Ycherra Denise Lucky, S. Parrott Ave., was arrested Wednesday, July 2, on one felony count of aggravated assault with a deadly weapon. Lucky is being held on $5,000 bond in the Okeechobee County Jail. An arrest report by Of“ cer Cesar Romero, of the Okeechobee City Police Department (OCPD), said the argument between Lucky and her boyfriend apparently started around 2:55 p.m. The two were supposedly arguin g because the boyfriend had been gone for a few days and he had not been helping out wit h the bills. T axes€ Well folks, the BOCC is seriously disc ussing raising your property tax. You can go and thank that guy up the road whos share y ou are paying because he has an ag class i“ cation but no cows. Think of him when y ou have to tell your loved one no, we cant t his year.Ž € We dont need to go to 10 mills. We dont need a franchise fee. We need to collect the taxes that are being left on the table b ecause people have ag classi“ cations on parcels of land that are not being primarily used for bona “ de, commercial, agricultural purposes. Its not right. Its fraud and its s tealing. Its not a crime against the government „ its a crime against you and your neighbors who are forced to pay more so t he crooks can get a free ride. Lets collect t hose taxes and drop to 7 mils. € I have 10 acres. We are quite lucky „ no its good land management, as we are annually able to sustain, on average, 9 range/ b eef cows and one bull. We sell 9 calves every year that goes into the food chain; we do NOT receive agriculture exemption. We are no Lykes Bros., but our yearlings go for s laughter and they to their share in helping feed the people. I can pull up many of t hese 20+ acre tracks that have not cow one s tanding on them, hay is not cut from it, no fruit trees. Not sure why they are receiving agriculture exemptions, but they are. This c ounty is loosing a LOT of money to these b ogus ag exemptions ... and thats a fact. € You can also thank the South Florida Water Management District for their part in destroying the tax base. They bought several thousands of acres in Okeechobee County from ranchers and then turned around and leased the land back to the ranchers. SFWMD does not pay taxes because they are a state agency. They bought the land due to the river restoration. Their plan is to ” ood the land but we have been waiting around 10 years for this to happen. € Just looking at the incredible amount of our tax dollars this BOCC spends compared to similar counties, coupled with the chunk of our money they have saved up, makes me wonder why we would even discuss giving them another dime. They have the money. They need to look inward at what they are doing to “ nd the funding. We taxpayers are tapped out and its a vicious cycle because we have less to spend at local businesses that employ us. € Every property that has ag exemptions should be reviewed, and if it is not a bona“ de agricultural operation they should remove the exemption. The law states that agriculture must be the primary use of the land. Putting one or two cows on a 20-acre property that was purchased as an investment for future development should not count. Putting a cow in the backyard of a residential property also should not count. If the property appraisers of“ ce was a little more diligent about enforcing the law, maybe we would have enough money to fund the sheriffs of“ ce. € I am what you might call a hobby farmer. I have a vegetable garden, a few fruit trees and some livestock. I dont get an agriculture exemption. So, why do properties who have fewer cows and less land in actual agricultural use than I do receive this exemption? The law should be the same for everyone. Fourth of JulyI get so excited when i turn the calendar to the seventh month of the year. As a child, we had watermelon only on the birthday of our Nations Independence. My father would purchase a ripe watermelon; place it on the large kitchen table, covered with old newspapers. He would then stab the center of the bright green melon and slice it from one end to the other and pull it with his large hands. I remember so well the cracking noise as it separated. Daddy took a thin slice of this luscious red fruit, ate it as we watched in anticipation. He would then state, It is sweet and good enough for my children.Ž We were each given a slice of the watermelon, and mama told us to go outside to eat. We would sit on the grass and take bites of the red dessert. Of course we spit out the seeds and this became a contest to see who could spit the farthest. The greatest distance was usually won by an older sibling. I still recall the sweetness of this tradition and can almost feel the sticky juice running down my cheeks. I was ten years old when an older sister, Irene, took me to a sidewalk cafe in West Palm Beach. She ordered watermelon slices on that summer afternoon, over seven decades ago. My sister instructed me to use the fork and knife, cut small pieces, pick the seeds out with the fork and put then on the plate and gently place the fruit in my mouth. She also reminded me to chew with my mouth closed. I remember this as my “ rst lesson in etiquette. My husband Sonny and I, made a special to-do with “ recrackers and watermelon, when our children were growing up. We continued to celebrate the Fourth of July when our four grandchildren were young, however, there was one big exception. We would load up in our ChevyŽ wagon with a watermelon, knife, newspapers, towels and mosquito spray. We felt a lot of excitement as we drove to the dike to see huge “ reworks over the lake. We ate the sliced watermelon and declared it was the best ever. Of course, the grandkids had a spitting contest with the seeds. Some things never change! I was fortunate enough to have my employer, TD Bank, pay the tuition for my participation in the programs inaugural year „ which by the way, was a very modest sum in comparison to othe r Leadership programs in Florida. The one day per month, eight-month program commitment was time extremel y well spent. I wish there was space to list all the places visited and informative speakers who shared vital information about thei r businesses from water and agriculture management, education, public safety, human services and health just to name a few. Im sure I speak for my super group of classmates when I say the countless up-close and personal experiences, will long be remembered and forever appreciated! The people on the airboats are all FWC reps and leadership students. Summer hoops tourney plannedThe Lakeside Basketball Association will present the inaugural 2014 Battle for the Lake in July. The camp will feature eight squads from around the state and will be hosted by Okeechobee High School, Yearling Middle School and Osceola Middle School. The entry fee is $200 per team. OHS head basketball coach Demetre Riles and tournament director Mariano Medrano will be coordinating the event, along with several volunteers. He was born May 19, 1913 in Morgan County, Ohio to Frank and Nina (Dunnington) Thompson. The family moved to Florida in 1920. Frank and both his brothers were in the A rmy Air Corps in W orld War II, all three served in the Paci“ c. Frank worked in the building trades all his life. He started as a laborer and ended as an inspector for the government. He was a Charter Member of Carpenter Local 2208 in Ft. Pierce in the late 1930s. He was the Foreman for Fairlawn Elementary School, the “ rst school built in St. Lucie after the war. In 1950 he started working with the Seventh Coast Guard Civil Engineering Section as an inspector and about 1959 transferred to the Federal Housing Administration. He retired in 1973 and moved to Okeechobee. He built several houses in Okeechobee, including his own. He was the Uniform Building Code Inspector for the state on Everglades and Seminole Elementary Schools. He was an avid hunter and shooter. The family made several hunting trips to Wyoming. He w as a life member of the N.R.A., longtime trap shooter, probably shot at all trap clubs south of Gainesville and he shot the Grand American. He was a member of the Polk County Trap Club and the National Bench Shooters Association for the last ten years. He competed in Florida, Georgia and Alabama. He was preceded in death by his wife of 55 y ears, Bertha Thompson; his son, Frank Donald Thompson of Okeechobee; brother, Nelson Thompson; and sister, Norma Blitch of Ft. Pierce. He is survived by his brother, Jack Thompson of Saratoga, CA; three nephews, Paul Hunter of Cocoa, Karl Hunter and Donald Hunter both of Cedar Grove, Tennessee; nieces, Susan Leonard of Woodstock, GA and Kalaya Bonnell of Okeechobee. Visitation will be Monday, July 7, 2014 from 10 a.m. until services at 11 a.m. at Buxton & Bass Okeechobee Funeral Home. Private interment w ill be at Basinger Cemetery. Sixth Avenue has been turned over to the state “ re marshals of“ ce for investigation. Deputy Adam Baker, of the Okeechobee County Sheriffs Of“ ce (OCSO), stated a woman heard a noise outside her home around 2:33 a.m. Wednesday, July 2. When she opened the front door she reportedly saw someone running from her yard to a w aiting vehicle down the street. Another woman in the home then came to the door and noticed a pickup truck on “ re. She then woke a man in the home and told him his truck was on “ re. According to the deputys report the man ran out of the home to “ nd a gallon jug ablaze on the hood of his truck. He knocked the jug off the truck and pulled it a safe distance away from the home. The “ re was extinguished by Okeechobee County Fire/Rescue (OCF/R) “ re“ ghters. Deputy Baker stated no one could identify the person seen running from the home, and the truck owner couldnt think of anyone who would want to set “ re to his pickup. The deputys report did not indicate the amount of damage done to the truck. The scene was turned over to OCF/R, who stayed there until an investigator from the “ re marshals of“ ce arrived. The Fourth of July has been a federal holiday since 1941. Though that may seem like a long time for the country to wait to celebrate the independence it declared in 1776, the tradition of the Fourth of July, often referred to as Independence Day, dates back to the dawn of the American Revolution and the adoption of the Declaration of Independence on July 4, 1776. Since then, July 4th has been recognized as the dawn of American independence, and celebrations that included “ reworks and parades can be traced back to the 18th century. On July 4, 1777, the city of Philadelphia, which would become the “ rst capital of the United States of America, held the “ rst annual commemoration of American independence, and exactly one year later George Washington ordered that all of his soldiers be offered double rations of rum to commemorate the anniversary. In 1781, Massachusetts was the “ rst state to make July 4th an of“ cial state holiday, and the day was actually declared a federal holiday by the U.S. Congress in 1870. However, that declaration did not grant a paid holiday to federal employees. Nothing says summer holidays like a good old-fashioned BBQ. Here are some tips for hosting a great 4th of July BBQ. Tip one: When it comes to food for a Fourth of July BBQ all you need to do is keep it simple and provide foods that are normally served at BBQs. Dont worry about BBQing something that everybody is going to eat because most people will eat your classic BBQ foods, even kids. For meats you should stick with something simple like hamburgers, hot dogs, and ribs. For side dishes you can have potato salad, macaroni salad or any other type of pasta salad that you enjoy on warm summer days. You should also include some type of green salad and corn on the cob (off the grill of course) to round out your major food groups. When planning the food menu for your BBQ do not forget to include some type of chocolate dessert and plenty of beverages for your guests to drink. Tip two: Planning a Fourth of July BBQ for numerous people can get rather expensive, especially if you are the one providing all of the food and beverages. One thing that you can do to help reduce the cost of the food is to have everybody bring something, such as a side dish, dessert, chips and dip, etc. Or you can have everybody bring their own meat and you can provide the side dish. One thing that is really common in Fourth of July BBQs is to have everybody bring their own beverages. Tip three: When you are planning a Fourth of July BBQ you will need to think about some kind of decorating theme. Most people will adorn their backyard with red, white and blue streamers and balloons. Some other things you might consider adding would be a tablecloth, napkins and plates that are red, white, and blue or you can choose ones that have a picture of the ”ag or “reworks. Just keep in mind that you are going to want to purchase plenty of paper plates and napkins for the BBQ, this way you wont have a pile of dishes to wash once your evening has ended. Tip four: Another thing that you need to think about for your Fourth of July BBQ is what kind of daytime entertainment you will be providing. Will you have a karaoke machine, allow swimming in a pool, have a stereo system set up, or will it be a social event? Whatever you have planned, be sure to inform your guests so that they know how to dress and if they need to bring a change of clothes. Tip “ve: If you are really into planning theme parties, the Fourth of July is a great holiday for it because of the amount of history that goes along with the holiday. If you are planning on having a theme party be sure to research what theme you are choosing so you can decorate and plan your party accordingly. The Internet is a great source of ideas for Fourth of July themed parties. Tip six: One of the most important things to do when planning a Fourth of July BBQ is to decide where you are going to have the party. Some things that come into play would be if you are going to light your own “reworks, or if you plan on going to a park for a professional “rework display. Whichever activity you choose be sure to leave extra time available so you can travel to your destination. Or if you are planning on going to a park to watch a “rework display you might want to have the BBQ at the park. By Brian SellFlorida Department of Health Its that time of year again! Yes, hurricane season is upon us. Time to ensure you have an emergency kit and your property is safe and cleared of debris. Okeechobee Emergency Management has a list of recommended emergency kit items and other helpful information available at www.okeechobeeeoc.com. Another resource is the Florida Homeowners Handbook to Prepare for Natural HazardsŽ which encourages readers to look at and understand the bene“ ts of being prepared. The handbook can be viewed at http://solutionsforyourlife.ufl.edu/pdf/FL_ homeowners_handbook.pdf. Below are a few common myths and reasons to prepare taken as an excerpt from the handbook. 1) I survived past natural disasters, so I am suf“ ciently prepared.Ž Many people have the impression if they survived one event, they are adequately prepared. Each event carries its unique set of threats that can be deadly and destructive. Planning and preparation can make a major difference. Remember the adage, expect the best, but plan for the worst, and prepare to be surprised.Ž 2) If a hazard occurs, it wont be that bad.Ž When a tornado, hurricane or ” ood event occurs, the damage can be devastating. For example, although Katrina was only a Category 3 hurricane when she made landfall, over 1,800 people were killed in the Gulf of Mexico region, making Hurricane Katrina the third deadliest hurricane in U.S. history. More than 275,000 homes were lost as a result of the hurricane, 10 times as many as any other natural hazard in U.S. history. 3) A natural hazard cant happen to me.Ž Tropical storms, hurricanes and tornadoes are random events, and their path cannot be predicted. Because of the unique physical setting of Florida, bounded by the Gulf of Mexico and the Atlantic Ocean, no one is immune from the impact of these events. 4) I dont live near the coast, so I am safe.Ž These natural disasters do not just impact the coast. Strong winds, heavy rain, tornadoes, and inland ” ooding can spread hundreds of miles from the coast, rivers, and lakes leaving extensive damage and death in their wake. 5) Installing hurricane clips doesnt guarantee there will be no damage after a hurricane, so I wont bother.Ž Even though someone may wear a seat belt, shoulder belt, and have an airbag, there is no guarantee a person wont be injured in a major auto accident. Yet most people recognize the importance of these safety devices in reducing risk and use them. 6) If a natural hazard occurs, government will come to the rescue.Ž Be prepared to be self-sustaining for a minimum of 72 hours. After a disaster, residents may “ nd the government will not repair their damaged houses or provide adequate compensation for property damage. It is up to you to plan properly, strengthen your house, and have the appropriate “ nancial protections in place, such as insurance, if available. After a natural hazard, the government may also be overwhelmed by the number of people in need. 7) Hurricanes/tropical storms strike only during the of“ cial hurricane season of June 1 through November 30.Ž These events sometime occur prior to or after the hurricane season. Since 1851, there have been 23 seasons where there have been storms prior to June 1, and they have appeared as late as January. With apparent climate variability and change, there may be more of these events outside the typical hurricane season. 8) Even if a hazard occurs, there is nothing I can do.Ž Fortunately, there are many small steps you can take to signi“ cantly reduce the risk of damage to life and property. While it is not possible to eliminate all risk or damage, reasonable steps to plan and prepare can make a major difference and determine whether your house survives and just receives minor or no damage. 9) Strengthening my house is too expensive and not worth the effort.Ž Strengthening your house can protect you from hurricanes. Ultimately, strengthening your house should be considered a home improvement that adds value to your house and is worth the effort, even without external incentives. The time and money spent to prepare your house is a very small fraction of the resources that may be needed if you fail to minimize damage when a natural hazard strikes. By strengthening your house you protect your neighbors as well as yourself. A house that falls apart during a hurricane will create debris which can damage adjacent properties. The following list discusses various ways to strengthen your house and the associated costs. € Hurricane clips or window coverings can cost a few thousand dollars and offer signi“ cant protection. € For minimal costs, the roof structure (trusses and rafters) for many houses can be strengthened with bracing. € Strengthening your roof can be expensive if done by itself. MurphyOkeechobee News State legislators this year failed to push back a deadline to eliminate the land application of sludge and residuals from septic tanks and plants but plans to readdress the issue in 2015. State Representative Katie Edwards, (D-Plantation), whose family owns the Edwards Ranch on S.R. 78 in Okeechobee, “ led a bill that would have delayed the ban until 2017 while the state studies the disposal options and the environmental effects of the land spreading of seepage and other wastes. A state Senate bill passed on the “ nal day of session in a 37-1 vote but no vote was taken in the house. Ms. Edwards said there are still a fair number of septic tanks in use in rural areas and haulers of this waste were not prepared to adequately deal with the ban. What that could mean for homeowners is an increase in the cost of maintenance. Haulers would have to charge more to pump out these tanks, because they might have to drive longer distances and dispose of it in a land“ ll or other facility,Ž said Rep. Edwards. Statistics show 60 percent of septic tank waste is disposed of at various treatment facilities. Forty percent is applied to land. The Florida Department of Health has a number of regulations to govern how these materials are treated and applied. Some use the septic tank waste as an alternative to fertilizer. Rep. Edwards said there was a lot of support for the bill as three house committees review it, and only one senator voted against it. She said it wasnt the lack of support that kept the bill from passing. Most of the spring legislation and water and environmental issues werent addressed this year,Ž she said. The legislature wants to come back with a comprehensive and holistic approach to policy and appropriations and I believe that will be a big part of next years session.Ž The Department of Environmental Protection will study the environmental impacts of the land application of sludge and septage in the next several months. The Sierra Club, Audubon Society and other environmental groups have long criticized the practice. Rep. Edwards said the goal is to bring all of the interests together to get good legislation. Perhaps we can provide appropriations for rural counties to upgrade their facility to handle the extra septage,Ž she said. There are a lot of things we could be doing but I believe the guidance we give DEP will enable us to address this next session.Ž Rep. Edwards said she also wants to ensure homeowners properly maintain their septic tanks and that it is affordable for them. She noted if the tanks arent properly maintained they could leak and sent bacteria and undesirable materials into our waterways which wouldnt help our water quality. We want to make sure homeowners do their part and make sure the tanks do not get to the point where they break down and malfunction,Ž she added. Rep. Edwards said fewer and fewer farmers and ranchers use these materials as fertilizer. Farmers are now more forward thinking and acting and are using best management practices to lessen their reliance on fertilizers. Okeechobee County still has septic tanks in close proximity to waterways and Rep. Edwards said that should be a concern to the entire state. In May, added Detective Shireman, thieves made off with a 2004 Suzuki four wheeler and the trailer on which it was sitting. The A TV is valued at $4,500 and the trailer is valued at $1,000. Those are just the ones we know of in the county,Ž he offered. He said the stolen ATVs range in value from $2,500 to $14,500. The thieves, pointed out the detective, seem to prefer those all-terrain vehicles known as side-by-side vehicles. Side-by-side vehicles are those in which the driver and passenger actually sit side by side. Theyre stealing a lot of side-by-sides,Ž offered Detective Shireman. Theyre not taking dirt bikes right now. Its the side-byside ATVs and the four-wheelers.Ž The veteran OCSO investigator suggested ATV owners lock up their vehicles and put them away in a barn or shed and make sure they cant be seen from the road. If theyre seen from the road, theyre fair game,Ž he said. If you dont have a barn or shed, then cover them up and take out the ignition key.Ž If you have any information on these thefts, youre asked to contact Detective Shireman at 863-763-3117.
