By Katrina ElskenOkeechobee News By a 4-1 vote at their Thursday meeting, the Okeechobee County Board of Commissioners voted to contract with Burton & Associates for help in planning the county’s nancial future. The board approved a proposal from Burton & Associates for Financial Sustainability Modeling Process of the General Fund for a 10-year future projection and planning purposes in the amount of $41,321 with an additional $8,264 for contingency only if needed. County Commissioner Bryant Culpepper cast the lone dissenting vote. Burton & Associates will provide a formal process for reviewing the revenue and expenditures of the General Fund to enable the county to make a ten-year future projection for sustainable nancial planning purposes and provide the county with a multi-year budgeting process. This model will take into consideration onetime and ongoing revenues and expenditures, to clearly demonstrate the alignment of the county nances and take away the uncertainty. Another bene t of this modeling, is it will help ensure the county spends within its means. County Commissioner Ray Domer said this type of nancial planning is needed and the county does not have suf cient staff to do this in-house. He pointed out that county administrator Robbie Chartier was the nancial of cer when she served as assistant county administrator, but when she was promoted to administrator, the county did not ll her former post. MurphyOkeechobee News The city council approved plans to expand the downtown Christmas Festival, approved a 5 K race for downtown and continued discussion on the state plan to widen the main intersection when they met in regular session on Tuesday, Nov. 5 at Okeechobee City Hall. The council approved a resolution to address crosswalk improvements included in the main intersection project. The city would pay 100 percent of the estimated costs of $72,112. This would add crosswalks in the project area on between NW/SW Fourth Avenue and NE/SE Third Avenue along North Park Street. “I think it’s worth it for this project,” Councilman Dowling Watford said. “If we want the crosswalks, now is the time to do it. It’ll cost you a lot more if you have to close streets and mess up streets again.” This is the best guess for the cost of this and is no guarantee it won’t be more expensive, city administrator Brian Whitehall said. Originally, he stated the FDOT gave him the impression they would pay for these costs. Councilman Clayton Williams said the cost continues to escalate and at some point he wonders if it will be worth it. Bids for the project will be awarded in March 2014. An earlier crosswalk deal included the estimated cost of $68,000. Mr. Whitehall said the bid process can always be unpredictable. He said the chances for a change order will be minimal. He said the FDOT wants resolution soon so they can nish design. Okeechobee Forecast Special to the Okeechobee News The United Way of Lee, Hendry, Glades, and Okeechobee seeks volunteers to help lower to middle income tax payers to le their federal income taxes through the Volunteer Income Tax Assistance Program (VITA). VITA volunteers can make a real difference in the lives of people in our community. Volunteers have helped families get back the money they have earned and become more nancially stable. The United Way is currently recruiting volunteers to serve as tax preparers, greeters and interpreters. Free training will be provided. Volunteers will complete a certi cation online and software training will be provided by the IRS. VITA is a program offered through the United Way that helps low-to-moderate income persons by providing free tax preparation assistance. We are looking for both English speakers and bilingual volunteers to better serve our clients. No experience is necessary. Flexible hours are available February through mid April. Tax assistance program seeks volunteers Special to the Okeechobee NewsKiwanis Club host guest speakerDr. Bill Burman, a past president of the United Feed Co-op, was the guest speaker at a recent Kiwanis Club of Okeechobee meeting. The United Feed Co-op was founded by a group of dairy farmers in 1979 to supply feed to area farmers. It is estimated that United Feed supplies over 100 tons of feed a year to area farmers. A re destroyed the eet in 2011. Immediate emergency procedures had to take place. The rst was to secure food for the farms the very next day. That was accomplished with the help of area feed companies such as Syfrett Feed, McArthur Farms, Larson Dairy and Dairy Feed Inc. Burman says without the help of these businesses, many farms would have gone out of business and the area would have taken a massive economic hit. After two years of re-building, United Feed Co-op re-opened in August of 2013.

Parents call cops w hen kids misbehave I nd it hard to believe that a parent w ould call the sheriff’s of ce or the police department and expect a cop to come bec ause their kid won’t mind them. I nd it even harder to believe that the cops actually go out on these calls. Somebody needs to draw the line here.  Sorry, but a good spanking made me listen. The problem is parents are scared to s pank kids. Discipline the kids before they get out of hand. Then it is too late!  This is what happens when you have parents who want someone else to do the parenting.  Arrest the parents for being idiots.  Some parents need to take more res ponsibility and actually be parents to t heir children instead of putting them off on someone else. Then maybe their kids w ouldn’t act out and be so out of control. A lot of these kids are the way they are bec ause of the parents.  Unfortunately until Okeechobee County Sheriff’s Of ce cracks down and starts making arrests and setting examples of these people they will continue to make frivolous reports. I know this rst hand and unfortunately these people never get charged for t he crime.  A lot of parents are afraid to give a good ol’ fashion spanking for fear of some nosy person adding drama to it and calling DCF. People need to learn there is a difference b etween spanking and beating and minding their own business. Sometimes there are parents who just can’t handle their kids on their own and need law enforcement to s tep in to scare the hell out of the kid. I’ve s een OCSO of cer feel bothered on more t hen one occasion when they felt like they c ould be doing something more interesting b ut that’s parts of a cop’s job.  Frankly, the cops should be concentrating on the real crimes such as the drug dealing and burglaries. The sheriff already said due to the budget they don’t have enough ofcers for the security level they want. Taking a deputy off the road to lecture a youngster is wasteful. That of cer should be catching bad guys, not threatening a kid who doesn’t like his bed time.  A lot of parents are doing what Okeechobee’s psych therapists and mental health counselors are telling them to do, ”call the cops.” DCF will believe the child until they spend thousands of dollars on investigation to nally see the parents were doing what the therapist told them to do.  These young parents (kids having kids) should have to take a class on parenting. Being a parent is very rewarding but can also be stressful and these young kids having babies can’t handle it. Not saying they would be bad parents at all just that a parenting class to help educate could be very helpful.  Respecting each other is the key. You don’t have to spank a child. I am not against it, because I was spanked. But if you set boundaries and show more loving ways, it might help. It may be old fashioned to show love nowadays, but it seemed to work for some.  As a dispatcher, I can’t count how many 9-1-1 calls I’ve taken in the last 20 years from frantic parents complaining their young child is “out of control.” Parents have also been known to call and request the police come and scare their child into behaving by threatening the of cer will take them to jail. That’s just WRONG! I will say it’s happened more frequently in the last 10 years.  It will be karma for the parents if they have forgotten all about an outstanding warrant for them.  I’m a “young” parent and I spank, take toys, and do ‘time outs.’ All you have to do and show that you’re the boss and the parents/adult! To call a cop because you can’t control your own child is just ridiculous and sad. I mean come on now, you have to call the cops to put a child to bed?? Take away the electronics from these spoiled kids (iPads, iPods, TV, cable, phone, etc.), turn off the lights and close the doors and they sleep. What’s so hard about that?  There are kids who are spoiled. Then there are kids who have deviant “behaviors.” If a parent needs to call a cop as a tool bring a child’s behavior together then what’s the problem aside from saving the county money in potential housing fees later on. It’s not always as easy as taking a toy away. Blood transfusions help local womanI have the honor of interviewing local residents to write their amazing stories involving blood donations — either donating the gift of life or receiving it. We do this together in the hope that other people will read their accounts and be inspired to donate blood at the upcoming 8th Annual Okeechobee 600 Blood Roundup to be held at the Freshman Campus on Nov. 16 and 17. Buckhead Ridge resident Helen Corbitt-Campbell is both a blood donor and a recipient of donated blood and she wants to share her story to remind people how critical it is that blood is available for folks who need it when they nd themselves in an unexpectedly dire situation. Helen and her husband, married for 55 years, recently moved from the Ft. Myers area to Buckhead Ridge. Helen has kidney disease but, with her doctors in Ft. Myers and her husband in the early stages of Alzheimer’s disease, she had not been back to have her blood tested for anemia every three months as recommended for kidney patients. She also was not taking the drugs that had been prescribed for her kidney disease. One night, Helen fell in her kitchen and broke her ankle. She decided to wait until morning before driving herself to the emergency room because she did not want to upset her husband. When she tried to walk down the stairs to get in her car, she fell and could not get up. Luckily, her husband was able to call 911 and, once the ambulance arrived, the EMTs found that Helen was extremely anemic. Helen was taken to Raulerson Hospital where she began receiving blood transfusions immediately. Her feet were kept elevated so her heart would not have to work as hard to pump her blood. Helen remained in the ICU of the hospital for several days and received ve units of blood before her hemoglobin increased to a safe level. Helen believes she would have died if the blood that saved her life was not available. Helen is sharing her story so that people will realize how very important it is to give blood. Helen’s entire family have been blood donors: Her father was on call at his hospital to donate due to his rare blood type – AB+; Helen’s husband donated gallons before he became diabetic; Helen donated all the time until she developed kidney disease. Please take the time and make the effort to donate blood at the 8th Annual Okeechobee 600 Blood Roundup; somebody will b e extremely thankful that you did. This year’s theme is the “Okeechobee 600” where w e are racing to save lives with a goal of 600 units of life-saving blood collected in two days. The main race event will be held on Nov. 16 and 17 at the Freshman Campus. A pre-race event on Nov. 9 at the Ford, Chev y and Dodge dealerships, is open to blood donors who will be attending the NASCA R event and, therefore, unable to attend th e Main Event the following week. Tickets to Homestead Miami Speedway will be awarded at the Nov. 9 drive. All blood donors at th e pre-race and main race events will receive a T-shirt, goody bag and refreshments. The team played in a season championship tournament for the South Florida Travel Baseball League in Lake Worth last weekend. The league consists of teams from as far north as Sebastian and as far south as Boca Raton. The number two seed Chobee Outlawz slid past West Boynton Barracudas 9-8 to face Team Easton for the championship. Tremendous pitching by Xavier Hernandez, as well as phenomenal hitting by every player helped the Chobee Outlawz mercy rule Team Easton in the fth inning. Key hits included Enoch Busbin with a triple and Jacob Hardy with a double. Chobee Outlawz had several stolen bases which attributed to the team's 12-3 win. The team thanks the parents and sponsors for all of their support. Chobee Outlawz win travel baseball league championship "pie in the sky." He asked what would happen to this nancial plan if the current commission is not re-elected. "When you project out ten years, we may not be here in ten years," he said. "We don't know what our economy is going to do in the next ten years. Things could change radically. "I'm just a little afraid to step out at a time when our funds are limited," he continued. "I think everybody knows what Okeechobee needs to do to get back on its feet," he said. "I don't think we need to pay someone to tell us that." "This is how you prepare for your budget," countered Commissioner Domer. He said they need to work on the budget year round, starting on the next year's budget process as soon as they complete the current one. Commissioner Domer pointed out that the county has used contractors for work formerly done by staff and it has proven to be ef cient. "We're farming out road department work, farming out ditch work," he said. "This is more farming out work." Commission Chairman Frank Irby supported the contract plan, but only if they realize this is something that will have to be done every year. "My concern is that with a 10-year projection, you will have to do it every year or every other year," he said. "This isn't a onetime decision. It is not a one-time expense "It's an ongoing decision or don't do it," he sad. Commissioner Joey Hoover said this model will give the county a tool for tracking the revenues and expenditures. "You've somebody standing from the outside who is a disinterested third party," he said. "For $41,000 you cannot hire a professional individual, much less a staff, to come in and do what we need to be done," he said. "Most counties have a staff, not just a person." "When we get the results from this it's going to help our board tremendously, not just Robbie," said Commissioner Margaret Helton. Chairman Irby said when he was rst elected he was shocked to learn that the county did not have a Chief Financial Of cer (CFO) to manage the multi-million dollar budget. "We've got to hire staff or use a consultant," said Commissioner Hoover, adding that it would be most cost-effective to use a consultant. "We've laid off people who work for the county. That's a horrible thing and I hate that, but the reality is when the budgets get tight, we have to look at every position," said Commissioner Culpepper. He suggested they look at other county positions and see if another position might be cut in order to hire a nance of cer. Commissioner Hoover said it probabl y would cost more to hire a quali ed nance of cer than to contract out the work. "You have to have somebody with expertise so you don't wind up shooting yoursel f in the foot," he said. Chairman Irby said the planning wor k will only be valuable if the commission uses it. "I have seen many times that consultant work is a really nice document that gets put on the shelf," he said. "The board prior to this board had good advice and chose not to follow it," agreed Commissioner Domer. "If you are not going to use it, if you are going to put it on a shelf, don't do this," said Mrs. Chartier. Council approved the purchase of 13 brand new 2014 Dodge Charger police package squad cars. The low bid was awarded under a Florida Sheriff's Association bid for $21,159 each with Auto National Chrysler Dodge Jeep Ram in Pembroke Pines. A bid for $36,131 with Dana Safety Supply in Doral w as approved to purchase related equipment for the squad cars that include light bars, consoles and parts necessary to install these items. A bid of $32,929 with Gilbert Ford was approved to purchase a 2014 Ford F-350 twow heel drive, 1-ton crew cab utility dump truck for the public works department. A bid of $26,536 for a 2014 Dodge Ram 4x4, half-ton crew cab pickup with Auto National Chrysler Dodge Jeep Ram was also approved. The council also approved a number of street closures in the downtown area, one for the Top of the Lake Christmas Festival to be held on Dec. 6-7, and for Rock Solid Christian Academy for closure for a 5K race to be held in downtown Okeechobee on J an. 4. The Christmas Festival was expanded to Friday night, Dec. 6. Events will include a Christmas movie in the park, a snow play area, and a visit from Santa Claus. This event w ill run from 6-9 p.m. in Flagler Park. The 5K race will begin and end at the First Baptist Church, Rock Solid Christian A cademy. All of the proceeds will bene t the preschool and elementary school and also help fund the library and physical education department at the school. Council also approved an agreement with the Florida Department of Environmental Protection for a $250,000 grant to use for stormwater retro t and conveyance. The project is designed to support stormwater efforts along the northern rim of Lake Okeechobee and provide swale, conveyance and inlet improvements to reduce nutrients and the volume of water that plague Lake Okeechobee. Stormwater will be collected, canals maintained and drainage structures replaced. The neighborhoods impacted include Southeast 10th Street to Southeast 15th Street, Southeast Seventh Street to Southeast Second Avenue west of Taylor Creek, Southeast 10th Avenue near Southeast Third Street. Future phases include a segment of Southeast 10th Avenue, Southeast Eighth Avenue north of Southeast Eighth Street, and Southeast 15th Street, south to Taylor Creek. Construction is expected to be completed by the end of 2015. A total of 7,145 linear feet, estimated to cost $609,505, would be improved. Mayor Kirk also issued a number of proclamations for Patrick Smith's Florida, a land Remembered Day, for Nov. 5, Nov. 17 as Retired Educators Day, November as National Adoption Month and National Runaway Month, and presented certi cates of appreciation for 10 years of service to city employee Kim Barnes and to planning board/board of adjustments and appeals/design review board member Kenneth Keller. The council appointed Les McCreary as regular member and Toni Doyle as an alternate member to the Planning Board/Board of Adjustment/Design Review Board. CITYContinued From Page 1 By Eric KoppOkeechobee News A local family is in mourning following a horrible accident at their Southeast 21st Court home that led to the death of a 7-month old baby. According to a Florida Highway Patrol press release the baby, Peyton Anita Norland Lowe, was pronounced dead after she was transported to Raulerson Hospital. Trooper Corporal R. Stuhr stated the baby was sitting on the ground at the family home on S.E. 21st Court around 10:44 a.m. Wednesday when the accident occurred. The report stated that the baby's grandfather Clyde Sidney Lowe, 60, was returning home when he apparently drove into the yard and did not see the baby. Mr. Lowe reportedly struck the baby with the front of his 2002 GMC Envoy sports utility vehicle. Trooper Stuhr indicated in his report that Mr. Lowe was planning on parking his vehicle in the back yard. The report goes on to state that the accident is still under investigation. By Eric KoppOkeechobee News An Okeechobee man with a long arrest history was arrested on felony drug charges after a vehicle in which he was a passenger w as stopped for a traf c infraction. Christopher Lee Jenkins, 37, N.E. Fifth St., was arrested Tuesday, Nov. 5, on felony charges of possession of methamphetamine, possession of a controlled substance (alprazolam) without a prescription and possession of a controlled substance (morphine) w ithout a prescription. Jenkins is being held in the Okeechobee County Jail on $7,500 bond. An arrest report by a detective with the Okeechobee Narcotics Task Force stated the v ehicle was stopped because the driver ignored a traf c control device. Three other people in the car were searched and released. However, as the detective was searching Jenkins, a metal container fell out of his pants onto the ground. Inside that container, stated the detective, was .1 grams of suspected methamphetamine; one-half of an alprazolam bar and a 30mg morphine tablet. A eld test was conducted on the suspected meth and that test indicated a positive result for the presence of methamphetamine. The tablets and suspected meth will be sent to a laboratory for further analysis, pointed out the detective. A check of Jenkins' criminal history showed that on Dec. 13, 2012, he was found guilty of possession of methamphetamine, driving while license suspended -habitual offender and possession of drug paraphernalia. He was sentenced to one year in the county jail, and received credit for the 11 months and 20 days he had already spent in jail. On June 23, 2008, he was convicted on charges of sale/delivery of a controlled substance and possession of oxycodone with intent to sell or deliver. He was sentenced to six months in the county jail, and received credit for the two months and 28 days he had already served. In 2006, Jenkins spent an estimated two months in the county jail following his conviction on felony charges of dealing in stolen property and giving false information to a pawnbroker. Jenkins was arrested Oct. 28, 2013, on a felony charge of petit theft and misdemeanor charges of trespass after warning and resisting a merchant. He was released from jail after posting bond of $6,000. His latest arrest comes about a week after posting bond for his Oct. 28 arrest. PALM BEACH COUNTY—The Florida Department of Environmental Protection issued a permit to the South Florida Water Management District on Nov. 6 to construct the L-8 Flow Equalization Basin, a structure designed to store 15 billion gallons of water so that it can be treated and moved south to the Everglades. It is one of three storage components of Governor Rick Scott’s Everglades W ater Quality Restoration Plan. When construction is complete, stormwater — which at peak ow times is released to the ocean — will be safely held in a deep reservoir and later cleaned and redirected to the Everglades. It will allow water managers the exibility to store stormwater that under certain peak ow scenarios may have been diverted to the ocean or water conservation areas — and direct ows for treatment prior to entering the Everglades. “The department and the South Florida Water Management District continue to move forward with Everglades restoration projects with the support of Governor Scott,” said DEP Secretary Herschel T. Vinyard Jr. “This project will allow for additional water storage and cleaner water moving south, which will ensure the proper nourishment of the River of Grass.” The L-8 ow equalization basin will use a 53foot-deep reservoir capable of storing approximately 45,000 acre-feet of water, or the equivalent of 22,500 Olympic-sized swimming pools of water. The seven interconnected underground cells will be utilized to effectively manage basin storm water. During storm events and other peak ow events, the reservoir will act as a storage feature. During dry periods, the reservoir will deliver ows for optimized treatment prior to those ows entering the Everglades. The below-ground reservoir was a former rock mine site located in central Palm Beach County. The location’s unique geology allows for deep, below-ground storage, reduces water loss through seepage and minimizes levee safety concerns. Construction of embankment protection features is currently underway. The permit authorizes construction of a permanent discharge pump station and in ow feature. Construction of the pump station and in ow spillway is scheduled for November 2013 through April 2015. “Moving forward with construction of the L-8 Flow Equalization Basin re ects yet another milestone in improving the quality of water owing south into the Everglades,” said South Florida Water Management District Executive Director Blake Guillory. “The district is committed to delivering this project on schedule in order to realize as soon as possible the important environmental bene ts it will provide.” The project is a result of Governor Scott’s direction to the Florida Department of Environmental Protection and the South Florida Water Management District to develop a plan to address water quality concerns associated with existing ows to the Everglades Protection Area. The plan was presented to United States Environmental Protection Agency in late 2011. After coordination with EPA, the nal plan was nalized by the Department in September of 2012. The governor’s landmark water quality plan includes: 6,500 acres of additional stormwater treatment areas, which are man-made managed wetlands that naturally remove phosphorus from water prior to the water being discharged into the Everglades. 110,000 acre-feet of water storage capabilities in ow equalization basins, or reservoirs that work with the proposed and existing stormwater treatment areas to regulate ows and optimize treatment ef ciency. Other components of the plan include engineering projects in existing treatment areas and the modi cation of conveyance features necessary to move the water through the South Florid a Water Management District’s massive ood control and water delivery features. MurphyOkeechobee NewsThe Okeechobee High School Brahmans conclude their season tonight with their annual battle with Big Lake riv al, Clewiston High School. The Tigers (8-1) have won a district title and appear poised to make a deep run in the playoffs this y ear. Meanwhile, Okeechobee (1-8) has struggled for most of the year, as they’ve battled injuries and inexperience. The Tigers are a machine on offense. Quarterback Davis Witt has thrown for 1,145 yards as a sophomore, completed 59 percent of his passes and threw 15 touchdown passes. The team has crushed teams running the ball as well with nearly 2,000 yards rushing, over 7.1 yards per carry. Top rushers include Derry West 888 yards, Tyrone Washington 423 yards, and Jarvirus Bradford 388 yards. Lenorris Gaines is the team’s top receiving threat. He has caught 22 passes for 618 yards and six touchdowns this year. Clewiston also has a deep defense with nine players with over 20 tackles this year. Top performers include Kyree Marshall, Maurice Murphy and Derrick Jackson. The Tigers defeated LaBelle last week 27-20 to wrap up their district. They’ve also defeated Avon Park 49-7, Lake Placid 46-3, Glades Day 1610, Jupiter Christian 63-12, Bishop Verot 62-17, Dade Christian 21-6 and Immokalee 13-12. The Tiger’s only loss was to King’s Academy 17-14. Coach Pete Walker has de nitely returned the swagger and con dence to the Tigers after a few mediocre seasons. Okeechobee celebrated only the fourth 1,000 yard rushing season in over 20 seasons as Adrian Minondo carried for 183 yards last week against Jensen Beach. Cory Surls continued to improve his performance with eight pass completions last week and a touchdown pass. Coach Chris Branham said he is pleased with the improvement on offense. He said the seniors have worked hard to improve this year. Seniors will be honored with their parents before the game. Branham said his team will bene t from having game experience for the younger players. He also spoke highly of Walker, a close friend and mentor. Still he delights in beating Clewiston. “They are not coming to Okeechobee to take the house. I don’t care what the two team’s records are. This will be a ght,” he added. Branham predicted both teams will try to establish the run and control the clock tonight. Both teams like to run the ball straight ahead and also are very similar in their schemes on defense. “There have been a lot of close ball games in this series, I have kept the three game balls for my wins over Clewiston. In this game the gloves are off and nobody cares about the wins and losses,” he added. Bobby Joe Garza should return to the offensive line tonight after missing last week due to a mouth infection. Fourteen seniors who played key roles on the team this year will graduate. Seniors include Tyler Smith, E.J. Special to the Okeechobee News Steve Nelson, owner of Okeechobee Discount Drugs located in downtown Okeechobee, gave a presentation on what is required of a pharmacy by law to be able to inventory and dispense a controlled substance. Mr. Nelson has owned Okeechobee Discount Drugs for thirty years, making it the oldest continuously operated drugstore in the county. Mr. Nelson’s presentation began with the different schedules of controlled substances: Schedule I controlled substances currently have no medical use in the United States and have a high potential for abuse. These include heroin, LSD, marijuana, etc. Schedule II substances have a high potential for abuse which may lead to dependence. They are Dilaudid, oxycodone, morphine, opium and codeine to name a few. Schedule III substances have less potential for physical dependence but high psychological dependence such as Vicodin and products containing codeine. Schedule IV controlled substances have a low potential for abuse and include Xanax, Valium and Restoril to name a few. Schedule V controlled substances have the lowest potential for abuse and consist primarily of preparations containing limited quantities of certain narcotics such as cough preparations containing codeine. He also spoke of new laws and regulations that have been enacted making it more dif cult and costly for the pharmacy to store and dispense these types of medications. The DEA has implemented all kinds of audits and inventory procedures to make sure that these substances do not fall into the wrong hands. Since these new procedures have been in place, there have been more than a few drugstores and pain clinics closed for noncompliance. One of the Civil Air Patrol’s missions is the education of young people on the hazards of using drugs. We call this program DDR (Drug Demand Reduction). Walpole Feed & Supply Co. 7 6 3 6 9 0 5 Hwy. 98 N., Okeechobee 14 Okeechobee News November 8, 2013 Headless body found in sugarcane eldBy Jose Jesus ZaragozaSpecial to the Okeechobee News CLEWISTON — It was the case that dominated news headlines for the week — a nurse from Bak Middle School of the A rts in Palm Beach County had gone missing, and a gruesome discovery near remote sugarcane elds in Clewiston led back to an alleged suspect: her ex-husband, Dr. Albert Lambert. The case was both notable for its high pro le and the savagery of the crime. Hendry County Sheriff Steve Whidden, w hose department rst handled the investigation when a U.S. Sugar crew found the body just south of Clewiston on Oct. 30, was taken aback by the grisly details. An af davit for the arrest of the suspect by the Palm Beach County Sheriff’s Of ce (PBSO), obtained by The Clewiston News, described the scene: “Investigators in Hendry County revealed that the body of a headless white female was discovered in a canal. The ngertips had also been removed from this body, and there was a defect at the center of the chest” – the defect referred to a .22 caliber bullet later recovered from the body. Before long, the crime scene that initially saw a single deputy responding to con rm the nd was busy with activity, with dozens of investigators from the Hendry County Sheriff’s Of ce (HCSO), Florida Department of Law Enforcement (FDLE) and PBSO joining to conduct the follow-up investigation. “Any dead body is out of the ordinary, however, to have one in that state was very concerning to us,” said Sheriff Whidden. “It w as a horri c act.”BOLODays before her body was found, Kimberly Lindsey, a recently divorced 49-yearold mother of three, had failed to show up to work and a co-worker contacted police to check on her. A search of her home revealed what appeared to be blood smears on the headboard of her bed and throughout the house. There were no signs of forcible entry, and the woman’s money and purse had been left untouched. The discovery launched a massive effort to nd the woman, including a Facebook page created by her three daughters pleading for help in locating their missing mother. Hendry County Sheriff’s Of ce personnel were aware of this fact when they responded to the report of a body found on County Road 835 and Blumberg Road. According to Sheriff Whidden, the acknowledgement was nearly immediate, the unidenti ed body had to be Lindsey’s — there was no pressing need to launch an all-out search for a killer because PBSO believed it had found its man. “We kind of knew from the beginning, or suspected from the beginning, that it was her ex-husband,” said Sheriff Whidden, explaining how Lambert had not followed up with PBSO attempts to speak with him.Toyota CamryThe af davit reveals that Lambert, who had the couple’s 16-year-old daughter staying with him at his Jupiter home, had enough time on Saturday, Oct. 26, from the moment his daughter went to sleep to when she woke up in the morning six-and-a-half hours later, to leave the home in a Toyota Camry normally used by his daughter but registered to him, drive to his ex-wife’s home, commit the crime and dump her body in Clewiston. The daughter said her father owned an extra set of keys to both the Toyota Camry and her mother’s home. The car proved a critical element in the investigation. Later on Sunday, when she found out her mother had gone missing, the 16-year-old drove the Camry to her mother’s residence in Palm Beach Gardens, where investigators noticed blood on the bumper and trunk of the car. The car would later be matched to Lindsey through DNA analysis.Unresolved motivesThe warnings signs were clear, according to PBSO investigators. Lambert and Lindsey’s divorce was nalized in November of 2012, but the two were still going through court hearings over alimony and child support. In a court hearing just two days before Lindsey went missing, Lambert told the judge “that he would either ‘disappear or go to jail’ before he paid anything.” Investigators also learned that Lambert had purchased a Charter Arms .22 caliber pistol from Gator Guns and Pawn in West Palm Beach in early October, and had returned ten days later to pick up the gun, ammunition and a cleaning kit. Lambert did not have a criminal record. Lambert was employed by TeamHealth, one of the nation’s largest providers of hospitalbased clinical outsourcing. Under the TeamHealth contract, he had worked as an emergency room doctor at Florida Medical Center in Lauderdale Lakes and at Raulerson Hospital in Okeechobee. Speaking to reporters on Sunday, two days after DNA tests concluded the body belonged to Lindsey, Sheriff Ric Bradshaw said there was no doubt in his mind that Lambert was the prime suspect in the case. DNA evidence matched Lambert’s and Lindsey’s blood to samples taken from a pair of white men’s underwear, which was recovered during a search warrant executed at Lambert’s home. The evidence would arrive too late. Just before deputies could arrest Lambert, a surveillance crew noticed a strange occurrence at the home of Lambert’s sister in Miami, where PBSO of cials had been monitoring him: the suspect’s sister and a friend were carrying out a body wrapped in a sheet. It was Lambert. The main suspect was apparently dead. Efforts to resuscitate him failed. “He overdosed on narcotics and that’s going to put this case as closed, but there is no doubt that he was the suspect that committed this crime,” Palm Beach County Sheriff Ric Bradshaw told reporters. And while detectives are con dent Lambert acted alone and was responsible for the murder, no one will ever know what happened in Palm Beach Gardens that night. Lambert takes that to the grave.Preserving the crime sceneWith the case closed, Sheriff Whidden is proud of the fact that his deputies preserved a crime scene intact, saving evidence that later proved crucial in solving the case. Too often, critical cases like homicides are compromised when a crime scene is not secured properly, the sheriff said. In this case, the radius itself had to be larger in the event a faroff area contained critical clues. “The guys did a wonderful job,” he said. “When you rst nd a scene like that, it’s very important to secure the scene accurately.” The sheriff also had kind words for his counterpart in Palm Beach, Ric Bradshaw. “I would like to offer a personal than k you to Sheriff Bradshaw for all the support he gives us.” But he still can’t shake the morbid discovery in Clewiston just one day before Halloween. According to him, efforts to locate the woman’s severed ngers and head have proven unfruitful. He does not hold out hope that those will be recovered. “Realistically, the search area is too great for something like that,” he said. “It’s like trying to nd a needle in a haystack.” Hendry County Sheriff’s Of ce helps solve murder Farm-City Luncheon is Nov. 21The Kiwanis Club of Okeechobee and the Okeechobee Area Agri-Council will co-host the 20th annual Kiwanis/Ag Council Farm-City Week Luncheon at the Okeechobee KOA. MurphyOkeechobee NewsThaddricka Sanders led a balanced scoring attack as the Okeechobee High School Lady Brahmans defeated Glades Day 62-15 at their preseason classic at Okeechobee High School W ednesday night. Okeechobee jumped out to an early 13-3 lead thanks to defense and transition scoring as they totally overwhelmed the Lady Gators. Okeechobee led 14-5 after the rst quarter, 27-7 at the half and 52-10 after the third quarter. Coach Morgan Ungerott admitted she couldn't have written a better script for the rst game, "This is something we needed for our rst game. Last year we lost the rst game by 65 points so morale is much higher to start the year and can only go up from here." Sanders got the team going with a 16-foot jump shot on the team's rst possession. Bethany Stuart added a bucket inside off a feed from Sanders on the next possession. Taylor Trent hit a follow in the lane and Stuart another score off an offensive rebound to build the lead to 8-1 early. A eld goal by Stuart, a layup by Trent and a breakaway layup by Sanders off a steal pushed the lead to 25-5 in the second quarter. Sanders hadn't played basketball in nearly two years after she suffered an ankle injury during her sophomore year. She was encouraged by her uncles and her mom to return to the court and she admits she's glad she did. "Oh my gosh, this was so much fun. I missed basketball so much. I thought I'd be horrible tonight, but I played well. I still have work to do but overall this was a good game," she added. Sanders said she wasn't in the best of shape and didn't play much basketball at all in the past two years. She did play some over the summer and in the weeks leading up to tryouts to get ready. She praised her teammates for the effort they gave in the rst game. "It was hustle, rebounding, hard work, talking on the court and listening to our coach that helped us tonight, we played hard and I like the way our energy owed with one another. We have a good bond to start the season," she added. Okeechobee also had a productive bench as all 12 players got to the court in this game. Cheyenne Nunez, Baylee Farless, Imari Roberts and Hailey Greeson played well in supporting roles. Ungerott said she told the girls she would bake cupcakes for them if they won and admits if this keeps up she might be a baker by the end of the season, "A coach is never really pleased with the effort but at times we looked great. The girls got a taste of scoring and they want to score but at times when it's a slower pace we need to pick it up as a team and communicate with each other." Ungerott said she was pleased with the defense and notes the team can play zone defense or man-to-man. She said the more they work on defense in practice, the better they will become. Clewiston defeated John Carroll 48-43 in the other tournament game. Okeechobee played Clewiston on Thursday while Glades Day battled John Carroll on Thursday night. Results will be available in Sunday's Okeechobee News. Sanders had 18, Stuart 13 and Trent 12 points to lead Okeechobee. TALLAHASSEE — The Florida Senate Select Committee on Indian River Lagoon and Lake Okeechobee Basin (IRLLOB) Tuesday nalized a report which summarizes the select committee’s work to investigate policies, spending, and other governmental activities affecting w ater management in the region. The nal report, unanimously approved today, includes a comprehensive list of short and long-term recommendations to improve the environmental and economic health of the St. Lucie and Caloosahatchee River systems and the Indian River Lagoon. “This report represents a signi cant rst step toward improving water management across the entire South Florida region,” said State Senator Joe Negron (R–Stuart), Chair of the Senate Select Committee on IRLLOB. “I look forward to continuing the work started by the select committee through the respective policy and appropriations committees of the Florida Senate and am hopeful we can make these recommendations a reality.” The select committee identi ed a number of policy and budget options for state and federal action to improve water management in both the short and long-term. The options focus on three key areas: (1) improving water quality; (2) expanding water storage capacity; and (3) strengthening the current relationship between the state and federal government by clarifying areas of responsibility and working to improve accountability. “I greatly appreciate the public input we received throughout the summer and fall as we w orked to develop these recommendations,” said Senate Majority Leader Lizbeth Benacquisto (R–Ft. Myers). “Hundreds of concerned citizens from Florida’s East and West Coasts made their voices heard, and I’m proud that their thoughts and suggestions are re ected in our nal product.” In total the report contains over $220 million in proposed state funding, including increased funding for the C-43 and C-44 reservoirs as well as sediment removal and dredging in the central and northern Indian River Lagoon. Recommendations outline water management options that would further increase current storage and ow capacities by billions of gallons. Additionally, the committee identi ed a number of areas where the federal government has fallen short on its obligations to maintain the Lake Okeechobee Herbert Hoover Dike and to develop a release schedule that balances the improved structural integrity of the dike with the overall environmental and economic health of the region. To address this tension, the report recommends amending the operational jurisdiction of the U.S. Army Corps of Engineers to give the State of Florida, speci cally the Department of Environmental Protection, authority over regulatory releases. Legislation (HB 7065, Chapter 2013-58, Laws of Florida) passed by the House and Senate and signed in to law by Governor Scott earlier this year creates a single comprehensive plan for achieving restoration efforts envisioned under the Everglades Forever Act, including storage, treatment and conveyance of water south of Lake Okeechobee. “With the proper partnerships from the federal government, an increase ow of water south is a preferable, consensus solution to the harmful dischargers of water through the C-43 and C-44 canals,” said Chair Negron. “Unfortunately, the federal government has yet to ful ll a $1.6 billion obligation for the federal portion of South Florida environmental projects.” The nal report notes evaluation of efforts and ideas to improve southerly ow should continue so any plan may be considered at such a time that a nancial commitment from the federal government becomes more probable. “Any plan that has the potential to store, treat and move enough water south from the lake to eliminate damaging discharges should be considered,” said Chair Negron. “We are doing our part here in Florida, and it is time for the federal government to start meeting its past and future obligations to our state.” 2 Serving the communities south of Lake Okeechobee May 27, 2010 23 Okeechobee News November 8, 2013 By Charles M. MurphyOkeechobee News Okeechobee High School has a new w restling coach but the same goals of success, regional quali ers and possibly state quali ers this season. Anthony Calzadilla took the job after Robert Olive resigned at the end of last year. He took over in July and is excited about the opportunity. He has three years of coaching experience in St. Lucie County Schools. He coached at Fort Pierce Westwood for two y ears, one year as head coach and one year for St. Lucie West Centennial as co-head coach. Under his tutelage, two wrestlers at Westwood quali ed for the state nals. Calzadilla is a graduate of Florida Atlantic University. He earned a degree in inter disciplinary social sciences in 2010. He is married to Kristin, and has two children. His wife is a graduate of Quinnipiac University, and is also an educator. She also is a member of her college’s hall of fame for eld hockey. Calzadilla teaches American History at Okeechobee High School. Top wrestlers on the squad this year are predicted to be team captains Cody Grif th, at 138 pounds, and Sebastian Fulleda at 152 pounds, Tiffany Bowers, Del no Garcia at 106 pounds, Greg Hernandez at heavyweight and Cory Vickers at 220 pounds. Calzadilla said this is a very young team but most have gotten experience with the Okeechobee wrestling club. He is assisted by long time OHS wrestling coach Bruce J ahner. Calzadilla said many of the younger wrestlers have gotten better in skill and conditioning in the off season. The district features Jensen Beach, Port St. Lucie and South Fork. Okeechobee gures to be the favorite on paper, but know they have a lot of hard work to do. “Our goal is to be number one in our district and in the top 10 in our region,” he stated. He said there is no reason that every wrestler in his lineup can’t win a district title or nish in the top two in the district. Grif th said being a leader was over bearing at rst but he’s gotten used to it and wants to set a great example for the team. His goal is to make it to state and be a good leader. “I try to help my teammates and even go to their house to help train them. I think we’ll do pretty well this year we have a lot of new kids but they are hard workers,” he explained. Cody has wrestled at different weight classes throughout his high school career. He started to wrestle at age six through the Okeechobee wrestling club. He has also grown from 5 feet tall to nearly 6 feet tall this year. He maintains it has been dif cult to maintain his weight and every year has been a challenge. He noted he has worked hard to improve his con dence and wants to win the mental battle with his opponents this year. “I’ve nished just short of state each year. I want to be more con dent. I’ve always been a little down on myself, but now I know I’m good, and with hard work I’ll put in the effort and I’ll make state. It’s a mental sport, if you’re scared you’re lost and it’s pretty much over for you. You must believe your better than him. Fulleda’s parents know hard work as they are Columbian natives who moved to the United States when they attended college. He has also become an avid kick boxer and his ultimate goal is to be mixedmartial arts professional. He is a calm young man who is different than many wrestlers who are aggressive and angry. “I’m calm on the mat and I do what I need to do to win. I don’t go out there trying to hurt my opponent, I plan to treat each match as an experience and get better so I can make it to state this year and during m y senior year,” he said. Fulleda said the team has a lot of talent this year but it is unharnessed and needs training. Sebastian noted that the MMA and kick-boxing training he does all year keeps him in shape and keeps him ready for wrestling season.
