resources Analysis Coalition meeting, held at the South Florida Water Management District headquarters in West Palm Beach. The forums are wild. Its crazy out there,Ž said Newton Cook. Im not talking about dozens of people, Im talking about thousands. People are interested. Right now people are hurting. It is hysterical,Ž he said. Barbara Miedema of the Sugar Cane Growers Cooperative said she is thankful for the information and sound science presented by the Florida Fish and Wildlife Conservation Commission, the Florida Department of Environmental Protection, the South Florida Water Management District and other agencies on their website. Unfortunately, most members of the public dont see this information. Some of the fringe groups have taken v ery hateful actions,Ž she said. It has also made its way into political campaigns as rhetoric. Weve actually had threats at our company where anonymous people have called and told us not to come to work or bad things were going to happen. The Palm Beach County Sheriffs Of“ce has enhanced patrols and enhanced security at our location,Ž she continued. Its unfortunate that the dialog behind screens among activist grounds that arent relying on sound science are stooping to that kind of a low,Ž she said. Its really a breakdown of society and how we commu nicate.Ž Oftentimes the reaction is emotional,Ž said Beth Lewis of the Nature Conservancy. We need to “gure out ways to educate folks with different levels of knowledge. Fundamentally its about that information being based on sound science.Ž Lt. Col. Jennifer Reynolds of the U.S. A rmy Corps of Engineers said the algae and red tide problems in Florida have attracted attention from all over the country. I have about 8,000 emails in my inbox,Ž she said. Mary Ann Martin of Roland and Mary A nn Martins Marina & Resort in Clewiston said she tries to give members of the media the facts about the lake, but they seem to be interested only in sensationalism. What a month we had,Ž she said. There are a lot of haters out there. We got to experience some of them. The news people were thick as thieves all over the place, constantly calling us, the Weather Channel, the newspapers, the people on television. It was really funny because we gave them some good information on the problem and why we have the algae on the lake and they have a way of distorting the news.Ž She said due to media reports, we had a lot of people call in August canceling a lot of “shing tripsŽ because they had been told the water was green and soupy and “sh w ere dying. The Weather Channel came out and did a piece on us. They are looking for sensationalism, and its how they feed the public,Ž she said. The truths that the media are not showing are that the lake is beautiful and the “shing has been excellent all summer. I have not seen a “sh kill yet,Ž Ms, Martin said. Those “sh are healthy. Theyre biting. We have people going out. The lake is alive and well. The haters can go back into their corners and stay there,Ž she said. The lake is still beautiful. I think everything is going to work out all right,Ž Ms. Martin continued. Thank God for the scientists.Ž James Erskine of the Florida Fish and Wildlife Conservation Commission said despite what has been on the news, the “shing has been very good on Lake Okeechobee all summer. He said there were 40 “shing tournaments on Lake Okeechobee between June 21 through mid-August. Two of those tournaments had over 30 pounds to win,Ž he said. Thats a number that will turn heads during the spawning season.Ž In 13 of the tournaments, the winners caught over 20 pounds of “sh. Even though its pretty hot this summer, “shing was hot on the lake as well,Ž said Mr. Erskine. People are angry, discouraged,Ž said Malcom Wade of U.S. Sugar. There are a lot of groups out there who are just fueling the “re with lies.Ž He said the hate groups blame the EAA farmers for the high nutrient load in the lake. But the back-pumping from the farms ended in 1994. Even when back-pumping was allowed, historically it was only 10 to 12 percent of the water entering the lake. In Water Year 2018 (May 1, 2017-April 30, 2018) only 2 percent of the water came from the EAA, he added. They claim were blocking the water south,Ž Mr. Wade continued. On average, the runoff from EAA farms is about 16 percent to 18 percent of the ”ow into the Water Conservation Areas (WCAs) south of the EAA. About 70 percent of the water in the WCAs comes from rainfall, he explained. Only a limited amount of water can go under the Tamiami Trail (currently the ”ow is about 2,000 cubic feet per second) so once the WCAs “ll up, no more water can be sent south. Were not blocking the water. The rainfall blocks the water,Ž he said. Despite what the hate groups claim on the social media pages, the environmental restoration that has happened in the EAA ought to be heralded as a giant success story,Ž he said. The water entering Everglades National Park has been cleaned to the strict water standard of 10 parts per billion of phosphorus. What other basin can claim the same kind of achievement as the EAA?Ž he asked. When you hear these things that Big Sugar and the farmers in the EAA are causing everything from global warming to Sahara dust, all those environmental groups are trying to do is attack sugar, put sugar in a bad light for whatever reason. Its not helping the situation. People are not focusing on the answer. Know what they are focusing on? Special to the Lake Okeechobee News WEST PALM BEACH „ The South Florida Water Management District (SFWMD) unveiled a new website to help the public track the status of the Everglades A gricultural Area (EAA) Storage Reservoir Project and how much the state and federal governments have invested in major projects to restore Floridas Everglades. The restoration and cost sharing tracking website gives the public detailed information on how much the state and federal governments have invested in critical components of the Comprehensive Everglades Restoration Plan (CERP) to restore Floridas Everglades. SFWMD and the U.S. Army Corps of Engineers have an agreement to share the costs of implementing CERP between the state and federal governments, equally. In total, the state has invested nearly $2.3 billion to “nish CERP since 2000, and the federal government has invested about $1.4 billion. Florida has also dedicated recurring funding for the Everglades through the Legacy Florida bill and Senate Bill 10, both signed by Gov. Rick Scott in 2016 and 2017, respectively. The restoration and cost sharing tracking website also gives the public an in-depth timeline tracking the process for authorization and funding of the proposed EAA Storage Reservoir. When completed, this reservoir would store 240,000 acrefeet of water south of Lake Okeechobee to reduce releases to the coastal estuaries and increase the ”ow of clean water to the Everglades. SFWMD submitted a proposal for the EAA Storage Reservoir Project for federal approval and cost sharing earlier this year. That proposal has been submitted to Congress by the assistant secretary of the Army for civil works. The U.S. Senate and U.S. House of Representatives are expected to consider a bill that includes the EAA Storage Reservoir later this month. The restoration and cost sharing tracking website is just the latest online platform created by SFWMD to further public access to information. The dispute was in mediation. Florida Gas has appealed the mediators decision, County Property Appraiser Mickey Bandi said. The Okeechobee County Commission Thursday approved an increase of $51,000 in the Okeechobee County property appraisers budget for expenses in legal and other professional services in relation to the case. Mr. Bandi said the difference would result in about $1.5 million in county tax dollars over a “ve-year period. This pipeline is going to be here for a long time,Ž he said. We feel it is important.Ž In other business, John Stoker, representing Waste Management, asked the county board to conduct a Tax Equity and Fiscal Responsibility Act (TEFRA) hearing about $118,000,000 of tax-exempt bonds by Miami-Dade County Industrial Development Authority for infrastructure and capital improvements to Waste Management Inc. Solid Waste Disposal and Collection Operations throughout Florida. Mr. Stoker said federal and state law requires the hearing. There is no risk or liability to the county,Ž explained Mr. Stoker. County Attorney John Cassels said the resolution reaf“rms the fact that Okeechobee County has no liability. Waste Management Inc. will re“nance 2006 bonds and issuing new debt totaling $118 million, $7 million of which is for re“nancing projects in Okeechobee County. Florida Gas disputes county appraisal The following individuals were arrested on felony or driving under the in”uence (DUI) charges by the Okeechobee County Sheriffs Of“ce (OCSO), the Okeechobee City Police Department (OCPD), the Florida Highway Patrol (FHP), the Florida Fish and Wildlife Conservation Commission (FWC) or the Department of Corrections (DOC). € Loretta Joy Marr, 60, of S.E. 27th Street, was arrested on Sept. 8 on a charge of DUI. Okeechobee County Sheriffs Of“ce Deputy Steven Pollock responded to a hit and run traf“c crash in the Winn-Dixie parking lot on U.S. 441 S. The victim told the deputy that a black Ford truck ran into the back of her car at a red light near the main entrance of the Winn-Dixie parking lot. When the light turned green, the black truck passed her car on the right and pulled into the Winn-Dixie parking lot. The victim told the deputy she pulled her vehicle in behind the truck when the pickups driver, a female with blonde hair, exited the truck yelling profanity and threatening to beat her up,Ž the report states. The woman then got back in the truck, backed the truck into victims car, and left the scene. The victim was able to give the deputy the license number of the truck which struck her car. A Winn-Dixie employee and a shopper who was in the parking lot gave the deputy similar accounts of the incident. Deputy John Fisher observed the truck pull into a driveway on S.E. 27th Street. He made contact with the driver and could smell alcohol on her breath. Her eyes were bloodshot and watery, he stated. After the driver, identi“ed as Loretta Joy Marr, failed the “eld sobriety tests, she was placed under arrest and transported to the Okeechobee County Jail. The Intoxilyzer test showed her blood alcohol level at 0.121 and O.110, more than double the limit considered under the in”uence. She was released on her own recognizance. € Colton Freddy Garcia, 28, of West Palm Beach, was arrested Sept. 9 by OCSO Deputy Quinton Speed on a charge of possession of Methamphetamine. He was also charged with a misdemeanor count of possession of drug paraphernalia. Bond was set at $11,000. € Juan Gonzalez, 33, of N.E. 62nd Ave., was arrested on Sept. 8 by Detective Jose Garduno, and charged of lewd or lascivious molestation of a child between the ages of 12 and 16. Bond was set at $40,000. € Donald Delayne Bush, 28, of Jordan Loop in Buckhead Ridge, was arrested Sept. 8, by OSCO Deputy #24 on a charged of DUI. He was released on his own recognizance. € Jamie Gonzalez, 24, of N.W. Cauley, and charged with domestic battery by strangulation and child abuse without great bodily harm. The term does not include marijuana,Ž as de“ned in s. 381.986, F.S. Two physicians in Okeechobee County are authorized to order low-THC cannabis, medical marijuana or cannabis delivery devices. A ruling was handed down by a threejudge panel of the 1st District Court of Appeal (DCA) in a lawsuit initiated by Orlando trial attorney John Morgan and others who maintain that a Florida law barring patients from smoking their treatment is in con”ict with the 2016 constitutional amendment. The appeals court reportedly lambasted Leon County Circuit Judge, Karen Gievers, who sided with patients, saying plaintiffs likely wont win on the merits of the case and refused to allow smokable medical marijuana while the legal battle ensues. On May 25, Judge Gievers agreed with Morgan and plaintiffs in the case. Two hours after the ruling, the state appealed, which led to the appellate panel issuing a “ve-page decision that effectively blocked Judge Gievers ruling while the case continues. I respect the 1st DCA immensely, but no matter what, this goes to the Supreme Court, so why not now,Ž Morgan said in an email. It is just a waste of time and taxpayer money. Cathy Jordan may die as this snails its way through the system. All of this proves why people dont trust politicians. They know what they voted for.Ž Morgan has called on Governor Rick Scott multiple times to drop the states appeal. Cathy Jordan, a plaintiff in the case, reportedly credited a daily regimen of smoking marijuana with keeping her alive decades after doctors predicted she would die from ALS. It just makes my life a lot more, um, bearable,Ž said Jordan. Diana Dodson, an HIV patient since 1991 testi“ed, It was about 50 percent less effective and you had to ingest quite a bit more,Ž speaking in regards to the effectiveness of vaping or using oils in comparison to smoking. Judge Gievers said the Florida legislature had no authority to prohibit the smoking of medical marijuana because it is allowed in the state constitution. The constitution simply says it cannot be done in public. Attorney Jon Mills argued that means it can be smoked in private. We submit that is enough to declare the statute unconstitutional,Ž Mills told the court. Judge Gievers dismissed the health concerns raised by a state expert. Senior Assistant Attorney General, Karen Brodeen pushed the states case. In fact, the FDA has not approved any medicine to be delivered through a smoking form,Ž she told the court. State health of“cials, who answer directly to Gov. Scott immediately appealed Judge Gievers ruling. On June 5, Judge Gievers lifted the stay, saying Jordan and Dodson would suffer without having access to smokable marijuana. Appellate judges Joseph Lewis, Lori Rowe and M. Kemmerly Thomas found that the plaintiffs failed to demonstrate that they will suffer irreparable harm if the automatic stay is reinstated.Ž Noting that a trial court may vacate an automatic stay only under the most compelling circumstances,Ž the judges also scolded Judge Gievers, saying, it was an abuse of direction for the circuit courtŽ to lift the stay. The panel of judges wrote, Here, after the panels preliminary review of the wording of the medical marijuana amendment and the statute prohibiting the use of medical marijuana in a smokable form, we conclude the appellees (the plaintiffs) have not suf“ciently demonstrated a likelihood of success on the merits as required to justify vacating the automatic stay.Ž The appellate court panel of judges also rejected a request to rush the case to the Florida Supreme Court. At the Sept. 13 meeting of the Okeechobee County Commission, Juan Geymonat of Institutional Products Inc. (IPI) presented a plan for leasing and eventually purchasing the building previously occupied by Advance Stone in the Okeechobee Industrial Park. The county has ownership of several buildings in the industrial park that were acquired from default issues of previous tenants. According to the staff report, the building located at 2455 N.W. 16th Blvd. has had challenges in getting new tenants due to numerous obstacles, which include the cost associated to con“gure the building to accommodate tenant needs, the size and ingress/egress to the property and building. Mr. Geymonat said IPI is currently based in Miami-Dade County, with their main facility in Homestead. He said they want to expand with a second facility in the center of the state and that Okeechobee County is ideally located. The market is there. Being in Okeechobee would allow us to create another line of business. Orlando is one of the fastest-growing areas in the country,Ž he said. He said that in the “rst phase, the business would employ 15 to 20 people. The site at the industrial park would allow for future expansion. He said the starting salary at the current plant is $11 an hour, with some skilled positions paying up to $30 an hour. Mr. Geymonat said they will provide training for the employees. Its not a factory. Its not an assembly line,Ž he said. The jobs would include the operation of machinery, light assembly and packaging, he explained. These jobs can be done by almost anyone who wants to work,Ž Mr. Geymonat said. County Commission Chairman Terry Burroughs suggested Mr. Geymonat contact Indian River State College for help with training employees. He said the county wants to encourage vocational education. When they come out of vocational training at the high school, we would like for them to have a job right here,Ž said Chairman Burroughs. The company is the leading provider of cabinets and countertops for elementary, middle and high schools for Miami-Dade County, one of the premier manufacturers for Monroe, Broward and Palm Beach counties and, for the past 17 years, provided products to Atlanta Public Schools in partnership with Mark Products in Georgia. Okeechobee High School bass club in tourney Special to the Lake Okeechobee News Former Okeechobee Brahman Sarah Helen Davis recently traveled as a member of Team USA to compete at the International Powerlfting Federation 2018 Junior Equipped World Championships in Potchefstroom, South Africa. Sarah brought home a world championship in her 84kg weight class by defeating the worlds best junior lifters from other countries, including Norway, Germany and Russia. Powerlifting is an international sport and is different than weight lifting. The junior division is limited to men and women lifters between the ages of 19 and 23. Powerlifters compete in three different events: squat, bench press, and dead lift. Sarahs winning lifts were: squat, 220 kilograms (484 pounds); bench press, 157.5 kg. (346.5 lbs.); dead lift, 220 kg (484 lbs.) for a total of 597.5 kg (1,314.5 lbs.). She earned individual medals in the squat (silver), bench press (gold) and dead lift (gold), with her total combined weight giv ing her the overall gold medal for the world championship. Sarah began competing in powerlifting while a student at Texas A&M University. She is also the reigning womens two-time U.S. powerlifting collegiate national champion in her weight class as well as a four-time AllAmerican. She currently holds 30 individual U.S. powerlifting records for Florida. While at Okeechobee High School, Sarah was a three-sport athlete, starring in softball, volleyball and weightlifting. She also excelled in the classroom as she was the Class of 2013 valedictorian and senior class president. Sarah graduated from Texas A&M University with a masters in civil engineering and is currently a water resources engineer for HDR Engineering. Sarah is the daughter of Jim and Candace Davis and the granddaughter of Ed and Diane Davis. Davis wins powerlifting world championship
